Refugees, asylum seekers, 'de facto' refugees, and refugees in irregular situations have become a constant phenomenon of the social reality of the member states of the European Community. All agencies must ensure that the situation of these people is as widely publicized as possible. The integration of refugees should be assisted as much as possible by employment schemes, social counseling, and psychological assistance. The European Community should deal with the increasing numbers of refugees who are suffering under long-term unemployment, inadequate housing, and poor language and vocational training facilities. The European Governments and the European Communities should consider giving priority to funding voluntary agencies for carrying out long-term assistance programs. The promotion of specific programs for refugees should be considered an urgent priority. Programs operated by the voluntary agencies should include information on 1) the social, economic, and legal structure of the host country; 2) employment and vocational policies and facilities; and 3) voluntary repatriation and resettlement programs. The voluntary agencies should be able to carry out their tasks by 1) giving individual, unbiased counseling to each refugee in need; 2) employing well-trained staff speaking the language of the group concerned; and 3) undertaking action-oriented research projects.  相似文献

People fleeing from violence and persecution around the world view the United States (US) as a safe haven. But recent socio political instability and growing anti‐refugee sentiment, in light of an unprecedented global humanitarian crisis, challenge this longstanding view. To better understand the current socio political climate, this study evaluated the US Refugee Resettlement Program (USRP) by focusing on Syrian asylum‐seekers and refugees. Participants consisted of 71 resettlement organization leaders (e.g., chief operating officer and director of refugee services) who, between 2013 and 2016, collectively resettled 76 per cent of all refugees and 44 per cent of Syrians to the US. Reasons for current challenges are explored while strengths are emphasized and future directions offered, along with relevant policy and clinical implications.  相似文献

In this article we undertake a social model analysis of the experiences of disabled refugees and asylum seekers, who are among the most socially and economically disadvantaged members of society in the UK today. The statuses of disability, refugee and minority ethnic group are each linked to discrimination and oppression (Oliver, M. (1990) The Politics of Disablement (London, Macmillan Press); Robinson, V. (1999) Journal of Refugee Studies, 12(1), pp. 78-87; Vernon, A. (1996) in: J. Morris (Ed.) Disability Studies: past, present and future (London, Womens Press), yet little consideration has been paid to the particular cumulative constellation of oppressions experienced by disabled refugees and asylum seekers.

In this article, several models are presented that demonstrate that disabled refugees and asylum seekers experience barriers to health and safety in their country of origin, such as impairment-creation through torture and war. Once in the UK barriers to social services, benefits and social contact prove similarly insurmountable.  相似文献

This article expands on conceptualizations of refugee “return” by examining why African women resettled as refugees in Australia return to visit the country of first asylum from which they were previously resettled. I show that their return visits do not relate to attachment to place, but are motivated by social obligations to practise “motherhood” to family members who, due to conflict‐induced displacement, remain in a country of first asylum. I argue that the phenomenon of refugee “return” cannot be conflated exclusively with return to country of origin but is, for African women in particular, centred on the reinvigoration of care relationships across diasporic settings of asylum in which family remain. Building on an emergent focus on feminization in migration studies, I show how these gendered dynamics of refugee “return” are an entry point from which to re‐consider how scholarship and policy take into account “family” in contexts of forced migration.  相似文献

ABSTRACT

The ongoing political violence in the Democratic Republic of Congo (DRC) has exposed female Congolese to traumatic events and adverse situations such as sexual violence, genocide, torture, political persecution, and the loss of loved ones, which have made them to leave their country. These traumatizing experiences negatively affect the mental wellbeing of Congolese. The study explored the impact of forgiveness on mental wellbeing among Congolese refugees and asylum seekers post-war experience. Ten female Congolese refugees and asylum seekers with post-war experience were purposely selected and interviewed through semi-structured interviews. Key findings of the study showed that forgiveness resulted in the improved mental wellbeing of Congolese female refugees and asylum seekers, with reduced anger, anxiety, depression, stress, and rumination. Forgiving participants reported that their mental wellbeing improved compared to those who found it difficult to forgive rebels and state forces causing war in DRC. These findings indicate the importance of incorporating forgiveness in mental wellbeing interventions to improve the mental wellbeing of war survivors. The study provides recommendations on how mental health practitioners can incorporate forgiveness in mental wellbeing interventions.  相似文献

Australia's approach to immigration, as internationally, is largely concerned with state sovereignty, border protection and restrictionism towards asylum seekers. However, with just under a million refugees currently residing in Australia, and with 13,750 more added to this number each year, there is also an interest in ensuring that those who are granted humanitarian protection are socially integrated. This article reports on a qualitative investigation of the integration experiences of 85 refugee adolescents aged 13–17 years resettled in Adelaide, South Australia. It explores, in particular, the role of social connectedness in the integration process. Relationships with family, ethnic group and host country are believed to affect multiple and interrelated integration outcomes including language acquisition, cultural knowledge, belonging, identity, civic engagement, social and economic participation, and access to public services. This research found that young people must negotiate the integration process with variable, and in many cases limited, support from the network of social connections surrounding them. We suggest that policy and programmes which strengthen the relationships young people have with others have the potential to enhance integration outcomes.  相似文献

This article analyses aspects of the bureaucratie process of negotiating placement and social support by and for resettled refugees in Canada. Theoretical issues addressed include refugee resilience and effects of power structures on migrant networks. The article describes a qualitative study of underlying reasons for government‐assisted refugee secondary migration to Ontario. The study demonstrates that refugees seek social support by moving from initial settlement sites to join extended family and analyses how the resettlement bureaucracy, driven by political as well as humanitarian interests, attempts to control the process, in contradiction to refugees' preferences. The negotiation of placement and definitions of relevant social supports by bureaucrats and refugees are discussed. In conclusion, greater attention to refugee self‐determination is suggested to improve settlement outcomes.  相似文献

Some literature depicts refugees as more passive than active when selecting a destination country. We draw on surveys of over 35,000 people in Afghanistan, Bangladesh, Pakistan, Sri Lanka and Australia, to show that most potential asylum seekers and refugees of Hazara, Rohingya, Muslim and Tamil backgrounds prefer some destination countries over others and that many refugees from these groups surveyed in Australia specifically had Australia in mind as a destination country. We show how Australia's asylum seeker policy was a key reason why many refugees chose Australia in 2011 and 2012 and that subsequent restrictive asylum seeker policy changes appear to be reflected in potential asylum seeker considerations in 2014. We find that despite the restrictive asylum seeker policy changes, perceptions of Australia as a highly functioning civil society, relative to other potential destination countries, may explain why Australia remains a country of choice for asylum seekers from west and south Asia.  相似文献

This review covers 46 research studies from 2007 to 2019, which examine the inflow of asylum seekers and refugees in Hong Kong after the Vietnamese refugee influx in the early 2000s. By analysing existing research studies, the authors summarise three themes, namely refugee law, asylum policies,1 and lived experiences of refugees and asylum seekers, on refugee and asylum studies in contemporary Hong Kong. While further research is needed, scholars can examine the potential possibilities of the legal reform of statutory insufficiencies, the development trajectory of asylum policy instruments with a more appropriate framework, and the protection mechanism of refugees’ and asylum seekers’ children.  相似文献

ABSTRACT

This paper uses critical reflection as its primary methodology to research one Master of Social Work student’s former practice experiences as an Australian immigration officer. The paper contextualizes the study by offering a critical analysis of hegemonic constructions of asylum seekers in Australia, which are reflected in Australian law and policy, as well as potentially influencing social work practice. Critical reflection on one of the author’s practice provides a rich case study that reveals the tensions of government-employed social workers in restrictive environments, and the espoused social justice values of the profession. The findings hold implications for both social work education and practice, suggesting that critical social work education, and in particular, the use of critical analysis and reflection, can improve ethical practice with refugees and asylum seekers.  相似文献

This short paper calls for greater awareness of disabled refugees and asylum seekers living in Britain. Currently, policy makers, many refugee communities and the disability movement fail to consider disabled refugees and asylum seekers, perhaps because they constitute a minority about whom data are rarely available. Focussing on the particular combination of circumstances affecting disabled refugees and asylum seekers, this paper presents recent changes in support arrangements for refugees and asylum seekers. The paper also calls for greater involvement in refugee issues by the disability movement.  相似文献

This article uses the case studies of Australia and Malaysia to examine how diverse states in the Asia-Pacific region approach asylum seekers in practice and in discourse. Using a social constructionist approach to identity, the article highlights how governments in each country have grappled with “irregular” migration and the challenges it poses for national identity through processes of “othering” and “exclusion.” This comparison shows that the process of excluding asylum seekers on the basis of identity is not a Western phenomenon, but one extending to countries across the region. It is maintained that state discourses around asylum seekers within the two countries are framed in similar arguments centred around the concepts of “irregular” mobility, “national” identity, and “exclusive” citizenship. More specifically, it is demonstrated that both the Malaysian and Australian governments have projected asylum seekers in the public realm primarily as “illegal” through their undocumented mobility, and within this discourse as “threats” to national identity and security and therefore “unworthy” of citizenship privileges through resettlement or local integration. It is argued that each government has used trajectories specific to their own nation-building process to make their arguments more relevant and appealing to their constituents. A key premise of this article holds that an understanding of the rationale underpinning each government's asylum approach will contribute to establishing more open and constructive regional dialogue around the asylum issue.  相似文献

We compare the long-run labour market integration of the Former Republic of Yugoslavia (FRY) refugees who arrived in the 1990s to the Scandinavian countries in the settings of Sweden and Denmark, respectively. These otherwise similar countries faced different economic conditions at the time of arrival and over the observation period. They also differed in terms of the restrictiveness of asylum policies and in attitudes towards immigration. Using register data from Statistics Sweden and Statistics Denmark, we show that FRY refugees, in both child and adult generations at arrival, are better integrated 12–15 years later in Sweden than in Denmark, even though Sweden experienced a higher level of unemployment than Denmark throughout the period. Our findings suggest that asylum policies promoting early labour market entry and early exposure to a host country's schooling system, as well as access to disability pension and social assistance, are important factors affecting refugee labour market integration.  相似文献

There has been a long tradition in the Ottoman Empire and the Turkish Republic of receiving refugees. There were Jewish refugees from the Spanish Inquisition, Hungarians and Poles fleeing revolts in 1848-9, and those of Turkish descent and usually from the Balkans. Concurrent with this trend is the history of refugees and immigrants leaving Turkey, such as many Armenians, Greeks and Jews leaving at the turn of the century, and after 1923 and the Treaty of Lausanne. Little is currently published on the topic. This article defines a refugee; provides an overview of the refugee problems of the 1980's due to Bulgarian, Kurdish, and Turkish refugees; and the legal and political aspects. As a country of origin, there is discussion of the political and economic aspects of Turkish asylum seekers in Europe. The potential refugee flows to and from Turkey are also examined. I) For this study, refugees are victims of political violence and are persecuted for political or religious beliefs, ethnic or racial background, or war. In Turkey, there are national refugees, international refugees outside the Convention, and UNHCR Convention refugees. During the 1980's all 3 groups were arriving: from eastern Europe, Iranian Kurds, Iraqis, and ethnic Turks from Bulgaria and Afghanistan. The Turkish restricted acceptance of the 1951 Convention on Refugees creates serious humanitarian and security consequences for refugees other than those from eastern Europe and of Turkish ethnicity. Political considerations play an important role in treatment where security threats outweigh humanitarian need. The case is given for Kurdish refugees. II) Asylum seekers from Turkey in Western Europe was determined between 1986-90 to be 185,000 from applications. These figures have risen steadily due to the political instability and military activity of areas bordering Iraq and Syria, the Emergency Region. In addition there are economic and employment problems, and there has been a suspension of human rights. Europe in return has tightened legislation and procedures to differentiate economically motivated refugees from authentic political asylum seekers. Further research is needed to investigate refugee problems. Further refugees may come due to the promotion of a Black Sea Cooperation Region and easier crossings of borders to the former Soviet Republics. Ethnic Turks in Moldavia or Romania or Bulgaria may leave due to unrest. Factors affecting asylum seekers are improvements in Turkey's human rights record, repeal of bans of the Kurdish language, completion of the South Eastern Development Project, and the European government policy on asylum.  相似文献

ABSTRACT

The multidimensional needs of recently resettled refugees have been well documented and range from elevated rates of mental illness and health care challenges to difficulties accessing resources due to language and literacy barriers. These factors are largely responsible for the challenges resettled refugees face in acquiring and maintaining stable employment. It is possible that achieving financial stability through steady employment and purposeful money management may alleviate some stressors associated with the resettlement process, though research in this area that is specific to refugees is in its infancy. What is clear, however, is that a traditional approach to mental health treatment (i.e., therapy in a traditional office setting) may lack effectiveness because of the lack of attention to extraneous stressors such as poverty, transportation, and language and literacy challenges that impact resettled refugees. The purpose of this study was to qualitatively assess the impact of a group-based financial education course and social enterprise on the self-reported mental health (i.e., post-traumatic stress symptoms, depression, anxiety, and somatization) of Bhutanese refugee women resettled in the United States. The study also sought to evaluate the acceptability and overall satisfaction with various components of the intervention. This qualitative study was a follow-up to a larger quantitative study that included 65 Bhutanese women who were resettled to the southwestern United States by a large resettlement agency. The results of this study offer insights into the lived experiences of Bhutanese refugees in the United States, particularly related to cultural integration bolstered by group-based education and shared learning opportunities.  相似文献

The Republic of Ireland is rapidly developing immigration legislation and policies to respond to its relatively new status as a destination for asylum seekers and refugees within the European Union. New political definitions of asylum seekers and refugees are being constructed in a country with its own history of mass emigration. At the same time, the economic growth that is making Ireland a more attractive destination for asylum seekers and refugees has also fuelled an unprecedented expansion in the employment of social workers. Specialized services are now being developed for unaccompanied children who are seeking asylum. This expansion in the number of social workers and growth in service provision has led to little professional debate about the role of social workers with asylum seekers and refugees. This paper examines the questions raised by the provision of social work services to these children and considers the wider implications for the development of the social work profession and social work practices in Ireland.  相似文献

This paper explores the process of resettlement among recent refugees in Perth, Western Australia. We propose four refugee resettlement styles created through the interaction of a number of factors. These factors can be clustered as: (1) the social features of refugees (their human, social, and cultural capital), and (2) the host society's responses to refugee settlers (Australia's resettlement policy and services and the broader influence of the host society's responses to refugees). We propose that refugees approach their resettlement in predominantly active (“achievers” and “consumers”) or passive (“endurers” and “victims”) ways and that these are differentially successful strategies. Medicalization of the refugee experience in Australia is a factor that may influence refugees to adopt a passive “victim role”, so we propose that a greater emphasis during early resettlement should be placed on refugees' own culturally defined priorities such as employment and stable housing. The argument developed in this paper is supported by data from two qualitative research projects conducted in Western Australia. The fieldwork consisted of interviews, focus groups, and participant observation, and targeted refugees from the former Yugoslavia and the Horn of Africa who arrived in Australia during the 1990s and 2000s, as well as resettlement service providers.  相似文献

This article explores the process of agency and empowerment through a case study of a group of young East Timorese asylum seekers who arrived in Australia during the 1990s. Using Bourdieu's concept of habitus and his theory of practice, the article considers how the asylum seekers dealt with the challenges of exile and adjusted to Australian society. In addition to the difficulties asylum seekers normally face in exile, such as limited financial and social support and coping with trauma and loss, the East Timorese who arrived during the 1990s faced particular challenges due to the Australian Government's treatment of their cases. The article argues that, despite their vulnerable and liminal position, the asylum seekers were not just passive victims. On the contrary, they were active agents who through practice, consciously or unconsciously, dealt with their liminal situation. Their power to act was positively affected by their young age upon arrival.  相似文献

Between 2001 and 2003, 14 assessed placements were provided for social work students through students creating a ‘virtual’ agency offering a service to refugees and asylum seekers. Drawing on research in progress regarding a unique project in South West England, this paper explores an inclusive model that creates a context for students to integrate theory and practice at the cutting edge of professional practice.

The START project is a service to refugees and asylum seekers, a group that experience acute social exclusion and media‐induced hostility, provided for two years entirely by students as part of their professional course requirements. Holistic, needs‐led assessment, cultural sensitivity and advocacy by students allow families and unaccompanied minors to access otherwise inaccessible resources.

In the current context of changing arrangements for practice assessment, emphasis on multi‐disciplinary learning and service user involvement, this offers an alternative to the ‘apprenticeship’ model for students in developing a secure professional identity. Student learning is framed as contribution rather than burden in the organisational and employment arena and service‐user outcomes have been dramatic. The focus of this paper is on the educational impact from the perspectives of students and practice teachers and an alternative model of practice learning.  相似文献

Refugees and asylum seekers face challenges after arriving in a host country. They carry the trauma that they may have experienced in their countries of origin, during fight, and in countries of asylum. Other stressors impact on their adjustment after arriving in the United States including basic needs such as food, clothing, and shelter. This is a retrospective review of data collected as part of a needs assessment by a program, which serves survivors of torture and refugee trauma. Asylum seekers (n=65) and refugees were compared (n=30). Asylum seekers were more apt to be from Africa (p<.001), need family reunification (p=.027), speak more languages (p<.001), suffer from political persecution (p<.001), move from place to place due to not having a permanent place to live (p=.031), and be unable to contribute to the rent (p<.001). Unadjusted, asylum seekers were also more likely than refugees to have gone to bed hungry in the previous two weeks (p<.001) or since arriving in the United States (p<.001). Refugees were more likely to be eating more food now than before feeing, and asylum seekers the opposite (p<.001). Being an asylum seeker made one 3.7 times more likely to suffer from food insecurity than being a refugee, and 5.3 times more likely to not have work authorization. Among asylum seekers, adjusting for gender, age, education, lack of permanent housing, English fluency, and self-reported health status, not having work authorization made one 5.6 times more likely to suffer from hunger. Independently, being a torture survivor made one 10.4 times more likely to suffer from hunger. Asylum seekers must wait 150 days before applying for asylum in the United States. For humanitarian reasons, mandatory-waiting periods for work authorization for asylum seekers should be eliminated.  相似文献
