Abstract

This essay first highlights three major challenges of measuring program effectiveness. It concludes effectiveness can best be conceptualized in terms of program outcomes and that such outcomes-while difficult to measure-can be measured with sufficient accuracy to justify the effort. These considerations are then illustrated by data gathered from 17 Los Angeles welfare-to-work programs and their clients in order to assess the comparative effectiveness of faith-based and secular programs. The essay concludes that no one type of welfare-to-work program was more effective across the board than any other type of program. Instead, the different types of programs seemed to be especially effective in certain specialized areas. The faith-based programs were especially effective in providing welfare recipients with emotional support and a sense of having a sympathetic, understanding base of support. The for-profit providers were especially effective in providing needed training in marketable job skills and help in finding employment. The essay concludes by discussing two public policy implications that flow from this type of program specialization.  相似文献

ABSTRACT

Current welfare-to-work programs grapple with the issue of putting welfare recipients to work immediately or investing in long-term education and training. Because of the 1996 welfare reform time limits, “work first” approaches are predominating. This paper examines the innovative program developed by Goodwill Industries of Southern California, which meets the challenges of implementing a work first model with a low-skill Spanish-speaking population, while also providing services to overcome barriers to employment. This is accomplished in the context of a unique profit-generating business enterprise, which makes program participants both clients and employees.  相似文献

In this paper, I trace how the reform of social assistance in Ontario, especially the post-1990s enforcement of lone mothers' employability via welfare-to-work programs, parallels shifts in dominant moral codes of mothering, from "mother-carer" to "mother-worker." Additionally, I use this case as an entry point to consider the implications of public and policy allegiance to these moral codes for all mothers. The central argument I make is that the introduction of welfare-to-work programs in Ontario did not occur in a neoliberal state-sanctioned vacuum but also involved the circulation of ideas about moral mothering outside of policy into policy.  相似文献

This article presents research findings from the Rural and Isolated Working Group, one of six groups established by the Canadian Collaborative Mental Health Initiative (CCMHI). Funded through Health Canada's Primary Health Care Transition Fund, the goal of the CCMHI is to improve the mental health and well-being of Canadians by increasing collaboration among primary health care and mental health care providers, consumers, families, and caregivers. Qualitative data obtained from mental health care providers and consumers across all regions of Canada are presented in this article. Policy and regulation problems, barriers to mental health care access, service providers' perspectives of the challenges to consumer involvement, and solutions for addressing these issues are discussed. The article concludes by identifying how this research has informed and influenced initial steps toward mental health promotion and treatment of mental illness in rural and isolated Canada.  相似文献

Abstract

University-community partnerships, and COPC programs in particular, offer important opportunities for traditionally segregated groups to work together in collaborative relationships. The challenge of bringing people who possess distinct differences in background and social power together is a long-standing issue. Class, status, and organizational differences may impede collaboration. This article discusses the history of COPC as social policy and reviews an evaluation report of successful community-university partnerships. Drawing from the community organizing literature in sociology and social work, this article suggests community organizing methods that address structural obstacles to collaborative work. Especially in COPC programs characterized by multiple interactions, it is the community based organization (CBO) which has greatest facility to equalize the playing field between disparate groups. The role of community organizers in CBOs is to acknowledge and disrupt the structural inequalities inherent in these relationships. The community organizer must resist the role of expert or buffer between the community and university and instead strive toward authentic collaboration.  相似文献

A study was conducted with 45 self-identified gay, lesbian, bisexual, transgendered, and questioning (GLBTQ) youth and agency staff at the two known gay-affirming child welfare agencies in the United States: Green Chimneys GLBTQ Programs in New York City and Gay and Lesbian Social Services in Los Angeles, California. The study examined the question, "What are the challenges presented in ensuring permanency, safety, and well-being for gay and lesbian youth in a gay-affirming child welfare environment?" Guided by the framework outlined in the Child and Family Services Reviews National Standards, which support better outcomes for children and youth, the investigators sought to explore the challenges of ensuring permanency, safety, and well-being for this population, as these challenges were identified by the agency staff and youth who live and work in either of these two gay-affirming programs.  相似文献

With the rising number of teleworkers who are working in non-traditional work locations, health and safety issues are even more critical. While telework offers attractive alternatives to traditional work locations, it is not without challenges for employers and workers. A macroergonomics approach or work system design for telework programs is proposed to address these new challenges. This approach explains the impact of organizational, psychosocial and workplace risk factors on teleworker's health and safety. A process for managing the health and safety of teleworkers is presented along with preventive strategies to provide an injury-free working environment.  相似文献

This article describes and compares the successes and challenges experienced by three social work programs in the United States working to infuse geriatric competencies into foundation Master of Social Work (MSW) courses, including field education. Adhering to the Planned Change Model each project utilized a range of approaches and strategies that emerged in each setting’s unique organizational and community context. This article examines and analyzes three context-driven accounts of curricular infusion for gerontological social work and lessons learned in this effort to establish gerontology as part of the implicit curriculum in social work programs in universities diverse in mission, size, programming priorities, and student population. Given the experiences of these programs, following the Planned Change Model, maintaining the context as being central to the process, anticipating common challenges, and preparing to engage strategies to overcome challenges are offered as recommendations for successful infusion and sustainment of the efforts.  相似文献

The welfare reforms of 1996 changed the administration of public assistance to children and families. One of the key provisions, requiring parents to join the workforce, resulted in an expanded need for child care. Prior research demonstrates that welfare recipients, particularly in rural areas, utilize informal child care arrangements. Further, recipients in rural communities face greater challenges due to a lack of transportation, geographic spread, and less access to services. This qualitative study examined the child care selection experiences of 33 welfare recipients in six rural Northern California counties. More families selected home-based than center-based child care. During their search processes, welfare recipients utilized both formal and informal routes to locate child care providers. Parents took advantage of their connections with the social service system, but also accessed their social networks for recommendations. Rural families also reported that their choices were constrained by the available programs, transportation, and by the quality of the programs they were able to access. Given the high rate of utilization of home-based arrangements among families in welfare-to-work programs, quality of care in such programs should be improved. Recommendations for increasing quality and access, as well as supports for welfare to work participants, are discussed.  相似文献

This article addresses the failure of the 1996 welfare reform act (Personal Responsibility and Work Opportunities Reconciliation Act [PRWORA]) as an anti-poverty program demonstrated by the fact that approximately half of all ‘welfare leavers’ have fallen back into poverty within a year or two of their exit. The proximate cause is that, because of “barriers to work” or insufficient demand, leavers end up working too few hours over the course of a year. To address this failure, we propose a program of jobs-of-last-resort, called Promise of a Job (POJ), based on an examination of the design, costs, and results for a large number of transitional-job and welfare-to-work programs. In this article, we estimate POJ's costs per participant and overall costs of implementation, as well as the impact such a program would have on reducing adult and, particularly, child poverty. We find, in examining past data, that had POJ been applied to just those Americans who were on Aid to Families with Dependent Children (AFDC) in 1996, it would have raised almost 7 million children above the poverty line. We argue that this result (and similar results from any other program) should appeal across the political spectrum, to conservatives and liberals alike, because of the documented general agreement that child poverty is inconsistent with a widely held American value: the provision of equal opportunity for all.  相似文献

Abstract

This article offers challenges, suggestions and examples for integrating insights from religion and social work in the context of masters level dual degree programs that link social work and other fields of study about religion, such as theology, pastoral counseling, and religious studies. The author first relates some personal and professional experiences regarding his own journey during the past 30 years in trying to find ways to connect religious studies, pastoral counseling, and social work. Next, the article presents suggestions for mutually beneficial ways that fields for studying religion and social work can challenge each other. Finally, several practical suggestions are given for designing integrated religion and social work dual degree programs.  相似文献

The “mommy wars” are a cultural narrative of conflict between mothers that amplifies the scrutiny placed on mothering practices. While mothers at all social locations face criticisms for their choices surrounding parenting, mothers in poverty lack the resources to enact many socially mandated parenting practices and contend with additional scrutiny through participation in programs like welfare-to-work. In this project, I examine the parenting expectations mothers on welfare must navigate. I use 69 semi-structured interviews with welfare-to-work program managers in Ohio from 2010-2011 to examine which mothering ideologies they encourage and discourage clients to adopt. I find that managers are highly critical of clients’ (perceived) parenting practices and instead promote a combination of intensive mothering and economic nurturing. Managers promote intensive mothering and meeting children's needs—so long as it does not interfere with the work requirements of the program. Economic nurturing simultaneously allows managers to express concern for children and promote clients participating in the work requirements of OWF, implying that work and family needs are aligned and can be met via work.  相似文献

Faculty efforts to measure outcomes in study abroad programs typically fall short of current expectations for measurable results and increased competencies. Part of the problem stems from the dual challenge of conducting rigorous, objective assessment of these programs without losing the rich, subjective meaning of the cultural experience for student growth and development. The concept mapping method developed by Trochim is a potentially powerful tool for overcoming this challenge, allowing evaluators to utilize qualitative and quantitative research designs simultaneously. This paper illustrates the use of the method in an American social work study abroad program based in Mexico.  相似文献

Learners with disabilities lag far behind their peers without disabilities in achievement, graduation rates, post-school education and employment outcomes [4]. Against the current state of education affairs in South Africa, where curriculum models for learners with special educational needs (LSEN) are still under revision, therapists and teachers are finding it difficult to prepare these learners for appropriate employment after school. Even where systems in education are established, persons with learning disabilities face more challenges to enter employment [5]. This article reports on a unique career exploration programme for grade 11 learners at a school for learners with special educational needs in Gauteng, South Africa. It is a collaborative strategy between the learners, their parents, a teacher and the occupational therapists at the school. Welfare reforms in the 1990s have shifted governments around the world towards financial assistance conditional on work. While large-scale rigorous research on welfare-to-work programs has demonstrated effectiveness towards employment in other countries, no such micro-level evaluation of a policy has ever been conducted in Singapore. This article describes the process of developing a large experimental evaluation of the Work Support Program, which the Ministry of Community Development, Youth and Sports started in 2006. The lessons learned from planning and implementing the research can be helpful to future researchers in negotiating long-term rigorous evaluations in an environment where collaborators lack sufficient research knowledge. Insights include ways to focus on the essentials, find alternative experimental designs, collaborate effectively, and adapt instruments across cultures.  相似文献

Social work educators' role in gatekeeping within BSW and MSW academic programs continues to be a concern and challenge for the profession. Social work programs are the entry point in which students develop the required competencies to practice within the field. The social work literature on gatekeeping is extensive and expansive. The literature reviews and addresses the importance and need for gatekeeping as well as challenges in implementing gatekeeping within social work programs. This paper reviews the literature on gatekeeping in social work programs, discusses the legal issues pertinent to gatekeeping, and identifies the challenges faced by social work programs in implementing gatekeeping procedures. The paper suggests an integrated conceptual framework using the Council on Social Work Education's Educational Policy and Accreditation Standards (EPAS) for competencies in gatekeeping in social work programs.  相似文献

Monitoring and evaluation (M&E) of gender-based violence (GBV) programs is challenging in humanitarian settings. To address these challenges, we used SenseMaker® as a mixed methods M&E tool for GBV services and programs in Lebanon. Over a three-month period in 2018, a total of 198 self-interpreted stories were collected from women and girls accessing GBV programs from six service providers across five locations. The resultant mixed-methods analysis provided holistic and nuanced insights on how perceived benefits differed by type of GBV program, how motivations for accessing programs differed by location, and how feelings while accessing programs differed by participant nationality. SenseMaker reinforced the intersectionality between events leading up to the accessed services, the experiences of accessing the services, and subsequent outcomes as a result of having accessed the services, helping to contextualize the findings within the broader experiences of participating women and girls. Limited literacy and technology skills among participants proved to be a challenge and future work should investigate how technology might facilitate use of the tool among participants with lower literacy and technology skills in addition to exploring the feasibility and added value of SenseMaker as an M&E tool in acute humanitarian settings.  相似文献

Multi-site evaluations, particularly of federally funded service programs, pose a special set of challenges for program evaluation. Not only are there contextual differences related to project location, there are often relatively few programmatic requirements, which results in variations in program models, target populations and services. The Jail Diversion and Trauma Recovery–Priority to Veterans (JDTR) National Cross-Site Evaluation was tasked with conducting a multi-site evaluation of thirteen grantee programs that varied along multiple domains. This article describes the use of a mixed methods evaluation design to understand the jail diversion programs and client outcomes for veterans with trauma, mental health and/or substance use problems. We discuss the challenges encountered in evaluating diverse programs, the benefits of the evaluation in the face of these challenges, and offer lessons learned for other evaluators undertaking this type of evaluation.  相似文献
