Innovation in social services and social policies in the European welfare systems is an evolving phenomenon stimulated by socio-demographic, cultural and economic changes. Many social service innovations are linked to disruptive technologies, especially the introduction of information and communication technology (ICT). To discuss the effects of disruptive technologies on health and social services, this article first proposes a framework consistent with the social innovation paradigm. Secondly, based on case-studies, it investigates different models of social and health service innovation driven by technology. The article shows advantages and disadvantages of service innovation driven by technology, and offers some final remarks about future challenges for ICT in health and social services. More evidences of effectiveness and efficiency are necessary to promote public and private investment to implement solutions on a wider scale. However, the impacts of technology-based solutions cannot be measured only in terms of economic aspects but also taking into account whether new technologies really provide the opportunity for citizens to have a better life and advocacy for their rights.  相似文献

This paper reports how a new model of social enterprise—the social cooperative (SCs)—has become instrumental, in the Italian context, in the expansion of the social economy. It underlines the contribution these associations have made toward broadening the concept and standard parameters of volunteer organizations, providing basic social welfare services, and integrating the disadvantaged into the mainstream of society. The paper focuses on some SCs organizational aspects, highlighting the many traditional and advantageous business features, the ease with which they have access to financial instruments, and their ability to activate wider social projects. Given their recent spreading in Italy, where the Third Sector is less developed than in other Western countries, SCs incorporate working modalities that could also be of interest and relevance to other countries. To adopt this type of organization, however, calls for adequate competencies and protection under specific laws because they are, on the whole, still small-sized and somewhat fragile.  相似文献

Drawing on the results of research on 20 Area Social Plans, the article analyses the competences for participation and the role that they perform as a linkage between models/theories and practices of participation. We investigate in particular the conceptual models and representations of officials and politicians in regard to the competences deemed important for promoting social participation. Besides giving voice to those who actually design and implement the Plans, often working on the front line, these representations enlighten the strengths and weaknesses of social participation. The underlying trend that emerges from the research is the centrality of a relational framework of participation. This entails some problems. There is a risk of a reductive vision which gives overwhelming weight to personal skills of communicative type. This would devalue both institutional contexts (in terms of resources and facilitating factors or, conversely, disincentives) and the intersubjective dimension at the basis of communicative skills. The risk, in short, is the trivialisation of relational skills. The most important point is that conceiving skills as equivalent to personal abilities leads to evasion of questions concerning how to elicit, transmit, and reorganise knowledge for participation.  相似文献

Despite the shift in emphasis from institutional to foster family care, in the south of Italy children in need are mainly looked after by residential services. These are required to provide family‐style care and to place children on a short‐term basis. Using data from research on a 100% sample of day units, residential services and children in care in the Calabria region, this article investigates the functioning of the system of care for vulnerable children at the sub‐national level, describes looked‐after children’s characteristics and life conditions and questions the extent to which a real deinstitutionalisation process has occurred in this area. Finally, some deinstitutionalisation recommendations are given.  相似文献

Over the past 20 years or so, the southern European model has undergone substantial change in every way. The changes in industrial relations, wage‐setting and employment protection legislation have tended to increase wage and labour flexibility and restrict labour market segmentation. Changes within the welfare state have sought to improve labour force skills, fill gaps in social protection, reduce inequalities in social security and contain social expenditure growth. Yet institutional change has not eliminated the main features of this model: pronounced labour market segmentation and familialism; however, extremely low fertility rates are indicative of the limits of familialism in the near future.  相似文献

This paper examines employment trends in social welfare occupations and challenges to the industrial and cultural recognition of professional social work in the new human services market place. Following examination of the threats posed by market reform and the crisis in public confidence in some domains of human services work, I focus on three key concerns. First, through analysis of Census data from 1996 to 2001, I compare trends in the employment of social workers, welfare workers and community workers. Second, drawing on the work of Nancy Fraser (1997), I argue that the challenges facing social workers can be understood as problems of ‘recognition’. Using this framework, I examine the external contests to the valuing of professional social work and also the internal challenges, that is, threats from within the social work profession to the industrial and cultural recognition of social work. Finally, I will consider how social workers, particularly new graduates, can respond to the challenges facing them in the new human services marketplace. I propose that social workers should claim a position as practice leaders and I outline practical strategies for achieving this goal.  相似文献

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 dramatically transformed the structure and goals of the public welfare system in the United States. The vast body of research and evaluation generated by the 1996 welfare reforms largely overlooked nongovernmental organizations (NGOs) despite their substantial historical and contemporary involvement in the delivery of social services to low-income populations. Therefore, this paper presents a unique assessment of PRWORA's implications based on the perspective of 90 social service NGOs operating in the Detroit metropolitan area. Examination of their services, staffing, budgets, and clients reveals many changes experienced by NGOs between 1996 and 2000 related to the welfare reforms. Overall, the findings suggest an increased role for social service NGOs in the public welfare system as well as concerns regarding their capacity to adequately fulfill this growing responsibility in the future.  相似文献

‘The Internet is the fabric or our lives’ [Castells, M. (2001). The Internet Galaxy: Reflections on the Internet, Business, and Society. Oxford: Oxford University Press, p. 1] – but which are the weaves that nowadays connect Italian social workers into such a fabric? Herein we aim at answering this question through a survey of on-line resources, nodes and practices of e-Social Work in Italy. We shall be discussing ICT impact on the Italian context, and the utilization of ICT by Italian social workers, in order to build up the internal and external factors that determine the current utilization levels of these emerging tools within the professional community. A review of the major on-line social work portals will identify their key features and peculiarities and aim to provide an overview of the substance and current on-line functions of Italian social work, with a summing-up of criticalities and opportunities that might prompt reflection on possible future developments.  相似文献

Mobile instant messaging services (MIMS) are emerging as important digital environments in citizens’ everyday lives. We explore the use of MIMS for talking about politics with unique survey data on samples representative of Internet users in Germany, Italy, and the UK. First, we show that robust percentages of our respondents who use MIMS employ them for posting political messages and discussing politics. Second, we demonstrate that political talk on MIMS is positively associated with users’ tendency to censor themselves politically on social networking sites (SNS) and, to a lesser extent, with ideological extremism. Third, we find that the association between self-censorship on SNS and the likelihood of publishing political contents on MIMS is stronger for individuals living in former East Germany where, due to historical reasons, large segments of the population are reluctant to talk about politics in public. Our findings suggest that MIMS make a distinctive contribution to contemporary repertoires of political talk, with important implications for the quality and inclusiveness of interpersonal political discussion.  相似文献

Across Europe, and particularly since the 2008 Financial Crisis, new demands for tailor-made services came from different actors and perspectives: user-led organizations, intellectuals, policy makers, social workers, advocacy organizations, which call for a new way of programming, realizing and evaluating social policies. Personalization became a relevant part of the so called ‘welfare innovation narrative’, which concerns – to name but a few – English personalization agenda, Scottish self-directed support, Finnish education system, Norwegian cash-for-care policies. Even the European Commission is addressing new social services, reshaped through users’ capabilities. The aim of this paper is to critically explain, through a case study focused on the Sardinian disability policy, how social policy's morphogenetic cycles influence the governance of personalized disability plans and, consequently, the possibility of their implementation.  相似文献

A rhetoric of inclusion and increased social spending within a global context of austerity cuts has dominated disability policies in Singapore today. However, there is a lack of academic works that take a critical disability studies view towards the analysis of disability in Singapore. This work aims to address this gap by adopting a critical social model-led analysis of disability policies in Singapore. The article examines the rhetoric of inclusion, how disability is defined and its implementation through various policies in Singapore. Social workers are now often expected to base their practice on solid empirical findings, but research can vary in terms of its usefulness and relevance to practice. Some social workers have criticized traditional research approaches, suggesting that they are not consistent with the profession's mission to serve vulnerable and disadvantaged populations (e.g., Finn, 1994 Finn, J. Abstract

This paper critically analyses competitive tendering as a model for the provision of welfare services. Competitive tendering, driven by National Competition Policy and other imperatives for greater efficiency and a smaller public sector, is now used extensively by governments to fund welfare services. However, the suitability of this funding model to welfare services generally, and specifically welfare services in non-metropolitan areas, can be criticised on both theoretical and empirical grounds. Competitive tendering is grounded in economic rationalist, urbo-centric assumptions that are largely inappropriate for welfare provision, and have limited validity in rural areas. There is little rigorous empirical evidence of improved efficiency and effectiveness of service delivery under this model. Conversely, there is mounting evidence about the negative impacts. In rural areas this includes the erosion of community service obligations, less collaboration and greater secrecy between agencies, the reduction of choice, limited opportunities for local planning, cost shifting, and threats to continuity of care. This paper concludes with a call for greater application of the ‘public benefit’ test under the provisions of the National Competition Policy, and the development of more sophisticated frameworks for assessing the contestability of welfare services. Social workers have a leading role to play in challenging the dominant ideology of competition-orientated welfare reforms.  相似文献

The inception of When Work Works – a theoretical- and research-based model of change in promoting effective and flexible workplaces dates back to the confluence of a number of factors in the early 1990s. One decade later, this ‘perfect storm’ of factors led to the creation of When Work Works, and two decades later, to this critical assessment of the foundation for and results of this model of change. When Work Works has used partnerships with nationwide business organizations with community chapters in combination with media coverage, educational events, the creation of tools and materials and grassroots methods to communicate well-researched information to employers that show workplace flexibility is not just a favor or perk for employees but can be a powerful strategy for promoting better outcomes for both employers and employees. The program has been responsible for implementing a rigorous award and providing numerous community-based recognition and educational events on workplace effectiveness and flexibility around the country and for assisting many employers to effectively create more flexible and effective workplaces. When Work Works has been designed around eight key principles for creating change on a national level. This paper presents the context in which When Work Works evolved, a detailed discussion of the eight principles of Families and Work Institute's model of change, its results and lessons other organizations may wish to apply in their own change initiatives.  相似文献

This article presents an overview of the challenges facing the diverse rural regions of Europe in delivering social services to its citizens. This is at a time of significant socio-economic and demographic change in Europe. Changes include the impact of globalisation, European integration, population ageing, international and regional migration and restructuring of employment. The uneven impact of change is transforming rural regions in different ways. The article uses findings from a scoping review of the literature that explored different definitions and policy dimensions of the term ‘rural social services’. A desktop search was undertaken of social services and rural policy literature published in the English language, from 1996 to 2007, and the limitations of this are acknowledged. This narrative review aims to scope the broad nature of challenges facing rural regions with regard to social services provision. The findings are grouped in sections exploring definitions, common trends and debates, key questions and underlying paradigms. The article concludes that policy makers and social work professionals may find it useful to take a wide view of existing literature while recognising that it is often limited and compartmentalised.  相似文献

In Italy there is a prison and probation system based on a rehabilitative model, which is connected with social policies and entrusts relevant tasks to the helping professions. Among these, social work is affected by changes in social policies, marked by the influence of neoliberal thought. Contemporary sociological studies highlight the transition from a model mainly focused on ensuring social welfare, to a model in which the dominant interest is to increase effective social control. In this transition there has been an impoverishment of social protection for the most vulnerable segments of the population. This article presents the results of a qualitative research study carried out in northern Italy, among professionals working in the penitentiary sector (mainly social workers). Research has focused on the representations of the respondents on specific issues, including: the relationship between the crisis of the welfare state and the penal-welfare system; the culture of control and the changes in the role of social workers. Results show, inter alia, that social workers reject punitive responses, especially those towards the most disadvantaged social groups. Moreover, in this crisis of the welfare state and the rehabilitative model, political ideals, felt by the entire professional community, seem to be lacking.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

This study describes welfare-to-work participants in the San Francisco Bay Area, support services, experiences with the CalWORKs program, and predictors of employment status in the wake of welfare reform. Findings indicate that many are working and more Stayers and Recidivists than Leavers are using food stamps and Medi-Cal. Multivariate analysis reveals that race and financial supports were the significant factors contributing to employability, defined as the ability to secure employment despite the need to supplement earned income with welfare payments. To help people stay off of welfare, case management services are needed to help participants maintain employment and increase job skills. In addition to expanding our understanding of human behavior within the social environment of poverty, implications for practice and policy are identified.  相似文献

I examine patterns of lexical variation in the homeland varieties of Faetar and Cellese, endangered Francoprovençal dialects spoken in two villages in southern Italy, and in Toronto, one of their largest émigré communities. While lexical change due to borrowing has been in progress for some time in Faetar and Cellese, cross‐generational and diatopic comparisons within a sample of 80 speakers surprisingly indicate that the lexicon is currently quite stable. The lack of systematic patterns of differentiation across age, sex, social class, and regional groups indicates that diachronic lexical variation may not be reflected synchronically in the same ways as the structural variables that form the majority of quantitative sociolinguistic investigation. This suggests the need for further comparisons across types of variables, while maintaining consistent methods of data collection, analysis, and interpretation.
