Key functions of civil society organizations (CSOs) are to criticize governments and to hold them to account. Recent trends of privatization and contracting out challenge CSOs’ opportunities to voice such criticism. The purpose of this article is to analyse whether and why CSOs ‘hold back their criticism’ of public authorities, and how a compromised advocacy can be linked to financial, organizational and institutional factors. The article draws on an original survey of 2678 Swedish CSOs. The analyses show that certain levels of funding make CSOs more likely to hold back in their criticism, but also organizational and institutional factors play a role. The results identify the importance of distinguishing between objective and subjective factors related to how dependency is framed. It is the felt needs, experiences and perceptions of CSOs themselves that make hem prone to the strategic choice to hold back criticism of public authorities.  相似文献

The impact of international donor arrival on local civil society organizations (CSOs) is well researched. Less well understood is how local CSOs react and adapt to donor withdrawal. This article explores this phenomenon in the context of the HIV/AIDS sector in Vietnam. Using data from government, donor and CSO sources in Vietnam, it examines how current and planned cuts in donor funding, including donor exit, impact local CSO agency and effectiveness. It finds that while donor withdrawal may reduce CSO capacity and independence, it can also prompt local innovations that—if successful—may improve CSOs’ responsiveness to local stakeholders.  相似文献

This paper examines new managerial discourses and practices in which the dialectic of labour is reconstructed as a series of acts of self‐understanding, self‐examination and “self‐work”, and through which the “self qua self” is constituted as the central object of management technologies. We interrogate concepts such as “excellence”, “total quality”, “performance”, “knowledge”, “play at work” and “wellness” in order to decipher the ways in which managerialism deploys what we term therapeutic habitus, and projects a new horizon of “human resourcefulness” as a store of unlimited potentialities. We invoke management’s wider historical–cultural context to situate managerialism within the framework of modernity as a cultural epoch whose main characteristic is what we term “derecognition of finitude”. It is the modern synthesis — with the “self” at the centre of its system of values — that provides the ground for current elaborations of subjectivity by managerialism. The paper examines how current vocabularies and practices in organizations use “work” to rearticulate discursively the human subject as an endless source of performativity by configuring work as the site of complex and continuous self‐expression. Management thus acquires a new discursive outline: instead of appearing as an authoritarian instance forcing upon workers a series of limitations, it now presents itself as a therapeutic formula mediating self‐expression by empowering individuals to work upon themselves to release their fully realized identity.  相似文献

This article considers how changing trends in patterns and modalities of aid are affecting the roles of civil society organisations. It draws on research carried out in Uganda in 2001 to argue that donors are adopting an oversimplified conception of the roles of CSOs. In particular, by separating ‘service delivery’ from ‘advocacy’ roles, donors fail to appreciate a situation in which organisations play several roles simultaneously, and the vital synergy that can be created between roles. Furthermore, there is a danger that the changes in funding modalities will force a new dependence on government which will restrict CSOs’ ability to carry out the very role that donors are trying to enhance — that of ‘holding government to account’.  相似文献

This study compares the level of organizational innovativeness and its determinants in different types of nonprofit human service organizations. Based on theoretical conceptualizations of organizational innovation, it was hypothesized that community service organizations (CSOs) would be more innovative than residential service organizations (RSOs), and determinants of organizational innovation (such as organizations' characteristics, internal and external properties, and executive leadership) would influence innovativeness. Data from a survey of two types of human service organizations in South Korea (127 RSOs for children and 220 CSOs) revealed that the level of innovation in both types of organizations was not significantly different. The determinants of decentralization and formalization showed significant impacts on innovativeness in CSOs. Decentralization also had a significant positive effect on innovativeness in RSOs. However, executive leadership was a significant determinant of organizational innovativeness in CSOs only. Based on these results, administrative implications are suggested for the facilitation of organizational innovation in nonprofit human service organizations.  相似文献

This article reports on a small study exploring students' accounts of ethically difficult situations. Participating students were studying professional qualifying programmes in social education and social work at three higher education institutions in Finland, France and the UK. Variations in how students describe ethically difficult situations are noted—including whether they feature the student as an active moral agent facing a difficult ethical decision and the extent to which they utilise recognisably ‘ethical’ language and concepts. The types of situations reported as ethically difficult are identified as focusing on: the difficulties of challenging service users and colleagues; the power and responsibility of the worker; and defining the boundaries of the professional relationship. Similar types of situations were raised by students in the different countries, although there is some variation in how they describe their ethical difficulties and the specific concerns they raise. Implications for teaching include the need to develop skills and qualities in students that enable them to recognise the ethical dimensions of difficult situations and to develop the courage to act on their decisions.  相似文献

This article explores how exhortations for national unity are intrinsically linked to the symbolic displacement of a problematic other through an examination of elite Ecuadorian nationalist discourse and its construction of Indigenous activists as internal enemies. Specifically, this article looks at the role that the 2008 border row between Ecuador and Colombia played in publicly legitimating a concept of Ecuadorian citizenship rooted in racial homogeneity. Ecuador's northern border served as an ideal mechanism for performing the Ecuadorian state's authority to establish the internal borders that separated ‘citizens’ from ‘enemies’. These performances of state legitimacy highlighted Ecuador's victimisation by a more powerful neighbour/imperial proxy as a means for building regional empathy, while reinforcing the legitimacy of the Ecuadorian government to marginalise Indigenous social movements as a means to symbolically assert ‘national unity’.  相似文献

Corporate social advocacy (CSA) scholarship has helped public relations scholars and practitioners better understand business engagement in multiple contentious issue contexts (e.g., Dodd & Supa, 2014; Rim et al., 2020; Waymer & Logan, 2021). Nonprofit organizations, while often having similarly public platforms, significant resources, and the will to engage in polarizing issues outside of their core purpose or purview, have, to date, not been a part of this theoretical framework. This paper serves to theoretically link nonprofit organizations to polarizing issue discourse—while maintaining their distinct facets and relational/stakeholder needs—by developing Polarizing Issue Stewardship. This new construct shifts the perspective of nonprofit stewardship strategies, originally developed by Kelly (1998) to a contentious issue context. The new construct provides insights for both theory and praxis of nonprofit communication.  相似文献

Collingridge’s dilemma is one of the most well-established paradigms presenting a challenge to Technology Assessment (TA). This paper aims to reconstruct the dilemma from an analytic perspective and explicates three assumptions underlying the dilemma: the temporal, knowledge and power/actor assumptions. In the light of the recent transformation of the science, technology and innovation system—in the age of “technoscience”—these underlying assumptions are called into question. The same result is obtained from a normative angle by Collingridge himself; he criticises the dilemma and advances concepts on how to keep a technology controllable. This paper stresses the relevance of the dilemma and of Collingridge’s own ideas on how to deal with the dilemma. Today, a positive interpretation of technoscience for effective TA is possible.  相似文献

This article offers an account of a university exercise in ‘innovation’ to illustrate how innovation discourses and processes can be a vehicle for violence in organisations. Presented as two narratives of the same event told from different perspectives, our stories of a curriculum redesign workshop explore the ways innovation became a form of symbolic capital that prompted struggles of control and compliance among individual staff. Schemes of managerial dominance were then in turn individuated, while the assault of innovation became institutionalised and ultimately shielded from critical interrogation. In presenting these accounts, we seek to challenge the rising dominance of innovation as something vital to economic growth and social needs, highlighting instead how its romanticisation is highly problematic.  相似文献

Civil societies are usually seen as facilitators of democracy or as oppositional powers withstanding authoritarian rule. However, more and more often civil society organizations (CSOs) appear to contribute to the legitimacy of non-democratic incumbents. Taking the example of contemporary Russia, this paper argues that state funding for CSOs under authoritarian regime conditions serves for securing regime legitimacy in two respects—by supporting CSOs contribution to public welfare and by transmitting state-led legitimacy discourse to the civil society sector. The analysis of applications submitted between 2013 and 2016 to the Presidential Grant Competition (PGC), the biggest public funding programme for CSOs in Russia, shows that the state is (1) supporting CSO activities above all in social, health and education-related fields, and (2) privileging projects that relate to a state-led conservative public discourse not only but foremost within those welfare-related fields. These results highlight the importance of investigating state support to CSOs in order to access the changing role of civil society under authoritarian regime conditions.

The problem of how to conceptualize elder mistreatment goes back several decades, and is especially important for ethnic minority populations, who may have perspectives that differ from the dominant society. This community-based participatory research study, which examined perceptions of mistreatment by family among 100 urban and rural older American Indians, permits a rare glimpse into how Native elders themselves understand this issue. Here, good treatment was conceptualized in terms of being taken care of, having one’s needs met, and being respected. We found relatively high standards for how elders should be treated—such as the belief that an elder’s needs should be anticipated and met without the elder needing to ask—in the face of widespread accounts of the mistreatment of elders within the community, largely through various acts of financial exploitation and neglect. Substance abuse and culture loss were blamed formuch of the elder mistreatment occurring in contemporary Native communities.  相似文献

The Liberian environment is characterized by enormous reliance on international aid, substantial amounts of which is channeled through civil society organizations (CSOs). These civil society organizations have played an important role in Liberia’s redevelopment since the end of the civil war in 2003, despite the fact that international aid to Liberia is increasingly characterized by unstable funding patterns and shifting donor priorities. This makes it vital to deepen our understanding of international aid funding to Liberian CSOs. This study uses mixed methodology to examine what impacts the ability of Liberian CSOs to attract aid funding, the nature of the donor–CSO relationship, and how this relationship impacts the capacity and behavior of CSOs. Results indicate CSO competence and efficiency are associated with ability to attract aid funding. Pressures and imbalance in the donor–CSO relationship contribute to high levels of environmental uncertainty for Liberian CSOs in the sample, leading to adaptive behaviors related to activities and funding streams.  相似文献

Transparency and collecting stakeholder feedback are becoming the norm also in the public sector. Though much of feedback is related to stakeholder experiences, we propose that it is more beneficial to study expectations than experiences, as expectations affect future satisfaction. This study reports a process of collecting and analyzing stakeholder expectations in one health-care oriented public sector organization in Finland, and reports how these expectations and their implications were assessed by the organization's top management. The study suggests that to ensure stakeholder satisfaction and organizational success, top management should be guided to work through the feedback. We propose a “fix or fit” approach where expectations are first grouped and then analyzed as either something that requires changing of organizational functions, or as something that requires guiding of stakeholders’ expectations to fit existing functions.  相似文献

Evaluation is an essential part of strategic communication practices including public relations and corporate, government, and organizational communication. Evaluation can potentially demonstrate effectiveness and value, facilitate learning to improve practice, and provide insights to inform future strategy. In the age of digitalization of media and information, there are more readily available data to enable evaluation than ever before. However, despite half a century of theorizing and discussing measurement and evaluation (M&E), literature reports “stasis” and a “deadlock” well into the 21st century In some cases, invalid practices such as advertising value equivalents (AVEs) continue to be used. Furthermore, when M&E collectively is part of communication practice, evidence shows that reports continue to focus on outputs and algorithm-generated fake impact scores, rather than genuine outcomes and impact. Despite the body of literature on M&E, it is clear that more needs to be said – and done. This discussion calls for reconfiguring common evaluation models to overcome false logics and for a reconfiguring and broadening of pedagogy and practice to break the deadlock and realize the benefits of evaluation.  相似文献

Dutch citizens on welfare have to volunteer at Civil Society Organizations (CSOs) in return for their benefits. Through applying the ‘worlds of justification’ of Boltanski and Thévenot, this article aims to provide a better theoretical and empirical understanding of social justice of policies that obligate welfare clients to participate in CSOs. The analysis of 51 in-depth interviews with Dutch welfare recipients shows that respondents perceive these policies partly but not unilaterally as unfair. If respondents perceive welfare as ‘free money’ and if they are convinced that civic behavior demands interventions against free riding on welfare resources, ‘mandatory volunteering’ is considered as fair. Our main contribution is to the theoretical debate on recognition and redistribution by showing empirically how ‘othering’ plays an important role in determining when mandatory volunteering becomes a matter of redistribution or recognition.

We address two views from organization theory to consider the expansion and effects of nonprofits in education: first, a functional view emphasizing the direct effect of work of civil society organizations (CSOs) and, second, a phenomenological neoinstitutional view focusing on the cultural meaning of education CSOs as indicators of a rationalized, liberal world society. We use panel regression models with country fixed effects to analyze the cross-national expansion of domestic education CSO sectors in 130 countries from 1970 to 2014. We then examine the association between the size of the domestic education CSO sector and memberships in international non-governmental organizations (INGOs) with education outcomes, including spending, education aid, secondary and tertiary enrollments, and the share of women in secondary and tertiary education. Results show that INGO memberships, an expanded state, and an expanded education system are highly associated with the expansion of a domestic education CSO sector. Both domestic CSOs and INGO memberships tend to have a significant, positive relationship with education outcomes net of other factors. We also find preliminary evidence indicating that the causal forces at play are more complex than a straightforward direct effect of education CSOs doing good work. Specifically, CSOs, at least in part, are indicators of a Western, liberal model of a proper modern society; the underpinning culture, represented by CSOs, accounts for some educational expansion above and beyond the benefit (or harm) caused by any given entity.  相似文献

This article uses the case of Iceland to study how neoliberal globalization impacts class discourse in the political field and broader perceptions of class division. Analyzing a leading newspaper and parliamentary debates from 1986–2012, I show how neoliberal globalization—especially by increasing economic inequality—created a disjuncture between an increasingly differentiated social space and a national habitus cultivated in a small, homogeneous, and egalitarian society. This undermined taken‐for‐granted assumptions of relative classlessness and heightened perceptions of class division during a neoliberal ascendancy period from 1995 to Iceland's economic collapse in September 2008.  相似文献
