One hundred and seventy-seven cases profiling organizational decisions were analyzed to determine how managers carry out formulation as they initiate a decision-making process. Analysis revealed that formulation was carried out by applying problem, idea, target, and reframing tactics. Decision adoption rates, decision value, and time to carry out the decision-making process were used to determine the success of these tactics, controlling for situational effects of importance, urgency, resources, and management level. Reframing was found to be the most successful tactic under all conditions, but was the least frequently used by decision makers. Problem and idea tactics were the least successful and success did not improve with additional resources, but these tactics were used more often than the other tactics. Problem tactics were even less successful when applied to urgent and important decisions. Target tactics were surprisingly effective for crises and important decisions. Decision makers seem prone to use ineffective formulation tactics and give little consideration to the opportunities or constraints imposed by the situation as a tactic is selected.  相似文献

Multi‐organizational collaborative decision making in high‐magnitude crisis situations requires real‐time information sharing and dynamic modeling for effective response. Information technology (IT) based decision support tools can play a key role in facilitating such effective response. We explore one promising class of decision support tools based on machine learning, known as support vector machines (SVM), which have the capability to dynamically model and analyze decision processes. To examine this capability, we use a case study with a design science approach to evaluate improved decision‐making effectiveness of an SVM algorithm in an agent‐based simulation experimental environment. Testing and evaluation of real‐time decision support tools in simulated environments provides an opportunity to assess their value under various dynamic conditions. Decision making in high‐magnitude crisis situations involves multiple different patterns of behavior, requiring the development, application, and evaluation of different models. Therefore, we employ a multistage linear support vector machine (MLSVM) algorithm that permits partitioning decision maker response into behavioral subsets, which can then individually model and examine their diverse patterns of response behavior. The results of our case study indicate that our MLSVM is clearly superior to both single stage SVMs and traditional approaches such as linear and quadratic discriminant analysis for understanding and predicting behavior. We conclude that machine learning algorithms show promise for quickly assessing response strategy behavior and for providing the capability to share information with decision makers in multi‐organizational collaborative environments, thus supporting more effective decision making in such contexts.  相似文献

Expert systems offer promise for decision-making support in stressful circumstances such as those that occur when law enforcement officials respond to hostage-taking incidents. These are life-or-death situations in which the costs of decision error are enormous. This paper reports on an expert system being developed and tested to aid police decision makers in hostage-taking incidents. Knowledge is represented by rules embedded in an incident-based decision-tree network. Four different decision makers who have similar but distinct information needs are supported and their efforts are coordinated by the system, which must function in real time as the crisis unfolds. Clear, concise, highly focused dialogue is required at the user interface since frequently only seconds are available in which to make a decision and implement it.  相似文献

This article reports a case study of how organizational antecedents, specifically leadership choices, decisions, culture, and organizational learning, impact and construct the corporate social responsibility (CSR) initiatives of a Canadian mid‐tier mining firm operating in Ghana. The primary objective of the article is to demonstrate, through an in‐depth study of a single case, that organizational‐ and firm‐level antecedents are a powerful tool for understanding how ethical, socially responsible, and community‐relevant behaviors of a mining firm in a developing area come to be constructed. The article thus contributes to the conceptual and applied literatures on CSR by suggesting that much as the voice of moral suasion, advocacy, and critical censure have been important motive forces behind CSR efforts, it seems that the sustainability and community relevance of CSR efforts are linked to identifiable internal response mechanisms that dispose or enable firms to behave in responsible ways.  相似文献

The organizational preconditions to major systems failures are seen as increasingly important for risk management. However, existing empirical attempts to study safety culture and its relationship to organizational outcomes have remained fragmented and underspecified in theoretical terms. This is despite the existence of a number of well-developed theories of organizationally induced accidents and disasters. Reasons for this disfunction of theory and practice are first considered. The paper then outlines four key theoretical questions for safety culture researchers: the fact that culture acts simultaneously as a precondition both for safe operations and for the oversight of incubating hazards (the paradox of 'safety' culture); the challenge of dealing with complex and ill-structured hazardous situations where decision makers are faced with deep forms of uncertainty represented by incompleteness of knowledge or ignorance; the need to consider the construction of risk perceptions in workgroups, and to view risk acceptability as the outcome of a process of social negotiation; and the fact that institutional politics and power are critical for determining the achievement of safety culture goals, and in particular that of organizational learning.  相似文献

The U.S. government recommends that hospitals adopt Computerized Provider Order Entry (CPOE) systems to improve the quality problems that plague U.S. hospitals. However, CPOE studies show mixed results. We hypothesize that CPOE effectiveness depends on the prevalence of patient safety culture within a hospital. Using organizational information processing theory, we describe how patient safety culture and CPOE enable healthcare organizations to better process information. Specifically, we posit that CPOE complements some aspects of patient safety culture and substitutes for others. Using ridge regression, we empirically test this proposition using data from 268 hospitals and multiple data sources. Results show that while CPOE complements the patient safety dimensions of handoffs and transitions, feedback and communication about error, and organizational learning, CPOE substitutes for the dimension of management support for safety, in the context of our dependent variable. As organizations work to implement new systems, this research can help decision‐makers understand how culture impacts such initiatives and account for culture when anticipating effects.  相似文献

The purpose of this empirical study was to explore the perceptions of Argentinean managers and non-managerial employees about managerial and leadership effectiveness, and the extent to which the findings are generalized to other countries. The central research question addressed was as follows: How do people employed in Argentinean companies behaviourally distinguish effective managers from ineffective managers, and to what extent are the findings culture-specific or context-general? A total of 42 employees from private and public sector organizations in Cordoba, Argentina, were interviewed using critical incident technique. The interviews generated 302 critical incidents of which 155 were examples of positive (effective) managerial behaviour, and 147 of negative (ineffective) managerial behaviour. The findings suggest that Argentineans perceive as effective those managers who are supportive, considerate, motivating, caring, good decision makers, approachable, participative, fair-minded, communicative, actively involved, and who act as role models. This challenges the widely held belief that Argentineans prefer authoritarian managers over democratic ones.  相似文献

While many IT security incidents result in relatively minor operational disruptions or minimal recovery costs, occasionally high-impact security breaches can have catastrophic effects on the firm. Unfortunately, measuring security risk and planning for countermeasures or mitigation is a difficult task. Past research has suggested risk metrics which may be beneficial in understanding and planning for security incidents, but most of these metrics are aimed at identifying expected overall loss and do not directly address the identification of, or planning for, sparse events which might result in high-impact loss. The use of an upper percentile value or some other worst-case measure has been widely discussed in the literature as a means of stochastic optimization, but has not been applied to this decision domain. A key requirement in security planning for any threat scenario, expected or otherwise, is the ability to choose countermeasures optimally with regard to tradeoffs between countermeasure cost and remaining risk. Most of the planning models in the literature are qualitative, and none that we are aware of allow for the optimal determination of these tradeoffs. Therefore, we develop a model for optimally choosing countermeasures to block or mitigate security attacks in the presence of a given threat level profile. We utilize this model to examine scenarios under both expected threat levels and worst-case levels, and develop budget-dependent risk curves. These curves demonstrate the tradeoffs which occur if decision makers divert budgets away from planning for ordinary risk in an effort to mitigate the effects of potential high-impact outcomes.  相似文献

Two experiments tested the effects of organizational identification on individual decisions to cooperate. These decisions occurred in the context of a nested social dilemma in which individuals, subgroups, and the larger collective each held distinct and incompatible interests. In Study 1, when the two subgroups in the dilemma were from different real organizations, higher organizational identification caused lower cooperation with the collective (and higher cooperation with the subgroup) when the opposing organization had a purportedly individualistic culture and reputation. The results of Study 2 supported this interpretation by showing that organizational identification had a negative effect on collective cooperation, and a corresponding positive effect on subgroup cooperation, when decision makers perceived the opposing department to have an individualistic reputation. I discuss the implications of these results for organizations that try to elicit cooperation by fostering members’ organizational identification.  相似文献

The comply-or-explain principle is a central element of most codes of corporate governance. Originally put forward by the Cadbury Committee in the UK as a practical means of establishing a code of corporate governance whilst avoiding an inflexible “one size fits all” approach, it has since been incorporated into code regimes around the world. Companies can either comply with code provisions or may explain why they do not comply, i.e., why they deviate from a code provision. Despite its wide application very little is known about the ways in which comply-or-explain is used. In addressing this we employ legitimacy theory by which explanations for deviating can be understood as means of legitimizing the company’s actions. We analyzed the compliance statements and reports of 257 listed companies in the UK and Germany, producing some 715 records of deviation. From this we generated an empirically derived taxonomy of the explanations. In a second order analysis we examine the underlying logic and identify various legitimacy tactics. We discuss the consequences of these legitimacy tactics for code regimes and the implications for policy makers.  相似文献

We present an experimental study of the price‐setting newsvendor problem, which extends the traditional framework by allowing the decision maker to determine both the selling price and the order quantity of a given item. We compare behavior under this model with two benchmark conditions where subjects have a single decision to make (price or quantity). We observe that subjects deviate from the theoretical benchmarks when they are tasked with a single decision. They also exhibit anchoring behavior, where their anchor is the expected demand when quantity is the decision variable and is the initial inventory level when price is the decision variable. When decision makers set quantity and price concurrently, we observe no significant difference between the normative (i.e., expected profit‐maximizing) prices and the decision makers’ price choices. Quantity decisions move further from the normative benchmarks (compared to when subjects have a single decision to make) when the ratio of cost to price is less than half. When this ratio is reversed, there is no significant difference between order levels in single‐ and multi‐task settings. In the multidecision framework, we also observe a tendency to match orders and expected demand levels, which subjects can control using prices.  相似文献

The paper compares theories of organizational governance that explain delegation in decision making in terms of administrative rationality on the parts of top corporate officials with theories that emphasize lower-level actors mobilizing resources to gain control over organizational outcomes. These two alternative theories are developed and extended to apply to the relationship between manufacturing plants and parent companies. A general model is introduced to compare these theories which includes characteristics of parent companies and site environments, site resources, and delegation. Managers are responsible for providing effective information technology governance of the software development process. Ineffective governance leads to serious resource misallocations and negative consequences concerning Sarbanes‐Oxley compliance. In order for managers to make informed decisions about software development projects, they often need more information than is available through normal information channels, that is, they need an in‐depth review of the at‐risk project. Such in‐depth reviews, however, are costly. Hence, accurate identification of at‐risk projects for in‐depth review is critical to management's ability to govern. This research considers how two factors, information load and time pressure, affect the quality of the project‐selection process. We examine quality by observing the decision strategies involved and then relating these strategies to subsequent decision making. An experiment was conducted with experienced information systems auditors using a combination of policy‐capturing and computerized process‐tracing techniques. The participants in our study cope with information overload by accelerating their decision‐making process and adopting noncompensatory decision processes. Contrary to prior research, our process‐tracing analysis suggests that participants rarely filter information, thus implying that decision makers are unable to process all the information. Coping by resorting to noncompensatory strategies did not decrease decision quality unless combined with accelerated information processing. Participants also increase their weight on the software project risk factors that they repeatedly access and that they view for longer periods of time. The theoretical contributions and practical implications regarding what actions managers can take to reduce the negative impact of information overload are discussed.  相似文献

Empirical studies of decision making seldom consider the intelligence gathering activities required for decision making. In an attempt to fill this void, this study set out to identify and assess some of the key steps in gathering intelligence, considering the difficulty of the decision and available resources. The study found performance gapping and premising to be crucial activities and explored how each is carried out. A variety of premising and gapping tactics were uncovered, with some having better success than others. These tactics were found to influence the search approach selected to uncover alternatives and the success of the resulting decision. The best results were noted when search efforts are guided by needs documented with a quantitative performance gap; and when formal search or negotiation is used to identify alternatives. These findings hold for decisions that have high and low difficulty and for those with high and low resource support. The implications of these findings for decision makers and decision making are discussed.  相似文献

It is critical for information and communications technology (ICT) companies to carry our effective power planning, in order to support the growing number of services they provide, and this traditionally relies on the tacit knowledge and experience of senior staff. The loss of such domain knowledge resulting from the retirement of staff is an important issue for organizations such as Chunghwa Telecom (CHT), the largest ICT operator in Taiwan. This study thus develops a systematic power planning model using a multi-criteria operational performance evaluation. A group version of the fuzzy repertory grid and fuzzy TOPSIS approaches is applied to elicit a set of evaluation criteria that senior staff agree on, and then the priorities of the telecom rooms are evaluated against this. In addition, a new factor, reflecting the attitudes of the decision makers with respect to the degree of strictness, is defined to determine the superiority and inferiority of each alternative compared to the others. Furthermore, a novel decision aggregation strategy regarding the degree of variation among decision makers is proposed, and a quantitative assessment is carried out to analyze its impact on the ranking results in an objective manner. The proposed model may help ICT organizations to more effectively manage their power resources, and thus obtain competitive advantages.  相似文献

The Outsourcing Game is a role‐play simulation that has been deployed in industry and academic training courses worldwide. It incorporates the concepts of hidden actions, hidden information, and misaligned incentives, and conveys messages about power, trust, and reputation. The game depicts the adventures of Acme, the brand owner of a product manufactured by an outsourced supply chain. Through a series of negotiations, Acme attempts to influence its partners (two suppliers and two service providers) by distributing its procurement “spend.” These partners, in turn, sway each other via side payments. To simulate the non‐linear shifts in power that occur as outsourcing increases, we represent decision‐making by a voting scheme with uneven vote allocations. This paper analyzes a database of game results to reveal behavioral factors that can undermine conspicuous win–win process improvements. For instance, preferences can be sensitive to the sequence in which the alternatives are encountered; decision‐makers might value not only their own rewards, but also fairness in the allocation of total gains; and effectiveness of negotiation tactics will vary with community norms of acceptable behavior. Along the way we extend the political economics literature about power in block‐based voting by proposing a heuristic approach for incorporating voter preferences.  相似文献
