This article analyses the relationship between gender, sexuality and citizenship embedded in models of citizenship in the Global South, specifically in South Asia, and the meanings associated with having – or not having – citizenship. It does this through an examination of women's access to citizenship in Nepal in the context of the construction of the emergent nation state in the ‘new’ Nepal ‘post‐conflict’. Our analysis explores gendered and sexualized constructions of citizenship in this context through a specific focus on women who have experienced trafficking, and are beginning to organize around rights to sustainable livelihoods and actively lobby for changes in citizenship rules which discriminate against women. Building from this, in the final section we consider important implications of this analysis of post‐trafficking experiences for debates about gender, sexuality and citizenship more broadly.  相似文献

This paper investigates social policies concerning men's transitions to fatherhood and the changing role of fathers in Japan. A review of fathering research reveals a predominantly agency-level emphasis on role-strain between work and paternal identities with a specific discourse of weakened Japanese fatherhood. Previous research suggested Japanese gender equality and work-life balance initiatives stalled due to an absence of women's influence within Japan's corporate culture. This study offers a historical perspective to show modern family policies were essentially rooted in gender-equality campaigns led by women's organisations dating back to post-WWII era. The findings situate Japanese social policy and epistemology in the international vanguard of a ‘Nordic turn’ towards structural-level research and improved social citizenship rights to support men's transitions to fatherhood.  相似文献

In this article we explore the dissemination of human rights ideas in China through an ethnographic study of three women's organizations: the government's ‘letters and complaints’ department, the governmental NGO affiliated with it, and a legal aid centre; all are located in Beijing. We argue that there are two paths in China for the transmission of international human rights ideas – a government one and a non‐government one. The government path, featured as contextual and compromising, is rooted in socialist and collective values, and the governmental organizations we studied function squarely within the domestic legal framework and the concept of ‘women's rights and interests’. The non‐governmental path, by contrast, characterized by vernacularization, namely a combination of international ideas with local practice to promote legal reform in China, is the result of economic development and interactions with the international community. Both paths interact within their different spheres to further the development of women's rights.  相似文献

In the mid-1980s, population movement, wartime male mortality, and changing notions of marriageability converged to create a radically different marital terrain than that previously encountered by Vietnamese women. Finding themselves without suitable marriage prospects a small number of single women asked men they would not marry to get them pregnant. This paper focuses on three elements that contributed to this refashioning of reproductive space: the women's post-war experiences that prompted them to ‘ask for a child’, state policies that provided a different dynamic for bearing children out of wedlock, and the manner in which the Women's Union sought to provide social acceptance for women who ‘asked for a child’. As a result of the women's agency and the state's decision to incorporate single mothers into society a new reproductive space was forged in which ideologies of motherhood, family, and reproduction took on new meaning in post-war northern Vietnam.  相似文献

This article focuses on women's rights organisations and their role in challenging inequality within the development process. Women in poverty are excluded as a result of their unequal societal position, geographic location, and the predominance of ‘top-down’ and piecemeal policymaking processes carried out by donor governments. We argue that in-country women's rights organisations provide the ‘missing link’ to bridge the disconnect between grassroots, marginalised women and donor decision-makers. This article focuses on the UK government's approach to developing policy and practice aimed at furthering international women's rights, focusing on the Women, Peace and Security agenda. Engaging with women's rights organisations not only ensures that donor policy and practice responds fully to the interests and needs of the poorest and most marginalised women in the global South, but renders the decision-making process itself empowering to the women involved.  相似文献

Charlotte Perkins Gilman anticipated Amartya Sen's theories on the economy of wellbeing and the theory of the capabilities by placing humanity at the centre of economic politics, the full development of abilities of the entire population and the participation in all the social, economic and political activities of men and women, as a premise for social progress and genuine democracy. In particular, she highlighted the value of women's competences and female innovative contribution towards the achievement of these goals. Today, the European Union considers these issues as a priority but in Italy they are not fully taken into consideration. Gilman, the American authoritative sociologist and economist, defined in 1993 by the Women's Hall of Fame as one of the 10 most influential women of the twentieth century, thanks to her studies and her in-depth analysis of women's real conditions of life, reached the conclusion that the origins of the traditional sexual roles – and of the female ‘natural’ subordination to man – are not due to nature, but to the economic dependence on man. Consequently, she believed that true freedom and effective citizenship for women are possible only with economic independence. Through the denunciation of the myths and traditional stereotypes that tie women to the so-called ‘natural roles’, Gilman showed the damages that the exclusion of women from socioeconomic activities cause to the progress of human society, and proposed the new woman. The new woman is well-educated – and thus endowed with a critical mind – and professionally prepared, and is aware of the necessity of her full citizenship. Women are also aware of the fundamental social value of maternity. Consequently they are aware that the ‘unpaid caring works’ should not be exclusively assigned to women but rather should be shared by both family and society. Gilman's theories and proposals for the social and economic reorganization, and her criticism of the traditional myths and stereotypes, supply a valid contribution to the present gender politics and in particular to the affirmation of gender budgeting in economics. Feminist scholarship has shown how gender is integral to understanding war, and that the invasion of Afghanistan in 2001 was partly legitimated through a reference to Afghan women's ‘liberation’. Recognizing this, the article analyses how gender is crucial also to understanding the practice of ‘population-centric’ counterinsurgency in Afghanistan. Because this type of warfare aims at ‘winning hearts and minds’, it is in engaging the population that a notable gendered addition to the US military strategy surfaces, Female Engagement Teams (FETs). Citing ‘cultural sensitivity’ as a key justification, the US deploys all-female teams to engage with and access a previously untapped source of intelligence and information, namely Afghan women. Beyond this being seen as necessary to complete the task of population-centric counterinsurgency, it is also hailed as a progressive step that contributes to Afghan women's broader empowerment. Subjecting population-centric counterinsurgency to feminist analysis, this article finds that in constructing women both as ‘practitioners’ and ‘targets’, this type of warfare constitutes another chapter in the various ways that their bodies have been relied upon for its ‘success’.  相似文献

Paid work is generally accepted as an important dimension of hegemonic masculinities and men's identities, which can become heightened when they become fathers. Changes in global economies together with educational shifts and other demographic patterns mean that paid work has become a significant feature of many women's lives too. Increasingly across Europe women who are mothers combine caring, domestic chores, and paid work. Using data from a qualitative longitudinal study on women's experiences of transition to first-time motherhood in the UK, this paper will explore how women narrate and reconcile their decisions either to return to paid work or not to, following the birth of their first child (Miller 2005). These findings are considered alongside a companion study on men's experiences of transition to first-time fatherhood (Miller 2011). The comparison shows that women articulate work and caring decisions in narratives which convey a sense of ‘guilt’, whilst the men are able to talk more freely – and acceptably – about ‘career progression’ and the importance of work to their identity and their new family. Even though recent research points to some changes in men's involvement in caring and women's increased activities in the work-place, particular aspects of these arrangements remain seemingly impervious to change.  相似文献

A new stream of sociological and demographic theory emphasizes individualization as the key process in late modernity. As maintained by Hakim ( 2000 ), women also have increasingly become agents of their own biographies, less influenced by the social class and the family. In this study, I intend to contribute to this debate by analysing how, in Italy and Britain, women's movements between employment and housework are linked to their husband's education and class, and how this link has changed across cohorts. Using discrete‐time event‐history modelling on the BHPS and ILFI, my findings show that in both countries, if the woman's educational and labour‐market profile is controlled for, the husband's occupation and education have lost importance. Yet, although based more on ‘her’ than ‘his’ profile, divisions along ‘classic’ lines are still evident and not context‐free, and they assume different forms in the two countries with distinctive institutional and cultural settings. In ‘liberal’ Britain, women's labour‐market participation responds more to motherhood and class than to education, while in ‘familistic’ Italy education seems more important, which suggests the existence of returns over and above strictly human capital/economic ones.  相似文献

What are the work-family experiences of Czech women, and to what extent are there similarities and differences with women in the West? Drawing on a cross-national survey and other findings, this paper points out that unlike the extensive part-time employment of many Western European women, most Czech women in the post-Communist era have continued to combine full-time employment with family roles. Maternity and parental leaves, kindergartens, and other policies have been important supports. It is argued that employment and economic independence remain important to Czech women, and although gender differentiation in women's domestic activities and men's preponderance in upper-level jobs in the economy and government is recognized, Western attributions of patriarchy have been resisted. Since family life is highly valued, many have seen women as advantaged in their greater family involvement and integration of both family and employment roles. Rather than opposition between men and women, Czechs generally point to partnership and overall social equality. During Communism Czechs learned that ‘time at work’ does not equal productivity, and women practiced an informal flextime to aid work-family integration. This ‘self-management’ of work time and of work and family activities is cited as a component of Czech women‘s sense of efficacy and gender equality. An interesting question for the post-Communist success of Czech women and work organizations is whether women's interest in self-management will be met by the support of managers and of workplace cultures and structures.  相似文献

Literature on social movements in societies undergoing violent ethno-national conflict between two ‘warring factions’ has typically concentrated on civil rights, ethnic revivalists, peace and women's groups. This paper concentrates on two loose groupings – lesbian, bisexual, gay and transgender, and ‘ban-the-bomb’ – that have been ignored. I argue that in the context of a ‘divided city’ like Belfast, the capital of Northern Ireland, these collective actors can be analysed as New Social Movements. Specifically, I look at how these new social movements have sought to experiment with forms of intercultural dialogue, expressive pluralistic communities which embrace unity through diversity and cosmopolitan, global identities which challenges the competitive, monolithic and divisive nationalisms which contribute to the sedimentation of violence and segregation of Irish Nationalists and British Unionists in the city.  相似文献

This article utilizes an oral history resource to document the transformation of population policies into women's focused practices and the perception that guided the major actors of this local revolution. The Population Control movement has been a powerful political and health movement that developed family planning to reduce population growth during the Cold War era. It relied upon philanthropic commitment before successfully becoming an official US policy from Nixon to Reagan. The anti-abortion controversies and political conservatism then diminished considerably the global acceptance of population policies. The revolution in population policies demanded a patient effort to conquer strategic positions and to develop new policies. Women program officers played a central role, along with prominent political figures. Most of the transformation occurred at the Cairo conference in 1994, where moderate population experts and feminists came to a compromise. This study finally focuses on the repercussions of the new reproductive health agenda in the population field.  相似文献

Data from the total population of eight randomly selected rural extension centers in the Baghdad, Iraq, area were utilized to examine factors associated with rural women's participation levels in extension programs and to assess the fit between the government's stated and implemented policies related to extension programs. Findings suggest that: (1) family-related variables and those indicative of social customs surrounding the female status are most closely related to women's participation levels; and, (2) there are discrepancies between written and enacted policies related to extension programs. Possible explanations for findings are offered, as well as directions for future research and policy planning.  相似文献

Predicted population decline and labour shortages in European welfare states are directing attention to policy strategies that might increase women's employment and fertility rates. In this context, the Nordic welfare states’ blend of high female employment rates and relatively high fertility levels stands out from others. These patterns are accompanied by comprehensive work–family policies indicating that policy reform is a main explanation. A core element in Nordic work–family policies is generous leave of absence arrangements for parents. In scrutinising leave policy in a Nordic context, the analysis in this paper emphasises that the current situation is a result of processes that have taken a long time to unfold, and that leave policy reforms interact with labour market developments and cultural institutions of family formation in shaping women's social practices.  相似文献

Globalization and increased mobilities have multiplied cross-border transactions not only in the economic sphere but have also a major impact on human relationships of intimacy. This can be seen in the increased volume of differently mediated forms of international marriage, not just straddling ‘east’ and ‘west’, but within Asia and across different ethnicities and nationalities. International marriage raises a host of social issues for countries of origin and destination, including challenges relating to the citizenship status and rights of the marriage migrant. This paper examines the negotiation of citizenship rights in the case of commercially matched marriage migrants – namely Vietnamese women who marry Singaporean men and migrate to Singapore as ‘foreign brides’. While they are folded into the ‘family’ – what is often thought of as the basic building block of the nation in Asian societies – they are not necessarily accorded full incorporation into the ‘nation’ despite Singapore's claims to multiculturalism. This is particularly salient at a point when cross-nationality, cross-ethnicity marriages between Singapore citizens and non-citizens are on the increase, accounting for over a third of marriages registered in Singapore in recent years. Vietnamese women who marry Singaporeans are positioned within the nation-state's citizenship regime as dependents of Singaporean men, having to rely on the legitimacy of the marriage relationship as well as the whims of their husbands in negotiating their rights vis-à-vis the Singapore state. Drawing on interviews and ethnographic work with 20 Vietnamese women who are commercially matched marriage migrants, the paper first focuses on the vulnerable positions these women find themselves, particularly given difficulties in forging their own support networks as well as weaknesses of the civil society sector in what has been called an ‘illiberal democracy’ characterized by a political culture of ‘non-resistance’. The paper then goes on to examine the way they negotiate rights to residency/citizenship, work and children within webs of asymmetrical power relations within the family and the nation-state. We draw on our findings to show that citizenship is ‘a terrain of struggle’ within a multicultural nation-state shaped by social ideologies of gender, race and class and negotiated on an everyday basis within spheres of family intimacy.  相似文献

This article centers on the Mexican and Argentinean ‘Dirty Wars’, examining the limitations inherent in human rights and women's human rights responses to these epochs of violence. I situate Argentina's report on the dictatorship, Nunca más (1984), in conversation with Elena Poniatowska's text on the 1968 Mexico City massacre, La noche de Tlatelolco (1971), to trace the rise of a global human rights discourse that has become the dominant manner of conceptualizing human rights violations and gender violence in the latter half of the twentieth century. While feminist critiques of human rights have centered on the lack of gender-specific focus of violence committed against women, this article questions whether the women's human rights discourse disengages the historical, economic and geopolitical realities from which these violations were committed and instead focuses on women's sexual violations to garner international condemnation of gender violence. By turning to these texts, this article centers on the possibilities and limitations of women's human rights discourse and the impact this has on the shaping of women's political agency. This article calls for a critical feminist approach to women's human rights in order to document narratives of women survivors of human rights abuses without obfuscating their political subjectivities.  相似文献

Transgender persons are strangers to the law; or put more accurately, the legal imagination is so deeply entrenched in normative gender binarism as to effectively render transsexuals a ‘freakish’ anomaly to law. This essay attempts to offer a reflection on transgenderism, law and sexual crime from a human rights and criminal law perspective. It focuses on one of the most violent types of institution in society – the prison – and asks: what are the legal imagination and practice surrounding transgender prisoners as they are linked to social and cultural transphobia? What ‘human’ rights can be practiced for a dehumanized class? It first surveys the legal predicament of transgender prisoners in the US prison system in relation to Eighth Amendment rights provided by the US Constitution. The US situation has seen cases that have importantly shed light on other jurisdictions when engaging with the combined questions of prisoners’ rights and transgender rights together. The analysis is then taken to the context of Hong Kong prisons in a modest application. In contrast to some other Asian contexts (such as Taiwan, Thailand and Indonesia), critical cultural studies of transgenderism are non-existent in Hong Kong. Meanwhile, human rights studies of the same have only emerged through the work of legal scholar Robyn Emerton. It is hoped that a rights-based approach will emerge in Hong Kong for the protection of transgender inmates from sexual violence in local correctional facilities.  相似文献

Despite some macro level concern with the concepts of tradition and ‘detraditionalization’, sociologists for the most part have paid relatively little attention to the everyday realities of family traditions as they are experienced and narrated in people's lives. Based on a qualitative study of ‘Family Backgrounds and Everyday Lives’, this article explores people's experiences and narratives of family Christmases, and examines how traditions are conjured up and evoked in multi‐dimensional, embodied, emplaced and sensory ways. The article argues that in recognizing and conjuring up family practices and happenings as ‘traditions’, people create a vivid and potent sense of generational eras, atmospheres and family styles. These have a moral currency that matters – sometimes quite profoundly – in people's lives, and are the subject of debate and negotiation between, as well as within, generations. Christmas traditions, it is argued, are central in the constitution of eras not least because they enable the bundling up of time – past, present and anticipated for descendant generations – into packages of generalized ‘time out of time’, characterized by distinctive atmospheres, and around which memories can coalesce and about which stories can be told. These atmospheric eras – more than broad or macro understandings of ‘tradition’ – are central in how generational dynamics and personal family histories take shape, and how memories are ‘indexed’ in and through time.  相似文献

The negative physiological consequences of night work are well evidenced, but there has been limited research on the gendered consequences of night work for partnered women with children. This paper examines women's experiences of night work by drawing on qualitative interview and audio sleep diary data with 20 UK female nurses working non‐regular rotating shifts, together with interview and diary data from their male partners and children. The analysis shows how the lived experience of women's night work is characterized by three phases, which we discuss within a timescape perspective. Alongside changes to paid work and sleep during the period of night shifts, the ‘preparation’ and ‘recovery’ phases of women's night work involve intense periods of considerable additional unpaid and unrecognized work and anxiety. Gendered expectations for household management and family wellbeing mean that women night workers undertake considerable responsibility for complex planning before night shifts begin, and re‐enter established domestic routines within hours after night shifts end. Women maintain continuity for their families by actively managing the impacts of night work. This enables the fulfilment and ‘display’ of successful and normative gendered patterns of domestic responsibility, which appears to be central to women's own coping with night shifts.  相似文献

Whether lauded or deplored, transnational organizing among non-governmental organizations (NGOs) generally, and women's NGOs specifically, is recognized as an active player in debates about international economic policy. In this article, I turn attention toward one consequence of women's transnational NGO organizing that has been under-analyzed: the impact that transnational activism has on domestic political organizations and opportunities. The recent increase in activism on gender and policies of free trade in the USA is the product of women's transnational political organizingover the North American Free Trade Agreement (NAFTA). In the case of NAFTA, theoretical insights about the ways that gendered categories undergird the economy were made visible by and through the transnational advocacy in which feminists engaged.And, this article indicates, these transnational advocacy efforts have helped to shift the domestic political terrain of women's organizing in the United States. I argue that as women's rights advocates in the United States were confronted with the realization that the nexus between gender and trade policy was important to many women's rights and feminist activists around the world, they began to question why the gendered implication of trade policy did not hold a comparable place in the US feminist arena. Thus, changes in the domestic political landscape of non-governmentalactivismmay be one of the longest lasting (and most overlooked) consequences of transnational political engagement.  相似文献
