There is discussion in both Canada and the United States of proposals which require private pension plans to provide indexed pension benefits. This paper employs both an auction and an implicit contract model to identify the compensating wage differentials required of possible policy initiatives. The contract model, motivated by the prevalence (especially in Canada) of ad hoc cost-of-living adjustments to pensions in pay, presumes that workers have a call option on the investment earnings in excess of the interest rate assumption used to value the plan. The analysis indicates that wage offsets are potentially quite large, may be difficult to predict, and may vary substantially across firms. In addition, the case for policy action would appear to rest largely on the implicit assumption that workers misperceive the value of their pension benefits.  相似文献

This paper seeks to provide an historical reflection on the central purpose of U.S. public diplomacy through an examination of the manifest mandate of the three major institutional settings for such international communication programs, i.e., the Committee on Public Information, the Office of War Information, and the United States Information Agency, and to shed light on the current public diplomacy endeavor spearheaded by the Department of State. The review demonstrates that U.S. public diplomacy has been principally an ad hoc instrument of American foreign policy to meet wartime exigencies and has been underscored by the promotion of American values of democracy and freedom. Over the years, it has expanded to encompass multiple modes of engagement, while at the same time there has been constant tension concerning the role of public diplomacy as a strategic, policy function versus merely as a “mouthpiece” within the foreign affairs apparatus. All of these themes continue to reverberate in the contemporary practice of public diplomacy.  相似文献

This paper fills a gap in the documentation of the evolution of public relations in the 20th century by demonstrating how the British Colonial Office employed public relations strategies and tactics in the administration of an African colony. This policy development traced primarily through British Colonial Office and Ministry of Information written and film archives in London, Zimbabwe and Zambia demonstrates how colonial officials in an Africa colony in conjunction with civil servants at the Colonial Office in London developed and implemented public relations policies, strategies and tactics on an ad hoc basis in response to the need for colonial officials to communicate and manage relations with colonial subjects in an intercultural setting.The case study is that of the British colony of Northern Rhodesia, the evolution of government public relations activities follows three distinct phases, before, during and after World War II and covers political public relations as well as community development activities and “education for citizenship.”  相似文献

We provide in this paper two properties that are both necessary and sufficient to characterize the domain of single-peaked preference profiles. This characterization allows for a definition of single-peaked preference profiles without using an ad hoc underlying order of the alternatives and also sheds light on the structure of single-peaked profiles. Considering the larger domain of value-restricted preference profiles (Sen, Econometrica 34:491–499, 1966) we also provide necessary and sufficient conditions for a preference profile to be single-caved or group-separable. Our results show that for single-peaked, single-caved and group-separable profiles it is sufficient to restrict to profiles containing of either three individuals and three alternatives or two individuals and four alternatives.  相似文献

We propose relational data modeling as a tool for replacing the ad hoc and uncoordinated approaches commonly used throughout the social sciences to gather, store, and disseminate data. We demonstrate relational data modeling using global electoral and political institutional data. We define a relational data model as a map of concepts, their attributes, and the relationships between concepts developed using a formal language and according to a set of rules. To demonstrate the methodology, we design a simple relational data model of six concepts: countries, parties, elections, districts, institutions, and election results. Furthermore, we introduce a data model to solve the particularly vexing issue of party discontinuity (party splits, mergers, and alliances). We show how the solution facilitates computational tasks, such as the calculation of core measures of political phenomena (ex: electoral volatility). Ultimately, a relational data approach will play a central role in collective investments to develop advanced data capabilities, and thereby advance the accuracy, pace, and transparency of scholarship in the social sciences.  相似文献

ABSTRACT

In preparing the workforce for integrated care, continuing professional education serves a critical role. Within a rapidly changing health care landscape, matriculated students now benefit from pedagogical innovations supporting integrated care, particularly interprofessional education, and working professionals must not be excluded from this transformation. University-based digital instructional programs can support the learning needs of working professionals, providing an alternative and complement to brick-and-mortar classrooms and ad hoc onsite trainings. This paper describes the structure, content, digital approach, and outcomes of a continuing education program in integrated behavioral health and primary care, housed in a school of social work at a major university. The challenges of interprofessional digital education are described and future directions are suggested.  相似文献

The ongoing economic crisis has shifted much of the policy debate to problems of financial sector regulation, productive capacity collapse, among others. However, this leaves unattended the real situation with labour migration, which directly impacts social and economic inner components of being of millions of individual families across the world. The somewhat ad hoc nature of the process poses several policy issues for the home and host economies alike. Immediate concerns relate to streamlining migrants and remittances flows. This involves sensitive aspects of inequality in migrant workers’ labour efforts vis‐à‐vis domestic workers; migrants’ social and legal status; and less obvious, but still profound, unproductive misallocation of labour resources. Derived from this premise and recognizing the need for an institutional approach, this paper offers alternative policy solutions to temporary labour migration regulation. This research’s original propositions include a Diaspora Regulatory Mechanism and a Migration Development Bank, both operating within a state‐managed temporary labour migration regime. Fiscal action, including multilateral agreements, is crucial. The functionality of these mechanisms will directly impact infrastructure, human capital and entrepreneurial projects development in both home and host economies. Discussion is inspired by the analysis of actual circumstances in the economies of the Commonwealth of Independent States, where migration is a social, economic, and increasingly political issue. In the interlinked world, diasporas become dominant actors across all society strata. The development plateau of the post‐socialist states offers a rich economic and social soil to conduct responsible policy with future outlook. Moreover, conditions of ongoing economic crisis offer a unique opportunity for daring research to propose and for a motivated decisionmaker to implement original, proactive, and beneficial policy solutions aimed at streamlining the (temporary) labour migration process. This paper contributes to the emerging literature on topics of diaspora, labour migration, and remittance flows.  相似文献

Abstract

The adequacy of provisions for young people leaving care and in aftercare in the Republic of Ireland has been the subject of recent policy attention. A landmark report, the Ryan Report (2009), into historic abuse in state institutions recommended strengthening provisions in this area. However, the legislative basis for aftercare remains relatively weak and services for young people leaving care remain ad hoc and regionally variable. This article outlines the current context of leaving and aftercare provision in the Republic of Ireland and traces some of the recent policy debates and recommendations in this area. A genealogical analysis of leaving care and aftercare provision highlights that this issue has historically only emerged as a concern in the context in which young people leaving the care system are perceived as a “threat” to social order. It is argued that the failure to adequately reform leaving and aftercare provision is reflective of wider social inequality and of a context in which young people in care are largely invisible from view.  相似文献

This study investigates the self-assembly mechanisms of ad hoc project teams using a bipartite network perspective. Individuals and projects are modeled as two types of nodes and team membership as relations between them. This approach enables us to investigate factors that impact voluntary team assembly at the individual, dyadic, and team levels simultaneously. Using Exponential Random Graph Models (ERGM/p*), we study players’ combat teams in a Massively Multiplayer Online Role-Playing Game (MMORPG) as a case of self-assembled project teams. Empirical results show that individuals are motivated to join ad hoc teams to complete difficult projects but not projects with long durations. We also found that individuals tend to collaborate with specific teammates who have complementary skills, those who have similar age or skill level, and those who are affiliated with the same organizational entity.  相似文献

The medical systems which most of the developing countries have, are ad hoc adoptions inherited from their colonial masters and have met with little success in making health planning as part of their national planning. Very few countries have been able to overcome the resistance of the medical profession and the bureaucratic inertia which is a major obstacle in the transformation of this system to a broad based social service and integrating it with the process of socio-economic development planning. The adoption of this system by developing countries is a typical example of technological misfit. A cheap and labour intensive model for developing countries shall be a proper solution for the development of a health care delivery system for the masses. A solution to this problem is a mix or hybrid of the traditional and modern medicines which very recently have been exploited both in India and China. How far India and China have been successful and what is needed to be done is the subject matter of this paper.  相似文献

Despite having its own internal population displacement due to conflict and civil war, Iraq and the Kurdistan Region continue to accommodate large numbers of refugees from Iran, Palestine, Syria and Turkey. However, Iraq has not ratified the internationally recognized legal framework for the protection of refugees. Currently, the protection offered to asylum seekers in Iraq is regulated by secondary legislation, mostly in the form of administrative circulars. The lack of an applicable law regulating the status of asylum seekers has led to local-level ad hoc policy implementation. Similarly, the Kurdistan Region of Iraq has no legal provisions in its domestic legislation to regulate the status of refugees. This study presents: (a) the argument that Iraq must adopt legislation to regulate the entry, exit and stay of migrants, in line with international protection for both asylum seekers and the provision of adequate rights to refugees, and in accordance with international human rights standards; (b) a proposal for provisions for such legislation in Iraq; and (c) a timely impetus to re-energize local strategies aimed at filling these normative legal gaps through domestic agreements rather than regional and/or international ones.  相似文献

During the past decade, Mexico has experienced both large-scale emigration directly, mostly to the US, and the mass immigration of Central American refugees. The implementation of the US Immigration and Control Act of 1986 and the possible escalation of armed conflicts in Central America may result in expanded inflows either of returning citizens or of new refugee waves. To develop appropriate policy responses, Mexico needs reliable information on international migration flows. This research note reviews available sources of that information--arrival and departure statistics, population censuses, refugee censuses, and survey data--and concludes that most of them are relatively weak. Currently, the published data on entries and departures provide little information on the demographic impact of legal migration, although they suggest that the inflow of foreigners is small. The census corroborates such findings, but it yields inadequate demographic detail. The movement of Mexican nationals, on the other hand, is poorly reflected by both sources. The void they leave has been palliated somewhat by surveys, but the only nationally representative survey on emigration was carried out in the late 1970s and might be a less than ideal basis for current policy formulation. It is hoped that as the relevance of international migration becomes more evident, steps towards the improvement of existing statistical systems may be undertaken. In the absence of such measures, policy-makers and researchers will have to continue relying on ad hoc surveys to answer the most pressing questions on the subject.  相似文献

Environmental policy is made in a complex confluence of markets, missing markets, and no markets. Despite this messy mixture, economists offer working rules to help guide policy based on classic rational choice theory. But numerous behavioral studies suggest that rational choice is a poor guide—anomalous behavior like preference reversals and unexpected gaps in measures of value undercut the rational underpinnings of environmental policy. Other studies find, however, that these anomalies disappear once people must make choices within reach of others who can punish irrational choices. The managers and constituents of nonprofits are increasingly concerned about measuring and managing organizational performance. Financial measures alone, or even supplemented with a collection of ad hoc nonfinancial measures, are not sufficient to motivate and evaluate mission accomplishments. This article describes the adaptation of a new performance measurement and management approach, the Balanced Scorecard, to the nonprofit sector. This study of emigration dynamics in Pakistan focuses on Pakistan's position as one of the world's leading manpower exporters. The study opens with a review of the history of international labor from the subcontinent. The second section looks at the problems with the collection of data on international migration and then considers the volume of international migration, migrant destinations, return migration, undocumented migration, and the stock of migrant workers abroad. The third section describes the economic and demographic context for overseas migration through a consideration of gross national product and the remittances of migrant workers, growth in gross domestic product, poverty and income distribution, the state of the population, labor force and employment, a profile of migrant workers, and the government's employment policy. The political and social context for overseas migration is the topic of the next section, and the discussion centers on emigration policy, institutional arrangements for manpower export and the welfare of migrants, and the economic resettlement of return migrants. Consideration of the future trends in international migration from Pakistan focuses on the cyclic nature of overseas labor migration, the existence of networks to facilitate such migration, uneven distribution of enabling resources in Pakistan, the paucity of available data, and governmental/cultural factors that promote and restrict such migration. It is concluded that both individual Pakistanis and the government consider overseas migration a positive force but that a reliance on such an ad hoc measure has costs that have not been considered by Pakistan's policy-makers.  相似文献

This article proposes a programme approach for achieving the social and economic reintegration of all categories of return migrants. As former exiles who have returned to their country of origin are no longer refugees, some government agencies need to organize the reception of, and provide assistance to, returnees. But without long-term planning, ad hoc committees are unable to be effective facilitators of the reintegration process. The article suggests a list of major elements necessary for an effective reintegration programme, and argues that governments should focus on the institutional mechanism of programme management, including the creation of a responsible agency or agencies. The management structure should be based in the National Planning Ministry of government. Establishment of an effective mechanism would be likely to inspire donor confidence; and 'homecoming' would no longer be a nightmare for potential returnees trying to reintegrate.  相似文献

This paper explored how leading Chinese and global companies operating in China communicate their corporate social responsibility (CSR) principles and practices to the Chinese stakeholders through a content analysis of these companies’ corporate websites. It was found that companies usually take one of the following three major approaches in their CSR communication: CSR as ad hoc public philanthropy, CSR as strategic philanthropy, and CSR as ethical business practices. Furthermore, this paper examined the effects of country of origin and industry on companies’ CSR communication and found that whether companies are targeting at businesses or consumers has a bigger impact on their CSR communication than whether they are Chinese or global. Finally, despite a tendency towards convergence, Chinese and global companies still present their CSR principles and practices differently because of their different relations with major Chinese and global stakeholders.  相似文献

Questions are emerging regarding the usefulness and efficiency of the present ad hoc and haphazard manner of providing short courses in family therapy. This paper reports on the responses of 105 participants in different types of short seminar-workshops to a mailed, evaluation questionnaire. The characteristics of those attending, their expectations, reported satisfaction and changes in practice following attendance are explored. Felt needs for further training are also reported. Suggestions are made to consumers, organisers and leaders of courses and to all interested in family therapy training regarding possible future directions in short, informal course provision. The need for more detailed study to test out these suggestions and other issues raised is highlighted.  相似文献

A comprehensive survey of practice teaching in Wales, financed by CCETSW, was able to gather information about the need for practice teaching as perceived by course centres and the provision made by agencies. This shows deficiencies in the supply of certain kinds of placements, wide variations in agency provision, and a very uneven pattern of placement support, ranging from a relatively coherent management-led strategy in some agencies to an unsystematic and ‘ad hoc’ approach in others. Some of the problems are seen to arise from the way placement provision is planned and managed, and alternative approaches are identified.  相似文献

Hungary's 1997 Casual Employment Act was originally meant to formalize ad hoc employment relationships entered into by private individual employers through simplified administrative procedures. After being widely abused, however, this flexible regulatory framework was eventually opened up to all employers, with a higher ceiling on the number of days workable on this basis, drastically reduced social security contributions and strong tax incentives. The aim was then to reduce unemployment and the incidence of illegal work by stretching the boundaries of formal employment, but neither of these objectives was attained. Instead, the authors argue, the attempted flexicurity has greatly increased workers' vulnerability.  相似文献
