开栏的话在当下,最能感知世象冷暖的,那可要算处于社会低层的弱势群体了。因为他们对每日三餐都精打细算,数着每分每角,掰着指头筹划。他们打理生活,就像艺术家雕刻工艺品,这是一些衣食无忧的人所体会不到的。我们还发现,这些老百姓是政府效率的“晴雨表”,不管在任何时候和任何地方,只要政府一个文件出台,他们就能像温度计一样,测量出“政策温度”的高低——政府是离百姓远了?还是贴得百姓近了?从而使我们体会到,在这个利益最大化的时代,百姓与政府相互间的依存度更强和更大。在本栏目里,绝对没有类似电视中明星大婉的祝福。有时可能是琐碎的唠叨,有时可能是毫无遮掩的坦言,有时可能在倾诉一种伤感,有时可能表达一个遥远的理想……请别把这些看作罗嗦,那是老百姓的诤言——来自民间关爱国家和社会的声音。听到了市民社会的声音,不也听到了这个时代前进的脚步么?!     

社会学的目的

一般而言,社会学的根本目的与其他科学一样——发现和解释。发现社会行为的关键数据和数据间的联系是社会学的第一个目的。解释这些数据与联系是第二个更大的目的。科学的推进就是这两方面的发展。有时一种元素或一组元素的发现标志着一门科学历史中的重要突破。与这样的发现密切关联的是发现了以前所未注意到的数据的联系。所有这些,如我们所知,对于科学而言意义重大。但是,在这个意义上,发现的戏剧性有时会使我们忽视了更为重要的对数据所揭示的东西的解释。有时几十年,甚至几个世纪过去了,

信访制度60年发展历程的回顾与展望

信访制度是最具有中国特色的社会主义政治制度之一,为开创中国特色社会主义事业发挥着不可替代的重要作用。60年来,信访制度随着国家政治经济的发展而变化,始终围绕中心、服务大局,不断制度化、规范化、法制化。信访制度之所以长期存在,是由于传统与现实多方面综合因素造成的。创建中国特色的信访制度从根本上要依靠发展,同时总结、学习、汲取国内外各种经验教训,立足现实、深化改革,走法治化道路。     

Listen to What I Say,Not How I Vote: Congressional Support for the President in Washington and at Home*

Objectives. Are legislators' party affiliations or is district partisanship the greatest predictor of legislative support of the president? Do members of the U.S. House emphasize different policy positions when casting roll calls than when communicating their positions to constituents? We theorize that party is less important in legislators' district‐oriented behavior than in roll‐call voting. When casting roll calls, legislators are agents facing multiple principals, namely, political party leaders and their district constituencies. When engaging in district‐oriented behavior, the only key principal is the legislator's constituency. Methods. We analyze legislators' positions on roll calls and in platforms. Platforms are examined with a unique data set of franked mass mailings sent by House members. Linear and limited dependent variable models are employed. Results. Our findings show that constituency preferences are a more consistent predictor of legislative support for the president when analyzing legislators' platforms, and that political party has a relatively limited effect. When analyzing roll‐call votes, party is the key predictor. Conclusions. Political parties may be interested in what legislators do as opposed to what they say. The platform findings are in contrast to most recent empirical work examining position taking, though consistent with the canonical works of Mayhew and Fenno. This has implications for theories of parties in Congress that tie party behavior in the legislature to partisanship in the electorate.

Trends in the development of a European social union

Abstract The European Union's policy of economic concentration and de regulation en tails a creeping loss of sovereignty over social policy for the member States, which are also subject to the common monetary policy: the budgetary discipline they are expected to maintain calls for a constant reduction in social expenditure and the radical privatization of public areas of the economy. The question is whether, by harmonizing its various national fiscal, social and economic policies to a greater or lesser extent, the European Un ion can regain the freedom of action which individual States have lost. Given increasing in terregional competition, member States find them selves also competing in respect of their social systems. The idea of a European social union, dismissed in the past as a pipe dream, is increasingly be coming a necessity for the success of the integration process in the future. The European Union will remain an alien concept for its citizens until it succeeds in developing a specific base for emancipatory democracy. This will only be possible when social justice and a high level of social security benefits are guaranteed for all citizens. The European constitution is an other step in this direction but is not enough by it self; it can only set democratic processes in motion. The creation of a genuine social un ion calls for further initiatives from social security actors, among others.     

Taking mothering seriously: the implications for child protection

This paper explores feminist writings on mothering, highlighting recent writings which argue that it is important for children's well-being that mothers are subjects in their own right and that mothers should not just be looked at in terms of how they impact upon children. It argues that exploring how children impact upon mothers allows a fuller understanding of mothers' stories today and could be helpful for social work practices where particular children are in danger. It calls for fuller debates within social work generally about the complexities of mothering and offers evidence that such debates are being urgently requested by workers and service users alike.

Holding Our Own: Value and Performance in Nonprofit Organisations

This essay explores the role of values in relation to nonprofit organisations' performance. The centrality of values to performance is explored in relation to staff productivity and motivation, investment in organisational development and leadership from both CEOs and Boards. An argument is developed that values are central to the performance of nonprofit organisations. Despite calls for nonprofit organisations to become more “business‐like”, this essay argues that the third sector's performance is directly related to the mission driven nature of our organisations.
