Since the 1990s, trafficked women and girls from neighbouring countries in the Greater Mekong Subregion (GMS), including Myanmar, Lao People’s Democratic Republic (Laos), Cambodia, Viet Nam, and Yunnan province in southern China, have increasingly migrated to Thailand and worked in the country’s thriving commercial sex industry. In response, the Thai government has launched a range of programmes to supplement its earlier programmes designed primarily to combat internal trafficking. This paper concentrates on one component of the Thai government’s response: repatriation and reintegration. The paper is organized as follows: First, a definition of human trafficking, particularly as it relates to women and children, is provided. Second, a succinct discussion of the history of the domestic trafficking of women and girls into commercial sex work in Thailand, focusing especially on the Thai government’s broad response to this dilemma, is given. Third, the dynamics of the relatively recent surge of trafficked women and girls from neighbouring GMS countries working in Thailand’s commercial sex industry and the Thai government’s efforts to combat this are discussed. Finally, the paper focuses on repatriation and reintegration in Thailand ; by briefly discussing the situation that trafficked women and girls confront in this process, and by defining repatriation, reintegration, and reintegration assistance. The Thai government’s repatriation and reintegration programmes are then described and critically reviewed, focusing particularly on the Kredtrakarn Protection and Occupational Development Centre. Recommendations on how to improve existing repatriation and reintegration programmes are provided. Above all, greater collaboration must take place in order to effectively and efficiently implement policies, plans, and projects to more successfully reintegrate trafficked women and girls back into neighbouring GMS countries, in particular at the local level.  相似文献

Even though it is documented that sex trafficking of male minors occurs, limited research has focused on this type of commercial sexual exploitation. Data was collected via telephone interviews from 323 professionals who worked with at-risk youth and/or crime victims/offenders in all counties in a mostly rural state in the U.S. Half of the respondents had worked with at least one victim of child sex trafficking, and of these 161 respondents, 57.8% had worked with at least one male victim. To contextualize the data on male minor victims, quantitative analysis was conducted comparing the close-ended and themes identified in open-ended responses of professionals who reported they worked exclusively with male victims (n?=?26) versus professionals who worked exclusively with female victims (n?=?81) to examine how sex trafficking of male minors may differ or be similar to sex trafficking of female minors. Many similarities in victims’ vulnerability factors, the systems victims encountered, and their greatest needs were found by gender. Familial sex trafficking was one of the typical pathways into commercial sexual exploitation for minors. There were some differences in the pathways in sex trafficking by gender. There is a need for greater awareness, training, and resource-building for identifying and appropriately responding to male minors who are trafficked in commercial sex.  相似文献

This article explores meaning-making processes around human trafficking, using the empirical example of the Slovene press. The analysis pinpoints how the topic appears in the media, what content emphases it receives in reporting, which aspects are dealt with and which are absent, and the implications of such framing. My reading of newspaper articles shows how trafficking appears within ‘frames’ that I label ‘criminalization’, ‘nationalization’, ‘victimization’ and ‘regularization’; together, these help to shape a specific anti-trafficking paradigm, one that depicts trafficking as a criminal issue and calls for stricter policing, saving victims and tightening borders. The frames as they appear in the Slovene press are unpacked here with the purpose of opening up space for understandings of trafficking that go beyond predominant representations.  相似文献

The US government has implemented an ambitious set of policies designed to combat human trafficking and sex trafficking in women and girls in particular. This article argues that anti-trafficking discourse and policy can be understood as a project to sustain and strengthen US power. This power has been wielded through the use of foreign aid, which influences the actions of both state and non-state actors overseas. Existing policies reinforce unilateralism and executive-branch dominance. Policymakers have also used gender strategically to moralize their actions and assert global leadership on this issue. Debates over the legitimacy and legality of prostitution have characterized human trafficking discourse for the last two decades. This article identifies the extent to which competing perspectives concerning the legitimacy of prostitution have influenced anti-trafficking policy in Australia and the United States and argues that each nation-state’s approach to domestic sex work has influenced trafficking legislation. The legal status of prostitution in each country and feminist influences on prostitution law reform have had a significant impact on the nature of the legislation adopted.  相似文献

This article offers the first examination of its kind of the content and nature of anti-trafficking policy as it is pursued in Benin. The article draws on data gathered from policy and project documents and from interviews and participant observation with actors integral to the constitution of policy in (and with influence over) the Beninese anti-trafficking community. It attempts to bridge the oft-lamented gap between page and practice by conducting analysis not only of the representation of policy in text, but also of its lived manifestations in processes, interactions and structures. It argues that the various different actors that comprise Benin's anti-trafficking pantheon seek to accomplish one fundamental goal – to protect children from trafficking – through two overarching strategies – the promotion of ‘healthy’ childhoods and the pre-emptive prevention of child movement. The article examines each of the main strands of policy and concludes by offering a Foucauldian analysis of their operation. It thus fills a major gap in the academic understanding of anti-trafficking policy in the Beninese context.  相似文献

In the trafficking discourse and international law, debt-bonded sex workers have been defined as ‘victims of trafficking’. The hyperexploitative contractual arrangements faced by debt-bonded sex workers may be the most common form of contemporary forced labour practices in the modern industry. However, in this paper, I present women's individual experiences working under indenture in Sihanoukville, Cambodia. I do so because women's narratives raise many questions about ‘consent’ and ‘coercion’ that, to date, remain unanswered. By examining women's own perceptions of the situation, the present paper attempts to address issues related to ‘consent’ and ‘coercion’ in order to highlight some of the possible implications this has for both how we theorise about and respond to the issue of indenture.  相似文献

While the Palermo Protocol sought to offer the global community the first‐ever definition of trafficking and the parameters for who constitutes a victim, the result was an inaccurate, ill‐defined and cumbersome definition that fails to match the realities of the phenomenon. Since 2000, two other international instruments were drafted: the UNODC Model Law against Trafficking in Persons and the ILO Operational Indicators on Trafficking in Human Beings. This article navigates through various hypothetical scenarios to demonstrate the limitations of the Palermo Protocol in accommodating the autonomy exercised by victims of trafficking in the process of migrating into exploitative work and the more accurate picture of the victim offered by these newer instruments. By identifying the strengths in international law when it comes to trafficking and the problems that remain, this article offers potential solutions to how international law can better reflect trafficking and victimhood.  相似文献

Domestic minor sex trafficking (DMST) is defined as the “recruitment, harboring, transportation, provision, or obtaining of a person for the purpose of a commercial sex act” (TVPA, 2000) where the person is a citizen of the U.S. and under age 18 years. The purpose of this study was to gain a more informed understanding of the scope of the problem of DMST for adjudicated juvenile females, to identify factors associated with DMST for this vulnerable population, and enhance our understanding of the pathways in and out of DMST from the victims’ perspective (especially rural vs. urban). Qualitative interviews were conducted with 40 adjudicated juvenile females in a southern, rural state. Results indicate a significant number of adjudicated female youth are engaged in sex trafficking, often to obtain drugs, and that a significant number feel forced to perform sex acts in exchange for drugs and/or for a place to sleep which is also highly correlated with being a victim of sexual abuse. Early intervention for juvenile females who fit the noted vulnerabilities needs to be implemented in time to prevent our youth from being victimized. The legal and policy framework on child trafficking is dismissive of children's agency and regards them as vulnerable personalities. This paper examines the scope of children's agency in their transportation to other communities for fishing in Ghana. Using a phenomenological design, 17 child returnees' views were elicited on their movement for fishing activities. Findings revealed that children's agentive capabilities progressed primarily from consent giving to negotiation. Highlighting the relational and material context within which children's agency unfolds, the study suggests that it is erroneous to generally ascribe the discursive label of ‘innocence’ to children who are considered as trafficked.  相似文献

In this article we explore the links between return migration, belonging and transnationalism among migrants who returned from the Netherlands to northeast Morocco. While transnationalism is commonly discussed from the perspective of a receiving country, this study shows that transnationalism also plays a vital role in reconstructing post‐return belonging. Return migration is not simply a matter of ‘going home’, as feelings of belonging need to be renegotiated upon return. While returnees generally feel a strong need to maintain various transnational practices, the meanings they attach to these practices depend on motivations for return, gender and age. For former (male) labour migrants, transnational practices are essential for establishing post‐return belonging, whereas such practices are less important for their spouses. Those who returned as children generally feel uprooted, notwithstanding the transnational practices they maintain. The amount of agency migrants are able to exert in the return decision‐making process is a key factor in determining the extent to which returnees can create a post‐return transnational sense of home.  相似文献

A remarkable out‐migration from Kosovo occurred after the winter 2014/15, raising urgent questions about its underlying drivers and implications for both Kosovo and the destination countries. This article aims at providing a better understanding of key migration triggers and some particularities of the phenomenon. We link our empirically found migration drivers to Hirschman's ( 1970 ) famous exit, voice or loyalty scheme by asking in how far the exit must be understood as the explicit alternative to voicing dissatisfaction with the current situation in the country. According to our results, the recent Kosovar out‐migration is a clear response to weak governance and thus goes beyond the widespread ‘migration‐cum‐remittances’ livelihood practice. In this sense it could be interpreted as a revolt against the political system. With view to policy implications for destination countries, we point at legal travel and migration opportunities as the better solution to channel both voice and exit.  相似文献

It is argued that the problem of ‘structure and agency’ should be reconsidered as the problem of ‘fate and agency’ for event causation and agency causation). The problem of fate and agency is addressed by outlining a model of the conditions of action derived from work by Giddens and Wright Mills. The model uses the concepts of different forms of knowledge and of the unintended consequence to set up a framework by which it should, in principle, be possible to decide of fate or events. This framework is then used to discuss the problems raised by defining power in terms of interests. It is argued that this definition is inadequate and suggested that a definition of power based on access to resources and causal responsibility for outcomes may be more useful.  相似文献

Women comprise an increasing proportion of migrants. Many migrate voluntarily for sex work or practise survival sex; others are trafficked for sexual exploitation. To investigate how the context of mobility shapes sex work entry and HIV risk, during 2010 to 2011 we conducted in‐depth interviews with formerly trafficked women currently engaged in sex work (n = 31) in Tijuana and their service providers (n = 7) in Tijuana and San Diego. Women's experiences of coerced and deceptive migration, deportation as forced migration, voluntary mobility, and migration to a risk environment illustrate that circumstances resulting from migration shape vulnerability to sex trafficking, voluntary sex work entry, and HIV risk. Findings suggest an urgent need for public health and immigration policies providing integrated support for deported and/or recently arrived female migrants. Policies to prevent sex trafficking and assist trafficked females must consider the varying levels of personal agency involved in migration and sex work entry.

This article explores dominant discourse on ‘trafficking as modern slavery’ in relation to the many legal and social fetters that have historically been and are today imposed upon individuals who are socially imagined as ‘free’. It argues that discourse on ‘trafficking as modern slavery’ revitalizes the liberal understandings of freedom and restriction that have historically allowed vigorous moral condemnation of slavery to coexist with the continued imposition of extensive, forcible restrictions on individuals deemed to be ‘free’. In place of efforts to build political alliances between different groups of migrants, as well as between migrants and non‐migrants, who share a common interest in transforming existing social and political relations, ‘trafficking as modern slavery’ discourse inspires and legitimates efforts to divide a small number of ‘deserving victims’ from the masses that remain ‘undeserving’ of rights and freedoms.  相似文献

Men convicted of sexual abuse against children are an important but understudied population. In this study, based upon lifetime police records, of the criminality of convicted child sex abusers, we undertake the first British comparative analysis of the criminality of intra‐ and extra‐familial abusers. In a cohort of 374 convicted male child sex abusers, 50% had convictions for ‘sex only’ crimes; 26% for ‘sex and other’ offences; and 24% for ‘sex, other and violent’ crimes. There were three ‘relationship‐to‐victim’ subgroups: ‘biological relatives’, consisting of fathers and other biological relatives (18%); ‘non‐biological relatives’ — cohabitees or stepfathers (10%); and 72% who were ‘extra‐familial’ offenders, having no family relationship to the child. This atypical pattern of abusers indicates a filtering process, in which intra‐familial abusers are less likely to be prosecuted than extra‐familial offenders. The main findings were: (i) biological relatives were more often ‘sex only’ offenders, but averaged more sexual offences than the other groups; (ii) non‐biological abusers has more ‘other’ criminal and convictions for violence, and were more similar to the extra‐familial offenders than biologically related abusers; (iii) extra‐familial abusers consisted of more ‘other’ criminal and violent offenders than the non‐biological abusers; (iv) non‐biological offenders, however, had a pattern of criminality more like the extra‐familial group than the other intra‐familial abusers. The violent men, often with long histories of both sexual and non‐sexual offending, pose particular problems for the criminal justice and child protection services. This article explores how the US ‘war on drugs’ depends on certain notions of femininity and womanhood. In particular, I examine how female drug couriers from the Americas are constructed at US border sites of international airports in the 1990s. I find that female drug couriers are described in terms of victims and vamps – a take off of the madonna/whore dichotomy. The victim and vamp discourses, I argue, are the performative enactments of a security state that operates according to a racialized logic of masculinist protection. I hold in tension the circulation of the victim/vamp discourses with the story of Paula, a Colombian woman who was caught trafficking heroin in hidden compartments of her suitcase. I use Paula's story to call attention to the political work in dismissing women as agents in the international drug trade.  相似文献

Scholars who have applied transnational perspectives to studies of migration and remittances have called for a move beyond the developmentalist approach to accommodate an expanded understanding of the social meanings of remittances. Researchers working in Asia have begun to view the remittances of money, gifts and services that labour migrants send to their families as transnational ‘acts of recognition’, as an enactment of gendered roles and identities, and as a component of the social practices that create the ties that bind migrants to their ‘home’ countries. In this article, we depart from the more common focus on remittance behaviour among labour migrants and turn instead to examine how, as marriage migrants, Vietnamese women generate and confer meaning on the remittances they send. First, from the women's viewpoint, we discuss the extent to which expectations vested in being able to generate remittances for the natal family by marrying a Singaporean man not only translate into motivation for marriage migration but also shape the parameters of the marriage. Second, we show how sending remittances are significant to the women as ‘acts of recognition’ in the construction of gendered identities as filial daughters, and, through the ‘connecting’ and ‘disconnecting’ power of remittances, in the reimagining of the transnational family. Third, we discuss the strategies that women devise in negotiating between the conflicting demands and expectations of their natal and marital families and in securing their ‘place’ between two families. We base our findings on an analysis of interviews and ethnographic work with Vietnamese women and their Singaporean husbands through commercial matchmaking agencies.  相似文献

In this article, we contribute to the growing and diverse literature on the lived experiences of children and their agency in the context of migration. Drawing on in‐depth interviews with children whose migrant parents have left them behind, as well as with those who care for them in Vietnam, we demonstrate that the various ways in which they affect migration decision‐making and transnational communication shape the children's imaginations of migration. The context‐specific social construction of childhood, or more specifically adult perceptions of children's agency and needs, in turn structures these processes. We emphasize the need for debates on children's agency to take into account both broader socio‐economic processes at the macro level and the concrete and local scale at which children's lives unfold. By outlining how children's experiences of parental migration are constitutive of their attitudes toward this livelihood strategy, we also argue that the ability of those ‘left‐behind’ to exercise agency is closely intertwined with processes of social becoming and navigation in the transnational social fields constructed for them by adults.  相似文献

This paper investigates the multiple dimensions in the identity constructions of the daughters of the Muslim migrations to Italy. It focuses on the transformations in the way girls and young women relate to religion, in the transition from the generation of mothers, who emigrated from countries with a Muslim majority, to the generation of daughters, who grow up in a European context where Islam is a minority religion. It discusses ‘transmissions’, ‘translations’ and ‘betrayals’ in the migration experience, from a standpoint which highlights the specificities of gender and of generation. The article is based on an intersectional analysis of biographical accounts by Muslim girls and young women of Bengali and Moroccan origin who were born and/or grew up in Italy. Intersecting religious identity with other identity lines such as national belonging (to the parents’ country of origin and to the country where they were born or grew up), gender, class, color and age, multiple reactions and positions emerged. In this context, the religious dimension inherited/experienced/reinvented/called into question by the daughters of migrations appeared to be in constant evolution. Indeed, the stories contained herein of young Muslims tell of the emergence of European Islam.  相似文献
