This article provides a summary of the author’s research on human smuggling in Austria comparing migrants from Former Yugoslavia and the Russian Federation. The project’s primary intent was to collect more detailed information on migrants seeking asylum in Austria and their use of smuggling services to leave their home countries, including detailed information on demographics, force or threat of force by smugglers, routes and methods of transportation, costs of smuggling, payment methods, and deeper perceptual questions regarding the flight. Another central premise of the article discusses how current distinctions between human smuggling and human trafficking are arbitrary in many regards.  相似文献

This article summarizes main trends, issues, actors, and activities regarding the operation and extension of human trafficking and smuggling via irregular border crossings in the Middle East. Its premise is that rather than the obvious involvement of hierarchical mafia-type organized crime groups, globally articulated networks of locally operating independent, individual groups comprise the essential foundation for human trafficking and smuggling in the region. The available empirical evidence first suggests that elaborating on various aspects of human trafficking and smuggling is a delicate task and any consideration of priorities for data collection and analysis on these activities must start with a clear idea of the information needed and how to obtain that information. Given the highly sensitive nature of trafficking and smuggling issues, there is no simple research practice that can satisfy all these concerns. It is within this context that our analysis here only offers some partial explanation of the complex nature of human trafficking and smuggling in the Middle East. The data used here provide, to the best of our knowledge, the first primary, reliable, and representative information on traffickers and smugglers as they come directly from the narratives of the traffickers and smugglers interviewed.  相似文献

Against the backdrop of push‐pull and social network theories on migration and criminological theory on human smuggling, this article tries to answer the questions of why and how Angolan asylum‐seekers migrated to the Netherlands since the end of the 1990s. The study shows that the migrants can be described as opportunity seeking migrants, rather than survival migrants. Most migrants made no use of typical human smugglers during their travel. They rather used assistance from their social network and made use of the services of middlemen, called esquemas, on an ad‐hoc basis. In this article it is argued that “archetypal” large smuggling organisations in Angola have not evolved because of the existence of these highly informal networks. Support is found that both push‐pull and social network theories can contribute to explaining irregular, asylum migration.  相似文献

Based on ethnographic fieldwork with female migrants in the United Arab Emirates, the focus of this article is on the confluence of human trafficking discourses, gendered migration, domestic work and sex work in the UAE. I explore three main findings. First, domestic work and sex work are not mutually exclusive. Second, women choose to enter sex work in preference to domestic work because of poor working conditions in the latter. Third, global policies on human trafficking that seek to restrict female migration have inspired female migrants in the Gulf in search of higher wages and increased autonomy to look for employment in the informal economy. Employing a theoretical lens that emphasizes structural violence, the article chronicles the individual and macro social factors structuring the transition of female migrants from the formal economy of domestic and care work into the informal economy of sex work.  相似文献

Drawing on empirical research in Afghanistan and Pakistan, this article ‘follows the money’ for 50 migrants smuggled to the UK, to cast light on the financing of smuggling. The means used to raise the money to pay smugglers ranged from drawing on savings to selling property, land and jewellery. Payments were made to a third‐party, who did not release the payment to the smuggler until migrants had arrived in their destination ‐ effectively a ‘money‐back guarantee’ on smuggling. Smugglers disbursed about half of their fee to forgers, procurers of passports, airport officials and other intermediaries required to facilitate smuggling. Most migrants quickly found work in their destination and started remitting soon after their arrival. On average remittances were at a sufficient level to repay the initial outlay on smugglers’ fees after two years, and thereafter remittances on average more than doubled household incomes at home. In this case study, smuggling therefore paid for the range of intermediaries involved in facilitating it, for migrants themselves, and for migrants’ households at home.  相似文献

The main goal of this paper is to analyze the spatial behavior of unauthorized migrants in their attempts to irregularly cross the Czech state's “green” border (including walking trails) into Austria and Germany, between 2005 and 2007. It demonstrates the importance of select demographic and human characteristics of the migrants, as well as the physical features of the environment, in their crossing. Our main premise concerning the importance of smuggling and the more sophisticated means and strategies employed among migrants using smugglers' services (vis‐à‐vis those without smugglers) was confirmed.  相似文献

In principle, migrants enjoy the protection of international law. Key human rights instruments oblige the States Parties to extend their protection to all human beings. Such important treaties as the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights have been ratified by more than 140 states, but many political, social or economic obstacles seem to stand in the way of offering those rights to migrants. In an attempt to bridge this protection gap, the more specifically targeted International Convention on the Protection of All Migrant Workers and Members of their Families was created and adopted by the United Nations in 1990. This treaty is not yet in force, but the number of States Parties is increasing towards the required 20. In the past few years the human rights machinery of the United Nations has increased its attention towards migrants' human rights, appointing in 1999 the Special Rapporteur on the Human Rights of Migrants. Governments, as the acceding parties to international human rights instruments, remain the principal actors as guardians of the human rights of all individuals residing in their territories. Receiving countries are in a key position in the protection of the migrants that they host. However, active defence of migrants' rights is politically difficult in many countries where anti‐immigrant factions are influential. Trafficking in migrants is one example of the complexity faced by states in formulating their migration policies. On the one hand, trafficking has made governments increasingly act together and combine both enforcement and protection. On the other, trafficking, with its easily acceptable human rights concerns, is often separated from the more migration‐related human smuggling. The latter is a more contentious issue, related also to unofficial interests in utilizing cheap undocumented immigrant labour.  相似文献

Until the beginning of the 1990s Poland did not receive foreign migrants. Thereafter, the situation changed dramatically. A large part of the inflow proved to be illegal migrants, many of whom were in transit to Western Europe. Although these movements gradually declined in the second half of the decade, some became increasingly identified with relatively sophisticated smuggling of people. Foreigners smuggled from the South to the West, together with the international criminal networks assisting them, became typical of the migratory movements of people in Central and Eastern Europe during the 1990s. This article seeks to describe illegal migration from the perspective of Poland, a country often perceived as a major transit area in the smuggling of persons to Western Europe. The conclusions draw on the findings of several surveys recently carried out in Poland. Basic concepts related to illegal migration are defined and juxtaposed, and various myths and stereotypes concerning it that most often stem from the paucity of empirical evidence are examined. Finally, the trends observed in Poland are interpreted within the larger context of contemporary European migration.  相似文献

The main theme of this article is market development and trafficking as a business. It touches upon most of the aspects of the phenomenon, which have been encountered elsewhere, and translates them into the relatively unfamiliar context of many of the Asian and South-East Asian economies. Equally, the literature cited is also probably unfamiliar. Themes touched upon include democratization, inter-state relations, human rights, and scale and perspectives, together with the problems of definitions, theory, and the reliability of data. The directions and characteristics of trafficking flows together with routes and border control are also considered. Coordinated official responses to criminality and criminal organizations, as well as to trafficked individuals, are beginning to emerge. There is a note of caution sounded that contextual and cultural perspectives, particularly on sex workers, must be viewed somewhat differently to those in Western societies. The article concludes that as long as countries in Asia maintain their policies of restrictive immigration, trafficking can be expected to continue and almost certainly increase. This is because accelerating development creates demand for labour at various skill levels and because even in times of recession migrants and brokers will seek to side-step attempts to expel immigrants and restrict access to labour markets. The elimination of trafficking is unlikely to be realistically achieved through legislation and declarations of intent but by improvements in the socio-economic status of the population.  相似文献

Human trafficking for sexual exploitation is a serious problem affecting especially women and children. Turkey has been particularly affected by sex trafficking because of the large numbers of female migrants that it receives. This article aims to critically assess the effectiveness of Turkey's current policies against sex trafficking using a feminist theoretical perspective with a particular focus on migrant women. To this end, the scope of the problem in Turkey, the supply and demand sides of sex trafficking, and the existing policies are discussed. Sex trafficking is examined at the intersection of Turkey's migration and prostitution regimes. It is argued that Turkey's response to sex trafficking has been inefficient because it currently focuses only on the economic supply side of the problem, ignoring the patriarchal demand side of it. The article concludes with a discussion of policy recommendations for Turkey that could help reduce sex trafficking in this country.  相似文献

In response to well-documented harms inflicted on irregular migrants attempting to travel from West Africa to Europe, various actors have scaled up information interventions to counter misinformation by smuggling networks and facilitate safe migration decisions. Many interventions include information on the potential dangers involved in migration. However, there is a striking lack of empirical evidence assessing a key assumption of campaign effectiveness, that is the relationship between risk perceptions and the decision to migrate irregularly. This study contributes an empirical account based on two independently collected surveys in Senegal and Guinea. Consistent with rational choice theories on migration decisions under uncertainty, the results suggest that higher risk perceptions are consistently and strongly associated with reduced intentions to migrate irregularly. Yet, the explanatory power of risk perceptions depends on context and is generally less important than structural and socio-economic factors.  相似文献

During the past year the temporary holding centre for irregular migrants in Lampedusa, Italy’s southernmost island, has been repeatedly denounced for instances of procedural irregularities and alleged human rights violations. This study presents an overview of events and policies implemented by the Italian and Libyan Governments, the European Union and the International Organization for Migration and outlines the contentions surrounding these policies. It argues that the implementation of the detention and return schemes, commonly discussed in terms of the externalization of asylum, does not actually relocate the asylum procedures outside the EU’s external borders but rather deprives asylum seekers of the possibility of accessing asylum determination procedure. It further suggests that policies geared towards deterring irregular migratory flows into Europe and combatting smuggling in migrants in Libya, might paradoxically result in ‘illegalizing’ the movement of migrants in northern Africa and increasing the involvement of smuggling networks. The study ends by raising the issue of the political responsibility of all actors involved and suggests the most affective ways to balance the rights and responsibilities on asylum at the EU’s southern border.  相似文献

Using publicly available data, this article aims to understand how immigration policies in Canada and the United States have affected the flow and utilization of highly‐skilled migrants from China and India. Reviewing existing literature on the policies about, and utilization of, human capital among highly‐skilled migrants, and describing the policy contexts in both receiving countries, we present detailed empirical evidence to show that in spite of their higher education attainment than the general population and the total foreign‐born population, China‐ and India‐born migrants are not immune from the brain waste phenomenon. This is especially so among the India‐born. We end the article with policy implications for both countries.  相似文献

Abstract

Development of accountability standards to demonstrate cause and effect relationships are gaining rapid advancement in the field of social sciences. Many governmental agencies, foundations, and other funders have developed approaches that require organizations to utilize science-based programs and incorporate evaluative methods to show improved outcomes and cost benefits to society. This article will examine the need for increased accountability in developing effective interventions by faith-based organizations in the delivery of social service interventions. Recently, there has been a strong movement toward governmental funding for faith-based institutions to provide social services, although there has been inadequate scientific data to demonstrate that approaches implemented are effective in meeting needs or yielding favorable outcomes. Similarly, many faith-based organizations provide innovative and effective programs that could serve as model programs if there was appropriate empirical evidence. This article will discuss how rigorous evaluative approaches such as randomized clinical control trials can produce scientific data on program effectiveness. We will use a case example in the field of drug and alcohol treatment to illustrate these points.  相似文献

Research suggests that migrants have higher rates of mental health disorders but are less likely to access mental health services, which highlights both their vulnerability to mental illness and inequity in service provision. Despite being large and established culturally similar migrant cohorts in Australia, Croatians and Bosnians are invisible in mental health research. This qualitative study collected practice-based evidence from eight mental health service providers who have had direct professional contact with these communities, in order to understand how they engage with services, barriers to uptake and provide suggestions for service improvements. Thematic analysis was used to identify themes across interviews, which were then compared against Yang and Hwang's Migrant Mental Health Service Utilisation Model. The study identified unique factors specific to Croatia- and Bosnia-born migrants that impact how they engage with services, including mandated/prescribed services, religious resources, knowledge resources, referral pathways and procedures, and service provider competencies. This study will promote a better understanding of the limitations of the current mental health service offerings for Croatia- and Bosnia-born migrants, making it significant to practitioners, mental health organizations, policymakers and the general public.  相似文献

Methodological problems in the study of illegal migration as defined in this article relate to questions of indicators for illegal migration, with special reference to Germany. It is argued and demonstrated that illegal immigrants are traceable, to some degree, in official statistics and that these can be analyzed for trends. In present‐day migration processes, illegal immigration frequently is undertaken with the support of human smugglers. The analysis of the social organization of different forms of smuggling is the other main focus of the article. From a methodological point of view, the literature and public discourse lack adequate concepts for describing and explaining the social organization of human smuggling. The theory of organized crime as a main actor in human smuggling is criticized. The study borrows concepts from market and networks theory and applies these to different forms of human smuggling and illegal migration. The social and technological organization of smuggling is under constant pressure to adapt to new conditions. The dynamism for this change results mainly from an “arms race” between smugglers and law enforcement. Since control over territory and population are central elements of state sovereignty, the state cannot simply withdraw from this race.  相似文献

This article reviews the literature on migration and HIV infections in the Mekong Region countries of Cambodia, China, Laos, Myanmar, Thailand, and Viet Nam. The HIV/AIDS situation is profiled in each country. The populations at risk include legal and undocumented cross-border migrants, internal migrants, sex workers, and mobile occupational persons, such as truck drivers, fishermen, seafarers, and cross-border traders. Currently, there is little regional cooperation on the issue of HIV among migrants. Prevalence is high in most of the region. Programs range from being very developed in Thailand to minimal in China. Recently, nongovernmental organizations have created innovative models. AIDSCAP studies have focused on river trade routes along the Thai-Lao border and fishing ports in Thailand and Cambodia. The Asian Research Center for Migration has researched fishermen in 6 countries; Burmese women in Thailand; migrants along the Thai-Myanmar borders; and the impact of transportation routes on the spread of HIV/AIDS along six main inter-country routes. Coordination of Action Research has engaged in research and action projects in 8 southeast Asian countries. The region would benefit from information exchanges about lessons learned and best practices. Field researchers could use better technical support. Regional strategies are useful for providing support from origin to destination.  相似文献

The role of smuggling in forced migration has been a leading policy challenge of the Syrian refugee crisis in Europe and the Middle East. This study investigates how anti‐smuggling government policies have shaped migratory risks for Syrian refugees in five countries: Jordan, Turkey, Greece, Serbia and Germany. Original evidence from in‐depth interviews (n=123), surveys (n=100), expert interviews (n=75) and ethnography reveal that government anti‐smuggler policies have: (a) endangered Syrian refugees by shifting risk from smugglers to their clients; (b) distorted refugees’ perceptions of risk, and; (c) decreased refugees’ confidence in government representatives while increasing dependence on smugglers. These data are unique in scope and topic, expanding the existing literature with an emphasis on understudied experiences during migration. The paper concludes with a policy recommendation that acknowledges the reality of smugglers’ role in forced migrants’ decisions, offering a pragmatic alternative of strategic pre‐emption of smugglers.  相似文献

This article examines the vicissitudes that affect the migration trajectories of many Nigerian women who experienced trafficking before arriving in Italy, and end up in Centers for Identification and Expulsion (CIE) for undocumented migrants. Their life stories, collected within the CIE of Ponte Galeria (Rome), revealed violence as “a rule of action” with which these women are obliged to cope with at different levels. Moreover, they highlighted the failure of traditional security approaches to human trafficking, and the necessity to rethink the measures adopted to ensure survivors' protection and rights. As it is conceived, the system of immigration control prevents the full guarantee of survivors' rights, often labelling them as “illegal migrants”. Finally, there is the need to extend protection to all survivors of human trafficking even if the crime against them has not happened in Italy.  相似文献

This article provides indirect empirical evidence with which to verify whether the logic of collective action maintained by Olson represents a sound theoretical approach to social enterprises. Our hypothesis is that, if a positive effect of participation in social enterprises on pro-social attitudes of members exists, when considering these organizations we should move from the approach proposed by Olson to the one proposed by Putnam, in the Tocqueville tradition. Overall, the existing empirical and experimental evidence seems to suggest that Putnam's approach to voluntary organizations is better able than Olson's to capture the organizational behavior of social enterprises, confirming that initiatives by self-organized citizens should be considered a possible convincing explanation for their emergence.  相似文献
