Using Natural Science and Engineering Research Council Canada (NSERC) statistics, we show that the?$40,000 (Canadian) cost of preparation for a grant application and rejection by peer review in 2007 exceeded that of giving every qualified investigator a direct baseline discovery grant of?$30,000 (average grant). This means the Canadian Federal Government could institute direct grants for 100%?of qualified applicants for the same money. We anticipate that the net result would be more and better research since more research would be conducted at the critical idea or discovery stage. Control of quality is assured through university hiring, promotion and tenure proceedings, journal reviews of submitted work, and the patent process, whose collective scrutiny far exceeds that of grant peer review. The greater efficiency in use of grant funds and increased innovation with baseline funding would provide a means of achieving the goals of the recent Canadian Value for Money and Accountability Review. We suggest that developing countries could leapfrog ahead by adopting from the start science grant systems that encourage innovation.  相似文献

In 2010, the Korean government launched a new funding scheme for social scientists, Social Science Korea (SSK). Contrary to conventional grant programs, the SSK adopted a competition scheme among research teams by eliminating those who failed to pass annual evaluations, while, at the same time, emphasizing cooperation and interdisciplinary research. Substantial research has documented the determinants of receiving research grants in Western countries, but little is known about how these determinants operate in Korean academia. Using results from the stage evaluations of the SSK, we estimate logistic regression models. The results indicate that factors of meritocracy, such as publication record, strongly affect the likelihood of success, but so do political factors, such as a PI obtaining his or her doctoral degree from a foreign institution. The importance of a PI’s gender and age, and of being located in Seoul, is not supported by the data.  相似文献

Alzheimer's disease can be particularly devastating to those who are caring for their loved one with the condition. There have been recent calls for the tailoring of caregiving interventions to examine outcome differences between groups of caregivers and the reporting of effectiveness via longitudinal and specific outcomes. The purpose of this study was to examine 3 interventions (psychoeducational training, a respite voucher-type grant, or their combination) while looking for possible group differences. A total of 367 caregivers participated in the study. Participants completed surveys and questionnaires before the intervention and at a 6-month follow-up. Positive outcomes were found, including lower depression scores, increased support service use, and increased support group usage. Possible effectiveness of the 3 types of interventions and variation among caregiver characteristics are discussed along with implications for future research.  相似文献

This article examines the prospects for marketable emissions permits in the coming decade. We identify both the reasons that politicians are reluctant to embrace marketable emissions permits as a solution to environmental problems and also changes in the political landscape that could lead to the increased use of this approach. Over the next decade, we believe there is reason to be cautiously optimistic. Selective experimentation with market-based approaches is likely to continue; however, we are not optimistic about the prospects for widespread application of this tool. Moreover, applications of this tool will necessarily reflect important political constraints, thus rendering the tool substantially less effective than the textbook applications examined by economists. An important intellectual challenge is to work on the design of market-based approaches that address political concerns, enhance efficiency, and promote innovation, so that it will be easier to meet the environmental challenges that lie ahead.Mr. Hahn is a Resident Scholar at the American Enterprise Institute and Associate Professor of Economics and Public Policy at Carnegie Mellon University. Most state (and local) governments in the U.S. operate under formal fiscal rules which limit their ability to run budget deficits and resort to debt financing. A priori, one would expect to find evidence in favor of an intertemporally balanced budget, or fiscal sustainability, for these states, especially those characterized by a relatively high degree of fiscal stringency. We test this hypothesis for a panel of 47 state–local government units (1961–2006) using four budget balance definitions and several subsamples defined based on regional classifications, or presence of certain balanced budget requirements (BBRs). Our results, obtained from panel estimation techniques that allow for general forms of serial and cross-sectional dependence, suggest that a sufficient condition for “strong” sustainability is consistently satisfied for the full sample and all subsamples in relation to balances that include special funds and/or federal grants. However, we find evidence consistent with the “weak” version of sustainability for the full sample and some regional subsamples (particularly Far West dominated by California) in at least one of the two balances that exclude these items. Finally, the BBRs seem to matter only in relation to the sustainability of the more narrowly defined balances. We discuss the implications of these findings for the role of fiscal rules and federal grant policies.  相似文献

Objectives. This study assesses whether need‐based grants are equally conducive to the college persistence of students from various economic strata and the extent to which a redistribution of funds can narrow economic‐based inequality in college persistence. Methods. To estimate the causal effect of need‐based grants on several persistence outcomes the discontinuity created in the dollar amounts of Pell grants when the students have siblings attending college is exploited. The analyses use a nationally representative sample of students enrolled at four‐year institutions in 1995. Results. While the allocation of Pell Grants responds to students' pecuniary constraints, institutional and state grants expand the circle of recipients to more well‐off students. Yet, it is only the persistence of students from the bottom half of the income distribution that is sensitive to aid amounts. If the need‐based funds granted to affluent students had been diverted to these students, the gap in first‐year persistence would have been closed. Conclusions. For a redistribution of funds to boost degree attainment and achieve equality of educational opportunity it must be based on stricter means‐tested allocations of nonfederal funds as they are the main source of need‐based aid.  相似文献

ABSTRACT

The National Science Foundation (NSF) and the National Institutes of Health (NIH) have established separate administrative mechanisms for investigation and adjudication of alleged research misconduct.

This report compares research misconduct at NSF and NIH and the possible effects of their respective methods of investigation and adjudication.

Notable and paradoxical findings were identified: NIH supported four times the number of grants as NSF, yet NSF reviewed 2.5 times the number of research misconduct reports. NSF faculty were two-times more likely to be found guilty (88%) than faculty at NIH (42%). 83.6% of NSF offenders were guilty of plagiarism, vs. 4.8% at NIH. NSF trainees made up 6% of the guilty, vs. 42% at NIH. These findings are most likely related to the nature of their respective sciences, scientists, and the nature of their publications.

Investigative policies and procedures are quite similar at these two agencies with the exception of the subpoena power available to the NSF’s Office of the Inspector General (OIG) where it would be infrequently utilized in investigations of its predominant offense, plagiarism. However, it could prove useful if made available to the NIH Office of Research Integrity (ORI) for investigations of fabrication/falsification, its most common offense. Federal criteria for prosecution should be modified to increase the likelihood of prosecution of serious offenders referred by ORI.  相似文献

Objective. This study examines how preferences for different types of applicants for admission to elite universities influence the number and composition of admitted students. Methods. Previous research with these NSCE data employed logistic regression analysis to link information on the admission decision for 124,374 applications to applicants' SAT scores, race, athletic ability, and legacy status, among other variables. Here we use micro simulations to illustrate what the effects might be if one were to withdraw preferences for different student groups. Results. Eliminating affirmative action would substantially reduce the share of African Americans and Hispanics among admitted students. Preferences for athletes and legacies, however, only mildly displace members of minority groups. Conclusions. Elite colleges and universities extend preferences to many types of students, yet affirmative action is the one most surrounded by controversy.  相似文献

Objectives. Although recent research has documented the contributions of philanthropic foundations as “patrons” of the major identity movements, scholars know very little about the specific ways foundations have influenced these movements' development and impact. This study examines the role of foundations in shaping the U.S. women's movement of the 1960s–1980s, in particular the role that foundations played in deciding which of its claimsmakers—and by extension, its claims—would be sustained. Methods. The study is based on an original data set of nearly 6,500 foundation grants to women's groups, or for women's causes, from 1970 to 1990. It examines shifts in the types of groups that received foundation grants and in the female interests that these groups represented. Results. Philanthropic patrons were central to transforming women from servants of society into claimants against the state. Likewise, foundations played a critical role in segmenting U.S. womanhood into politically relevant subgroups (civic stewards, battered women, lesbians, etc.) with ever narrower policy claims. Conclusions. By legitimizing identity subgroups and their policy agendas, foundations played an important role in the development of special interest politics in the second half of the 20th century. In this way, professional grantmakers have constituted a critical yet overlooked force behind the construction of U.S. hyperpluralism, in the process diminishing the capacity of gender to unite women in common cause.  相似文献

Previous explanations of the contract choice and organizational form of insurance firms do not explain, by themselves, the recent proliferation of mutuals and new contract designs. We first present risk-bearing arguments to address these phenomena. We present two forms of insurance. The first is a conventional transfer of risk whereas the second decomposes risk between idiosyncratic and nonidiosyncratic. We show that the latter form leads to more active trade in insurance markets with correlated exposures. Moreover, the decomposed form dominates the simple transfer. These results qualify and extend the work of Borch (1962) and Marshall (1974). Market responses to the recent liability insurance crisis are compatible with these predictions.This research was conducted while G. This paper investigates the effect of subsidies on the adoption of information and communication technology in Italy. We argue that the important geographical differences between North and South Italy are something that public policy should be concerned of. A matching estimator is used to explore the effects of financial assistance, by comparing the granted with non-granted firms. Our results suggest that public assistance has positive effects on ICT adoption. We also find that firms in the South are more dependent on public grants, and that duality would be more pronounced if subsidies were not given. Furthermore, because firms prefer traditional rather than ICT investment, subsidies should be specifically ICT oriented.  相似文献

Scientists should be seen as expert advisors rather than producers of certainty. The progress of scientific controversies shows both why this is the case, and why it is so little understood. Those very close to the research front are aware of the many points at which experimental procedures and theoretical arguments could be wrong. They understand the ‘expert’ quality of their conclusions. Those further distanced from the research front are unaware of the immense complexity of the research and, consequently, are more certain of the truth of science.

That scientific results are less conclusive than they are generally taken to be does not mean that ‘anything goes’. There is a difference between experts and non‐experts; it is just that experts should not be expected to agree. Scientific controversies rarely end; it is usual to find equally well qualified experts on both sides of a scientific debate long after a view has been reached throughout the larger part of the scientific community.  相似文献

In Australia and many other countries, government regulations require that children's services, such as long day care centres and preschools, employ certain numbers of qualified early childhood teachers. This recognises that training and experience of staff are the most significant factors determining the quality of care. At the same time Australia is facing a shortage of qualified early childhood teachers, and governments are grappling with how staff requirements can be met. In this article we examine the New South Wales Government approach, which waives temporarily the requirement to employ qualified teachers if children's services providers can show that they have made all reasonable effort at recruiting the required staff. We consider the impact of the temporary waiver on quality of care, and whether it is necessary to compromise government standards in this way. Our research concludes that most providers committed to good quality care do not resort to using the temporary waiver.  相似文献

The report of the Task Force on Coordination in Welfare and Health (Bailey Report) is the most important single report on the organization of health and welfare services since the first Medibank Green Paper. It provides for the collapsing of a plethora of categorical grants into four broad ‘programme grants’. The effects of this report will be felt by most health and welfare organizations. We argue that responsible conduct research (RCR) instruction should be extended beyond students and trainees funded by the National Institutes of Health (NIH) or National Science Foundation (NSF) to include all students, trainees, faculty, and research staff involved in research. Extending the scope of RCR instruction can help institutions develop and maintain an environment that promotes ethical research conduct. Universities and scientific organizations have objected to expanding the scope of RCR instruction on the grounds that it would be a major undertaking that would require the expenditure of additional institutional resources. We argue, however, that expanding the scope of RCR instruction can be done efficiently without placing undue burdens on institutions.  相似文献

Recently the authors with the assistance of a research grant from the Sebel Company of Australia, carried out a study of attitudes held by sub-groups within Australian society. One of the topical issues investigated was the desirability of censorship of the mass media. The results of this section of the inquiry, based on a questionnaire administered to 1,455 adults in Sydney and Melbourne, are presented in this article.  相似文献
