考虑多种(非累积性和累积性)污染物对环境造成不同损害的前提下,首先基于Stackelberg博弈分析占主导的地方政府和跟随的工业企业各自的动态决策过程,确定工业企业的最优污染物排放量;随后运用最优控制理论构建两个相邻地区在非合作和合作博弈下关于跨界污染最优控制的博弈模型,分析地方政府的环境治理策略,包括最优的环境保护税、污染治理投资,探讨污染物存量的动态变化情况,并对此两种博弈结构进行了比较分析。理论及仿真分析表明:无论地区间是非合作还是合作博弈,工业企业的最优污染物排放量与其污染物减排比例的相关性不确定;每个地区的最优环境保护税与污染物减排比例呈正相关。但合作博弈下,每个地区均会考虑其非累积性污染物排放对其相邻地区造成的损害;每个地区均会增加污染治理投资;所有地区的总收益高于非合作博弈下,且高出部分(合作剩余)受累积性污染物的损害以及非累积性污染物对相邻地区损害的影响,但是与非累积性污染物对本地区的损害无关。  相似文献

传统经济学隐含的同质性假设无法解释中国不同地方政府在区域环境合作治理过程中表现出的矛盾行为,区域环境合作治理研究陷入困境。通过剖析中国式分权制度背景下地方政府异质性的传导机制,从收入和偏好两个异质性维度出发,建立地方政府有限理性的演化博弈模型,探讨地方政府关于环境合作策略选择的行为演化过程及其收敛趋势。研究结果表明,区域环境合作治理取决于地方政府的收入和偏好差异,以及对合作方的损失补偿或对不合作方施加监管与惩罚的力度。增加地方政府收入、加大对不合作者的监管有利于提高地方政府参与环境合作的概率;适度的偏好异质性有利于促进区域环境合作;而地区间收入异质性不利于促进区域环境合作;在两地方政府收入相当时,一方可以迅速模仿复制另一方的环境策略,表现为相邻地方政府的策略趋同。基于此,提出加强环境监督约束机制,合理设计现行政府激励机制,完善区域之间、中央与地方政府之间环境转移支付制度等对策建议,以期推动中国区域环境合作治理高效执行,促进经济绩效向环境绩效良性转换。  相似文献

The concept that all peoples should have their voices heard on matters that affect their well‐being is at the core of environmental justice (EJ). The inability of some people of small towns, rural areas, minority, and low‐income communities, to become involved in environmental decisions is sometimes due to a lack of information. We provide a template for the ecological information that is essential to examine environmental risks to EJ populations within average communities, using case studies from South Carolina (Savannah River, a DOE site with minority impacts), Washington (Hanford, a DOE site with Native American impacts), and New Jersey (nonpoint, urbanized community pollution). While the basic ecological and public health information needs for risk evaluations and assessments are well described, less attention has been focused on standardizing information about EJ communities or EJ populations within larger communities. We suggest that information needed about EJ communities and populations includes demographics, consumptive and nonconsumptive uses of their regional environment (for example, maintenance and cosmetic, medicinal/religious/cultural uses), eco‐dependency webs, and eco‐cultural attributes. A purely demographics approach might not even identify EJ populations or neighborhoods, much less their spatial relation to the impact source or to each other. Using information from three case studies, we illustrate that some information is readily available (e.g., consumption rates for standard items such as fish), but there is less information about medicinal, cultural, religious, eco‐cultural dependency webs, and eco‐cultural attributes, all of which depend in some way on intact, functioning, and healthy ecosystems.  相似文献

Environmental decision‐support tools often predict a multitude of different human health effects due to environmental stressors. The accounting and aggregating of these morbidity and mortality outcomes is key to support decision making and can be accomplished by different methods that we call human health metrics. This article attempts to answer two questions: Does it matter which metric is chosen? and What are the relevant characteristics of these metrics in environmental applications? Three metrics (quality adjusted life years (QALYs), disability adjusted life years (DALYs), and willingness to pay (WTP)) have been applied to the same diverse set of health effects due to environmental impacts. In this example, the choice of metric mattered for the ranking of these environmental impacts and it was found for this example that WTP was dominated by mortality outcomes. Further, QALYs and DALYs are sensitive to mild illnesses that affect large numbers of people and the severity of these mild illnesses are difficult to assess. Eight guiding questions are provided in order to help select human health metrics for environmental decision‐support tools. Since health metrics tend to follow the paradigm of utility maximization, these metrics may be supplemented with a semi‐quantitative discussion of distributional and ethical aspects. Finally, the magnitude of age‐dependent disutility due to mortality for both monetary and nonmonetary metrics may bear the largest practical relevance for future research.  相似文献

运用DDF模型和ML生产率指数,对中国分省资源环境约束下的区域全要素生产率进行测算,采用Theil指数测算资源环境约束下中国全要素生产率增长的地区差异并按照多种空间尺度进行区域分解;构建空间面板数据模型,采用广义空间面板自回归最小二乘法对资源环境约束下全要素生产率增长的影响因素进行实证研究。研究结果表明,在2010年之前,资源环境约束下中国全要素生产率增长的空间差异总体上呈下降态势,地区内而非地区间差距是造成总体空间差异的主要来源。空间计量模型回归估计结果表明,资源环境约束下全要素生产率增长存在显著的正向空间溢出效应,经济发展水平、贸易开放和科技创新水平对资源环境约束下全要素生产率增长存在显著的促进作用,产业结构、能源结构和要素禀赋结构等结构因素对全要素生产率增长存在显著的负向影响,外商直接投资和环境规制水平对全要素生产率增长的影响在统计上并不显著。  相似文献

Even if most French mines are definitively closed, potential risks remain above the abandoned sites. In addition to surface instability, some mining sites may be affected by dangerous gas emissions, flooding events, or environmental impacts. Those kinds of disorders strongly influence the land-use management of the concerned areas. The present article presents the French mining historical context and identifies the major kinds of residual risks and harmful effects that may affect abandoned mine sites. The prevention policy applied on the national territory is then discussed and prospects for further developments are proposed.  相似文献

This article describes the development of a process of systematic regional environmental scanning as part of strategic planning in the Ministry of Social Services (MSS) in British Columbia, over the 1987-1990 period. Social Services, a large regionalized social service organization, adopted a formal strategic planning process in early 1988. Ministry services are delivered in ten regions with widely varying characteristics. To ensure that this diversity is reflected in the planning process, it is essential that regional environmental information receive consideration. A simple format was developed and regional directors asked to consult with their staff and to scan their regions for issues that may impact the ministry over the medium term. The information obtained was presented by regional directors at a Senior Management Committee meeting and included in the ministry's annual Business Plan, a document which informs staff, contractors, stakeholders, and the community at large of the ministry's values, objectives, and operational goals. The inclusion of regional analyses adds useful information to the Plan. A second output of the planning process is the ministry budget. The systematic regional scans were found to be extremely useful to regional staff, other directors, and to the ministry executives while setting priorities.  相似文献

随着绿色发展成为五大发展理念之一,各地政府推进绿色技术创新成为降低环境污染和提高增长质量的主要途径。为了考察地方政府环境分权和竞争对绿色技术创新影响的“本地—邻地”效应,本文利用非期望产出EBM模型测度绿色技术创新程度,并将绿色技术创新指数引入动态空间杜宾模型。最后,结合2003-2017年中国省级面板数据进行实证分析。研究发现:(1)绿色技术创新具有显著的路径依赖、空间集聚以及邻近地区的策略竞争效应;(2)环境分权对本地和邻地绿色技术创新的影响呈“U型”变动特征,且现阶段并未跨越分权驱动创新的临界点;(3)环境分权与地方政府竞争的交互效应整体为负,环境行政分权、环境监察分权和环境监测分权等不同类型环境分权采取的策略并不相同;(4)区域环境分权产生的绿色技术创新激励效应存在异质性,中西部地区环境分权对绿色技术创新的激励效果更强。  相似文献

This article describes a simple model for quantifying the health impacts of toxic metal emissions. In contrast to most traditional models it calculates the expectation value of the total damage (summed over the total population and over all time) for typical emission sites, rather than "worst-case" estimates for specific sites or episodes. Such a model is needed for the evaluation of many environmental policy measures, e.g., the optimal level of pollution taxes or emission limits. Based on the methodology that has been developed by USEPA for the assessment of multimedia pathways, the equations and parameters are assembled for the assessment of As, Cd, Cr, Hg, Ni, and Pb, and some typical results are presented (the dose from seafood is not included and for Hg the results are extremely uncertain); the model is freely available on the web. The structure of the model is very simple because, as we show, if the parameters can be approximated by time-independent constants (the case for the USEPA methodology), the total impacts can be calculated with steady-state models even though the environment is never in steady state. The collective ingestion dose is found to be roughly 2 orders of magnitude larger than the collective dose via inhalation. The uncertainties are large, easily an order of magnitude, the main uncertainties arising from the parameter values of the model, in particular the transfer factors. Using linearized dose-response functions, estimates are provided for cancers due to As, Cd, Cr, and Ni as well as IQ loss due to Pb emissions in Europe.  相似文献

Approximately $6 billion is spent annually in the United States on the cleanup of sites regulated under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, or Superfund). The current health risks posed by such sites are thought to be quite small; the expenditures are justified primarily as protecting hypothetical future residents of these sites. Approximately 0.05% of this amount, or $3 million, is spent annually by the U.S. government on the detection of asteroids or comets that could strike the earth. Such damaging impacts do occur from time to time--most recently in 1908 in an unpopulated region of Siberia--but no person is confirmed ever to have died as a result. Anticipated impacts over the course of 1 million years would yield deaths that, when annualized, total approximately 4,000 per year. The risk reduction goal for CERCLA is 15 orders of magnitude greater than that for asteroid/comet detection. A modest increase in resources devoted to asteroid detection would greatly increase the chances of early detection of a threatening object, allowing an effective defense to be attempted. This article argues that the much lower risk-to-resources ratio for CERCLA cleanups than for asteroid and comet detection can be explained by four primary factors: (1) the regard for future generations, since CERCLA benefits mainly the unborn; (2) concrete fears, since toxics are much more feared than asteroids or comets; (3) the source of the threat, since toxic contamination is caused by human beings, unlike impacts from space objects; and (4) the greater political constituencies for hazardous waste cleanup than for space object detection.  相似文献

Much of the literature in international business analysing the multinational enterprise uses the country as the relevant environmental parameter. This paper presents both theoretical and empirical evidence to demonstrate that country‐level analysis now needs to be augmented by analysis at the ‘regional’ level of the broad triad markets of Europe, North America and the Asia Pacific. The great majority of the world's 500 largest firms concentrate their activities within their home region of the triad. This study uses variance component analysis and finds that this home region effect outperforms the country effect. Together, the regional and industry effects explain most of the geographic expansion of multinational enterprises (MNEs), whereas country, firm and year effects are very minor. The new data and variance component analysis on the activities of large MNEs reported here suggest that new thinking is required about the importance of large regions of the triad as the relevant unit of analysis for business strategy to supplement the conventional focus on the country.  相似文献

Significant time lags between the development of novel innovations (e.g., nanotechnologies), understanding of their wider impacts, and subsequent governance (e.g., regulation) have led to repeated calls for more anticipatory and adaptive approaches that promote the responsible emergence of new technologies in democratic societies. A key challenge is implementation in a pragmatic way. Results are presented of a study with the Engineering and Physical Sciences Research Council, the largest public funder of basic innovation research in the United Kingdom who, for the first time, asked applicants to submit a risk register identifying the wider potential impacts and associated risks (environment, health, societal, and ethical) of their proposed research. This focused on nanoscience for carbon capture and utilization. Risk registers were completed conservatively, with most identified impacts concerning researchers' health associated with nanoparticle synthesis, handling, and prototype device fabrication, i.e., risks that could be identified and managed with a reasonable level of certainty. Few wider environmental impacts and no future impacts on society were identified, reflecting the often uncertain and unpredictable nature of innovation. However, some applicants addressed this by including investigators with expertise beyond engineering and nanosciences supporting integrated activities that included life cycle and real‐time technology assessment, which in some cases were also framed by stakeholder and/or public engagement. Proposals underpinned by a strong commitment to responsible science and innovation promoted continuous reflexivity, embedding a suite of multidisciplinary approaches around the innovation research core to support decisions modulating the trajectory of their innovation research in real‐time.  相似文献

随着环境污染加剧,我国减排形势日益严峻,但目前资源政策设计过度关注社会经济影响,较少涉及减排和环境福利,不利于生态文明建设和社会可持续发展.本文构建动态可计算一般均衡模型(dynamic computable general equilibrium,简称动态CGE模型),以煤炭资源税改革为研究对象模拟资源政策调整的长期影响,分别采用煤炭资源税率调整和资源价值补偿政策场景,探索资源政策调整对促进减排和改善环境福利的作用.研究表明:总体而言,资源政策调整有利于促进减排和环境福利,但不同政策方案设计产生的影响差异性较大;煤炭资源税率提高会在一定程度上抑制资源消费,提高资源利用效率和人均资源盈余,降低环境损失;而资源价值补偿政策实施将对我国环境质量改善产生积极作用,可以有效提高环境福利;因此,在减排和环境福利综合视角下,煤炭资源税改革必须注重资源政策方案设计的协调性和完整性,才能有效发挥资源政策对环境系统的有效引导和激励作用.  相似文献

Lean Six Sigma is a systematic data driven methodology that integrates two powerful business improvement strategies Lean Manufacturing and Six Sigma with the goal of removing wastes and reducing process variation. Lean Six Sigma has a positive effect on environmental performance as defect reduction and reducing process variation leads to reduction in raw material consumption, energy consumption and reduced scrap which in turn reduces the overall environmental impacts. In this context, this study uses a Lean Six Sigma framework with environmental considerations to reduce overall defects and environmental impacts concurrently to improve the firm’s operational and environmental performance. The framework is based on Define Measure Analyze Improve Control methodology where traditional Lean Six Sigma and environmental impact assessment tools are integrated to systematically deploy LSS strategies with environmental considerations. The framework is validated with an industrial case study conducted in an Indian automotive component manufacturing organisation and the inferences are derived. On successful deployment of the framework, the internal defects was brought down to 6000 ppm from 16,000 ppm and environmental impacts was reduced to 33 Pt from 42 Pt. Deployment of the developed framework helped in improving the firm’s sigma level and also reduced the overall environmental impacts.  相似文献

近年来,相邻区域之间的跨界污染问题层出不穷,并呈现交叉伤害的外溢性。在考虑污染容量动态变化的基础上,建立了非对称两区域之间的微分博弈模型,探讨在非合作机制、治污成本分担机制以及协同合作三种情形下双方的反馈纳什均衡策略、污染容量最优轨迹及瞬时收益的变化。在此基础上,进一步引入纳什议价方法分析了具有时间一致性的动态合作收益最优分配策略。结果表明,当污染对环境的伤害较大时,治污成本分担机制可以实现环境与经济的帕累托改善,而协同合作机制在区域收益与环境方面都是最优的;其次,通过数值分析探讨了地区的"短视"行为和环境自净率对稳定状态下均衡策略的影响,分析表明,地区的"短视"行为导致短期收益最大化,从而减少对治污的投入而增加了污染容量;而随着环境自净率的增加,污染容量与地区收益均有改善,但对环境伤害更为敏感的地区收益增加更显著。最后,给出了动态最优收益分配的具体数值变化。研究结论对区域之间治污模式与合作分配机制具有一定的决策参考价值。  相似文献

Climate Change and Human Health: Estimating Avoidable Deaths and Disease   总被引:2,自引:0,他引:2  
Human population health has always been central in the justification for sustainable development but nearly invisible in the United Nations Framework Convention on Climate Change negotiations. Current scientific evidence indicates that climate change will contribute to the global burden of disease through increases in diarrhoeal disease, vector-borne disease, and malnutrition, and the health impacts of extreme weather and climate events. A few studies have estimated future potential health impacts of climate change but often generate little policy-relevant information. Robust estimates of future health impacts rely on robust projections of future disease patterns. The application of a standardized and established methodology has been developed to quantify the impact of climate change in relation to different greenhouse gas emission scenarios. All health risk assessments are necessarily biased toward conservative best-estimates of health effects that are easily measured. Global, regional, and national risk assessments can take no account of irreversibility, or plausible low-probability events with potentially very high burdens on human health. There is no "safe limit" of climate change with respect to health impacts as health systems in some regions do not adequately cope with the current climate variability. Current scientific methods cannot identify global threshold health effects in order for policymakers to regulate a "tolerable" amount of climate change. We argue for the need for more research to reduce the potential impacts of climate change on human health, including the development of improved methods for quantitative risk assessment. The large uncertainty about the future effects of climate change on human population health should be a reason to reduce greenhouse gas emissions, and not a reason for inaction.  相似文献

The U.S. Department of Energy has selected three sites, from five nominated, to characterize for a nuclear repository to permanently dispose of nuclear waste. This decision was made without the benefit of an analysis of this "portfolio" problem. This paper analyzes different portfolios of three sites for simultaneous characterization and strategies for sequential characterization. Characterization of each site, which involves significant subsurface excavation, is now estimated to cost $1 billion. Mainly because of the high characterization costs, sequential characterization strategies are identified which are the equivalent of $1.7-2.0 billion less expensive than the selected DOE simultaneous characterization of the three sites. If three sites are simultaneously characterized, one portfolio is estimated to be the equivalent of $100-400 million better than the selected DOE portfolio. Because of these potential savings and several other complicating factors that may influence the relative desirability of characterization strategies, a thorough analysis of characterization strategies that addresses the likelihood of finding disqualifying conditions during site characterization, uncertainties, and dependencies in forecast site repository costs, preclosure and postclosure health and safety impacts, potential delays of both sequential and simultaneous characterization strategies, and the environmental, socioeconomic, and health and safety impacts of characterization activities is recommended.  相似文献

To inform local and regional decisions about protecting short-term and long-term quality of life, the Consortium for Atlantic Regional Assessment (CARA) provides data and tools (for the northeastern United States) that can help decision makers understand how outcomes of their decisions could be affected by potential changes in both climate and land use. On an interactive, user-friendly website, CARA has amassed data on climate (historical records and future projections for seven global climate models), land cover, and socioeconomic and environmental variables, along with tools to help decision makers tailor the data for their own decision types and locations. CARA Advisory Council stakeholders help identify what information and tools stakeholders would find most useful and how to present these; they also provide in-depth feedback for subregion case studies. General lessons include: (1) decision makers want detailed local projections for periods short enough to account for extreme events, in contrast to the broader spatial and temporal observations and projections that are available or consistent at a regional level; (2) stakeholders will not use such a website unless it is visually appealing and easy to find the information they want; (3) some stakeholders need background while others want to go immediately to data, and some want maps while others want text or tables. This article also compares what has been learned across case studies of Cape May County, New Jersey, Cape Cod, Massachusetts, and Hampton Roads, Virginia, relating specifically to sea-level rise. Lessons include: (1) groups can be affected differently by physical dangers compared with economic dangers; (2) decisions will differ according to decision makers' preferences about waiting and risk tolerance; (3) future scenarios and maps can help assess the impacts of dangers to emergency evacuation routes, homes, and infrastructure, and the natural environment; (4) residents' and decision makers' perceptions are affected by information about potential local impacts from global climate change.  相似文献

本文以中国31个省级行政区1990-2008年专利数据为资料,基于空间马尔可夫链方法,研究中国区域创新趋同的时空动态演变特征。结果表明:(1)1990年以来中国区域创新一直存在"俱乐部趋同"现象,在2000-2008年期间更为显著。(2)区域自身和周围邻居同时向上转移的区域基本集中于东南沿海地区,而区域自身或周围邻居有一方或双方均向下转移的区域绝大多数位于中西部。(3)中国区域创新类型转移显著受到地理背景的制约,创新高水平的区域背景对区域转移起到了正面影响,而创新低水平的区域背景则产生了负面影响,进一步为中国区域创新"俱乐部趋同"现象的存在提供了空间上的解释。  相似文献

Quantitative risk analysis is being extensively employed to support policymakers and provides a strong conceptual framework for evaluating decision alternatives under uncertainty. Many problems involving environmental risks are, however, of a spatial nature, i.e., containing spatial impacts, spatial vulnerabilities, and spatial risk‐mitigation alternatives. Recent developments in multicriteria spatial analysis have enabled the assessment and aggregation of multiple impacts, supporting policymakers in spatial evaluation problems. However, recent attempts to conduct spatial multicriteria risk analysis have generally been weakly conceptualized, without adequate roots in quantitative risk analysis. Moreover, assessments of spatial risk often neglect the multidimensional nature of spatial impacts (e.g., social, economic, human) that are typically occurring in such decision problems. The aim of this article is therefore to suggest a conceptual quantitative framework for environmental multicriteria spatial risk analysis based on expected multi‐attribute utility theory. The framework proposes: (i) the formal assessment of multiple spatial impacts; (ii) the aggregation of these multiple spatial impacts; (iii) the assessment of spatial vulnerabilities and probabilities of occurrence of adverse events; (iv) the computation of spatial risks; (v) the assessment of spatial risk mitigation alternatives; and (vi) the design and comparison of spatial risk mitigation alternatives (e.g., reductions of vulnerabilities and/or impacts). We illustrate the use of the framework in practice with a case study based on a flood‐prone area in northern Italy.  相似文献
