Relative deprivation and international migration oded stark   总被引:13,自引:0,他引:13  
This article provides theoretical reasoning and empirical evidence that international migration decisions are influenced by relative as well as absolute income considerations. Potential gains in absolute income through migration are likely to play an important role in households' migration decisions, but international migration by household members who hold promise for success as labor migrants can also be an effective strategy to improve a household's income position relative to others in the household's reference group. The findings reported in this article provide empirical support for the hypothesis that relative deprivation plays a significant role in Mexico-to-U.S. migration decisions. The findings also suggest that this migration is an effective mechanism for achieving income gains in households that send migrants to the U.S. and that households wisely choose as migrants those of their members who are most likely to provide net income gains.  相似文献

本文利用对甘肃省国家扶贫开发重点县六个样本村的调查资料。在总结贫困地区致贫基本原因的基础上,运用Probit模型,研究了劳动力流动及其相关因素对缓解农村贫困的作用。研究结果表明,家庭劳动力数量、外出劳动力数量、流动者年龄及受教育程度、流动时间的长短、流动的稳定性、流动区域等因素对缓解家庭贫困具有十分积极的作用,外出打工已成为农村缓解贫困的主要途径。  相似文献

在城镇化的过程中,农村人口净流向城镇。这一方面推动城镇和农村的发展,另一方面带来城镇贫困人口的增加。由农村流入城镇的人口其贫困发生率大致在3%以上。为预防和保障人口流动中的城镇新增贫困人口,应该采取措施分类引导人口的城镇化,建立和完善进入城镇农民的社会保障体系,积极发展城镇服务业等第三产业,避免过度的城市化带来城镇贫困问题的扩大。  相似文献

The evidence on the impact of return migration on the sending country is rather sparse, though growing. The contribution of this paper is in addressing various selectivity problems while quantifying the impact of return migration on wages of returnees using non-experimental data. Using Egyptian household-level survey data, I estimate the wages of return migrants controlling for several selectivity biases arising from emigration choice, return migration choice, labor force participation choice, and occupational choice following return. The findings provide strong evidence that overseas temporary migration results in a wage premium upon return, even after controlling for the various potential selection biases. However, the estimates underscore the significance of controlling for both emigration and return migration selections. Ignoring the double selectivity in migration would overestimate the impact of return migration on the wage premium of returnees, as migrants are positively selected relative to non-migrants, but returnees are negatively selected among migrants.  相似文献

中国农村地区家庭禀赋对个人的行为决策有着重要的影响,需要学术界予以更多的关注。为了考察外生性的家庭禀赋对劳动力就业流动的影响,文章通过构建新生代外出务工劳动力和户主子女的回流决策两个计量模型来进行经验论证。分析结果表明,农村劳动力的迁移选择是综合考虑家庭禀赋状况的理性决策,尤其是对于年轻一代的外出劳动力。家庭经济资本的增加会阻碍家庭外出务工成员的回流。外出劳动力回流的概率起初随着家庭人力资本和家庭自然资本的增长而上升,达到一定程度后开始下降。家庭成员只有拥有较为丰富的人力资本,外出务工劳动力才能对家庭社会资本加以充分利用。另外,分析显示年轻一代劳动力和第一代劳动力对家庭社会资本和自然资本的利用是有差异的。  相似文献

Recently, there has been significant debate about whether ‘environmental migration’ can constitute a form of adaptation to environmental change, as opposed to forced or flight migration. The Foresight Report on Migration and Environmental Change (2011) suggested environmental factors are one driver of migration, as well as political, social, economic and demographic drivers, and that—under the right conditions—migration can be a form of adaptation to changing climatic conditions. However, this is dependent on migrants having adequate social and financial capital to undertake beneficial types of migration; it further argues that environmental change may result in ‘trapped populations’ whereby people who lack the necessary resources to re-establish livelihoods elsewhere may be left exposed to increasingly severe environmental shocks and stresses in situ. Research on the climate-migration nexus in West Africa has largely focused on out-migration from the semi-arid Sahel with more limited evidence about how sea flooding interacts with migration flows. This paper attempts to help fill this knowledge gap. Using data from a representative survey of households across three coastal communities in Ghana’s Volta River Delta, this paper concludes that exposure to sea flooding may not be a primary cause of out-migration as other community, economic and political factors influence migration intentions and decisions. Thus, it is important for planned adaptation interventions to be strengthened in situ to enable households, particularly farming households, sustain their livelihoods.  相似文献

Combining unique, annual, bilateral data on labor flows of highly skilled immigrants for 10 OECD destinations between 2000 and 2012, with new databases comprising both unilateral and bilateral policy instruments, we present the first judicious cross-country assessment of policies aimed to attract and select high-skilled workers. Points-based systems are much more effective in attracting and selecting high-skilled migrants than requiring a job offer, labor market tests, and shortage lists. Offers of permanent residency, while attracting the highly skilled, overall reduce the human capital content of labor flows because they prove more attractive to non-high-skilled workers. Bilateral recognition of diploma and social security agreements foster greater flows of high-skilled workers and improve the skill selectivity of immigrant flows. Conversely, double taxation agreements deter high-skilled migrants, although they do not alter overall skill selectivity. Our results are robust to a variety of empirical specifications that account for destination-specific amenities, multilateral resistance to migration, and the endogeneity of immigration policies.  相似文献

This paper puts the spatiality of migration, and more specifically post-migration connections, centre stage. It explores the distances confronted by migrants as they stay connected with their pre-migration lives, recognising that these distances are recalcitrant, asymmetrically governed spaces. Indeed, migrants can be understood as experts in the navigation of international space and ‘the tyranny of distance’. Inspired by recent work on urban and translocal infrastructures and taking the empirical example of migration infrastructures in the lives of Poles and Zimbabweans in the UK, looking particularly at the materiality and logistics of sending things back, this paper builds new discussions about migration which take the spatial, physical and grounded elements of migration and translocalism more seriously.  相似文献

This paper examines factors underlying family migration. Based on a sample of stable Finnish families, both short- and long-distance migration is investigated. The empirical analysis carried out using multinomial logit modelling shows a strong negative association between the family life-cycle and migration. The findings indicate that migration takes place mainly due to the demands of the husbands career, resulting in the wives being tied migrants. Two-earner families are less migratory, and in that sense the husbands are tied stayers. Many migrants have non-labour motives to migrate, and they differ substantially from labour migrants in their migration behaviour. For family migrants, the decision to return is highly influenced by changes in their marital status. Using administrative panel data on the entire population of recent family immigrants to the Netherlands, we estimate the effect of a divorce and remarriage on the hazard of leaving the Netherlands using a ‘timing of events’ model. The model allows for correlated unobserved heterogeneity across the migration, the divorce and remarriage processes. The family migrants are divided into five groups based on the Human Development Index (HDI) of their country of birth. We find that both divorce and remarriage increase return of family migrants from less-developed countries. Remarriage of family migrants from developed countries makes them more prone to stay. Young migrants are influenced most by a divorce. The impact of the timing of a divorce and remarriage on return is quantified graphically.  相似文献

This paper studies how increasing migration changes the character of migrant streams in sending communities. Cumulative causation theory posits that past migration patterns determine future flows, as prior migrants provide resources, influence, or normative pressures that make individuals more likely to migrate. The theory implies exponentially increasing migration flows that are decreasingly selective. Recent research identifies heterogeneity in the cumulative patterns and selectivity of migration in communities. We propose that this heterogeneity may be explained by individuals’ differential access to previously accumulated migration experience. Multi-level, longitudinal data from 22 rural Thai communities allow us to measure the distribution of past experience as a proxy for its accessibility to community members. We find that migration becomes a less-selective process as migration experience accumulates, and migrants become increasingly diverse in socio-demographic characteristics. Yet, selectivity within migrant streams persists if migration experience is not uniformly distributed among, and hence not equally accessible to, all community members. The results confirm that the accumulation and distribution of prior migrants’ experiences distinctly shape future migration flows, and may lead to diverging cumulative patterns in communities over time.  相似文献

The Harris-Todaro model of labour migration was developed almost four decades ago, and since has become a classic method of migration analysis in less developed countries. This paper explores the applicability of the Harris-Todaro (HT) framework outside its traditional use, by modelling frontier-metropolis migration in Canada. If appropriate, the framework can potentially be used in other countries with similar regional dichotomies, such as Russia and Australia. The paper argues that the HT model is generally applicable in the context of migration from the resource frontier to large metropolitan areas of the Canadian south, although it requires several modifications. The classic HT model is extended to account for northern labour-force heterogeneity (Aboriginal and Non-Aboriginal), the possibility of having or losing jobs in the declining and undiversified frontier economy, and living cost differentials. Further analysis is focused on Aboriginal migration from isolated northern communities. The plausibility of the modified HT model is demonstrated using an empirical test, in which the model is used to assess migration probabilities of Aboriginal labour migrants. These new insights into the mechanisms of frontier-metropolis migration could provide a better basis for developing planning strategies, aimed to sustain human capital in the Canadian North, and for optimizing welfare policies both in the North and in the South.  相似文献

Individual‐level census and household survey data are used to present a rich profile of young developing country international migrants around the world. They are found to comprise a large share of the flow of migrants, particularly among migrants to other developing countries, with the age distribution of migrants peaking in the late teens or early twenties. Detailed data are presented on the age and sex composition of migrants, on whether young migrants move alone or with a parent or spouse, on their participation in schooling and work in the destination country, on the types of jobs they have, and on the incidence and age of return migration. The results suggest a high degree of commonality in the youth immigrant experience across a number of destination countries. Recent developing country young migrants tend to work in similar occupations and are more concentrated in these occupations than recent older migrants or young immigrants who arrived at an earlier age. Nevertheless, there is also considerable heterogeneity among young immigrants with respect to school attendance and work in their destination country. The potential of international migration for building human capital is significant but far from being fully used.  相似文献

This paper examines the way in which migration and urban residence operate to alter fertility outcomes. While urban-rural fertility differentials have long been established for most developing societies, the nature of these differences among migrants and between migrants and those of succeeding generations is not well understood. The evidence presented here suggests that rural-urban migration and urbanization may contribute positively to processes of fertility transition. Using data from the 1998 Kumasi Peri-Urban Survey, which included a 5-year retrospective monthly calendar of childbearing, we suggest that migrants adapt quickly to an urban environment. Our results also reveal generational differences in recent and cumulative fertility. While migrants exhibit higher cumulative fertility than urban residents of the second and third generation, their fertility is significantly lower than rural averages in Ghana. Children of migrants exhibit childbearing patterns quite similar to those in higher-order generations. Most noteworthy is the nature of the disparities in childbearing patterns between migrants and the succeeding generations. Migrant women have higher lifetime fertility than urban natives. Migrant women also exhibit higher fertility over the last 5 years than second generation or high-order urban natives. But these first generation women exhibit lower fertility (vs. urban natives) for the year immediately prior to the survey. These patterns lend support to an interpretation that combines rather than opposes theories of selectivity, disruption, adaptation and socialization. We conclude by discussing mechanisms that might explain these interrelated processes of fertility adjustment and suggest that policies discouraging rural-urban migration need to be revisited.  相似文献

This paper reports on a pilot study of migration to Greater Bombay, initiated on the recommendation of the Population Commission of United Nations, and utilizes both published tables from the 1961 Census of India and a set of specially prepared tables from the same census. Migrants were defined by birthplace and cross-classified by age and duration of residence in Bombay.Data (1901-61) on net migration (obtained from successive age-sex distributions) are analyzed in terms of underlying trends to give historical perspective to the analysis of recent data with special emphasis on changes in industrial and occupotiona structure.For the 1951-61 decade, the extensiveness of out-migration of former in-migrants, its age-sex selectivity, and its high incidence among recent migrants are demonstrated. As is true elsewhere, migration to Bombay is shown to be highly selective for ages of maximum economic activity. Migration streams to Bombay were preponderantly male, and, among males, the married segment predominated. The propensity to migrate was unusually high among minority religious groups. As to educational level, migrants were superior to the general population at origin but inferior to nonmigrants residing in Bombay. The work participation rates of migrants were higher for every age group than for resident nonmigrants; the proportion of employees was higher; and there was evidence of migrant concentration in industries and occupations requiring less skill, less education, and less capital than was true of nonmigrants. There were significant tendencies toward "division of labor" among various migration streams on the basis of skills and abilities acquired not only by formal education but also through tradition and precept. From the standpoint of the promotion of social change, the large volume (and selectivity) of reverse or return migration is especially note-worthy.The paper concludes with a methodological evaluation of the reliability and validity of duration-of-residence data and indicates that the relatively simple techniques of enumeration and tabulation utilized in this pilot study may have wide applicability in other developing countries.  相似文献

The mass migration of African Americans out of the South during the first two-thirds of the twentieth century represents one of the most significant internal migration flows in U.S. history. Those undertaking the Great Migration left the South in search of a better life, and their move transformed the cultural, social, and political dynamics of African American life specifically and U.S. society more generally. Recent research offers conflicting evidence regarding the migrants’ success in translating their geographic mobility into economic mobility. Due in part to the lack of a large body of longitudinal data, almost all studies of the Great Migration have focused on the migrants themselves, usually over short periods of their working lives. Using longitudinally linked census data, we take a broader view, investigating the long-term economic and social effects of the Great Migration on the migrants’ children. Our results reveal modest but statistically significant advantages in education, income, and poverty status for the African American children of the Great Migration relative to the children of southerners who remained in the South. In contrast, second-generation white migrants experienced few benefits from migrating relative to southern or northern stayers.  相似文献

There is limited empirical evidence of how environmental conditions in the Global South may influence long-distance international migration to the Global North. This research note reports findings from seven focus groups held in Ottawa-Gatineau, Canada, with recent migrants from the Horn of Africa and francophone sub-Saharan Africa, where the role of environment in migration decision-making was discussed. Participants stated that those most affected by environmental challenges in their home countries lack the financial wherewithal to migrate to Canada. Participants also suggested that internal rural–urban migration patterns generated by environmental challenges in their home countries underlay socioeconomic factors that contributed to their own migration. In other words, environment is a second- or third-order contributor in a complex chain of interactions in the migrant source country that may lead to long-distance international migration by skilled and educated urbanites. These findings have informed the scope and detail of a larger, ongoing empirical study of environmental influences on immigration to Canada.  相似文献

Using the 1960 and 1970 census data, this paper analyzes the net effects of the interregional migration of black males on the educational levels of the resident black male population at the regions of origin and destination. Significant variations are observed in the educational selectivity of out-migrants from each region, by region of destination. Comparing the educational levels of the return migrants to the South with those of the resident population in the nonsouthern regions provides no evidence that the return migrants are "failed" migrants. The net effect of interregional migration on the educational levels of the black male resident population at the regions of origin and destination is insignificant in most age groups, for both the 1955--1960 and 1965--1970 periods. In particular, in-migration from the South to nonsouthern regions has little effect on the educational levels of the resident population in most age groups. In fact, for nonsouthern regions, out-migration is more detrimental to the educational level of the resident black male population than is in-migration from the South. Furthermore, the net effect of interregional migration has declined from the 1955--1960 period to the 1965--1970 period.  相似文献

This paper utilises the framework of a Polytomous Logit Model for analysing and testing the economic behaviour of worker migrants between different regions (states) in India. The model is estimated, perhaps for the first time in India, with policy and non-policy economic variables, using 1971 Population (migration) Census data. The empirical results with regard to policy variables provide new evidence that federal transfers have resource (labour) allocation effects rather than pure income redistribution effects and that workers move from high tax regions to low tax regions. The results support the familiar Tiebout hypothesis and argue for an inter-regional migration policy for India as well as for other developing countries.  相似文献
