In the labor market, net disadvantages of immigrants, so-called “ethnic penalties”, may stem from rather different sources, among them discrimination by employers or self-exclusion processes. This paper attempts to indirectly disentangle these two mechanisms by studying ethnic penalties from a time-related perspective. Using the EULFS 2000 ad hoc module on school-to-work transitions, a comparative event-history analysis of entry into stable higher status employment is conducted for two European countries, Belgium and Spain. These countries differ considerably in their immigration contexts and patterns of school-to-work transitions, requiring different hypotheses about the relevance of the self-exclusion mechanism. The results show that in Belgium ethnic penalties for non-EU immigrants exist and remain constant irrespective of the length of the job search. In Spain the gap between non-EU immigrants and the native-born is even more pronounced and, importantly, increases significantly over time. This leads to the conclusion that discrimination seems to be relevant in both contexts and that self-exclusion resulting from early abandonment of job search activities is a further important factor in Spain.  相似文献

The paper focuses on the roles of human capital and social resources in structuring young people's entries into either the formal or the informal labour market in the Serbian transformation society. Results show that informal labour market in Serbia follows the structure of the secondary labour market and signals vulnerability on part of youths employed there. Education dropouts are largely channelled to the informal sector, whereas favourably educated Serbian graduates are less attracted to it. Job search via social networks facilitates entry to unregistered employment, but slows down entry to registered employment for job seekers. Whereas stratification of labour market entry by education largely follows patterns of primary and secondary labour market attainment in any industrialized society, the effects of contacts might exhibit traces of inefficiencies peculiar to the transformation countries. We use census microdata to assess the levels of educational homogamy in six Latin American countries: Argentina, Brazil, Chile, Costa Rica, Ecuador and Mexico. This paper contributes to the literature on homogamy in three ways. First, by conducting a comparative analysis between countries belonging to the still little-studied region of Latin America, which is still undergoing intense and varied processes of demographic, economic, social, and political modernization. Second, by simultaneously including variables of structural and individual nature. Finally, by making progress with respect to the interactions between educational homogamy and other important variables associated with high levels of social inequality in the region: race, ethnicity and birthplace.  相似文献

Germany is known to have one of the lowest fertility rates among Western European countries and also relatively low employment rates of mothers with young children. Although these trends have been observed during the last decades, the German public has only recently begun discussing these issues. In order to reverse these trends, the German government recently passed a reform of the parental leave benefit system in line with the model practiced in Nordic countries. The core piece of the reform is the replacement of the existing means-tested parental leave benefit by a wage-dependent benefit for the period of one year. In this paper we simulate fiscal costs and expected labour market outcomes of this reform. Based on a micro-simulation model for Germany we calculate first-round effects, which assume no behavioural changes and second-round effects, where we take labour supply changes into account. Our results show that on average all income groups, couples and single households, benefit from the reform. The calculation of overall costs of the reform shows that the additional costs are moderate. As far as the labour market behaviour of parents is concerned, we find no significant changes of labour market outcomes in the first year after birth. However, in the second year, mothers increase their working hours and labour market participation significantly. Our results suggest that the reform will achieve one of its aims, namely the increase in the labour market participation of mothers with young children.

This paper analyses the effect of increasing female participation in the labour market on the transition to first childbirth. Regional perspectives are considered to help us understand how postponement behaviour is changing over time and at different paces in each region. The analysis is based on the first wave of the Generations and Gender Survey of Italy and Hungary. We use a multilevel event history random intercept model to examine the effect of individuals’ positions in the labour market on the transition to motherhood, controlling for differences in macrolevel factors related to regional backgrounds in the two countries. The regional data for Italy came from the Italian National Statistical Institute, and for Hungary from our imputation developed from the time series available at the national and the regional levels (Hungarian Central Statistical Office, KSH). The postponement of first childbirth is strongly linked to the increasing involvement of women in paid work, but with opposite effects in the two countries. Even if we control for changes in women’s levels of education over time and for shifts in women’s aspirations and levels of attainment in the labour market, we find that being employed remains a risk factor for the postponement of the first birth among Italian women, and a strong protective factor among Hungarian women. At the contextual level, the variables that take into account the regional socio-economic changes provides evidence of important effects on individual behaviour among Italian women, and of only minor effects among Hungarian women. All of the regional breakdowns in both Italy and Hungary show that the postponement of motherhood goes hand-in-hand with the acceptance of deep cultural and socio-economic changes.  相似文献

This article aims to gain a better understanding of the explanatory value of work ethic and traditional gender role values with regard to variation in female labour market supply. Although women’s labour market participation has increased dramatically over the past decades, it still lacks behind that of men. A high female participation rate is desirable for several reasons, for instance to cover rising costs due to the ageing of society. The existing literature has mostly focused on micro-economic and macro factors to explain differences between women in participation rate. However, more recently it has been argued that women’s values may also play an important role in women’s labour market decisions. Work ethic, expressing the moral duty to work in terms of paid employment, is argued to positively affect women’s labour supply. However, it is argued that it can have negative implications too if women who hold more traditional gender role values interpret work and work ethic in terms of housework or in terms of paid employment for men only. This exemplifies the need to study both values at the same time. We used longitudinal Dutch data (LISS panel, 2007–2010) and estimated both cross-sectional and longitudinal models. Both types of models revealed a similar pattern: work ethic is positively associated with women’s labour market participation, but only if we take into account women’s gender role values, which negatively relate to women’s labour market supply.  相似文献

While in Spain and Italy cohabitation has not acquired the same role that it has had in Northern Europe, in both of these Mediterranean countries cohabitation is no longer a marginal phenomenon. Moreover, the nature of cohabiting couples is diverse. According to the most recent FFS data, first cohabitations constitute a temporary arrangement that usually ends in the formalization of the union (marriage), and within 5 years 28.9 % of first cohabitations in Spain and 51.7 % in Italy were transformed into marriages. Within a Western context of changes in union formation patterns, the study of the choice between marriage and cohabitation as first union is of great significance. Is it possible to identify a shared pattern of union formation in Mediterranean countries like Italy and Spain? The purpose of this paper is to examine the choice between cohabitation and marriage as first union (timing, incidence and determinants) using a comparative life course approach. For the analysis of the timing and prevalence, cumulative incidence curves are calculated by birth cohorts and regions; while two semiparametric competing-risks models are estimated for the determinants of first partnership formation (one for each country), considering birth cohort, parental separation, educational attainment, employment status, age at leaving the parental home and birth of a child (the last three time-varying) as independent variables.  相似文献

Part-time work whilst still in full-time education is common in many industrialized countries, and teenagers constitute a significant component of the work force in some sectors of the labour market. In Britain, in the early 1990‘s, some 60% of 16–18 year olds still in full time education also worked part-time. Although the determinants of teenager participation in the labour market have been studied previously (both in the United States and the United Kingdom), there remain a number of neglected questions. We address some of these in this paper, basing our analysis on data taken from the UK National Child Development Study. We first examine how teenagers divide their time between working and studying. We further analyse what explains teenage wages and labour supply. We utilise a rich set of variables describing parental background, as well as parents‘ labour force status and draw on information on physical stature to explain variations in wages. The term ‘New Economy’ is used to refer to two distinct developments. The first is the increasing importance of pure services, particularly those related to information, and the corresponding decline in the importance of the goods-producing sector. The second is the liberalization of product and labour markets and the resulting decline of institutions like lifetime full employment. This development has been particularly evident in Australia and other English-speaking countries. Although there are connections between these two developments, their demographic implications are quite different. An information-based economy implies long periods of education, late childbearing and a reversal of the trend towards early retirement. Labour market liberalization implies extensive use of redundancy as a tool for labour force flexibility and an accentuation of the trend for workers over 50 to withdraw from the labour market. This trend has been sustainable so far because the baby boom has resulted in an increase in the proportion of the population aged 25 to 54. Within the next decade, this proportion will start to decline. If current institutions are maintained, an economic «ageing crisis» will arrive at least a decade earlier than would be suggested by an examination of traditional dependency ratios.  相似文献

Most OECD countries have experienced an increase of female part-time employment in the last decades. It has been argued that part-time work may give greater employment flexibility, enabling mothers to reconcile conflicting demands of family and work and thereby facilitating their integration into the wage economy. At the same time, it has been suggested that female part-time work implies segmentation of the labour force into a core and a periphery, with marginalized, low qualified jobs for part-time employees. However, little attention has been given to the possible mediating effect of the institutional context on potential job quality disadvantages of part-timers. We examine this question by comparing the skills and autonomy of female part-time workers in two countries, Britain and Sweden, often considered as representing quite distinct forms of institutional regime. The results show that female part-time employees in Sweden hold positions of higher skill and have more autonomy compared to their equivalents in Britain. Even so, both British and Swedish part-time employees face relative disadvantage when compared to female full-time workers. We conclude that differences in the institutional systems of Sweden and Britain do have a significant effect on the absolute skill level of part-time work. However, the relative disadvantage of part-timers persists despite Swedish policies giving greater salience to improvements in the quality of work.  相似文献

In terms of quantitative comparative data Middle Eastern countries report systematically the lowest female participation rates in economic activities outside of agriculture. This behavior represents a deviation from the current experience of other developing nations and from the historical experience of the now-industrialized West. Using comparative data on female employment patterns in Latin American countries which are at roughly a similar stage of economic development, it is shown that the low level and particular character of women's involvement in the work force in the Middle East can be explained by institutional arrangements contingent upon aspects of social structure. Five countries are selected for intensive analysis: Chile, Mexico, Egypt, Morocco and Pakistan. One major aspect of social organization and its cultural adjuncts is emphasized: The interplay between the volitional avoidance by women of certain occupational sectors because of the social stigmatizing aspect and the prohibition of occupational opportunities imposed by males. The combined effects of this tradition of female seclusion and exclusion are confirmed by the detailed analysis of the structure of the non-agricultural labor force: Middle Eastern women are absent systematically from occupational and industrial sectors of employment which involve public activity and presuppose contact with males.  相似文献

The paper uses historical census data and the latest household surveys to investigate the evolution of female employment in Latin America, the effect of demographic factors on female labor force participation, and the reasons for the observed male-female gap in labor earnings. The findings show that, though women's labor force participation in Latin America has indeed increased despite the adverse economic conditions of the last two decades, marriage and fertility still exercise a large negative effect on women's labor supply. On average in the 15 countries studied, marriage reduces the probability that a woman would work by half, and each child by a further 3–5% These effects result in age-participation profiles that decrease with age although the econometric analysis suggests that, as women get older, they have a ceteris paribus greater probability to seek employment. In all the countries studied women are rewarded less than men and gender differences in human capital characteristics cannot account for the observed earnings differential. The paper discusses the significance of the findings for potential policies to assist women, especially in the areas of education and fertility, and also suggests the direction of further reserarch.The views expressed here are those of the authors and should not be attributed to the World Bank and its affiliated organisations.  相似文献

This study used data from the German Socio-economic Panel to examine gender differences in the extent to which self-reported subjective well-being was associated with occupying a high-level managerial position in the labour market, compared with employment in non-leadership, non-high-level managerial positions, unemployment, and non-labour market participation. Our results indicated that a clear hierarchy exists for men in term of how status within the labour market was associated with subjective life satisfaction. Unemployed men were the least satisfied, followed by men who were not in the labour market, while men in leadership positions reported the highest level of subjective life satisfaction. For women, no statistically significant differences were observed among women in high-level managerial positions, women who worked in non-high-level positions, and women who specialized in household production, with no market work. Only women who were unemployed reported lower levels of life satisfaction, compared with women in other labour-market statuses. Our results lend evidence to the contention that men can ??have it all??, but women must still choose between career and family in Germany. We argue that interventions need to address how the non-pecuniary rewards associated with high-level managerial and leadership positions can be increased for women. Such policies would also likely serve to mitigate the ??pipeline?? problem concerning the number of women who are available to move into high positions in the private sector.  相似文献

This study analysed whether gender context is important to differences in the relationship between work–family conflict (WFC) and well-being across Europe. We hypothesised that in countries that support equality in work life and where norms support women’s employment, the relationship between WFC and low well-being is weaker than in countries with less support for gender equality. Cohabiting men and women aged 18–65 years from 25 European countries were selected from the European Social Survey. A multilevel analysis was conducted to investigate the relationship between well-being and WFC, and two measurements were used to represent gender context: gender equality in work life and norms regarding women’s employment. Contrary to the hypothesis, the results showed that the negative relationship was stronger in countries with high levels of gender equality in work life and support for women’s employment than in countries with a relatively low level of gender equality in work life and support for traditional gender relations. The context in which gender is constructed may be important when studying the relationship between WFC and well-being. In addition, emphasis should be placed on policies that equalise both the labour market and the work performed at home.  相似文献

This study, based on the data from the Survey of Health, Ageing and Retirement in Europe, deals with the labour market participation of mid-aged women and the reconciliation with family responsibilities. The analysis focuses on Italy, a fast ageing country with a very low female occupation rate. By performing a comparison with Sweden and France, we set three European models, different in terms of welfare system and gender roles, against each other. Women’s educational attainment is shown to be the most important factor associated with being in the labour market between 50 and 59 years old in all the countries analysed. Our findings suggest a couple-oriented approach to study women’s balancing of career and family: for married women, husbands’ education plays an ambivalent role concerning women's participation in the labour market, according to its combination with wives’ resources. The depressive effect on female employment of living close to a parent in poor health holds especially in Italy, suggesting the need to invest more on welfare policies in this country.  相似文献

Self-reported satisfaction measures respond to a great variety of socio-demographic characteristics as well as the job and living environment. In this paper we ask whether the recent financial market crisis has caused a deterioration of satisfaction not only for the unemployed but also for those out of the labour force and especially those in employment. The focus of our analyses is on the pattern of life, job and health satisfaction over time and the influence of unemployment rates, inflation rates and GDP growth. We compare the UK and Germany, two countries with different employment protection regulations and different consequences of the crisis for the labour market. For our analysis we use data from the German Socio-Economic Panel and the British Household Panel Study for the period 1996–2010 and supplement this with annual information on macroeconomic indicators. We estimate Ordered Logit and OLS models, both with individual fixed effects. We find some limited psychological costs with respect to self-reported life satisfaction in the crisis years, and a considerable impact of regional and national unemployment rates. Looking at job and health satisfaction we get similar though somewhat weaker results.  相似文献

The aim of this work is to analyse the situation of persons with disabilities in the Italian labour market, with a view to providing guidelines to promote their inclusion both in the labour market and in society. For this purpose, we propose a two-step analysis focusing on Italian regions for the period 2006–2009. In the first phase, we use the Data Envelopment Analysis method to evaluate regional efficiency in providing employment for persons with disabilities. Cluster analysis is then applied to regional efficiency scores and economic policy variables in order to identify “policy clusters of regions”. Our results show that it is necessary both to focus on the residual work ability of persons with disabilities and to develop a social integration culture on the demand side of the labour market. Moreover, a structural reform of disability benefit systems is required in order to promote a culture of social inclusion.  相似文献

Data on women from the British 1958 Cohort Study is used as evidence on the determinants of their labour force participation at age 33. A conventional cross-sectional model of full or part-time employment makes use of some longitudinal material not normally included in such models. Whether the woman made the hitherto customary break from. employment at the time of the first maternity is included in recognition that this cohort was among the first generation to be offered Statutory Maternity Leave. Results suggest that the presence of children (still) inhibits full-time employment and raises the probability of part-time employment; that income effects on participation have continued to weaken while wage elasticity for full-time employment is high. Continuity of employment straight after childbearing raises the chances of subsequent full-time employment, but by no means guarantees it.
