This pilot study evaluates the accessibility and usefulness of the research misconduct (RM) policies at the top-25 universities as ranked by NIH and NSF grant awards. Measuring accessibility demonstrates how readily-available policies are to the people they affect. Evaluating the range of policy content indicates whether policies and procedures on research misconduct are "useful" as opposed to merely "minimal" (Rhoades, 2003). On average, it took five clicks to get from a university's home page to its RM policies. Only nine policies were accessed within three or fewer clicks. Policy information was coded into categories comprising a total of 20 topic areas, which were then grouped into five content domains. The policies reveal a broad range of usefulness. Some provide relevant details on almost every topic area, while others leave most questions unanswered. Three of the 20 topic areas are almost universally covered in the policies analyzed. In contrast, five other topic areas average less than half of the information which could have been included. These policies, from elite U.S. research universities, may serve as role models; as such they should perhaps be held to the highest standards. If the message sent by a policy lacks clarity and precision, it should be revised to include an appropriate level of detail.  相似文献

Accurate record keeping is an important part of the responsible conduct of research. However, there is very little empirical research on scientific record keeping. No one knows the incidence of serious problems with research records, the types of problems that occur, nor their consequences. In this study, we examined the role of research records in the resolution of misconduct allegations as a useful barometer for the incidence and types of problems that occur with records. We interviewed Research Integrity Officers (RIOs) at 90 major research universities and conducted focus groups with active research faculty. RIOs reported problems with research records in 38% of the 553 investigations they conducted. Severe problems with research records often prevented completion of investigations while problems that are more typical lengthened them by 2 to 3 weeks. Five types of poor record keeping practices accounted for 75 % of the problems with incomplete/inadequate records being the most common (30%). The focus groups concurred with the findings from the interviews with RIOs, stressed the importance of the research group leader in setting and maintaining record practices, and offered additional insights. While university officials and faculty members have suspected for many years that there are serious problems with research record keeping, our study provides empirical evidence for this belief. By documenting some of the problems with record keeping in university-based research, the results of our study provide information that will be useful for policy development at academic institutions.  相似文献

Is there a relationship between the way an undergraduate major in the social sciences is structured and student learning? In this paper, I address the relationship between the structure of the undergraduate major and student learning using data from the political science discipline. To assess the impact of the structure of the major on student achievement, a 29-item electronic questionnaire was employed. I find a very strong relationship between the degree to which a political science major program is structured and student knowledge, even when controlling for plausible alternative explanations for student performance. The results support the notion that majors that are characterized by a sequenced set of courses, the existence of a senior seminar or capstone course, and a required research methodology course taken early on in a Student's career, better prepare political science students than do relatively unstructured majors.Is there a relationship between the way an undergraduate major in the social sciences is structured and student learning? This is an extremely important and central question for social scientists in higher education for two reasons: (1) in this era of “assessment,” social science disciplines are coming under increasing pressure to demonstrate their utility in undergraduate education; (2) unlike other factors that affect student success (such as student ability and ambition) departments can more easily manipulate the structure of undergraduate majors (at least relatively speaking). Thus, understanding the relationship between the structure of the undergraduate major and student development is potentially a key element in instituting effective reforms in the undergraduate curriculum at colleges and universities across the country.In this paper, I address the relationship between the structure of the undergraduate major and student learning using data from the political science discipline. Indeed, there has been considerable interest in recent years in political science as to whether the structure of the undergraduate major has an impact on student learning. Some scholars have argued that the way a major is structured directly affects student development. For instance Wahlke (1991) criticized those political science undergraduate programs that had only a few required courses and other courses were offered as electives without any effort at sequencing them. Indeed, both the Association of American Colleges and Universities (AACU) report on the Liberal Arts and Sciences, and the report produced by the APSA Task Force on Political Science (Wahlke, 1991), noted that unstructured programs are incapable of promoting the necessary skills required of political science students. The AACU report argued that only a consciously structured major that promotes sequential learning creates the “building blocks of knowledge that lead to more sophisticated understanding and … leaps of the imagination and efforts at synthesis” (AACU, 1985, p. 24). The development of thinking skills cannot be accomplished “merely by cumulative exposure to more and more … subject matter”. Majors which emphasize breadth at the expense of depth result in “shallow learning unless students also grasp the assumptions, arguments, approaches, and controversies that have shaped particular claims and findings” (Wahlke, 1991, p. 49).Thus, how a political science major is structured is posited to be related to student learning. However, despite this assertion, relatively little empirical work has been done that systematically examines the relationship between the structure of the major and the development of political science undergraduates. Some works have described programs that seek to emulate the recommendations made by the APSA Task Force and AACU reports, but do not offer evidence that such programs have a positive impact on student learning (Breuning, Parker, & Ishiyama, 2001). Other works have sought to establish a connection between the structure of the major and student reasoning styles by comparing two institutions (Ishiyama & Hartlaub, 2003). However, no studies to date have systematically compared across a number of institutions to demonstrate an empirical connection between the structure of the political science major and student learning. This paper seeks to investigate the purported connection between the structure of the political science major and some aspects of student learning by analyzing data collected from a survey of (32) colleges and universities from across the United States.  相似文献

Federal and institutional policies recommend the criterion of "seriousness" as a guide for sanction assignment in cases where researchers have been found to have committed research misconduct. Discrepancies in assessments of seriousness for similar acts of misconduct suggest the need to clarify what might be meant by the seriousness of research misconduct and how the criterion can be used to assign sanctions. This essay demonstrates how determinations of seriousness can differ depending on the set of ethical appeals employed and argues that an expanded lexicon for talking about the seriousness of research misconduct would help to promote fairness and consistency in sanction assignment. It concludes with some policy recommendations for those charged with research misconduct sanction assignment and for those who oversee research integrity at institutional levels.  相似文献

This study found that less than half of the respondents are willing to blow the whistle. The results reveal that a lack of protection with regard to the whistleblower’s identity, the tedious investigative process, and the notion of avoiding confrontation, which is more apparent in Asian cultures as compared to the West, are among the reasons why individuals who witnessed misconduct chose to remain silent. Adhering to the Asian cultural upbringing where the young must respect the old, those of lower rank must obey those with higher authority, and subordinates do not question the actions of their superior, has become a norm even in the working environment. Therefore, emphasize the need for better protection for whistleblowers including using experienced individuals with a research ethics background to handle allegations from whistleblowers. In addition, established guidelines and procedures for whistleblowers with regard to voicing their allegations against colleagues engaged in research misconduct is still lacking or, to a certain extent, is still unknown to researchers. Thus, the concern indicates a need for institutions to create awareness among researchers regarding the existing platform for whistleblowers, or to develop a systematic and clear procedure which is reliable and independent to promote professionalism in academia.  相似文献

In the last decades, activation policies and practices aimed at getting people off benefits and into work have been at the forefront of social policy. One of the challenges of activation practices is that social services with a narrow specialist focus fall short in supporting vulnerable target groups. A growing body of social work literature recognises that both generalist and specialist social works play an important role in supporting vulnerable target groups that face wicked problems. We conducted a participatory action research on how specialist social workers may adopt the principles of generalist social work in counselling and guiding people with multiple and complex needs towards the labour market.  相似文献

There is little documentation in the literature of how to conduct a data audit of laboratory research. The purpose of such an audit is to verify the extent to which the published data agree with the corresponding laboratory notebook data and whether the data thus examined appear to be sufficient to justify the published conclusions. A survey was conducted to evaluate the responses of attendees at the Third Conference on Research Policies and Quality Assurance, in May, 1993, as to their perceptions of the frequency of questionable research studies, the desirability of good research practices (GRP) guidelines, and whether all research organizations should perform routine data audits. The vast majority of respondents had suspicions or evidence of other researchers performing questionable studies. Most respondents supported the development of GRP guidelines and preferred that they not be in the form of federal regulations. Most respondents also favored routine data audits.  相似文献

Few studies have examined academic researchers' understandings or attitudes toward conflict of interest policies even though these understandings and attitudes represent a crucial component of both compliance and educational efforts. This study reports the results of a large-scale, cross-sectional survey of research faculty at the nine campuses of the University of California regarding their understandings of and attitudes toward campus conflict of interest policies. We gathered information on their general assessments of investigators with financial ties to industry sponsors and reactions to the process of implementing conflict of interest policies at their respective campuses. We surveyed 1,971 faculty members from the nine-campus University of California system and had 779 responses (39% response rate). The sampled faculty were in the ten departments with the most number of financial disclosures at each campus. We utilized the WebSurveyor software to create a secure, online, 21-item survey. Our study reveals faculty with complex, sometimes contradictory, feelings about academic-industry relationships and highlights perceived gaps in policy and process. Most respondents were concerned about unlimited financial relationships, but a sizable number also viewed campus policies as irrelevant. Some expressed considerable anger over the process of policy implementation, rejecting the policies on the basis of professional and individual self-determination and moral integrity. Our study suggests the need for renewed efforts to encourage awareness of the relevance of conflict of interest policies for all faculty, new efforts to increase understanding of the situational nature of conflicts of interest, and reexamination of the processes of policy implementation at the campus level.  相似文献

The Italian public policies towards the frail elderly are underdeveloped by both quantitative and qualitative standards. The bulk of care responsibilities lies on the family and the private provision of paid care is flourishing. The last decade was characterised by significant signs of improvement – an increase in the public resources committed to long-term care and the rising interest of politicians and scholars towards this issue – but the situation is still highly critical. In such a context several questions on solidarity arise regarding the degree to which this value is actually embedded in the public policies, what are the most relevant issues and how the main actors involved are concerned. The article aims to answer some of these questions, taking into consideration the points of view of the main actors: elderly people, carers and professionals.
In doing so, the article discusses the targets of the public services, differences in their provision across the country, the rise of the care allowance and the private provision of paid care. The article shows the problems regarding solidarity in the Italian policies towards the frail elderly and sets an agenda of issues to deal with in the next decade. How policy-makers will be able to manage these issues will determine whether and how the value of solidarity will shape Italy's long-term care policies in the future.  相似文献

The consensus among diversity scholars is that this shift has taken place as a result of Federal court decisions restricting the use of affirmative action in admissions. This paper sheds new light on these shifts in rationale by proposing a new theory of frame evolution. I developed this, an extension to Snow et al.’s [Snow, D. A., et al. (1986). Frame alignment processes, micromobilization, and movement participation. American Sociological Review, 51(4), 464–481] theory of frame alignment, as a way to show how policy discourses evolve to accommodate changing demands. I argue that policy frames tend to evolve in a sequential pattern of accommodation, consolidation, and bridging. In-depth interview data with 41 diversity advocates at four public universities in the United States reveal three stages in the frame evolution process: the first motivated by a need to accommodate existing institutional norms, the second motivated by a need to build a core constituency of supporters, and the third with the aim of converting those “on the fence” into policy supporters. In the case of higher education diversity policy, the three stages equate to a maintenance frame, a social justice frame, and an excellence frame.  相似文献

A growing population of older adults receive treatment for depression but remain symptomatic. We report on a feasibility pilot study of an intervention (ACTIVATE) to improve depression care by encouraging the older person to take a step to intensify the existing treatment. Older adults (N = 43) receiving home-meal service and in depression treatment, but still symptomatic, participated in the ACTIVATE intervention. Assessments were conducted to evaluate change in treatment. Many (66.6%) participants took a step to change their treatment; the rate (88.2%) was higher among individuals with major depression. ACTIVATE may be a useful social work intervention to improve depression care.  相似文献

Although much discussion has been focused on research misconduct (RM) and questionable research practices, to date no self-report measures exist to examine this phenomenon. To help fill this void, the authors developed the Responsible Conduct of Research Measure (RCRM) through multiple pilot study waves involving researchers in the social and behavioral sciences. Preliminary results reveal adequate validity and reliability. The authors discuss limitations of the study as well as some possible directions for future research on this topic.  相似文献

Contrary to the general belief, systemic risk does not only regard the risk posed by balance sheet relationships and interdependencies among institutions. It also features a temporal dimension related to the inappropriate responses of financial market participants to changes in risk over time. This paper proposes a method to simultaneously address the cross-sectional and the time dimension in which systemic risk materializes. The method is based on the TOPHITS algorithm. It provides three scores, namely borrowing, lending and time scores: the first two represent the systemic importance of the borrowing and the lending activity associated with each financial institution,while the third represents an empirical Early Warning Signal of the financial crisis. Our findings reveal that the identification of the time score as an indicator for an incoming market distress could be relevant to design macro prudential policies.  相似文献

This paper explores the interrelationship between agricultural policies and development by means of a dynamically recursive, computable general equilibrium model applied to Sri Lanka. The agricultural policies investigated include elimination of the food subsidy, land reform, and technical change in agriculture. The goals considered are the levels and growth rates of GNP and employment, the distribution of income, and the real income level of the lowest income group. The study provides a quantitative assessment of the association between policies and goals and identifies the key economic mechanisms in this association.  相似文献
