Many child protection systems struggle to implement effective models of frontline practice in the context of high caseloads, increasing costs, and compliance‐focused bureaucratic cultures. This article discusses changes brought about by “Practice First,” a framework for practice introduced to improve the quality and effectiveness of child protection work in New South Wales, Australia. Findings drawn from quantitative and qualitative research with practitioners show that the initiative was effective in changing cultures of practice. It enabled workers to spend more face‐to‐face time with families and build relationships and was perceived to improve the quality of decision‐making. At the same time, the article highlights difficulties in attempting to embed change in practice cultures when broader systemic challenges persist.  相似文献

Social workers in diverse service systems throughout the United States encounter many opportunities for improving quality of life for people with dementia and their families. Yet practice with this population is unclearly defined and a core set of competencies for such practice does not yet exist. Instead, it is shaped by roles within aging and health systems. These roles are informed by a biomedical disease model of dementia. This article examines social work practice and its connection to evolving views on aging and senility throughout the 20th century. New directions for practice are recommended to improve services for individuals with dementia.  相似文献

Change within social work organizations is incessant. This has implications for senior managers and elected members who have to manage these changes. The Department of Health has introduced new guidance entitled the Framework for the Assessment of Children in Need and their Families ( Department of Health 1999a ). The guidance is based on a number of principles that require an attitudinal shift in terms of assessing ways of safeguarding children and promoting their welfare. This paper describes strategic approaches to the effective introduction of the framework within social services departments and other child welfare organizations. Two models have been adapted from practice: the actual framework for assessing children and their families and the Protchaska and DiClementi model of change. These models complement each other. The adapted Assessment Framework provides a structure to assess the readiness of the organization for the implementation of the new framework. The model of change provides a schema for planning, implementing and reviewing the introduction and operation of the Framework for the Assessment of Children in Need and their Families. Although the focus of the paper is the introduction of the new guidance , the models can be utilized by senior managers in any social care organization who are facilitating major changes in the organization.  相似文献

New Zealand is undergoing major change in service delivery to children and families. A new Ministry for Children Oranga Tamariki has been established to oversee 5 work streams, one of which provides intensive intervention with families requiring a statutory response to child protection concerns. The government minister responsible promised that the service would be child‐centred and trauma‐informed. To date, these terms remain undefined, and there is no shared understanding of their meaning. Practice frameworks to support the work of the new ministry are still being developed, creating something of a vacuum in the meantime. The focus of this paper is the challenge of implementing trauma‐informed practice in the child protection service provided by the Intensive Intervention work stream. Limited research or commentary on trauma‐informed practice in this context currently exists. Drawing on the relevant available literature, the concept and its application in child protection social work is explored. An ecological framework is used to discuss the changes needed to achieve this. Particular attention is paid to the impact of historical trauma for indigenous people due to New Zealand's colonial history and their over‐representation in care and protection services.  相似文献

Summary There are still a number of problems surrounding the relationshipbetween theories of social work practice and that practice itself.This paper examines the factors underlying those problems andemphasises their roots in the failure to examine the diversityof social work theories and practices. We refer to one attemptto resolve the problems—the distinction between ‘practicetheory’ and ‘theory of practice’—pointout some difficulties with it and suggest an alternative, three-folddistinction within theorising: between (a) materialist socialtheory, (b) strategic practice theory and (c) working concepts. As an example of how those distinctions can be used, we thenbriefly discuss the work of Oskar Negt and its introductioninto the Dutch welfare context, as it was the issues raisedby that which stimulated the ideas in this paper. We concludeby arguing that only this kind of perspective on theorisingcan produce ideas which are of real use to progressive socialwork practitioners.  相似文献

Social workers' interventions in support of children and their families have often proved a minefield of sort, filled up with conflicting demands, expectations and tasks. This paper sets the resulting debate in the context of both social policy orientations and social work cultures. It argues that partnerships between families and practitioners have to be understood as the result of a complex set of factors. Data from a qualitative study of social work professional cultures suggest that among practitioners, policy orientations intertwine with different styles of conceiving social work; accordingly, professional cultures play an important part in connecting, or failing to connect, child protection and family support.  相似文献

This article reports on Participatory Action Research with social work practitioners who collaboratively explored the effects on professional practice when practitioners raise their awareness of an ecosocial work approach. Although contemporary research in the profession has contributed to the ongoing development of ecosocial work, there is a notable lack of collaboration with social work practitioners. Using a transformative ecosocial work model of practice, researchers together with social workers from a range of practice contexts met as co‐inquirers to plan, implement and evaluate ecosocial work interventions. As part of a larger international study, this article reports on research outcomes within the Australian context. Overall, results indicate that practitioners incorporated interventions across personal, individual, group and organisational levels of practice, but were constrained by structural elements at broader levels. Continuing the development of ecosocial work requires further collaborative exploration with practitioners, which takes into consideration communities and broader social and political systems. Matching describes the process of selecting the substitute home for a child who needs to be placed away from the care of his/her birth parents. However, very little theorizing is done about matching and there is also a lack of systematic investigation into models of practice currently in use. Most importantly, very little is known about front‐line matching practices in different socio‐historical child welfare contexts. This paper aims to explore the concept of matching by addressing it theoretically and empirically as a decision‐making practice in social work. Based on the analysis of phone interviews (49) and focus group interviews (five groups with 18 child welfare practitioners) in Finland, we claim that matching includes a high degree of navigation: decision‐making balances between professional discretion, legal norms and principles, subjective views of the children and their parents as well as the economic and bureaucratic conditions of the service provision administration in the municipality. Navigation is shadowed by uncertainty and compromises. The analysis suggests that the notion of matching needs further analysis as it plays an important role in child welfare decision‐making. The interplay between front‐line practice and the socio‐historical context needs to be further addressed.  相似文献

This article explores how social justice has been defined in social work practice and contests the claim of some in our profession that direct practice and social welfare programs are incompatible with social justice, drawing on Foucault’s work on the inextricable link between power and knowledge. This article proposes that social justice “in the trenches” needs further theorizing. Literature supporting a view that direct practice is congruent with a social justice perspective is reviewed. Theory of recognition is introduced as a possible overarching theory to ground direct practice within a social justice framework.  相似文献

Within social work training and practice there is a firm emphasis on anti-discriminatory practice. At the same time, however, fathers are often marginalized or ignored in child protection practice. In suggesting a framework for practice we argue that it is essential to address the anomaly between the rhetoric and the reality of such practice if we are to provide a coherent child protection service. This paper addresses the limitations of current models of practice and traces the theoretical strands that influence them. It is essential that social work practitioners understand the role terms they use and the aim of engaging fathers. By beginning to unravel the differences between role and gender and unpicking the diverse (but overlapping) dimensions of fatherhood, it is contended that there is no definitive, dominant discourse regarding fatherhood in the same way as there is about motherhood. However, in conceptually recognizing these roles it is suggested that intervention can be planned in a way that explicates the specific aim of engaging men.  相似文献

For students, educators play a pivotal role in identifying andexplaining the knowledge that can guide social work practice.Yet there is an absence of educational tools that can assistthe educator with this objective. The knowledge spectrum frameworkis an innovative tool that was developed to explain the possibilitiesof what can inform social work practice. As a tool, it can beutilized to show that knowledge use in practice is a dynamicprocess, illustrating that knowledge can be created, modifiedand discarded by practitioners. The framework can also be utilizedto capture the complexity of knowledge used by recognizing boththe tacit (unconscious) and explicit (conscious) domains, therebyidentifying different knowledge use possibilities. Strengtheningstudents’ and/or practitioners’ ability to recognizeand identify the basis of their professional behaviour is criticalfor clear, knowledge-guided practice.  相似文献

The Frontline programme is a social work qualifying route, in England, featuring a different approach to curriculum design and delivery. Students are based in groups of 4, learning through practicing social work in a statutory child and family social work setting, alongside a Consultant Social Worker (in the role of practice educator). They are also supported by an Academic Tutor who works in partnership with the Consultant Social Worker to facilitate learning. A weekly “unit meeting” is a foundational aspect of the programme, providing opportunities for in‐depth discussion, teaching, and reflection on practice with families. The authors worked together over the first 2 cohorts of the programme and undertook action research to explore the learning opportunities that arise when academic staff and practitioners work side by side to support student learning in this model. Three broad themes were identified which were considered to be significant in helping students to learn which are explored in the paper:
  • Learning through engaging in joint dialogue about practice in a unit meeting
  • The influence of relationships on learning in social work
  • The importance of a connected model of learning which has practice with children and families at its heart

Taking a nomadic community in Inner Mongolia autonomous region of China as an example, this paper analyzes the local characteristics of chronic diseases suffered by families and nomads in the nomadic area of Inner Mongolia and puts forward the problem of ignoring the local cultural and ecological factors in the social welfare system dealing with the chronic diseases of nomadic area. The paper describes disregard of the welfare system, institutions, communities, families, and individuals of chronic diseases in the nomadic area and points out that social work practice research should be carried out based on the cultural and ecological relevance and local knowledge of the nomadic area. It is believed that the family healthcare model suitable for nomadic area has practical significance for effectively dealing with chronic diseases in the nomadic area.  相似文献

The ‘child’ in child welfare/protection is seen as a dependent waif and an object of interest, on whose behalf adults speak and act. An alternative perspective has argued for child‐centredness, and includes concepts of child liberation, rights and citizenship. Policymakers and practitioners who may accept the underlying principles may be concerned about the appropriateness and applicability of such principles in relation to practice with children and their parents in child welfare/protection cases. This paper discusses a conceptual framework for research that aims to explore participatory and child‐centred professional practice by critically evaluating and developing, for professional practice, the practical meanings of ‘participatory’ and ‘children as citizens’. We do not present research outcomes based on empirical data; instead, we present our conceptual framework as the first stage of research in progress into participatory and child‐centred professional practice.  相似文献

This article examines the accounts given by child protection practitioners of how the current economic climate has impacted on their practice. We build our discussion on empirical findings emerging from a small but rigorous qualitative research project conducted by one of the authors. This original study examined Scottish and Finnish social workers' perceptions of their abilities to engage effectively with children and families in what many have described as an “age of austerity.” It set out to explore challenges encountered in daily practice through a cross‐national comparative thematic analysis. The paper illuminates practitioners' shared reality of frontline practice in Scottish and Finnish contexts. Despite differing socio‐political environments, participating practitioners found austerity measures to impact negatively on both their professional resources and on the communities they work with. Significantly, practitioners regarded themselves as the key resource, taking individual responsibility to ensure families received a quality service. For many, austerity had resulted in greater empathy for families and awareness of the wider economic and structural impact on their lives. The increased centrality of social justice was pivotal to everyday practice.  相似文献

This paper explores selected findings from a qualitative study of the 1989 Children Act, which examined ways in which the new definitions of significant harm were being interpreted in practice. Significant harm is seen as a major site where state intervention and family autonomy are balanced, especially through establishing thresholds for intervention. The data are analysed in relation to the social work processes of assessment, intervention and evaluation. These are seen as a series of interactions between families and practitioners, in which goals are identified, methods used and resources mobilized. Key decisions and levels of change address the paramountry of the child's welfare. These processes are also under-pinned by new legislative requirements. The practitioners displayed their professionalism during a period of transition and change. Social work processes facilitated non-judgemental practices which empowered the families in the difficult circumstances of their lives. The paper concludes that balancing state intervention and family autonomy requires social work of a high order and a profound understanding of complex issues.  相似文献

Abstract

Despite the increasing pressure to measure social work practice skills and relate those activities to client outcomes and treatment costs, relatively little social work research has been devoted to the development of social work process instruments. The recent development of the Practice Skills Inventory has provided practitioners with a useful tool for measuring the frequency with which practitioners employ specific categories of common social work intervention skills. However, it is important to demonstrate that social workers employ these practice skills differentially depending on clients' presenting problems. The current study of 281 experienced MSW practitioners demonstrates that they, indeed, emphasize supportive, therapeutic, case management and insight facilitation skills differentially depending on the problems experienced by their clients. Implications for practice and evaluation research are addressed.  相似文献

Family homelessness is a key social issue across many European countries and is associated with uncertainty, a lack of safety and increased risks for children which can trigger the involvement of child welfare services. Living in homeless accommodation during the early years of a child's life also has the potential to impact on a child in many ways, for example, academically, physically, emotionally and socially. In the current paper, the authors review existing literature regarding the impact of family homelessness on children's development in order to identify key messages for social work practitioners working with children and families experiencing homelessness, for example, in the field of child protection and welfare. Findings reveal that family homelessness impacts on various aspects of a child's world and ultimately on their development, as a result of reduced social networks, inappropriate space to facilitate play, increased school mobility and school-dropout rates and increased levels of behavioural challenges and mental health concerns. These findings are discussed with relevance to social work practice when working with children and families who experience homelessness and how social work professionals can address the developmental needs of children who experience homelessness. Implications regarding future research and the education and training of social workers are also explored.  相似文献

It has been argued both that research in social care is insufficiently relevant to practice, and that a clearer steer is needed from the social work community in shaping national research priorities. The work reported here systematically searched for and analysed findings from studies that asked practitioners working with children for their suggestions for research. Eight studies were found, and authors gave us access to the primary data from four of these, to which we added responses from the What Works for Children? website survey of practitioners’ research priorities. Responses were analysed in terms of both topic and type of research. Family support, parenting and child protection research were among the most frequently requested child‐focused topics. In terms of question type, almost half the research suggestions concerned the effectiveness of interventions. These findings suggest that a commitment to outcomes, and to robustly researched interventions to attain those outcomes, are increasingly important to practitioners. These views from the front line may well be useful in assisting decision‐makers in social work, and research funders, to set priorities.  相似文献
