Objective. Fenno (1978), Wright (1989), and other scholars suggest that legislators will be particularly responsive to various subgroups in their constituency, i.e., what might be termed the "core constituency." We explore the degree to which Republican and Democrat House incumbents respond differently to changes in the racial composition of their districts brought about by redistricting. We speculate that (1) Democrat House incumbents will be more responsive in their roll–call behavior to changes in African–American racial composition, since African–American voters are typically a major component of the Democrat core constituency, while (2) Republicans will be less responsive, since African–American voters are typically not part of the Republican coalition. Methods. We utilize data on the roll–call behavior, member characteristics, and constituency characteristics of House members who served during both the 102nd (1991–1992) and 103rd (1993–1994) Congresses. We model roll–call liberalism in 1993 as a function of levels of and changes in district racial composition, along with control variables. To capture the different effects of racial core constituencies, we estimate our models separately for Democratic and Republican House members. Results. Our findings provide strong support for our hypothesis: Democrat incumbents respond strongly both to levels of and changes in the African–American population in their districts, while Republican incumbents respond only modestly to changes in African–American population brought on by redistricting and negatively to African–American population levels. Conclusions. Democrats and Republicans appear to respond differently to constituent groups, depending on whether the groups are part of their core constituency. Our findings suggest the importance of considering core constituencies in studying roll–call behavior and legislative responsiveness.  相似文献

Welfare policies in the United States now make benefits contingent on employment outside the home. Yet violence from intimate partners and aspects of the mothering role may impede low-income women's ability to sustain employment. This article presents results of a longitudinal study conducted over a three-year period of 965 Illinois mothers who had received public assistance. Results suggest that recent (but not past) intimate partner violence is associated with women working fewer months. Associations over time between obstacles to employment and women's ability to maintain work highlight the need for longitudinal studies of employment among low-income women.  相似文献

Objective. A race gap in employment that disadvantages young African‐American women has emerged for the first time in U.S. history. This article addresses the extent to which race differences in employment entry, exits, or both are responsible for the gap. Methods. The article relies on event‐history analysis using NLSY data. Results. Analyses show that differences in rates of exit, not entry, explain the race gap. Factors encouraging higher exit rates among African‐American than white women include lower AFQT scores and greater numbers of children. Conclusion. These findings raise questions about the utility of focusing on employment processes at the point of employment entry, at least for processes involving young women. The importance of exits in understanding race differences in women's employment calls attention to processes within firms that present barriers to African‐American women.  相似文献

This article describes some of the major results of a study1 which examines the complex problem of women's underachievement in paid work. Through an investigation of female clerical staff and their experience of one major Civil Service department, an analysis is made of the internal organization and processes and their effect on women's promotion success. The conclusion is that the internal labour market of the Civil Service is structured to men's conventional employment patterns and both formal and informal factors combine to keep the majority of women at a disadvantage in paid work. The very few women who do achieve have to accept and adopt conventionally male characteristics in both their work situation and their family life.  相似文献

Previous studies have found that young Iranian women in the US feel conflicted between their cultural traditions and adoption of American values. The present study investigated the hypothesis that the educational level of young Iranian women is strongly related to their attitudes regarding sex roles and intimate relationships. Study subjects included 81 Iranian women (mean age, 23 years) residing in Los Angeles, California, who had been away from Iran for an average of 8 years. The mean summed scores on questionnaire items measuring attitudes about these issues were 233.57, 264.79, 290.58, and 295.57 (with higher scores indicating more liberal views) for women attending or with a high school education, attending college, with a college degree, and in graduate programs or with a graduate degree, respectively, confirming the hypothesis. Also noted were a significant negative relationship between the women's age when they left Iran and test scores and a significant positive relationship between the number of years the women had been away from Iran and test scores. A similar liberalization in sex role-related attitudes following exposure to less traditional US norms has been observed among young Puerto Rican immigrants to the US. Counselors who work with young Iranian women in the US should be alerted to potential conflicts regarding the adoption or rejection of the American way of life.  相似文献

Sweden is famous for its high rates of female employment and fertility. This study uses longitudinal data from a nationwide Swedish company for 1983–1987 to address the role of the national parental leave program in facilitating women's combination of childbearing and paid work. In particular, we study how Swedish women used the options of paid parental leave (full time or part time), unpaid leave and reduced hours after childbirth. The flexibility and generosity of the program makes it possible for women to choose the combination of program usage and paid work that fits their family and work situation. We identify five distinctly different patterns of program usage (strategies) that are also found to differ in their determinants. For example, women who plan another child are more likely to stretch out their leave longer, and those older and more educated choose strategies that imply a quicker return to work.  相似文献

Previous studies have shown that women generally adjust to unemployment better than men. This study shows that young women value work equally as highly as men, and have negative feelings when unemployed, which indicates the existence of a closed gender gap. However, children have a different influence on men's and women's unemployment experiences. Being a parent increases job-search activity and work involvement among men. On the other hand, children moderate negative experiences of unemployment among women, and they decrease their job-search activity and work involvement. Being a parent increases labour-market marginality among young unemployed women. For young men it is a motivational factor for searching for and getting a job. The comparison shows furthermore that patterns of re-employment vary in the involved countries: Denmark, Finland, Iceland, Norway, Sweden and Scotland. They reflect differences in the overall unemployment situation in the countries and the welfare strategies applied.  相似文献

Objective . Among the existing studies of political participation, few discuss differences between men and women. Of those published, most have focused upon substantive policy preferences, perhaps noting women's newly dominant electoral presence but not probing its characteristics or limits. In this analysis we build on the work of Schlozman, Burns, and Verba (1994) by examining the compound effects of closing dates, state National Voter Registration Act implementation delay, and age upon women and men. Methods . Using the 1996 Current Population Survey Voter Supplement we compare the impact of legal obstacles among different age groups of men and women in the 1996 presidential election. Results . We find that legal restrictions do have a different impact on men and women, especially the youngest and oldest members of the latter group. Conclusions . The most significant implication of our work is that policy efforts aimed at further reducing legal barriers to political participation may facilitate women's growing electoral dominance.  相似文献

70-90% of Africans still live in rural areas, and 25-30% of rural households are headed by women. Standards of living in rural areas are lower than in urban areas. Rural African women's involvement in development is in its initial stages, and social development for women is likely to be slow. Increasing women's opportunities for education is a means of promoting social justice and fairness. Schools should offer courses of practical value for those not planning on higher education and special programs and career counseling for gifted girls. Women's organizations, African leaders, and other influential parties should aggressively create awareness about the oppressive aspects of traditional attitudes, beliefs, and views about women. Laws on ownership of property, inheritance, access to credit, and employment must be equitable and enforced. Consciousness-raising among rural women is an effective means of encouraging rural women to seek and assume new roles and for questioning unreasonable expectations and norms. Women's professional associations serve important functions and fulfill the need for role models. The quality of rural women's life is effectively improved through formulation of policies relevant to women's needs and problems and improve rural conditions. Women should have fair representation at local and national levels of government. Women's role in agriculture is likely to be enhanced through improved transportation systems, electricity supply, and introduction of intermediate technology. This assessment of rural African women's contributions to economic growth emphasizes women's involvement in farming and the informal sector and their lack of equal remuneration or low wages. Illiteracy places women in a disadvantaged position when competing for employment in the formal sector. Lack of access to credit and limits on credit are other obstacles in the informal sector. The reduced participation of rural women in the formal and informal sector is due to lack of economic power, limited educational opportunities, and policies that place industry in urban areas. Social development that reduces illiteracy and poverty should be encouraged.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

This article on the Italian case is based on recent trends in labour market reform. We critically review the reform approach adopted in recent years, mainly centred on marginal legislative reforms in employment contracts. The diffusion of flexible labour contracts, especially among the younger generations and women, together with a welfare system still based on employment seniority and job characteristics, have reinforced the segmentation of the Italian labour market and social inequalities. The absence of a negotiating strategy in introducing reforms has also increased social conflict. These trends ask for a comprehensive reform of the welfare system and for active policies to support labour market transitions, a reform which is increasingly considered in the current political debate.  相似文献

This study examines the re‐entrance of female workers into the Korean labor market. We highlight that women in their 40s have the highest rate of employment among all female workers and that a large proportion of these women are entering into non‐standard employment. In approaching this question, we examine the political economy of this phenomenon by first discussing the demand side of the Korean labor market using the gendering of the varieties of capitalism argument and then the supply side with the work–life balance argument. When examining re‐entrance into the labor market, women with general skills with lower education and higher education both found it more feasible to re‐enter the labor market as non‐standard workers. While work–life balance is a prominent reason for women's choice of opting out of the labor market, work–life balance choice mattered less for women re‐entering the labor market as non‐standard workers in their 40s and 50s but instead firmly based skill formation mattered more. In addition, the retail service industry is suggested to absorb a large number of female workers with lower skill levels who would have had difficulties in re‐entering other male‐oriented companies.  相似文献

Objectives . Political science long ignored the actual mechanics of voting—until the 2000 presidential contest. This research note offers a systematic empirical inquiry into the potential effects of various voting methods and electorate–specific variables on the rate at which citizens register a preference via the act of voting. Methods . Voting methods were analyzed in relation to the rate of undervotes recorded in Georgia's 159 counties during the 2000 general election using a set of multivariate models. Results . Lever machines and fill in the oval optical scan ballots are associated with lower rates of undervoting. Counties with large numbers of new registrants, lower education levels, and a higher proportion of African–American voters were found to have higher error rates. Conclusions . The results of this study provide strong evidence that voting methods and ballot types, as well as electorate–specific characteristics, are key factors in determining the error rate associated with the process of voting at the county level.  相似文献

Anthropological studies of women's same-sex relations in non-Western societies provide an important source for theorizing women's sexuality because they allow us to go beyond a narrow focus on Western cultures and concepts. Looking at studies from groups other than the dominant societies of Europe and America, I explore the diversity of women's sexualities and the sociocultural factors that produce sexual beliefs and practices. This article argues that sexual practices take their meaning from particular cultures and their beliefs about the self and the world. Cultural systems of gender, in particular, construct different sexual beliefs and practices for men and women. I conclude the article by suggesting some broad patterns at work in the production of women's sexualities across cultures.  相似文献

Whereas several studies have examined the timing of exit from social assistance, little is known about the exit destinations after social assistance and whether these entail different risks of re‐entry into social assistance. Using administrative data, we studied 13,552 people with various migration backgrounds who entered social assistance in Belgium in 2004 or 2005. We tracked their social assistance spell(s) and the income source(s) after exit on a quarterly basis over 4 years, using random‐effects hazard models. We found that one‐third of the beneficiaries exited from first‐spells to work, whereas 14% left to active labour market programmes (ALMPs) and 16% to social insurance benefits. About a third re‐entered social assistance, in particular after short work exits. Participation in ALMPs and social insurance benefit receipt was less common among beneficiaries with migration background compared with native‐born and these exits led less frequently to re‐entry than did exits to paid employment.  相似文献

Successive Australian Governments have sought to improve the capacity of the employment service system to build jobseekers' skills and capabilities and to promote transitions from income support to paid work. Yet despite these efforts, many jobseekers experience only short periods of employment, moving repeatedly between joblessness and positions with low skill requirements, low pay and few or fluctuating hours. This article explores ways to achieve more sustained transitions from welfare to work for disadvantaged jobseekers. We draw on data from a qualitative study of employment service providers who assisted jobseekers into work and the managers in the organisations that employed them. These informants' perspectives underline the importance of improving the quality of jobs that require low levels of skills and experience and demonstrate some ways employers and employment services can better work together and provide more enduring and effective forms of support.  相似文献

Abstract

Using data from the 1993-1995 waves of the Asset and Health Dynamics among the Oldest Old (AHEAD), this study focuses on analyzing elderly parents' and their children's characteristics associated with the transitions into and out of intergenerational coresidence. Multinomial logistic regression results show that transition into coresidence was primarily initiated by the parents' old age and deteriorating health and/or health-related crises. Transition out of coresidence into parents' institutionalization was also likely to have been triggered by the parents' health problems. In addition, other things being equal, divorced/separated or never-married parents were more likely but African American and Hispanic parents were less likely to have moved into an institution over a 2-year period. Children in the newly coresiding pairs and those of institutionalized parents were more likely to be married than children in the continuously coresiding pairs. The implications of these within-group differences for social work practice are discussed.  相似文献

Abstract

This study examines the contributing factors to job satisfaction and commitment among lower-income, older (age 55 and over), part-time employees (N = 164). Job satisfaction index (JSI) scores were relatively high for all subjects and did not differ significantly for age, gender, or Senior Community Service Employment Program (SCSEP) status. While not particularly low, white employees were significantly less satisfied with their employment experiences than Hispanic or African American workers. The scarcity of fringe benefits was the least satisfying aspect of employment. Older Hispanics, whites, and men reported less interference between job, family, and home life than African Americans and women. Multiple regression analysis revealed that race/ethnicity, skill utilization opportunities, perceived views of elders held by younger workers and supervisors, availability of fringe benefits, and suitable work days explained the majority of variance in JSI scores. Opportunities to interact with others and stay active were more important than financial supplementation in these elders' assessment of the benefits of part-time employment. Findings provide further understanding of those elders likely to be placed successfully in part-time employment.  相似文献

Objectives. We investigate the neighborhood contexts in which low‐income families negotiate welfare reform. Methods. Using data from the Three‐City Study and U.S. Census, we follow 1,059 low‐income women from 1999 to 2005 tracking their neighborhood quality, employment, and welfare use. We evaluate whether improvements in residential contexts facilitate transitions to economic self‐sufficiency, but also test the reverse possibility. Results. Despite living in similar neighborhoods in 1999, women who left welfare experienced larger reductions in neighborhood disadvantage than women who remained on welfare. Likewise, women who left welfare with employment achieved larger increases in neighborhood quality than those who left welfare without work; the latter experiencing neighborhood change no different than those who stayed on welfare. Conclusions. Neighborhood conditions are, at minimum, associated with welfare outcomes. Findings suggest that neighborhood quality increases after women leave welfare, though we cannot reject the possibility that better neighborhoods lead to better welfare outcomes.  相似文献
