Recent years have seen a burgeoning interest in developing indicator frameworks for ‘Indigenous wellbeing’. Implicit in each of the frameworks are particular conceptions of what constitutes the ‘good life’ for Indigenous peoples and what ‘Indigenous development’ should entail. In developing these frameworks, then, certain judgements must be made about whether statistical equality should be prioritised as a ‘development’ goal. This issue has generated long‐standing debate and in this context must be broached anew. In this paper we briefly examine the growing interest in Indigenous wellbeing and outline three prominent indicator frameworks: the Productivity Commission's indicators for ‘Overcoming Indigenous Disadvantage’; the ‘capability indicators’ developed by the Cape York Institute for Policy and Leadership; and the indicators of wellbeing developed by the United Nations Permanent Forum on Indigenous Issues. The first prioritises statistical equality between Indigenous and non‐Indigenous Australians; the second adds a concern with ‘capabilities’; and the last emphasises the importance of distinct cultural preferences. We offer an assessment of these approaches, drawing in part on Amartya Sen's work. We argue that in seeking to improve the wellbeing of Indigenous Australians, policy‐makers should not only make their own normative assumptions clear, but also be aware of the implications of their decisions for constituents with different worldviews.  相似文献

The lack of culturally appropriate services contributes to the low participation rate of Indigenous people in disability services. Understanding how disability is conceptualised is essential to developing culturally appropriate disability services. This study aimed to critically compare the conceptualisation of disability between Indigenous people and NSW government and non‐government disability service agencies. Indigenous and policy sources were obtained from purposive and snowball sampling. The Indigenous conceptualisation of disability was understood through representations by Indigenous spokespeople in journal and newspaper articles and audiovisual materials. The disability service agency conceptualisation of disability was represented through the annual reports and programme guidelines of the NSW government agency and seven non‐government disability agencies. The occupational justice framework guided critical analysis at the cultural interface. Four themes were identified: power and self‐determination, eligibility, otherness, and identity and labels. Data showed disability agencies promote self‐determination for Indigenous people and conceptualise disability as impairments affecting functioning, when assessing service access eligibility. Most Indigenous people do not self‐identify as disabled and are categorised as culturally different within policies. Indigenous people experience marginalisation due to their cultural identity. Indigenous people are required to conform to the conceptualisation of disability proffered by agencies to access services. To develop culturally appropriate services, agencies must collaborate with Indigenous communities.  相似文献

The aim of this article is to analyse the possibilities and decisions made about procreation by Polish parents in the context of the family policy system. Fertility is here understood as a result of individual decisions originating from an assessment of people's situations and potential barriers in parenting. This issue is important because Polish society is facing a severe demographic crisis due to low fertility rates. In recent years, the family policy system has been substantially reformed, yet interviews with parents indicate that these reforms do not fully address the problems, which parents have to deal with in everyday life. According to their experiences, the Polish welfare state should focus more closely on the issues of gender inequality in the household, lack of stability in the labour market, low salaries, the high cost of child rearing, and the lack of suitable housing for Polish families. The analysis is based on in‐depth interviews with Polish parents of children aged 1–7 and statistics collected by Statistics Poland, the Social Insurance Institution, and the International Social Survey Program.  相似文献

This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献

The aim of this article is to trace the trajectory of family policy development in South Korea from the 1940s to the present. Changes to family intervention are analyzed in terms of the settings of policy instruments, the policy instruments themselves, and policy goals (or policy regimes). Consequently, two critical turning points are identified: the late 1980s and the early 2000s. The first period (1945–1988) was an era of embryonic Korean family policy when family intervention was limited and indirect based on Confucian familism. During the second period (1998–2003), explicit family policies emerged, but the Korean government kept family intervention to a minimum; maintained a division of roles between the state, the market, and families (the state as the regulator and the market/families as the providers); and maintained patriarchal family relations and gendered family roles based on Confucian familism. However, the third period (2003–2016) shows the explosive expansion of family policies and changes in policy goals and regimes based on Neo‐familism, which emphasizes democratic and equal gender relations within families and a family‐friendly/supportive society.  相似文献

This article compares family policies in two Scandinavian and three Confucian Asian countries. Through a general survey on schemes of child allowance and parental leave, it seeks explaining factors for cross-regime diversity of the welfare systems. In focus are the agents affecting the family policy-making process, including social classes, the state, women and families. In order to assess the roles these agents have played, this study retraces the preconditions of family policy development and its associated socio-cultural backgrounds. Results from such an examination will illustrate how the social order determines the patterns of family policy, which offers a new path to travel to these different cultural 'worlds'. Taking the Confucian Asian states into its frame of reference, the study will take a fresh look at Scandinavian welfare systems, which still have some general implications for the study of the dynamics, model and outcome of family policy in an international context.  相似文献

We studied 12 migrant families who lived on the outskirts of Beijing, conducting participant observations and in-depth interviews between July 2008 and December 2009. Adopting the family strengths perspective, we identified the strategies employed by the migrant population to manage family life, the reliance on family networks for help and support, and their means of coping with the lack of equal access to state-provided benefits and services. We argue that migrants and their families should not be the target of policy or practice interventions – despite the unequal treatment, they cope with various difficulties, survive the migration process and succeed in adjustment and adaptation to the migrant life – rather, the divisive hukou system and the associated unequal distribution of benefits and services require fundamental reform.  相似文献

Preventative family support approaches are positioned as central to child welfare policy reforms aiming to address the problems of relying upon investigation and out‐of‐home care as the main modes of intervention. Extensive claims are made for family support but relatively little is known about its scope, processes and impact. This study examines the provision of family support in one jurisdiction. A census‐type survey of family support services in one Australian state was conducted using a performance measurement framework in which inputs, outputs, processes and outcomes were measured. Family support services constituted a minor part of child welfare expenditure. They provided a narrow range of service types, and most families received short duration, low intensity services. Workers had difficulty identifying the specific child and family needs that were met by services. For family support to be a genuinely alternative response to concerns about the care of children, it must be capable of making an observable difference in the lives of families experiencing serious difficulties. The collection of aggregate performance data on family support would assist in understanding the nature and outcomes of service provision, as well as ensure family support is ‘counted’ in measurement‐orientated policy and budget processes.  相似文献

In Australia national concerns about climate change, biodiversity loss, water quantity and quality and land degradation have high priority on the government's environment agenda. With this comes the opportunity to strategically integrate Indigenous land and sea management into plans for tackling these challenges, not least because the Indigenous estate—which includes some of the most biodiverse lands in Australia—continues to increase as a result of successful land and native title claims and the declaration of more Indigenous Protected Areas. This paper explores government support for Indigenous land and sea management focusing on the Commonwealth government's Working on Country program. The paper outlines the development of formalised Indigenous cultural and natural resource management, and the emergence of the Working on Country program is discussed in the past and current policy context. The opportunities and challenges for the future of the program, and formalised Indigenous land and sea management in Australia more broadly, are outlined. To finish, a note of cautious optimism: while an expanded Working on Country program underpinned by community‐led priorities and aspirations has the potential to simultaneously ameliorate Indigenous poverty and ensure natural resource management occurs, this will require targeted investment and a more holistic and less sectoral approach from government.  相似文献

This paper draws on a small‐scale study examining the experiences of highly vulnerable families with complex and enduring needs. The previous UK government and the current government have sought to develop policy and service initiatives that target families who present high levels of need and require high cost services. However, to date remarkably little is known about family perspectives and experiences. In this paper, family accounts of their experiences are presented and it is suggested that from these come some difficult practice questions. The family data reveal evident gaps in existing practice and challenges social work to ‘think family’ in new ways. The paper explores how families understand they are understood at the point of engagement, the assumptions that are made about family knowledge, and how families share and withhold information about their needs and experiences. In the discussion, the argument is made for the development of nuanced practice capable of recognizing and working with the ways highly vulnerable families ‘do family’, and the processes that support and inhibit professional interventions.  相似文献

The 50th anniversary of the Children Act 1948 is an opportunity to look back at the evolution of child care practice in England and Wales. This paper traces the development of social work practice aimed at supporting families of origin. It highlights the transition of the concept of prevention from a narrow focus on the prevention of admission to care, to the wider understanding of family support reflected in the Children Act 1989. Some of the challenges to policy and practice supporting families are identified and it is argued that the retreat from prevention in the 1970s is most evident in the subsequent investment in the child rescue ideology of the 'permanence movement'. The paper draws attention to the intentions of the Children Act 1989 to redress the failures and deficiencies of earlier practice by its emphasis on supporting families of children in need. It highlights current concerns that practice aimed at supporting families of origin continues to be marginalized by an emphasis on child protection and argues for a renewed commitment to section 17, Children Act 1989.  相似文献

The concept of social inclusion has been influential in shaping many aspects of social policy in Australia over the past decade. In SA the Rann Labor government established a Social Inclusion Board in 2002, which made an important contribution to development of the SA Strategic Plan that framed SA policy directions under that government. This article considers the relevance of the concept of social inclusion for addressing the disadvantage experienced by Aboriginal South Australians. It examines the SA Social Inclusion initiative and some national measures such as the Overcoming Indigenous Disadvantage and Closing the Gap initiatives and discusses the appropriateness of the methodology adopted. A number of issues are addressed: the extent of Indigenous involvement in setting targets and devising programs to achieve improved social outcomes, the relevance of the targets identified, and the problem of overlapping policy initiatives at state and national level obscuring the measurement of change against specific indicators. A particular concern is that the social inclusion approach embedded in these policies pays too little attention to the priorities and preferences of Aboriginal people and interprets ‘inclusion’ in ways that assert the cultural paradigm of non‐Indigenous Australians.  相似文献

Family impact analysis (FIA) is informed by a growing vision of incorporating a family perspective into policy making. It is a skillful and technical exercise in examining past, present, or probable future consequences – both intended and unintended – of a policy on family well‐being. Originating in the USA in the 1970s, it has become state/provincial or federal policy in the USA, Canada (Alberta), Australia, and Hong Kong. The policy has had different degrees of success in these countries. This article reviewed the critical issues and challenges for implementing the policy and the countries’ different responses to the challenges. It also discussed the implications of these international experiences on Hong Kong's policy of FIA as the newest member of the ranks. Attention to the diversity of families in defining family, adequate training and support to policy staff, building of quality control mechanisms, and the development of grassroots and political support of FIA were recommended. The review also found that there was a dearth of evaluation research on the policy. Further studies are necessary to examine whether FIA is an effective means of affecting policy‐planning decisions. It is a shared obligation of all countries that voted for a policy on FIA.  相似文献

Gambling has both positive aspects and negative effects for Australian Indigenous gamblers and families. While traditional card games organised by the communities themselves have been found to have important social value, there is increasing evidence that commercial gambling such as gaming machines (‘pokies‘), casinos and TAB betting has a range of far‐reaching negative social and economic consequences for Indigenous population groups. However an understanding of participation by Indigenous people in contemporary gambling is still undeveloped and is dominated by western concepts. The cultural distinctiveness and complexity of Indigenous Australia create profound conceptual and methodological difficulties with the potential to distort the research process and outcomes, as well as policy solutions. The current lack of understanding also impacts on the cultural relevance and effectiveness of service provision for Indigenous gamblers, their families and communities.  相似文献

As institutional care providers increasingly recognize the importance of the family, the quality of staff-family relations has become a concern. This study investigated the relationship between selected facility care policies and staff-family relationships. Data secured from staff members and family members in rural nursing homes revealed a relationship between the family role that the care policy prescribed and the degree of staff-family integration. The study concluded that care policies viewing family members as clients will have positive consequences for staff and families and ultimately the residents.  相似文献

Using multiple indices of family policy efforts – work/family reconciliation, gender equality and income protection, this study offers a nuanced understanding of family policy expansion in 14 OECD countries across three welfare regimes from 1990 to 2010. Findings suggest an overall convergence of family policies, particularly in gender equality and work/family reconciliation. Convergence has occurred simultaneously with distinctive family policy changes across welfare regimes. Conservative welfare states have experienced the most profound family policy alterations, shifting from a traditional gender model to one that encourages women's employment, but have, nevertheless, maintained policy efforts that sustain the traditional gender role. Despite an increase in their family policy efforts, liberal welfare states have continued to maintain minimal state action regarding family policy. Changes in social democratic welfare states have been less substantial, as they seem to continue to pursue a dual‐earner model with high degree of gender equality and work/family reconciliation.  相似文献

Child neglect is a significant concern for Aboriginal families and communities both in Australia and internationally. Service responses to child neglect are largely informed by child neglect theories, which explain the nature and causes of child neglect. However, child neglect is a problem that is worsening for Aboriginal children, suggesting that these theories are not appropriate. This paper argues that to meet the needs of Aboriginal families and communities where there is child neglect, policy and practice needs to acknowledge and address the impact of trauma in shaping the lived experiences of Aboriginal people. International literature discusses the impact and consequence of historical trauma within Indigenous families and communities, and separately, child maltreatment theorists have discussed the ecological nature of child neglect. However, the literature and evidence‐base linking the two, child neglect and historical trauma in Indigenous contexts, are very scant. This paper aims to fill this gap and emphasize the importance of addressing child neglect within Aboriginal families and communities in the context of historical trauma. Although this paper focuses on the post‐colonial experiences of Aboriginal people in Australia, the arguments can extend to many Indigenous cultures universally where child welfare interventions have resulted in significant and ongoing trauma.  相似文献

Contrary to the simplistic myth that eating disorders are the result of a tendency to adopt the Western beauty standard of being slim and thin, the symptoms have been found to symbolize the struggles of adolescents and their development in a rapidly changing society, and in particular, to illuminate the continual conflicts inherent in the afflicted adolescents, their families and the accepted societal values and norms. This paper reports the results of a qualitative study conducted in Shenzhen, the first Special Economic Zone in China that has experienced rapid economic growth and a significant population increase from 314 100 to 6 million in the past two decades. With an aim to identify the meanings of eating disorders at the individual and family levels, this study has employed a multiple‐case study research design. Data have been collected through peer reviews on the family treatment sessions for 10 families, each with an adolescent daughter suffering from eating disorders, and with the sessions being videotaped with written consent from the families. Two themes evolved from the family narratives, namely the adolescents' attempt to master the uncontrollable life in facing the rapid transition of society, and their struggle between remaining young and growing up. Implications for family education in Shenzhen are discussed at the end of the paper.  相似文献

Social workers' interventions in support of children and their families have often proved a minefield of sort, filled up with conflicting demands, expectations and tasks. This paper sets the resulting debate in the context of both social policy orientations and social work cultures. It argues that partnerships between families and practitioners have to be understood as the result of a complex set of factors. Data from a qualitative study of social work professional cultures suggest that among practitioners, policy orientations intertwine with different styles of conceiving social work; accordingly, professional cultures play an important part in connecting, or failing to connect, child protection and family support.  相似文献

This in‐depth follow‐up study of 15 foster youth shows the importance of an ‘open foster family’, open to letting the foster youth into the family life and to cooperating with the adolescent's birth family. Previous findings about the importance of negotiations, mutual rituals, and having fun together in foster families for the creation of social bonds and belonging are strengthened in the follow‐up interview. A lack of these mutual practices is observed prior to disruptions. Most adolescents still living with the same foster family feel a sense of belonging to both their foster and birth families, especially when both families cooperate. This is most evident in kinship families. Over time, adolescents in traditional foster families have also strengthened their social bonds to the foster family, which makes the difference to youth in network foster families less pronounced than in the previous study. Despite life changes, above all changing schools and peers, most adolescents reveal personal agency by still coping with their situation. However, therapeutic support is now more common than 1 year ago, for girls in particular. Methods used are interviews, network maps and text responses (‘beepers’).  相似文献
