Generally, within the Canadian context, scholarship on police encounters with persons living with mental illness has focused on the experiences of adults and not children and youth. In this article, we present preliminary work of a secondary data analysis of intake statistics collected over a 5-year period (2009–2014) and a thematic content analysis of qualitative intake notes collected over a 2-year period (2009–2011) about police involvement among a community sample of children and youth accessing mental health services. Of 8,920 intakes completed, 1,449 children and youth, birth to 24 years old, had had police involvement at the time of accessing mental health services. Over the 5 years, the average number of young people with police involvement at the time of accessing mental health services was 16%, or one in six children and youth. Analysis of the qualitative intake notes revealed two main reasons for police involvement: (1) support in the home for a distressed child, and (2) concerns about a child’s conduct and behaviors in the community. The implications for social work practice and future research are discussed.  相似文献

Historically, research about young carers has focused on defining the tasks and responsibilities undertaken by children caring for ill or disabled family members and the impacts of such care, without reference to the domestic and caring work undertaken by children and young people in families where there are only non‐disabled or well members. This study presents new evidence of what children and young people generally do to assist in the home and examines how the lives of young carers differ from children and young people who are not carers. It concludes by examining the implications of these research findings for evidence‐informed policy and practice. Copyright © 2006 The Author(s). In New South Wales, Australia, there is an increasing emphasis in the children's court on bonding and attachment assessments to determine whether or not a child remains with their carers. Aboriginal children and young people are over nine times more likely than other children and young people to be in out‐of‐home care. There is a paucity of information on culturally appropriate assessments of Aboriginal children in relation to bonding and attachment. Most assessments on the Australian indigenous families are based on the dominant Australian community's perception of what constitutes competent parenting. The question arises as to whether we are making psychologically and ethically sound decisions about whether or not a child remains with their Aboriginal carers based on evidence that is culturally appropriate for Western families but culturally inappropriate for the indigenous families. It is argued that the core hypotheses of attachment theory such as caregiver sensitivity, competence and secure base have to be based on the Australian Aboriginal people's cultural values. The aims of this paper are to explore the current practice on the bonding and attachment assessment of Aboriginal children using a dynamic eco‐systemic approach in the assessment of bonding and attachment of the indigenous people, with an emphasis on the historical, cultural and spiritual contexts. ABSTRACT

Young people belonging to categories and living in areas that are targeted by the police find more arguments for detailed police critique than others. When they narrate their assessments there is a series of experiential references being made, which can be used to sort out their police critique. This article draws on 20 interviews with ethnic minority youth in so-called vulnerable neighborhoods in Sweden. It shows how young people portray the police as sometimes profiling and racist, sometimes just and legitimate, and how they do so by comparisons and identifications. Comparisons within Sweden and identifications with police targets tend to result in more negative assessments whereas comparisons with countries of origin and identifications with non-targeted categories may result in more positive or mixed assessments. These young people also evaluate the police with reference to the stigmatization of their neighborhoods. To be stopped because you are associated with a residential area is described as deeply unfair, even if the police are polite, and observations of how the police change behavior in different areas promote critique. Our findings point to the importance of extending a criteria-based model of how today’s young people assess the police with a more social and ethnographic understanding.  相似文献

It is claimed that many incidences of children running away from home and residential care involve issues around violence, bullying and child abuse and neglect. Surveys show that between 14 and 20% of children run away from home for at least one night and that 2% run away 10 times or more from home or a care setting. The potential reasons for running away are discussed together with the increased possibility for further victimization, delinquency and criminal behaviour. Four ‘streetwork projects’ that provide information and support to young runaways in the UK are described and their limitations discussed. It is proposed that counselling should be a part of intervention with street children and that trained counsellors/psychotherapists should be available free to these young people with social and emotional difficulties outside the usual health/social service provision. © 1998 John Wiley & Sons, Ltd.  相似文献

Prior work on youth–police relations examines young people's general perceptions of the police, their differential treatment by police officers, and officers' discretion in dealing with youth. Yet researchers have largely neglected the question of how young people attempt to shape these encounters. I address this critical gap, while also incorporating the experiences of “on track” youth and young women—two groups that are not exempt from police contact but traditionally ignored in the youth–police literature. Drawing on semistructured group and individual interviews with 19 black young people in New York City, I investigate the strategies they employ or subscribe to in navigating police contact. Three types of strategies emerged from my analysis: avoidance, management, and symbolic resistance. Avoidance strategies are marked by young people's attempts to preemptively steer clear of officers on the street. Management strategies are employed by young people during police encounters to limit risk or harm, while symbolic resistance is a subtle tactic used by some youth to preserve their dignity in these interactions. This study also considers the gender differences in respondents' approaches and offers new insights into how they assess their police interactions in an era of highly publicized incidents of police brutality.  相似文献

Trusted adults outside the home often play an important role in young people's lives, providing motivational, emotional and practical support as young people navigate the social and economic transitions of young adulthood. Their support is developmentally appropriate as they often treat young people as adults, as they are guiding them towards that status. Yet knowledge of trusted adult relationships is largely drawn from the perspectives of young people. How do trusted adults themselves experience the relationship?Drawing on a broader study of young people's social and economic engagement during adolescence to adulthood, this paper explores the perspectives of 23 trusted adults, including those in family/friend, paid professional and community roles. It looks at how trusted adults' accounts of the relationship compare with young people's accounts. It examines some subtleties trusted adults experience in the relationship, related to their perception of their role and the roles of others, the impermanence of the relationship and personal–professional boundaries. It draws policy and practice implications regarding how to support both trusted adults and young people in the relationships they share.  相似文献

The association between the presence of children and woman abuse was investigated. Data were collected from 419 women who had called the police because of an abusive incident involving their male partner. Minor children were present in the home in 3/4 of the cases and were frequent witnesses to the abusive incident. In more than 1/2 of the cases, children had witnessed the assault according to the victims; 2/3 of the victims reported that children had seen the police when they arrived. There was almost no association between the presence of children in the home and assault on women: the presence of children was not associated with cumulative incidence of abuse, severity of abuse, degree of injury, or the victim's decision-making process in calling the police. However, police were more likely to provide information and referrals to shelters when children were present.  相似文献

Virtually every Government programme for children and every Government Department in the UK is expected to involve children and young people in its policy development and service delivery (Children and Young People's Unit, 2001). It is the new orthodoxy. Yet, hard questions are often avoided when reciting the mantra of participation. Why bother? What has changed as a result? This paper first seeks to explore the constraints and limitations of this drive in public policy in England. Secondly, by looking at one specific example, it considers elements of practice to enable participation to be effective as a catalyst for change. Third, it proposes a framework that sets out an agenda for social inclusion that is itself influenced by children and young people and not reliant on the changing and often clashing fashions in Government.  相似文献

A project was undertaken with the aim of developing resources that would improve service delivery to asylum seeker children and young people by improving social worker training within the new social work degree. Funding was acquired to work with a group of children and young people. The workers engaged with them in a range of activities, designed to enable the expression of feelings in relation to immigration and asylum seeking. Participants were told they would be working towards producing resources for the training of health and social care staff. This became a strong motivating factor in the engagement of the young people and resulted in the production of teaching resources and a number of changes to the degree curriculum at the University of Huddersfield.  相似文献

Drawing on an ESRC funded study of children's experiences of hospital space this article explores the cultural politics of contemporary English childhood. Using the words and commentaries provided by both children and young people, the article argues that although, as patients, children and young people share the same hospital spaces, their experiences of them are quite different. Through mundane material and symbolic practices, a number of experiential continuities are created for the youngest children between life in hospital and life at home, continuities that work to downplay their identities as children who are sick. For young people, however, these practices are more problematic since the discourses of childhood that are recreated have little resonance with young people's own experiences and sense of self and identity. Thus this article provides evidence of the need for a more nuanced understanding of not only young people's needs in relation to hospital services, but also of the significance of understanding the ways in which particular constructions of ‘the child’ and ‘childhood’ are threaded through public discourses and come to be realized in institutional settings.  相似文献

Institutions should normally have an integrative influence. The family, for example, has the task of protecting and giving socio-emotional support to children, and schools should prepare young people for their future. Ideally the common goal of all of society's institutions is to secure the integration of youth and prevent or intervene against deviant behavior. But sometimes institutions provoke or even cause juvenile delinquency. The article discusses institutional influences and the role of the police in the criminal and violent situation in the favelas of Rio de Janeiro.Starting with an overview of the origins and the development of violence, crime, and drug trafficking in the favelas, the authors show how these slums arose. Their analysis examines the lack of a state presence with an integration policy to avoid social disintegration. Instead of social integration policy, there is a dual approach that both controls and produces violence. The article also presents the first results of a government attempt in 2000 to introduce a new police unit to stop the violence and improve the social opportunity structure of the residents of the favelas, especially young people.  相似文献

This paper discusses a recent study on three ‘Youth Commission’ on police and crime projects. Professional viewpoints were interpreted to understand how they valued young people's participation and made sense of their experiences and capabilities. Framed within policing reforms, the ‘Youth Commission’ projects regard young people as co‐producers, who work in partnership with professionals to address police and crime issues. The focus is upon professionals and their relationships with young people for transformative participation and social outcomes. Working in partnerships showed interdependency but identifies further challenges if professionals do not truly value young people's participation.  相似文献

Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

In many European countries, both the voluntary and the forced return of rejected asylum seekers are problematic. In the case of separated children, the difficulties seem to be even greater. In the Netherlands, many of these children disappear from the reception centres for unknown destinations, instead of returning to their home country. The new, stricter return policies adopted by the Dutch government in recent years have not (yet) changed this situation.In an explorative study of separated children aged between 15 and 18, the implementation and results of these policies were studied. The impact of the activities designed to promote voluntary return appeared to be very limited. Most separated young people did not want to consider return and did not take any action in this regard. Forced return rarely constituted a viable alternative. These findings may be explained by several factors. Among other things, considerations pertaining to personal security, family circumstances, and structural conditions in the countries of origin influence both the attitudes and behaviours of separated children, and host government policies. Moreover, many children were not willing to discuss their return with the youth care workers who were supposed to discuss and promote a voluntary return with them. The fact that most of the young people were allowed to stay in the reception centres until their eighteenth birthday enabled them to postpone making a final decision. A forced return was hindered by such obstacles as the absence of documents and the lack of appropriate care in the country of origin. More insight into the backgrounds of separated children and the (im)possibilities regarding their return seems necessary to be able to design more effective return policies.  相似文献

This article outlines why sustainable development matters for children and young people, and explores the relevant policy context in England and the UK. It asks whether enough is being carried out by central government to secure a more sustainable future for, and with, today’s children. More is needed at the national policy level to: embed sustainable living principles within a range of policy frameworks affecting children and young people; provide a clear strategy for empowering children and young people to lead change and take action on climate change and environmental issues; and address the impact of environmental degradation on disadvantaged groups of children and young people.  相似文献

This article examines children's (8–9 years) and young people’s (14–15 years) views about their own participation in decision‐making processes with adults, within the context of home and school in Norway. A difference‐centred theoretical perspective is used to identify children’s participation as expressions of agency embedded in intricate child–adult relations, in which children and adults are positioned differently. It is argued that children not necessarily ask for increased independence from adults, but rather to be recognised as ‘differently equal’ partners in shared decision‐making processes, where children are being treated with dignity and respect as valuable persons.  相似文献

In this article the author, a social work practitioner, suggests that the knowledge and experience of practitioners and researchers need to be harnessed so that innovative practice can be developed within local authority Social Services. The views of children and young people were sought as a way of enhancing service delivery. Young people were consulted through a Focus Group about the policy and practice of Child Protection Conferences. Interviews were also undertaken with 11 young people who had been the subject of a Child Protection Conference to find out what they thought about the preparation stage, the conference itself and the follow up they received after the conference.

The author concludes that young people can make a valuable contribution to the development of universal services and managers and social work practitioners need to find ways to routinely incorporate consultation with children and young people into social work practice. This has implications for social work education, not only in ensuring that consultation skills with service users are built into the curriculum, but in encouraging innovative practice in the workplace.  相似文献

The article analyzes how regionalist antagonism and ideological bias mediated Romanian police officials’ surveillance of the Jewish community in interwar Bessarabia. It compares the characterizations of Jewish politics found in police files from Bessarabia with those in Yiddish-language autobiographies by Bessarabian Jewish young people. Because officials attributed subversive, conspiratorial intent to movements across the Jewish political spectrum, they were never motivated to acquire more than a cursory understanding of the complex Jewish political arena they were surveilling. Had their intelligence not been hampered by lack of relevant language skills, mistrust of all Bessarabians regardless of ethnicity, and antisemitic stereotypes, officials might have seen that the young people they found so threatening were involved in highly ineffective and powerless politics. Instead, Romanian officials and Bessarabian Jewish youth were caught in a cycle of intractable cultural misunderstanding: police harassment exacerbated frantic and ideologically incoherent political activity among Jewish youth, which in turn reinforced suspicions of a Jewish Bolshevik conspiracy. I argue that this dynamic conforms in some respects to regional patterns, but that those patterns alone are insufficient for understanding this case. Rather, the encounter between Romanian officials and Bessarabian Jews is reminiscent of a colonial encounter, one in which cultural misunderstandings have hardened into intractable distrust.  相似文献
