This study aims to advance the knowledge base by investigating where foster youth are placed in terms of neighborhood characteristics and whether specific neighborhood characteristics were associated with delinquency for adolescents in the child welfare system. This study followed the placement experiences of 2360 foster youth in Chicago from birth to 16 years of age. The study used State administrative data, census data, and the community survey of the Project of Human Development in Chicago Neighborhoods. The results indicated that foster care placements cluster in neighborhoods characterized by high concentrated disadvantage, low ethnic heterogeneity, low collective efficacy, prevalent neighborhood disorder and violent culture. The results indicated that neighborhood ethnic heterogeneity is positively associated with delinquent offending. The implications for policy and practice are discussed.  相似文献

We investigate the degree of correspondence between parents’ reports on child behavioral and educational outcomes using wave four of a rich Danish longitudinal survey of children (the DALSC). All outcomes are measured at age 11 when the children are expected to be in fifth grade. Once discrepancies are detected, we analyze whether they are driven by noisy evaluations or by systematic bias, focusing on the role of parental characteristics and response heterogeneity. We then explicitly assess the relative importance of the mother’s versus the father’s assessments in explaining child academic performance and diagnosed mental health to investigate whether one parent is systematically a better informant of their child’s outcomes than the other. Our results show that parental psychopathology, measured as maternal distress, is a source of systematic misreporting of child functioning, that the parent–child relationship matters, and that mothers are not necessarily a better informant of child functioning than fathers. This last finding should not only be valid for Denmark but also for many other countries, where the father’s role in childcare has been growing.  相似文献

This study contributes to the literature on burnout and turnover in child welfare by examining the applicability of conservation of resources theory (COR). This theory argues that a loss of resources leads to the stress underlying burnout. This article examines the loss of two resources in particular: (a) the loss of a member of the entering cohort of workers and (b) change in the coethnic population of the community in which the social worker practices. In this sample of 1001 specially trained social workers, 44.3% reported high levels of emotional exhaustion or burnout. Stress was positively associated with burnout. Likewise, job satisfaction was protective against burnout. Furthermore, coethnic resources were associated with higher personal accomplishment scores for Asian–American, Hispanic, and Caucasian workers. Cohort member loss was not associated with burnout when controlling for personal resources and organizational factors, but cohort member loss did triple the odds of others in the cohort leaving. However, burnout was not associated with job exit in this sample. Although this study did not find evidence that cohort loss or coethnic loss was associated with burnout, it raises questions for further research about the social network implications of turnover.  相似文献

This article explores the relationship between the child protection systems and the Nordic welfare state in Denmark, Finland and Norway. Despite an ideological focus on prevention and provision of a fair amount of universal services and in-home child protection services for families and children, there is, nevertheless, a relatively high number of children in the child protection system, even children placed out of their home. The outcome of child protection seems to be relatively poor. One of the problems in the present child protection systems is related to questionable service provision within the system. Other problems are about the normative foundation for the system, for example, family orientation and the least intrusive principle. Such principles are closely related to the logic of universal services, and may as such ignore the diversity of needs, rights, risks and ages of children needing protection and related services. Consequently, many principles of the present child protection systems are – and will remain – challenged by a child-centric orientation, in which valuing children's needs, rights and voice in situ are central.  相似文献

All organizations, including nongovernmental organizations (NGOs), need funding to survive and fulfill their mandates. What is the best strategy for securing that funding? Should groups work to attract government attention and be a focus of government debate or should they avoid this type of scrutiny? This article uses innovative data to systematically examine how being the subject of debate in parliament is related to NGO funding for Indigenous, women, and environmental groups. We also examine if the relationship between debate and funding is dependent on the political party in power. We use data collected from Canadian Public Accounts, which lists all grants to groups by the federal government, and the index of Hansard, a full record of parliamentary debates at the federal level in Canada. Our findings demonstrate that the relationship between debate and funding is dependent on the issue area. While debate is positively associated with funding in all areas, it is a stronger predictor of funding for environmental and Indigenous groups than for organizations focusing on women. In addition, the party in power is critical for shaping how debate is related to funding. Debate has a much stronger effect on environmental funding when Liberals are in power than it does when Conservatives control the Prime Minister's office. This research shows that NGOs must be strategic when garnering attention to their cause as more debate does not necessarily lead to more funding across issue areas and contexts.  相似文献

Failure to thrive is a child protection issue that crosses the boundaries between many professional groups. It is a condition that places children at risk of negative developmental, social, physical and emotional consequences, but it has complex causal roots. Although there are known to be links between neglect, emotional abuse and failure to thrive, health and social care providers have differing responses and interventions with children who are failing to thrive. An examination of recent Scottish statistics supports the argument that there may be a gap between health and social care that some children may be falling through. Evidence from the literature regarding interagency roles and responsibilities is ambiguous, and the different, albeit overlapping, professional constructions of failure to thrive may result in a gap in care for some vulnerable children. It is only by beginning to understand the crucial links between different professions that we can contribute towards effective interagency child protection policy and practice.
