The development of European Community administrative authority has greatly influenced the development of an evaluation culture among the southern and central member states of the European Union. The present case study from Spain provides an example of this diffusion through the use of an empowerment evaluation approach to build evaluation capacity within the context of rural development. The study focuses on the evaluation process over a 10-year period of three local development programs run by three local partnerships created in the rural areas of the Madrid region through the European LEADER initiative. Critical components of empowerment evaluation are discussed, as well as the impact, limitations, difficulties, and applicability of the approach to rural development in the European Union. Conclusions are presented concerning evaluation capacity building and the development of an evaluation culture.  相似文献

This article reports on an evaluation of women's Self Help Groups(SHGs) in an area in south India. Groups were evaluated, notin terms of their success as microcredit schemes, from a financialperspective, but in relation to their contribution to genderdevelopment. Evidence emerged that women perceived changes intheir identity towards working collectively to influence forchange at the village and panchyat levels. They engaged in communityand social action programmes, both at the local level and byjoining with issues beyond the local. When considered withinconstructs of empowerment, capability poverty, citizenship,and participation in democratic processes, such SHG outcomes,and the community development processes that accompany theirwork, can be seen to make a modest but significant contributionto broader transformations of oppressive structures.  相似文献

This paper is a case study of an attempt, using community developmentmethods, by local members of a state-local partnership to gainmore governance control in the face of central government dominance.The process highlighted in this case study was a community visioningexercise that built on existing networks at a local level todevelop the higher degree of active community involvement requiredto achieve more autonomy to meet felt community needs throughoutthe local district. The resources activated through the community development processenabled the partnership to successfully challenge central governmentdominance and develop local initiatives. It also raised issuesaround the autonomous development of mana whenua (the indigenouspeople of that place) initiatives and those of outlying ruralcommunities. The overall conclusion is one that supports a strategicapproach to local empowerment through the community developmentprocesses of enhancing local interactive multi-stakeholder networksand using leverage to negotiate change, in this case, by exploitingseemingly endemic structural weaknesses of the central government.  相似文献

Current philosophy, policy, and practice involving care of persons with serious mental illnesses are reviewed, with a focus on the movement that is usually called deinstitutionalization. Past efforts and future trends are discussed within the context of public mental health systems at the state level. The paper argues for a greater leadership role for social work in providing mental health care in local communities because of the social work tradition of client empowerment, family involvement, and systems intervention.  相似文献

Recent budget cuts at the federal, state, and local levels of government are seriously affecting human service programs in America. Those most affected have the least political and economic power: the poor, homeless, and hungry. To respond to these cutbacks and their service implications, this paper describes an attempt to transform a traditional micro-oriented, casework agency, located in one of the poorest neighborhoods of a large Northeastern city, into a progressive community center that advocates for political empowerment at the grassroots level.  相似文献

The paper explores the mediating influence of citizen empowerment on the relationship between participatory monitoring and evaluation (PM&E) and social sustainability as a contribution to the ongoing debate on sustainability. The empirical investigation took the form of mixed-methods approach with the objectives to determine the extent to which PM&E influences citizen empowerment; establish the extent to which citizen empowerment influences social sustainability; and establish the joint influence of PM&E and citizen empowerment on social sustainability. The study employed a concurrent parallel design, in which samples for quantitative and qualitative components were different but drawn from the same population, and data collected within the same timeframe. Quantitative data were analyzed through bivariate and multiple regression analyses. Conversely, the qualitative component utilized interpretive technique and recursive abstraction to organize, summarize and give impression on the causal mechanisms at play in the quantitative data. Evidence from the study revealed that citizen empowerment mediates the relationship between PM&E and social sustainability. The study also found that when PM&E and citizen empowerment are considered together, citizen empowerment seems to have a dominant influence on social sustainability than PM&E itself. Thus, the government and development practitioners should prioritize citizen empowerment as a precursor to the realization of social sustainability outcomes.  相似文献

State regimes have launched policies to "reinvent" government and "regenerate" communities in peripheral impoverished rural and urban areas to build sustainable communities and reduce poverty. We investigate the impact of policy concepts–the empowerment paradigm, citizenship as citizen participation and inclusion, and associations between the state and civil society–on local areas' success in leveraging dollars to foster sustainable economic and community development in persistently poor rural areas of the U.S. The thirty-three rural sites of the Empowerment Zone/Enterprise Communities Initiative of the Clinton-Gore Administration comprise our database. We find that empowering area-based, low-income residents through the election mechanism to choose their representatives on the local sites' governing board is strongly and significantly related to both inclusion and citizen participation. Also, the presence of elected citizens with connections to civil society on the governing body contributes strongly to later success in leveraging dollars.  相似文献

Abstract

Social work education can help students to reach a higher understanding of the impact of information poverty on the Latino community by systematically integrating this content into social work curriculum areas of information society, information poverty, and Latino communities. The authors examine the prospects for poverty and inequality in the Latino community as the United States emerges into the information economy and suggest that the Latino population may continue to be at risk for poverty in the information age. This article reviews indicators such as education, access to computers and network communications that may influence access to the emerging economic order and offers technology-based practice strategies, such as community net works and e-commerce, to create local empowerment. The quest for credible and actionable evidence to improve decision making, foster improvement, enhance self-determination, and promote social betterment is now a global phenomenon. Evaluation theorists and practitioners alike have responded to and overcome the challenges that limited the effectiveness and usefulness of traditional evaluation approaches primarily focused on seeking rigorous scientific knowledge about social programs and policies. No modern evaluation approach has received a more robust welcome from stakeholders across the globe than empowerment evaluation.Empowerment evaluation has been a leader in the development of stakeholder involvement approaches to evaluation, setting a high bar. In addition, empowerment evaluation’s respect for community knowledge and commitment to the people’s right to build their own evaluation capacity has influenced the evaluation mainstream, particularly concerning evaluation capacity building. Empowerment evaluation’s most significant contributions to the field have been to improving evaluation use and knowledge utilization.  相似文献

This article examines prosocial investment and supervision of youth as separate indicators of informal social control. Data from 599 survey respondents in 90 Indianapolis, IN, block groups indicate that, at the neighborhood level, the relationship between these two variables and delinquency during early and middle adolescence varies by severity of offense. Specifically, negative binomial models reveal an inverse relationship between supervision and both status offenses and misdemeanors, but the relationship with misdemeanors is stronger in areas with higher levels of prosocial investment. In contrast, prosocial investment has an inverse association with felony charges. Overall, these results call for future quantitative scholarship that contextualizes neighborhood‐level supervision and that is attentive to neighborhood support and empowerment assets in models of urban adolescent delinquency.  相似文献

Universities have the potential to play a leading role in enabling communities to develop more sustainable ways of living and working however, sustainable communities may only emerge with facilitation, community learning and continual efforts to build their capacities. Elements of programme planning and evaluation on the one hand, and capacity building on the other, are needed. The latter entails approaches and processes that may contribute to community empowerment; universities may either lead such approaches, or be key partners in an endeavour to empower communities to address the challenges posed by the need for sustainable development. Although capacity building and the promotion of sustainable development locally, are on the agenda for universities who take seriously regional engagement, very little is published that illustrates or describes the various forms of activities that take place. Further, there is a paucity of studies that have evaluated the work performed by universities in building capacity for sustainable development at the local level. This paper is an attempt to address this need, and entails an empirical study based on a sample of universities in the United Kingdom, Germany, Portugal and Brazil. The paper examines the extent to which capacity building for sustainable development is being undertaken, suggests the forms that this might take and evaluates some of the benefits for local communities. The paper concludes by reinforcing that universities have a critical role to play in community development; that role has to prioritise the sustainability agenda.  相似文献

In this paper we investigated to what extent the willingness of people to take advice from the local government, people’s feelings of collective efficacy and empowerment, and their relationship with the local government, is dependent on whether the local government was accountable for the crisis or not. In addition, we were interested in the influence of empathic versus neutral crisis information on people’s behavior, feelings and their relationship with the local government. The results indicate that people’s intention to follow the advice of the local government is generally high, even when the local government is held accountable for the crisis. However, accountability negatively influenced people’s relationship with the local government, as well as collective efficacy. Our research shows that this negative outcome for people’s relationship with the local government cannot be countered by empathic crisis information. However, conveying empathic concern in the crisis information did enhance level of collective efficacy.  相似文献

Abstract

Empowerment theory can provide a useful framework for the design and evaluation of intergenerational community-building programs. Using an intervention research approach that draws heavily on empowerment theory, the author designed, facilitated, and evaluated an innovative model for intergenerational community engagement involving undergraduate students and older adult residents of an assisted living facility. This “Intergenerational Community Action Group” met at the assisted living facility throughout a school year to engage in group-building activities, to discuss and choose an issue of concern to them in the community, and to plan and implement an action project to address the issue. This article discusses the use of empowerment theory in intergenerational community action and similar programs, and reviews the empowerment outcomes for youth participants in the Intergenerational Community Action Group.  相似文献

This paper discusses the gap between policy goals and practice in residential services for people with learning disabilities. Drawing on a nine month ethnographic study of three residential services, it outlines a range of obstacles to the promotion of choice and control that were routinely observed in the culture and working practices of the services. Issues discussed include conflicting service values and agendas, inspection regimes, an attention to the bigger decisions in a person's life when empowerment could more quickly and effectively be promoted at the level of everyday practice, problems of communication and interpretation and the pervasiveness of teaching. We offer a range of suggestions as to how these obstacles might be tackled.  相似文献

The catalytic potential of community-based organizations to promote health, prevent disease, and address racial, ethnic, and socio-economic disparities in local communities is well recognized. However, many CBOs, particularly, small- to medium-size organizations, lack the capacity to plan, implement, and evaluate their successes. Moreover, little assistance has been provided to enhance their capacity and the effectiveness of technical assistance to enhance capacity is likewise limited. A unique private–academic partnership is described that simultaneously conducted program evaluation and addressed the capacity needs of 24 CBOs funded by the Pfizer Foundation Southern HIV/AIDS Prevention Initiative. Assessments of key program staff members at 12 and 18 months after the initial cross-site program assessment survey indicated a significant improvement in the CBOs’ knowledge, skills, and abilities and a substantial reduction in their technical assistance needs for HIV/AIDS prevention. Full participation of CBOs in technical assistance and a concurrent empowerment evaluation framework were necessary to enhance prevention capacity.  相似文献

The right to the city is a concept that helps rethink spatial–social dynamics, which has recently reinvigorated the field of organization studies. Following Lefebvre and considering the failure of both the market and the state, other scholars pinpoint the need to rethink social–spatial and geographical–historical relations. They do so by theorizing the city as a host for urban commons. Collective and non-commodified, these spatial–social experiences need to be constantly reproduced and preserved through commoning practices in the struggle against spatial injustice. A case study shows that a civil society organization (CSO) uses participatory art to (re)produce urban commons at the level of a local community and to redress partially spatial injustice. We theorize participatory art-making as a social practice of commoning, i.e., a process of organizing for the commons—collective art-based activities to serve a community—and of the common—to (re)produce a community while performing them. Such commoning practices are not only about sharing urban resources but also about using and experiencing differently urban spaces. By making participatory artworks in public spaces and co-designing street furniture with residents of poor areas, TDA helps to better cope with the tensions between residents and local authorities and between amateurs and professional artists. By negotiating the long-term implementation of these creative artworks in the public space with public authorities, TDA has fostered the empowerment of inhabitants as they have experienced citizens’ reappropriation of some public spaces in Marseille.  相似文献

The article argues that it is hard to see that media development so far has contributed neither to economic development or to political liberation in African states. The media situation and the literacy problems is connected to social differences and tensions between elite vs. local populations and the urban culture vs. the village. Media transmits stereotypes of modernity and urban life that are conflicting with rural and traditional cultural identities. It is being argued that media changes in the future will make things even worse. African countries are confronted with globalized media trespassing into rural culture and establishing themselves in local consumption patterns, before local media structures have had the possibility to develop. This means a severe threat to local culture and to the possibility of developing civil society at the local level.  相似文献

This article undertakes a discourse analysis of sponsoring agencies of the Nuevo Bordado Maya Comercial. In the name of the rehabilitation of cultures that have faced discrimination and of the respect of Indigenous women's rights, these agencies act on the frontiers between the local and the global, between the public and private, between ethnicities and between genders. An examination of such terms as sustainable development, empowerment, Maya woman, and Mayan culture and worldview reveals the co‐existence of contradictory ideologies (that are not devoid of essentialism) in relation to development, women and the construction of a transnational, pan‐Mayan identity.  相似文献

This article describes some strengths and limitations of credit programs for women in developing countries. It is urged that development planners recognize the importance of the selection of the type of credit mechanism in the long term. Ethical issues should be decided upon before the credit mechanism is operable. Organizations should make clear what level of commitment there is to empower borrowers. Most organizations give loans to women and assume empowerment will take place without devising strategies to ensure empowerment. Credit mechanisms include credit for the poor and credit by the poor. A sound financial portfolio and 100% repayment are not the appropriate criteria for securing the empowerment of women. Empowerment of women is related to "building the capacity of borrowers to manage and control decision making." UNICEF's framework of gender equality and women's empowerment identifies levels of empowerment as "welfare, access, conscientisation, participation, and control." Development planners should be aware that provision of credit also has the potential to increase a poor family's debt. Delinquency may be hidden by overlapping loans that trap borrowers. Fewer installment payments increase the chances of a debt trap. Reducing the number of installments may reduce administrative costs and conform to production processes, but may also lead to a debt trap. There is now considerable emphasis on investing in low-income women entrepreneurs as a highly efficient means of achieving social and economic objectives. Credit programs aim to support the growth of small, self-sustaining businesses, to improve women's opportunities, and to provide alternatives to exploitation by local money-lenders. This article describes the following credit mechanisms: bank guarantee systems, government credit schemes, intermediary projects, direct lending projects, banks for the poor, credit unions, and village-based banks.  相似文献
