The structure of China's current governance bears prominent features of fiscal decentralization. The supply of healthcare resources in China has clearly witnessed slower growth in the last two decades during which the fiscal decentralization process has taken place. Using China's provincial panel data, we examine the determinants of healthcare resource supply while paying particular attention to the role of fiscal decentralization. We find that the supply of healthcare resources is inversely related to the degree of decentralization, which, using spatial econometrics, is attributed to the presence of strategic substitutes in healthcare spending across city governments. These findings have important implications for policy makers in making fiscal arrangements among different government tiers.  相似文献

This paper proposes a novel financing scheme, reserve financing, for government infrastructure investment in China. A two-sector open economy model explores the consequences and policy implications of a surge in infrastructure investment financed by international reserves. The results show that reserve financing, coupled with a managed float exchange rate system, can maintain the country's fast growth rate while mitigating fiscal pressure on local governments. Productive infrastructure capital stimulates domestic demand, reducing the country's dependence on exports. To promote growth and maintain price stability, three factors are critical: return on infrastructure, swift fiscal adjustment, and rapid infrastructure financing.  相似文献

A model U.S. city, Portland Oregon's progressive policies are often credited with making it highly livable, with a vibrant urban core. Yet these policies have not protected Portland from broader trends that have increased urban poverty over the past several decades in the U.S., including social welfare cuts and the shift in the economy to the service sector. In terms of poverty dynamics and social policies, we argue that while regional planning and other progressive policies have helped protect Portland from extremely high concentrated poverty present in many large U.S. cities, it has still experienced growing social dislocations associated with national and macro-level social and economic factors. These trends suggest both the possibilities and limits of local policy, regional planning, and activism for ameliorating the deleterious consequences of social welfare retrenchment and franchise capitalism for vulnerable urban populations, and highlight the importance of the broader social policy context and economic change for understanding urban poverty and the experiences of the urban poor.  相似文献

基于代表性家庭最优消费决策及其与财政政策的关系,估计中国财政政策对城乡居民边际消费倾向的影响,结果表明,自1998年至今,城乡居民边际消费倾向的下降幅度超过20%。城乡居民边际消费倾向下降,.除源于收入分配、经济发展程度、预期、消费结构等因素的影响外,与财政政策运用也有很大关系。其中,未预期到的财政政策冲击对居民边际消费倾向产生的综合效应显著为负。以未预期到的税收增加为融资工具的策略选择,大大抑制了结构调整的正面效应。因此,扩大居民消费,不仅要通过财政增收,提高居民消费能力,而且要通过调整财政收支策略,稳定居民消费预期,提升居民边际消费倾向。  相似文献

Although it maintains an authoritarian power structure, China has been widely perceived as one of most decentralized nations in the world in terms of government spending. The concept of ‘fragmented authoritarianism’ has figured largely in academic discussions of China's regime. It raises the question of how such apparently opposed states – ‘fragmentation’ and ‘authoritarianism’ – co-exist. In particular, how can so many important economic and political reforms have been launched in a milieu of fragmented authoritarianism? An analysis of an intergovernmental jurisdiction reform launched by city leaders suggests that fragmented authoritarianism facilitated the reform miracle. Fragmentation supplies the room and space for reform and change, while authoritarianism provides the power and authority for leaders to launch such reforms. That is why China has been able to remain united through a process of dramatic change.  相似文献

The article describes the long history of urbanisation, including developments in four jurisdictions – three in Greater China (the People's Republic of China, Hong Kong and Taiwan) and Australia. While each has its own history, all now face challenges associated with continuing urbanisation and the growth of very large cities. There are broadly similar economic forces at work, but differences in scale and differences in the “growth machines” involved and the institutional arrangements within which urban governance operates. The article explains the growing importance internationally of urban governance and the growing interest in the “performance” of cities. The authors then set out two case studies describing developments in urban governance around Shanghai and around Sydney. In both cases, the scale of big city growth is demanding both horizontal and vertical coordination, and processes that facilitate citizens and civil society participation. While the very different institutional arrangements in these jurisdictions have led to different urban governance arrangements, there are common challenges that have led to some common governance developments such as having a lead government with citywide and comprehensive public service responsibilities, and also having the national government play an increasingly active role in support.  相似文献

The Australian Government's attempts at national urban policy have been sporadic and inconsistent, under the constraints of constitutional, financial, ideological and political factors. This paper concerns the recent resurgence of national urban policy under the rubric of “smart cities” adopted by the Turnbull Government and carried on by the incumbent Morrison Government. It investigates how this round of smart cities agenda articulates with Australia's political tradition of national urban policy to seek continuity and change, through comparing historical policies, unpacking major smart cities programmes, identifying explanatory factors and critically commenting on its innovation and legacy. Drawing upon these analyses, this paper argues that understanding the smart cities agenda needs to move beyond the political, ideological “to-and-fro” pendulum to national urban policy observed in history. Rather, it resonates with a globalised policy norm established upon the city-based global integration and competition, driven by an imperative of transitioning to a knowledge economy and pursuing innovation capacity. It is too early to judge whether the smart cities agenda will bring changes to Australian cities in the way it wishes, since it involves long-term infrastructure investment and urban development projects. However, a comprehensive and consistent national urban policy to govern the Australian system of cities and towns has not been established yet.  相似文献

中国收入分配的不平等在很大程度上表现为功能性收入分配的不平等,即随着经 济的发展,工资性收入占国民收入的比例越来越小,而现阶段中国二元经济结构下的 无限劳动力供给则是其主要原因。在一个具有凯恩斯主义特征的非均衡动态模型框架 下,我们的分析表明,劳动力的无限供给,不仅使工资无法对劳动力市场的供求状况 进行反应,而且使劳动生产率和物价变化对工资的影响也不敏感。这意味着,当存在 着劳动生产率的提高或由经济增长所带动的物价上涨时,工资的提高不够显著,从而 由经济增长或劳动生产率的提高所带来的利益大部分转化为利润而非工资。基于此, 要彻底扭转中国收入分配恶化趋势,根本途径仍然是保持经济的高速增长,加快工业 化和城市化进程,从而使农村剩余劳动力能够尽快被吸收。

China's unequal income distribution is to a large extent expressed in unequal functional income distribution, that is, as China's economy develops, the share of wage income in national income falls. The unlimited supply of labor under China's current dual economic structure is the major reason for this. In a disequilibrium dynamic model framework with Keynesian features, empirical analysis shows that the unlimited supply of labor not only prevents wages from responding to supply and demand situation in the labor market, but also makes them insensitive to labor productivity and price changes. This suggests that when there is a rise in labor productivity or prices following economic growth, the rise in wages may not be sufficiently marked. The benefits derived from economic growth or labor productivity increases have been, to a very large extent, converted into profits and not wages. Therefore, if we are to reverse China's worsening income distribution, our fundamental path should remain the maintenance of high‐speed growth and the acceleration of urbanization and industrialization so that surplus rural labor can be absorbed as soon as possible.  相似文献

An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Using a rural–urban computable general equilibrium (CGE) model, this paper examines the impacts of trade liberalisation on structural transformation and overall growth of the Ethiopian economy. The simulation experiments suggest that the impacts of trade liberalisation depend on wage-setting conditions in the urban region. With a fixed urban real wage, trade reform adversely affects overall economic growth mainly because of large contractions in the urban region. If urban nominal wage is flexible, both rural and urban regions experience expansion in GDP. An important policy implication of this analysis is that the success of trade liberalisation critically depends on the extent to which product and labour market reforms are synchronised. On the other hand, simultaneous implementations of nominal devaluation and reductions in external trade tariffs would not enhance structural transformation of the economy. However, this policy conflict does not necessarily arise if the introduction and implementation of different policy instruments of trade reforms are appropriately sequenced.  相似文献

In this article, the Basic Livelihood Security (BLS) systems of China and South Korea are compared. The purpose of BLS is to provide a safety net for poor families, particularly the unemployed and the retired who were hard‐hit by recent economic reforms and crises. A common characteristic of the two systems is residual welfare marked by strict eligibility rules and limited coverage. Both systems are subordinate to the primary goal of economic growth and therefore only compensate for the very disadvantaged left behind by market competition. Neither system is particularly effective in achieving its original antipoverty goals. However, South Korea's provision of self‐support programs to supplement cash transfers has helped individuals to move from welfare to work, and thus has implications for China's BLS system. Both countries need to put more emphasis on equity and social justice in their ongoing reforms and expansions of BLS.  相似文献

Since the economic reform, China's economy has developed rapidly, politics has been harmonized and stabilized, and the degree of social civilization has risen continuously. The subject of the paper is the analysis of the speed, sequence and path of a formerly centrally administered economy, Bulgaria, to a market economy. Comparing the macroeconomic developments and transition reforms of Central and Eastern European (CEE) countries, Bulgaria is lagging behind. It is concluded that the stop-and-go nature of the conducted Bulgarian reforms and the lack of commitment to deep-seated reforms by successive governments were due to the adverse initial economic conditions that the country experienced during transition, as well as the intense external shocks the country endured. These factors were the main barriers to attaining sustained growth, and contributed to Bulgaria's delayed entrance to the EU.  相似文献

As part of local welfare in Italy, housing policies underwent reforms that emphasized the role of local governments—and cities in particular—in the definition of the problem and in the elaboration of possible solutions. Housing is quite neglected in the political debate, but it is increasingly important for responding to citizens' demands in times of economic crisis. This paper reconstructs the policy process in two Italian cities, Turin (1997–2011) and Florence (1995–2011). The paper argues that policy change in housing can be fostered by a local political leadership that invests ideational, relational, and positional resources in policy making to spread new ideas, build networks of public and private actors at the local level, and attract fiscal resources while taking advantage of windows of opportunity at different institutional levels. Moreover, collaboration with local bureaucratic leadership proves fundamental to promoting innovative policies.  相似文献

The educational inclusion of rural–urban migrant children in Chinese urban schools has been promoted in the past decades. This paper provides a contextualized interpretation of recent policy developments governing large Chinese cities and evaluates its impact upon the status of migrant children's education. Drawing on data collected from 1,331 migrant children in urban inclusive schools, this study compared current migrant children's family backgrounds and psychological sense of belonging at school in relation to educational outcomes at the primary education level. Results showed that migrant children's socioeconomic status (SES) levels were slightly higher than their counterparts in inclusive schools and a salient SES stratification of migrant students was found. This correlates with students’ reports of fewer incidences of discrimination than hypothesized. Furthermore, capital in migrant families was positively associated with the psychological sense of belonging and academic achievement. These results reveal a significant change to migrant students’ SES as a result of the recent population control policy pertaining to China's large cities since 2014. Implications for research and educational practice, especially with at‐risk migrant students of low‐SES, are discussed.  相似文献

Universal access to China’s social welfare system involves a process of diffusion from localities to the whole country on the basis of social policy innovations in which intergovernmental relations play a key role as a facilitator. The rapid establishment of the urban subsistence allowance system in more than 200 cities throughout the country in seven years (1993-1999) serves as a case for our empirical analysis of the diffusion mechanism of social policy innovations at different levels of government. Our findings show, firstly, that in adopting a new social policy, city governments have to respond to the social desire of local citizens while keeping fiscal constraints in mind; at the same time, they are affected by administrative orders from higher-level governments and the vertical fiscal relations between governments at different levels, and are also subject to competitive pressures from other cities at the same level. Secondly, city governments’ policy innovations offer an opportunity for higher levels of government to learn from their experience. Thirdly, central government orders exert both a direct and indirect influence upon city governments, with provincial orders acting as intermediaries. And lastly, there is a clear difference in the time lag effect of orders from the central government and those at provincial level upon city governments’ policy adoption.  相似文献

In the 1980s, urbanization in Central America was increasing compared to the three previous decades. By 1990, the urban population reached 42% in Guatemala, 44% in El Salvador, 43% in Honduras, 59% in Nicaragua, 53% in Costa Rica, and 54% in Panama. The urban population increased mostly in the largest cities, in contrast to Latin America, where secondary cities grew fastest. This trend was particularly true in Managua and San Salvador because of the military conflicts. The only exception was Honduras, where the second city underwent stronger growth. The urban population comprised 51.7% women and 48.3% men in Central America. The segregation and polarization of social classes was also increasing because of increased poverty and unemployment during the 1980s. This was partly caused by the increasing privatization of public services, decentralization, and the reinforcement of local governments, which all ensued from the structural readjustment programs of the International Monetary Fund. This neoliberal model of economic development in the short run resulted in increased poverty and unemployment for the urban populations. In 1982, the informal sector represented 29% of the total employment in Central America, and its share reached 40% in Managua and San Salvador. Urban unemployment increased from 2.2% in 1980 to 12% in 1988 in Guatemala; from 8.8% to 13.1% in Honduras; and from 10.4% to 20.8% in Panama. In the political arena, the process of democratization was underway, with civil presidents taking power and promoting privatization and deregulation of the economy. There was a close relationship between the urban social structure, the economy, and politics in the region. In Costa Rica, during the Arias administration between 1986 and 1990, a program was implemented creating 80,000 new homes, and in El Salvador there was an increasing demand to find a negotiated solution to the military conflict. These new political and economic perspectives could lead to genuine popular participation in solving urban problems.  相似文献
