This article explores some of the problems connected with building a system of foster care and family placement in Bulgaria. Based on an analysis of the situation of children at risk, especially that of institutionalized children, some directions are presented here, which could help and support the transition to a system of foster care. The short Bulgarian experience in this sphere, which took place first in the early 1940s, and subsequently after the democratic reforms in 1989, has been the starting point of this analysis, and is proof of the responsibility Bulgaria has taken for establishing a sound working system for children's protection.  相似文献

Mechanisms producing positive change in troubled families were analysed. The study aimed to answer the questions: What kind of case and client outcomes does intensive family work (IFW) produce for child welfare clients? From the perspective of family workers, what kind of critical factors for positive child, parent and family outcomes can be identified? The study used child welfare case files of 35 families with 93 children from one social office and interviews with 20 family workers and IFW managers in 5 municipalities in Finland. The shades of worries scale was used in evaluating the change in each family's situation. The case outcome measures for children included changes in the child's status in open care, short-term placement or foster care. During IFW, positive changes took place in 23 families out of 35 (66%). Twenty-seven children from 16 families did not continue as child welfare clients. Eleven children were placed into foster care during IFW and two years after it. The critical processes for outcomes included time, trust building and engagement, practical help, facilitating communication and guaranteeing the best interest of the child. IFW was considered effective for positive outcomes for the majority of families with complex needs.  相似文献

Entry to institutional care is being used as an ineffective and expensive response to child and family poverty in a number of countries. In this paper, the practice of using institutional care for children in poverty is examined, drawing on case studies from three countries–the Republic of Moldova, Bulgaria, and Sri Lanka. Research findings reveal that poverty is a major underlying cause of children being received into institutional care and that such reception into care is a costly, inappropriate, and often harmful response to adverse economic circumstances. We suggest that alternatives to care may be funded from resources currently committed to institutions by developing a policy of gatekeeping. However, alternative strategies must be responsive to local conditions, and all such strategies need to be developed in consultation with children, their families, and communities.  相似文献

Abstract For many middle‐income Asian families from the region's less developed countries, the education of children in a more developed country has become a major ‘project’ requiring the transnational relocation of one or more members of the family. As an aspiring global education hub, Singapore has been a recipient of many international students. In our article we examine the case of ‘study mothers’ from the People's Republic of China who accompany their children to Singapore during the course of the latter's study, while leaving their spouses at home. In the analysis we demonstrate that the transnational ‘project of education’ for these young Asian children hinges crucially on the notion and realization of the ‘sacrificial mother’. Unlike the women in elite Chinese transnational families who enter western countries as potential citizens and are able to regain their relatively privileged lifestyles after a period of transition, the study mothers are admitted to, and remain in, Singapore as transient sojourners whose lives are characterized by continuing challenges and fluidity.  相似文献

Uighur families in Ürümqi, the capital of Xinjiang Uighur Autonomous Region in Northwest China, have undergone tremendous changes since 1949 and the start of People's Republic of China era. In the first decade of the PRC era Ürümqi experienced tremendous population growth among both the Han and Uighur population as well as going through an intense industrialisation process initiated by the central government. As urbanisation and industrialisation have continued until the present Uighur families have responded to these changes by initiating childbearing strategies that take into account government policy as well as their own interests. William Goode's convergence theory of family characteristics has helped conceptualise how families across diverse cultures change their decisionmaking strategies over the course of the transition to modernity. Uighur couples have had increasingly fewer children over the decades, based on factors they share in common with other modernising societies such as the late age of marriage, the increased power of women to regulate their births, the expense of raising children, and the difficulties of finding childcare. Goode's theory, however, does not account for the influence of a strong state which has proved to have a major influence in the decision of many Uighur couples to stop at one child.  相似文献

Collaboration is recognised as a key factor influencing the success of efforts to reunite children with their family following a protective intervention and a period in out-of-home care. Until now, little research has explored the possibilities of collaboration in this context, especially between parents and foster carers. This qualitative, interpretive study asked child protection caseworkers involved in restoration cases about their perceptions, perspectives, and experiences of collaboration between parents and carers. In-depth interviews were conducted with six caseworkers from five locations in New South Wales. The study found that caseworkers identified factors that influence the development of collaboration. These factors include trust, motivation and willingness, knowledge, and agreement. They also described strategies for promoting these factors in their casework. The research highlighted that a collaborative relationship between parents and carers can be facilitated through casework practice that considers certain factors and that strategically addresses the barriers to collaboration.  相似文献

Abstract

In spite of a high investment in out-of-home care services across Australia, the educational attainment of children in care remains an issue of concern. This paper discusses findings from a study designed to identify the factors that promoted educational attainment of children in care based on 18 university-educated women with a care background. The narratives of these women from primary schooling through to graduating from a university were collected and analysed using narrative inquiry. The women's narratives strongly suggested that the educational needs of children in care vary according to individual care circumstances and individual characteristics, and can be identified in five groups: Destined, Decision, Determined, Denied, and Delayed. It was concluded that the promotion of educational attainment for children in care requires carefully tailored support and resources following assessment based on this information.  相似文献

African American children are more likely than any other racial or ethnic group to live in kinship care, yet there is little empirical knowledge available to help understand the attributes of these families that contribute to children's development of competence. This study analyzed existing longitudinal data to explore the family-level factors that promote these children's competence. Hierarchical linear modeling revealed that average quality of the biological mother's relationship with child, the quality of the biological father's relationship with child, and kinship care family functioning predicts children's average competence. Additionally, changes in family resources and family functioning over time are related to corresponding changes in children's competence levels. Results from this study highlight that African American informal kinship care families possess the strengths and resources that contribute to children's competence.  相似文献

In this article, I investigate the roles of grandparents for second‐generation immigrants who live with their parents in a different country from their grandparents. I draw on in‐depth interviews with second‐generation Vietnamese immigrants living in the Czech Republic, where they are very often raised by Czech caregivers. The carers and the children are joined through the process of caregiving and become grandmothers and grandchildren to each other. The analysis focuses on how the interviewees make sense of, interpret, and understand their roles as grandchildren vis‐à‐vis their Czech and Vietnamese grandmothers. It shows how, after migration, the kinship ties are performed, negotiated, and reproduced on a micro level of everyday life, with tasks of caring, homeland visits, and a transnational/face‐to‐face maintenance of intimacy. The article concludes that grandparents play an important role in the grandchildren's sense of belonging both to their family kin and to the homeland.  相似文献

This article presents the findings of an empirical study exploring the sustainability of the substitute family in supporting children separated from their families during Mozambique's 16‐year civil conflict. It describes shifts in the boundaries that have defined arrangements for the care of children separated from their normative family care givers and shows that, contrary to received wisdom based on traditional forms of child care, children and substitute families have achieved lasting relationships through new forms of mutual support that typify indigenous coping mechanisms in times of stress.  相似文献

There is currently limited understanding of biological children of foster carers and their experiences of foster care placements. This article presents findings from focus groups with biological children that shed light on their perspectives and experiences. Findings indicate biological children are competent social actors who contribute to, and seek to influence, the care environment in their homes. However, due to a lack of recognition, information, and support, biological children’s agency is constrained and their challenges exacerbated. This article argues for increased recognition, information and support for biological children, advocating for a “whole-of-family” approach to foster care practice and policy.  相似文献

ABSTRACT

Foster families provide safe and stable homes for children and youth who are removed from their homes due to maltreatment. Despite the stressors associated with bringing children in and out of a family’s home, many maintain healthy family functioning and continue fostering for many years serving an essential function in the child welfare system. This study sought to understand the factors that explained higher levels of family functioning within foster families. Collaborating with one statewide public child welfare agency, 681 licensed foster parents participated in an online survey that examined the association between family functioning with family strengths and risk factors. Findings from this study can inform strengths-based practice including training, assessment, and interventions for new and existing foster families to strengthen families and improve the well-being of children and youth in their care.  相似文献

The perceptions of 111 New Zealand children from different family structures and cultures were examined. Lone‐parent families, blended families, extended family, non‐residential parents and couples with children were highly endorsed. No great distinctions were made between married and cohabiting couples when the relationship included children. Definitions of family frequently mentioned affective factors. In comparing ethnic groups and family structures some differences were noted, but in general children have many similarities in their family concepts. Comparisons with a recent study of adolescents did not reveal clear‐cut developmental sequences in young people's perceptions. The article explores how homelessness may impact on the educational participation of children and young people in families living in emergency accommodation in Dublin. Many difficulties arise in terms of maintaining consistent schooling for children when they are part of a homeless family, including problems getting to and from school if living at a distance from their original schools, frequent changes in school and inadequate facilities and overcrowding in their temporary accommodation. Despite the many difficulties involved in maintaining children's regular school attendance, it is evident that school may represent the only stability for a child in an otherwise insecure and changing routine. Abstract

Care leavers in Russia represent one of the most disadvantaged groups in society. However, they have rarely been the focus of welfare policy debate and they receive little or no support in their independent living. This paper presents the findings of a survey of Russian care leavers. The emphasis is on care leavers' experiences of the Russian institutional care system, and the issues that impacted on their postcare transition to adulthood. A number of factors were found to influence the wellbeing of care leavers, including placement instability, institutional isolation, poor education, stigmatisation of care leavers, relationships with “houseparents”, and supportive and often challenging friendships. Findings are discussed in relation to debates about the degree and nature of institutional care of children in Russia and elsewhere.  相似文献

There are concerns for the stability and outcomes for children in care amongst policy makers in England and many other countries. The goal of permanence for children separated from their birth families and in the care of the state has dominated child care policy and practice in the UK, the USA and Canada since the 1980s, but the meanings of permanence in terms of stability, emotional security and family membership into adulthood are complex and the placements and legal status thought best able to achieve permanence are contested.This research was an investigation of planning for permanence in long-term foster family care in England, where it is accepted by policy makers that this is a legitimate permanence option. The aim was to consider the fit between the planning and reviewing systems designed to achieve permanence in foster care and the reality of planned permanent placements as experienced by foster children and foster carers.Results suggested that although committed relationships within the foster family were helping children to feel a sense of permanence and to become part of the family, planning and reviewing procedures required by corporate parenting were often not adapted to the special nature of these foster placements. It was concluded that although planning and reviewing systems need to be rigorous, they also need to be more child and family sensitive in permanent placements.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. This article describes the use and prevalence of institutional or residential care of children in Europe. It looks at systems in Western European countries and in countries of Central and Eastern Europe and discusses some of the difficulties in making comparisons across and within Europe. The author takes a wide view of the available literature, government and non-governmental statistics and case studies across the continent of Europe. Taking account of regional and national variations, he describes two broadly different approaches for children and their families and identifies trends in institutional and non-institutional care in the continent of Europe.

In Western Europe there has been a marked reduction in the use of residential care, accompanied by the development of non-institutional family based care and support services. Whilst there are good child-centred reasons for this shift in provision, some countries have gone too far in reducing residential care and are facing a shortfall in suitable foster carers. The financial costs of both residential and family based services remain high at a time of resource restraints. In the countries of Central and Eastern Europe some family based alternatives to institutional care are emerging, usually within the international non-governmental sector. However, children in out-of-home placements throughout the region continue to enter, and remain in, the same kinds of large, isolated and impersonal institutions that existed before the economic and political changes of the late 1980s.

The writer uses his teaching experience in Romania over the past four years to illustrate the development of small-scale social work initiatives in that country and calls for further developments in legislation and policy to support the practice of the emerging profession of social work.  相似文献

Fathers' roles in family life have changed dramatically over the past 50 years. In addition to ongoing breadwinning responsibilities, many fathers are now involved in direct caregiving and engagement with children. Yet there is considerable variation in what fathers do, especially depending on whether they live with or away from their child. In this article, the authors use data from the Fragile Families and Child Wellbeing Study (N = 3,869) to describe how fathers' economic capacities (money) and direct involvement with children (time) are associated over child ages 1 to 9 for resident versus nonresident fathers, net of confounding factors. They found suggestive evidence that money and time investments operate differently across residential contexts: Resident fathers experience a trade‐off between market work and time involved with children. In contrast, nonresident fathers' higher economic capacities are associated with more time involvement, underscoring the greater challenge for such fathers to remain actively involved.  相似文献
