本文通过对我国29个省份、18个行业老年人-青年人就业关系面板数据的分析发现,延迟退休虽然对青年人就业有显著负影响,但影响相对较小。延迟退休对青年人就业的影响依行业而不同,负向影响主要表现在教育、科技等"高端行业"上。制造业、批发零售等"低端行业"中,老年人延迟退休对青年人就业的负向影响不大,在个别行业中对青年人就业可能起促进作用。而且,我们发现,性别差异对老年人-青年人就业关系存在影响。  相似文献

在全社会关于“延迟退休”的热议之下,本文利用2012年中国劳动力动态调查,分析了不同年龄层劳动力的特征,调查结果显示,我国高龄劳动力素质低、收入低,全职就业及劳动合同签订比例皆低,同时,他们更看重工作的谋生价值.基于不同年龄层劳动力状态的对比,本文为提高领取养老金年龄、延迟退休年龄的渐进实现问题提出一些建议.  相似文献

延迟退休年龄是积极应对人口老龄化的重要举措,构建异质性代理人的动态一般均衡模型并使用数值模拟方法分析延迟退休年龄对居民收入分配的影响。研究结果表明,第一,延迟退休年龄缩小了居民收入分配差距。每延迟退休一年,居民收入分配的Gini系数平均降低17%。延迟退休年龄对居民收入分配影响的边际效应是递减的,居民收入分配Gini系数对延迟退休年龄的半弹性随延迟退休年龄的增加而减少。因此,延迟退休年龄有助于实现全体人民的共同富裕。较低的相对风险厌恶系数、较低的养老金替代率和较高的资本产出弹性对应较低的居民收入分配差距。第二,总消费随着延迟退休年龄的增加而增加。居民总消费对延迟退休年龄的半弹性平均为3.92%。较低的相对风险厌恶系数、较高的养老金替代率和较低的资本产出弹性对应较高的居民总消费。第三,延迟退休年龄增加了全体居民的福利。居民总福利对延迟退休年龄的半弹性平均为8.49%,较低的相对风险厌恶系数、较低的资本产出弹性和较高的养老金替代率对应较高的居民总福利和退休居民的平均福利。本文采用的方法对于研究居民收入分配有一定的借鉴意义,研究结论对于理解延迟退休年龄对居民收入分配的影响提供了一个新的视角,...  相似文献

随着中国人口老龄化现象日益严重,延迟退休成为社会关注的焦点问题。文章构建了三期生命周期模型,理论推导和分析了个体的预期寿命和受教育年限对其延迟退休意愿的影响机制,进而基于Charls2018的数据,将临退休劳动力作为研究样本,实证检验了理论推导所得出的假设。研究结果发现:个体预期寿命延长会显著增加其延迟退休意愿,随着预期寿命的增加,个体倾向于延长退休后的闲暇时光,同时也会延长工作时间为老年时期增加经济来源;个体受教育年限与退休意愿之间具有非线性的U型影响关系,受教育年限较低和受教育年限较高的两个群体都表现出具有较为强烈的延迟退休意愿,受教育年限增加会促使个体为延长投资回报周期而延迟退休时间;同时高学历的个体收入较高,这又会使个体倾向于增加闲暇时长,提早退休。在调节效应方面,性别在预期寿命对预期退休年龄的影响过程中存在正向调节效应,具有相同预期寿命的女性会比男性表现出更强烈的延迟退休意愿;性别在受教育年限对预期退休年龄的影响过程中存在负向调节效应,具有相同受教育年限的男性会比女性表现出更强烈的退休意愿,但不存在复杂的U型调节作用。研究结论为政府制定更加符合劳动者预期的退休制度提供了参考。  相似文献

通过构建一个包含“统账结合”制度的一般均衡世代交叠模型,并根据人口老龄化的特点引入长寿效应、人口增长以及延迟退休等因素,综合考察了多变量相互作用所产生的经济影响,并在社会福利最大化视角下探讨了养老金缴费率随长寿效应、人口增长和延迟退休变化所作出的调整。结果显示:长寿效应、人口增长和延迟退休对经济的影响较为均衡,而提高个人缴费率对大多数经济变量有正面影响,提高企业缴费率对大多数经济变量有负面影响;随着长寿效应、人口增长和延迟退休增加,最优个人缴费率应下调,而最优企业缴费率应上调;同时发现长寿效应、人口增长和延迟退休对个人缴费率影响大于对企业缴费率影响。在对个人和企业缴费率的影响中,延迟退休都不如长寿效应和人口增长的程度高。  相似文献

我国劳动者能健康工作多久?退休年龄究竟延迟到哪一岁最为合理?这关系着广大劳动者切身利益因而是非常重大的政策性问题。本研究采用生命表技术编制了我国2005和2010年分性别人口平均预期寿命、健康预期寿命、工作寿命及健康工作寿命表,然后从劳动力健康工作的视角提出我国延迟退休的合理目标年龄。研究发现,2005和2010年,我国男女健康工作寿命都分别接近62岁和58岁。该发现的重要政策启示在于:我国当前可适当延迟退休年龄,女性比男性延迟退休的空间大,男女65岁同龄退休的时机还未成熟,建议我国延迟退休的目标年龄应以男性62岁,女性58岁为上限;从生命周期角度对我国退休年龄进行国际比较,若按男性62岁,女性58岁为退休年龄上限执行,那么我国劳动力的退休生涯与工作寿命之比将接近发达国家的平均水平;从政策的操作层面来看,我国延迟退休应女先男后或女快男慢,并采取弹性退休制度逐步推迟退休年龄。  相似文献

"十四五"规划提出"实施渐进式延迟法定退休年龄",如何使延迟退休政策被大众广泛接受是我国养老保险制度改革的重点问题。基于个人效用最大化原理,结合我国现行养老保险制度和前景价值函数中的"S"型效用函数,构建关于工资收入、养老保险缴纳费用、养老金财富和闲暇时间的综合效用模型,从性别、闲暇偏好、工资收入水平、利率、参保年龄、养老金个人缴费率六个方面确定个人效用最大化的退休年龄,并结合我国当前国情,对延迟退休政策提出针对性的建议。研究结果表明:不同退休年龄下的个人效用函数是关于退休年龄的"先大幅上升,后缓慢下降"曲线。男性参保职工于63岁退休获得效用最大值,而女性参保职工于60岁退休获得效用最大值,且二者最优退休年龄并不会随工资收入水平的改变而改变,工资收入水平只会对参保职工获得的效用绝对值产生影响,工资收入水平越高,参保职工获得效用值越大。此外,若闲暇偏好越低、利率越低、参保年龄越大、养老保险个人缴费率越低,则参保职工的最优退休年龄就越大。总体而言,只有考虑性别因素、给予延迟退休政策适当的弹性操作空间、改进养老保险计发办法、创造更好的老年就业环境,才能使延迟退休政策更好地推行。  相似文献

为了了解养老金性别差异的影响因素及各因素的影响程度,通过对2003年上海市老年人口状况与意愿跟踪调查原始数据的多元线性回归分析,本研究发现:.女性城镇“老人”在受教育年限、退休年龄和退休前职业等方面较男性城镇“老人”均处于劣势:不同特征女性城镇“老人”养老金整体上低于男性城镇“老人”:退休年龄和受教育年限对养老金的性别差异有较强的解释力;退休年份越晚,养老金的性别差异由退休年龄和受教育年限解释的比重越高。  相似文献

Rapid population aging is raising concerns about the sustainability of public pension systems in high‐income countries. The first part of this study identifies the four factors that determine trends in public pension expenditures: population aging, pension benefit levels, the mean age at retirement, and the labor force participation rate. The second part presents projections to 2050 of the impact of demographic trends on public pension expenditures in the absence of changes in pension benefits, labor force participation, and age at retirement. These projections demonstrate that current trends are unsustainable, because without reforms population aging will produce an unprecedented and harmful accumulation of public debt. A number of projection variants assess the potential impact of policy options aimed at improving the sustainability of public pension systems. Although the conventional responses are considered, particular attention is given to the demographic options of encouraging higher fertility and permitting more immigration. This analysis is illustrated with data from the seven largest OECD countries.  相似文献

China’s low fertility combined with increase in average life expectancy is leading to disappearing demographic dividend and population aging crisis. In this case, we may have a policy choice to raise the retirement age. Because the disappearing of demographic dividend gradually and the reversal of labor supply and demand may be the driving force of raising the retirement age, and the payment crisis of pension system which caused by the population aging may be the pulling force of raising the retirement age. If we consider the impact of this policy on urban employment and the laborheterogeneity in current conditions, we should carry out the practical policy which raise the retirement age slowly progressive and gradually.  相似文献

The American population is aging rapidly and individuals are living longer. Yet Americans are saving less and older workers are leaving the labor force at younger and younger ages. The accelerated drop in labor force participation corresponds roughly to the introduction of Social Security and the adaption of employer-provided pension plans. I have illustrated that Social Security and employer-provided pension plans provide substantial incentive to leave the labor force early. The quantitative effect of this inducement is illustrated by simulating the effects of changes in pension plan and Social Security provisions on the retirement decisions of employees in a large firm, who are covered by a typical defined benefit pension plan. Scheduled Social Security changes would have little effect on the retirement decisions of employees with a typical defined benefit pension plan like the one considered here. But if the pension plan provisions were changed to correspond to the Social Security changes, the effect would be very large. And, although not contemplated by current legislation, it is clear that an increase in the Social Security early retirement age would have a substantial effect on the early retirement rates of the large number of employees not covered by a pension plan.  相似文献

In this paper, we exploit pension reform-induced changes in retirement eligibility requirements to assess the role of grandparental childcare availability in the labor force participation of women with children under 15. Our analysis shows that, among the women studied, those whose own mothers are retirement eligible have a 11% higher probability of being in the labor force than those whose mothers are ineligible. The pension eligibility of maternal grandfathers and paternal grandparents, however, has no significant effect on the women’s labor force participation. We also demonstrate that the eligibility of maternal grandmothers mainly captures the effect of their availability for childcare. Hence, pension reforms, by potentially robbing households of an important source of flexible, low-cost childcare, could have unintended negative consequences for the employment rates of women with young children.  相似文献

养老金待遇确定机制是公共养老金制度的核心内容之一。从三个方面系统研究了美国社会保障退休金确定机制:在退休年龄方面,实现了劳动关系和社会保障关系的相对分离,通过引入“全额领取年龄”建立了“早减晚增”式初始退休金调节机制;在计算办法方面,建立了基于个体的、全国统一的基本保险金额计算办法,并通过分级加权实现了收入再分配和减少老年贫困等功能;在待遇调整方面,建立了基于生活成本调整的退休金指数化自动调整机制。立足我国基本养老保险制度实践、借鉴美国退休金制度设计经验,本文认为我国基本养老保险待遇确定机制改革的方向是引入较为宽松灵活的退休政策、待遇计发与全国性指标挂钩以促进全国统筹和制度公平、增强待遇计发对参保和缴费行为的激励作用、尽快建立科学合理的待遇调整机制。  相似文献

Retirement-related concepts are treated as random variables within Markov process models that capture multiple labor force entries and exits. The expected number of years spent outside of the labor force, expected years in retirement, and expected age at retirement are computed—all of which are of immense policy interest but have been heretofore reported with less precisely measured proxies. Expected age at retirement varies directly with a person’s age; but even younger people can expect to retire at ages substantially older than those commonly associated with retirement, such as age 60, 62, or 65. Between 1970 and 2003, men allocated most of their increase in life expectancy to increased time in retirement, but women allocated most of their increased life expectancy to labor force activity. Although people can exit and reenter the labor force at older ages, most 65-year-old men who are active in the labor force will not reenter after they eventually exit. At age 65, the probability that those who are inactive will reenter the labor force at some future time is .38 for men and .27 for women. Life expectancy at exact ages is decomposed into the sum of the expected time spent active and inactive in the labor force, and also as the sum of the expected time to labor force separation and time in retirement.  相似文献

The study of labor force participation at older ages and the process of retirement do not have a long tradition in Asia's newly developed societies. This study, based on telephone survey of 950 respondents, examines various socio-economic factors that would influence retirement decision among older workers in Hong Kong. The findings show that older men were more likely to participate in the labor force than older women. Interestingly, older workers, in particular older women, with pension were less likely to retire. Having a working spouse decreased the likelihood of retirement and older workers, in particular older women, living with married children were more likely to retire. Poor health also discourages the propensity to continue working at old age. These findings confirm that retirement entails much more than just a decision to stop work, and that there were gender differences in retirement decision. Finally, several policy challenges, with reference to elderly women, concerning older workers' labor force participation were discussed.  相似文献

Labor force participation of women has declined since 1999; however, labor force participation of women 62+ has increased. The 2000–2006 waves of Health and Retirement Study (HRS) data, the initial years of the continuing upward trajectory, were used to test the effects of receipt of Social Security retirement benefits on older women’s employment. The models tested: (a) the effect of receipt of Social Security retirement benefits on whether employed; and (b) for women receiving Social Security retirement benefits, the effect of age elected receipt of benefits on whether employed. Both models included the effects of human capital characteristics and income sources. Receipt of Social Security benefits, pension income, and current age reduced the likelihood of employment; while educational level, good to excellent health, and nonmarried marital status increased the likelihood of employment. The older the woman was when she elected Social Security benefits, the more likely she was to be employed.  相似文献
