ABSTRACT

Forty-eight of 52 (92%) agencies contracted with the New York City Administration for Children's Services (ACS) responded to a survey about problematic sexualized behaviors (PSB) of children in different levels of care within the child welfare system. Results revealed that almost all agencies reported PSB within their foster boarding home and residential treatment centers. A majority of agencies perceived PSB to be a significant problem for which staff and families were not sufficiently trained. These findings highlight many avenues for advocacy, clinical intervention, and staff development.  相似文献

Service providers' perceptions of the system of care for homeless youth are described. Face-to-face structured interviews were conducted with staff at homeless youth agencies in Los Angeles County (L.A. County) regarding organizational and staff characteristics, issues affecting youth, types of available services, gaps in services, and barriers to service delivery.Overall, agencies were large, well established, and provided multiple services. Most agencies (62%) were concentrated in Hollywood, a cruise area of L.A. County. Clear distinctions emerged between large and small agencies; large agencies had more resources, more professional staff, were established longer, and were policy advocates. Typical of other US metropolitan areas, services for homeless youth in L.A. County are located in cruise areas, and are not as readily available in other geographic areas. Such geographic barriers to providing a comprehensive and coordinated system of care can affect youth's pathways out of homelessness.  相似文献

This article describes how integrated health information technology affects the collection and flow of client-level intake and assessment data within substance abuse treatment agencies. We combined process mapping and qualitative inquiry methods to analyze staff interviews (N = 54) from eight agencies in four U.S. states. Integrated health information technology was related to expedited and improved flow of information, while nonintegrated health information technology systems were associated with double data entry, multiple eligibility screenings, and different intake processes across levels of care. Process mapping is an effective tool to identify barriers to efficient client-level data management and opportunities to leverage health information technology to streamline the intake process of substance abuse treatment agencies, improve staff productivity, and enhance the accuracy and information flow.  相似文献

This study views the extent to which staff buy-in for an organizational innovation in child welfare (CW) relates to implementation progress. The study occurs during implementation of a statewide practice model that was supported with technical assistance from the Mountains and Plains Child Welfare Implementation Center (MPCWIC) and framed around the National Implementation Research Network model. Mixed methods were used to address three study questions: (1) what is the level and nature of buy-in related to the innovation? (2) does buy-in vary according to staff characteristics, and (3) what is the relationship between buy-in, local level agency readiness, and implementation status one year after project start? Survey data were collected from 568 CW staff in 13 local county agencies and 12 implementation specialists assigned as coaches. Focus groups and interviews were conducted with 52 staff in four agencies. Bivariate chi-square analyses and multivariate regression using a cumulative logit model showed that buy-in was related to gender and agency tenure. Implementation progress was higher among smaller agencies, and agencies with lower levels of job stress. Qualitative themes centered on staff inclusivity in project design, communication, and supervisor support. Findings highlight the need to adapt implementation strategies in urban and rural locales, and to attend strongly to staff selection, supervision, and inclusion during implementation. Addressing job stress may help bolster implementation.  相似文献

Abstract

The impact of openness in adoption on private adoption agencies' practices and services was examined. In 1987-89 and 1993 staff from private agencies participated in structured interviews concerning their current practices regarding openness and the services offered by the agency. Over time, agencies tended to offer a greater range of openness options. Agency personnel reported that client demand, changes in agency philosophy, and competition from independent or private adoptions were among the most salient reasons for this change. Compelled to adopt new roles in response to openness, many agencies now offer mediation services to help address requests for information or problems within the adoptive family-birthparent relationship. The perspectives of adoption staff regarding the main advantages and disadvantages of each type of openness are explored, and implications for practice are discussed.  相似文献

The residential child care sector has been scrutinised via numerous inquiries following revelations of abusive and poor practice. These inquiries have made numerous recommendations which involve changes in practice and organisational culture, much of which is congruent with the features of a learning organisation. This article details research which evaluates the extent to which residential child care agencies exhibit the characteristics of a learning organisation. The research involved qualitative and quantitative methods, drawing on the experiences of a range of staff from the residential child care sector within Scotland. The findings revealed that residential child care agencies exhibit many features of a learning organisation, yet the extent to which these characteristics are perceived to exist differs significantly in line with the position staff occupy. Most significant were the findings that many staff do not feel supported to take risks nor encouraged to develop innovative practice; mistakes are not used as learning opportunities and a culture of blame is felt to exist. The implications of this are significant and this article identifies changes necessary to allow residential child care agencies to operate as learning organisations.  相似文献

This paper documents the opportunities for student field training within university-based institutes on aging. Both the advantages and disadvantages of operating such field-work programs are analyzed. A practicum is proposed which reflects an emphasis on planning, administration, policy analysis, and program development. The benefits to students include collaboration with the allied professions, availability of specialized training resources, and emphasis on proposal writing and communication skills. Potential complicating factors for student learning grow out of the institute’s close proximity to academic accountability, the multiplicity of roles carried by field-instruction staff, and placement in an environment different from that of traditional service agencies.  相似文献

This paper reports on a communication assessment/development and evaluation program for directors, managers, and supervisors of a large metropolitan welfare department, with the involvement of the School of Social Work faculty at the University of Minnesota and a communications consultant, through the mechanism of a staff development project. In addition, it points out three significant future challenges oriented toward: (1) school of social work curriculum development, (2) responsibility of welfare agencies to provide training opportunities in management and communication, and (3) the support needs of governmental agencies.  相似文献

Although staff training in public child welfare agencies is thought to be a critical component of effective practice, little is known about the delivery and effectiveness of training interventions. Few evaluations are published in the literature and it is uncertain how much evaluation activity is being conducted and utilized. This study collected data from 48 public child welfare agencies in the United States regarding the conduct of training evaluation and the utilization of training data. The data are discussed within the context of planning the next steps for public agencies’ efforts in training evaluation.  相似文献

This article contributes to the growing literature on evaluation and implementation science by examining the interaction between staff perceptions of organizational strength with perceptions and indicators of program fidelity. As part of a pilot project related to the evaluation of the Family to Family initiative, a survey was distributed to employees within two urban child welfare agencies with a total of 410 respondents across both sites, for a combined response rate of 72.2%. Survey results were analyzed both in terms or respondents' perception of their agency as well as in relation to measures of program performance and workload. Multivariate models show that organizational indicators are the most significant and positive predictors of perceived program implementation. Specifically, staff who positively perceived the availability of information within their agency also believed that the programs were well implemented in their agency. These findings suggest that as the value of program changes are articulated within an organization, the implementation of the initiative is perceived to improve.  相似文献

This article reviews the literature on nonprofit mergers and presents a study of eighteen nonprofit merger, acquisition, or consolidation transactions. The findings underscore financial reasons as the chief motivation for mergers and cite the inability of small agencies to compete as an important contributing factor. Morale and productivity declined when staff had serious concerns about their future. Good leadership and honest and open communication were considered vital to ensuring a smooth merger process.  相似文献

Problem

In order to obtain and maintain positive outcomes garnered from evidence-based practice (EBP) models, it is necessary to implement them effectively in “real world” settings, to continually monitor intervention fidelity to prevent drift, and to train new staff due to turnover. The fidelity monitoring processes that are commonly employed in research settings are labor intensive and probably unrealistic to employ in community agencies given the additional burden and cost that they represent over and above the cost of implementing the EBP. Efficient strategies for implementing fidelity monitoring and staff training procedures within the inner context of agency settings are needed to promote agency self-sufficiency and program sustainability.

Method

A cascading implementation model was used whereby agencies who achieved proficiency in KEEP, an EBP designed to prevent placement disruptions in foster and kinship child welfare homes, were trained to take on fidelity management roles to improve the likelihood of program sustainability. Agency staff were trained to self-monitor fidelity and to train internal staff to achieve model fidelity. A web-based system for conducting fidelity assessments and for onsite/internal and remote program quality monitoring was utilized.

Results

Scores on fidelity ratings from streamed observations of intervention sessions showed no differences for foster parents treated by first generation interventionists trained by model developers compared to a second generation of interventionists trained by the first generation.

Conclusion and relevance to child welfare

Development of the local intra-agency capacity to manage quality intervention delivery is an important feature of successful EBP implementation. Use of the cascading implementation model appears to support the development of methods for effective monitoring of fidelity of the KEEP intervention, for training new staff, and ultimately for the development of internal methods for maintaining program sustainability and effectiveness.  相似文献

A study was conducted with 45 self-identified gay, lesbian, bisexual, transgendered, and questioning (GLBTQ) youth and agency staff at the two known gay-affirming child welfare agencies in the United States: Green Chimneys GLBTQ Programs in New York City and Gay and Lesbian Social Services in Los Angeles, California. The study examined the question, "What are the challenges presented in ensuring permanency, safety, and well-being for gay and lesbian youth in a gay-affirming child welfare environment?" Guided by the framework outlined in the Child and Family Services Reviews National Standards, which support better outcomes for children and youth, the investigators sought to explore the challenges of ensuring permanency, safety, and well-being for this population, as these challenges were identified by the agency staff and youth who live and work in either of these two gay-affirming programs.  相似文献

By most accounts, crisis preparedness in organizations globally has been appalling (0035 and 0250). The situation is no different in Singapore (Wu & Dai, 2001). With crisis expertise often lacking from within organizations, many resort to engaging public relations (PR) agencies to help. This study, which is inspired by Frandsen and Johansen's (2008) study in Denmark, aims to evaluate the contributions of consultants from PR agencies. Adapting indicators to assess professionalism proposed by Lages and Simkin (2003) and Sallot, Cameron and Lariscy (1997) and integrating them with variables from the contingency theory (Pang, Jin, & Cameron, 2010), this study seeks to examine: (1) the level of expertise of consultants in offering crisis management consultancy; (2) the level of experience of consultants offering crisis management consultancy; and (3) the value and expedience of the consultancy services offered. Findings showed that agencies in Singapore hired consultants based on skills such as writing, speaking and ability to manage the media. For some, lack of direct experience was compensated by in-house training. International agencies appeared to have an advantage over the local agencies by virtue of their access to expertise and knowledge from their international network. However, as the majority of agencies had only managed few crises, it was difficult to assess the value these consultants added. Studies examining consultants in PR agencies are rare. Digitalisation seems to have reached enough momentum to dominate discussions regarding the state and future of public service broadcasting (PSB) in recent years. Starting from a background overview of the main developments in PSB (policy, structure and content) since its inception, the article analyses current debates regarding the future of PSB. The most heard stakeholders, the dominant positions, discourses and arguments regarding the position of PSB in the 'new' digital, interactive, personalised media future are identified. Next, and crucially, this article intends to lay bare the technological determinism implicit in much of this debate and the implications for the way in which the discussion is being held. Taking instead a social constructivist point of view, the article concludes with an analysis of the way in which the main goals of access, universality and quality can be reinterpreted in the light PSB's position in a changing society.  相似文献

This article describes the results of a qualitative case study evaluating a research mentorship program in community care settings in Ontario, Canada. The purpose of the program was to build evaluation and research capacity among staff of community care agencies through a mentorship program. Data were collected through in-depth, semi-structured interviews, focus group interviews, and written evaluations. Three themes were identified: taking hold, fostering hold, and holding on. Mentees took hold of new evaluation and research skills. Factors fostering hold included positive mentoring relationships and participation in relevant research projects. Mentees struggled to hold on to, and apply their skills within a community care context of challenges such as constrained resources and a mandate to provide client-centered care. The lessons learned include having trainees participate in relevant, time-limited evaluation and research projects, and early implementation of mechanisms to sustain integration of trainees' knowledge and skills within community care agencies.  相似文献

Mounting international evidence suggests that an important determinant of the success of large scale urban development projects is the effectiveness of the institutional framework and capacity of government (and its agencies at all levels) to implement project proposals. In this regard, the limited professional and management expertise in transport identified by the Manpower Development and Training Study of the First Regional Cities Urban Transport Project in Indonesia proved critical. The identified staff shortages (particularly among the city authorities) were so acute, as to be in the author's view almost as important as the Project's engineering and financial findings.  相似文献

Abstract

This article reports and analyzes findings of a mixed-methods study which examined correlations between select organizational factorsbudget size, staff size, age, local government funding, and leadership-and the advocacy behavior of human service agencies in Washington, DC. Surveys were sent to 100 agency executive directors, and 43 were returned. Follow-up interviews with staff from the five highest scoring and five lowest scoring agencies are reported. Findings show that budget size, staff size, leadership, and local government funding are positively correlated to agency advocacy behavior. Barriers and enhancements to agency advocacy behavior are also discussed.  相似文献
