It is commonly assumed that contractors are largely calculative, instrumental and self-interested in their relationship with organizations and interface with them accordingly (e.g. low corporate interest and emotional investment). This paper describes a survey involving 117 contractors (62 on 'permanent' agency contracts and 55 on 'temporary' agency contracts) and a comparable (age, job level/grade, years of work experience) group of 86 direct employees (on fixed-term contracts). The survey comprised measures of the psychological contract, of organizational identification, social (corporate) attraction, team spirit and intention to leave. The findings show that contractors are not inevitably 'emotionally' detached from their place of work, in some cases investing in it as much as direct company employees. While transactional (e.g. financial gain, instrumentality) exchange considerations were more salient among contractors than employees, this did not appear to preclude the development of a relational (e.g. corporate integration and long-term investment) contractual orientation. 'Team spirit' and 'organizational identification' predicted the development of relational contracts over and above contractual status. The findings and their management implications are discussed in terms of 'strategic partnership'.  相似文献

The U.S. Forest Service’s responsibilities under the National Environmental Policy Act entail a wide range of activities including scoping, scientific analysis, social and economic analysis, managing public input and involvement, media relations, regulatory analysis, and litigation. These myriad duties raise several important organizational and management questions. First, is the U.S. Forest Service capable of discharging these widely varying tasks with high levels of effectiveness and efficiency? To what extent should these activities be outsourced to private contractors or other providers? For those responsibilities retained in-house, what organizational structure best supports their effective and efficient execution? To address these questions, this article draws on concepts from new institutional economics and insights from the privatization and strategic organizational design literatures.  相似文献

The lack of senior female role models continues to be cited as a key barrier to women's career success. Yet there is little academic research into the gendered aspects of role modelling in organizations, or the utility of role models at a senior level. The paper starts with a review of papers examining the construction of role models in organizational settings. This leads to the inclusion of two related areas – organizational demographics as the contextual factor affecting the availability of role models and how they are perceived, and work identity formation as a possible key explanatory factor behind the link between the lack of senior female role models and the lack of career progression to top organizational levels. The literature looking at social theories of identity formation is then considered from a gender perspective. The key gaps identified are that while the behavioural value of role models has been well documented, a better understanding is needed of how gender and organizational demography influence the role modelling process. Importantly, the symbolic value and possibly other values of female role models in the identity construction of senior women require further in‐depth investigation. Finally, this review calls for a more integrated approach to the study of role models and work identity formation, pulling together literatures on organizational demography, the cognitive construal of role models and their importance for successful work identity formation in senior women.  相似文献

The large-scale engineering contract has become a front line of endeavour for contractors, equipment suppliers and bankers, in a number of industries. In spite of its importance this topic is not well documented. This paper deals particularly with Engineering Contracting. It describes strategies for success in tendering and execution, and in particular puts forward thinking on the relations between government and contractors, between contractors and suppliers, and within the contractors own organizations. 针对业主与多标段承包商群体的一对多结构,考虑业主如何通过单价合同与收益共享合同所组成的菜单合同模式对承包商群体进行激励以优化工程质量。本文构建了单阶段群体激励模型以及考虑承包商个体存在公平感知的多阶段群体激励模型,通过计算实验方法探讨不同报酬结构下的激励效率及其演化。研究表明:业主实行同一报酬结构在多阶段工程建设中难以维持高效率;单阶段激励中较好的报酬结构并不适用于多阶段激励过程;个体的公平感知对激励绩效会产生负面影响;报酬结构中针对不同质量标准的激励力度均会对激励效率产生影响,仅针对单一激励力度进行调整或忽视激励力度间的协同均不能实现较好的激励效果。  相似文献

The outsourcing of complex activities has become a common organizational practice. Yet very little research has focused on the implications of how these activities are divided up among outsourcing partners. Drawing on structural contingency theory, we argue that: (1) because activities within stages of complex projects are highly interdependent, outsourcing structures where owner firms do not maintain high levels of dominance over the activities that are performed will pose control and coordination challenges, leading to poor project performance; (2) the adverse effects of poorly structured outsourcing arrangements will spill over to subsequent project stages when activities are interdependent across project stages; and (3) dividing activities among large numbers of contractors or distributing work evenly among contractors exacerbates coordination and control problems further contributing to poor project performance. Our empirical analysis of 323 capital facility construction projects supports our predictions. Overall, these results provide strong evidence that some outsourcing structures are more costly than others and that because of the nature of complex projects the detrimental effects of poorly structured outsourcing are often not completely observable at the time activities are completed. We discuss the implications of our findings for capital construction and for outsourcing more generally.  相似文献

Why is it important for women to hold leadership positions in organizations? If it is important for women to hold leadership positions in organizations, how do women get into such positions? Both public administration research and organizational research provide answers to these questions. However, the integration of these two bodies of literature remains limited. This study joins public administration scholarship on representative bureaucracy and management scholarship on women in leadership to hypothesize and test institutional, organizational, and political explanations for women’s attainment of leadership positions together in one model. This study examines how women get into upper-level leadership positions in 12 federal regulatory organizations over more than 20 years of time. Findings suggests that women are more likely to gain access to leadership positions when the dominant political ideology is democratic and in agencies that work in feminine policy contexts, are younger, and where the risk of failure is higher.  相似文献

Alternatively, it has been suggested that the explanatory power of the different models might be enhanced if they were combined. The aim of this paper is to explore these questions by examining the power of the two different models both separately and in combination for explaining job satisfaction and mental distress in general medical practice. This analysis was based on data collected from a postal survey of the members of staff (N=1089, response rate = 70%) of 81 practices, which were randomly selected from all general practices in the National Health Service Executive South East region. The results show that while both models were predictors of mental distress and job satisfaction the models that combined different dimensions were the strongest predictors.  相似文献

Abstract

The emergence of a research literature on team learning has been driven by at least two factors. First, longstanding interest in what makes organizational work teams effective leads naturally to questions about how members of newly formed teams learn to work together and how existing teams improve or adapt. Second, some have argued that teams play a crucial role in organizational learning. These interests have produced a growing and heterogeneous literature. Empirical studies of learning by small groups or teams present a variety of terms, concepts, and methods. This heterogeneity is both generative and occasionally confusing. We identify three distinct areas of research that provide insight into how teams learn to stimulate cross-area discussion and future research. We find that scholars have made progress in understanding how teams in general learn, and propose that future work should develop more precise and context-specific theories to help guide research and practice in disparate task and industry domains.  相似文献

The focus of this study is on the A+B transportation procurement mechanism, which uses the proposed cost (A component) and the proposed time (B component) to score contractors’ bids. Empirical studies have shown that this mechanism shortens project durations. We use normative models to study the effect of certain discretionary parameters set by state transportation agencies on contractors’ equilibrium bidding strategies, winner selection, and actual completion times. We model the bidding environment in detail including multi‐dimensional bids, contractors’ uncertainty about completion times, and reputation cost. The latter refers to a private penalty that accrues to tardy contractors from increased cost of posting bonds and reduced prospects of winning future projects. Our model explains why contractors may skew line‐item bids and why winners frequently finish earlier than bid. It has several policy implications as well. For example, we recommend that agencies set the daily incentive, disincentive, and road user cost to be equal and not cap incentives. This is a departure from current practice, where incentives are often capped and weaker than penalties. Furthermore, we show that agencies may be justified in setting daily road user cost strictly smaller than the true cost of traffic disruption during construction.  相似文献

The notion of professionalization is widely used both by managers and researchers. This use questions the traditional definition of profession. This paper reviews a book published in 1988 – The System of Professions – written by a sociologist, A. Abbott. Though this book had a strong impact in the field of the sociology of professions, it has remained unknown by many researchers in management science. His pragmatic approach to the concepts of profession and professionalization helps achieve better understanding of work structuring and as a consequence can be useful to address issues such as human resources management, organizational control or even the management of information systems.  相似文献

作为一种工作资源,组织支持感是员工工作投入的重要预测变量。但是,基于社会交换理论,组织支持感也可能增加员工角色外的投入、减少对工作角色的投入。在一定条件下,组织支持感与工作投入可能存在非线性的关系。采用302名证券行业员工问卷,考察组织支持感与工作投入的曲线关系,进一步探索情感承诺对该曲线关系的调节作用。在检验共同方法偏差的基础上,采用多项式回归对研究假设进行检验。研究结果表明,在控制员工的情感承诺后,组织支持感与工作投入呈显著U形曲线关系。情感承诺显著调节组织支持感与工作投入的曲线关系,即情感承诺高的员工,组织支持感与工作投入呈U形曲线关系;而情感承诺低的员工,组织支持感与工作投入呈显著线性关系。总体而言,研究结果进一步支持组织支持感对工作投入潜在的负面影响,尤其是具有高情感承诺的员工其感知到的组织支持只有超过一定水平后才会对工作投入产生积极的影响。  相似文献

Organizational justice is concerned with people's fairness perceptions in organizations and has been a popular field of study in the social sciences for at least 25 years. This paper reviews the core concepts, models and questions of organizational justice research. Four research areas that are particularly critical for the future of the field will be highlighted: concept clarification, social context integration, time and links with morality. These areas have received increased attention lately, but there are still relatively few empirical studies and theoretical frameworks that grapple with these issues. Concept clarification is vital for improved consistency of the field and for internal validity of studies. Situating organizational justice in social contexts and in time will be crucial to improve external validity and the usability of organizational justice findings in organizations. Understanding the links between morality and justice at an individual level, and at the organizational and societal levels is necessary if justice researchers want to live up to the promise of their field for society. For each of these four areas, recent developments will be reviewed and avenues for future research discussed.  相似文献

This article examines the governance of globally distributed knowledge work. To measure performance in knowledge work, it is important to focus on what the knowledge workers do and hence view knowledge as something one does, namely the practices, instead of something one has. By following the practices of knowledge work, it was possible to evaluate the effect of measures related to organizational processes, and identify what was not well covered by the measurement tool. Strategic and long term needs such as learning and employee competence are better managed through projects. This article shows how work performance in international organizations needs two different measures: one tool for measuring short-term value creation linked to the organizational processes; and, one tool for measuring long-term value creation linked to the practices of service work made in projects. Global governance of distributed employees is therefore successfully managed through key performance measures and through understanding projects through their multiple contributions, at both an individual and an organizational level. Global long term governance needs are strategic for the entire firm. The paper rests on an in-depth empirical case study of an international professional service firm.  相似文献

In the late 1990s, the Health and Safety Commission, as the lead authority in the UK responsible for Health and Safety at Work, conducted an extensive consultation exercise to elicit views about how work-related stress should be tackled. The Commission subsequently decided that regulation was not justified and opted for an approach with four strands. One of these was to work with stakeholders to develop clear, agreed standards of good management practice. This paper describes and discusses the rationale behind a standards-based approach that is essentially based on a method of controlling hazards. The Management Standards approach uses a taxonomy of six stressors that has evolved out of extensive research carried out on behalf of the UK's Health and Safety Executive (HSE) and in conjunction with stakeholders, and a three-phase risk assessment methodology. Further developmental work on the standards (which are to be subjected to public consultation) and associated measurement tools is described in a companion paper in this issue of Work & Stress (Cousins, Mackay, Clarke, Kelly, Kelly, & McCaig, 2004). The emphasis is on prevention towards reducing stress in the UK working population. We review current thinking on models of work stress, consider evidence linking workplace psychosocial factors and various health and organizational outcomes, and examine the effectiveness of organizational interventions. We argue that the literature supports an approach that aims to move organizational states (represented by the current situation) to more desirable ones (represented by the six Management Standards), and that this is an effective 'population' based approach to tackling workplace stress and promoting individual and organizational health.  相似文献

While adopting a knowledge‐based perspective on organizations has been valuable, since, among other things, it enables us to see links between organizational learning and a firm's competitive advantage through the development of idiosyncratic capabilities, it has nonetheless tended to treat organizational knowledge as ‘given’, exploring how it is related to other ‘given’ variables. The focus of this special issue is to unpack the notion of organizational knowledge by exploring the processes and practices through which knowledge is constructed and created in organizations. A constructivist perspective assumes that ‘knowledge’ presupposes work and seeks to explore how what comes to be considered as organizational knowledge is established and validated (or fails to do so). By seeing organizational knowledge as work we can further probe into how knowledge is shaped by organizational strategies and incentives and, more radically, how power and politics influence the struggle between competing bodies of knowledge in organizations.  相似文献

This paper examines the coordination processes (CPs) in outsourced engineering projects by focusing on two questions: How are these processes shaped in contract-driven projects, and is there an alternative approach that improves inter-organizational control of CPs from the client perspective? In studying these questions, we compare two engineering projects, one of which implements the meetings-flow approach, abbreviated as MFA. The findings suggest that, for effective management of different organizations through various dependent project activities, the CPs require an integrated and institutionalized venue enabled by the client. CPs are shaped between clients and contractors, and they can be improved and sustained by this approach.  相似文献
