This research provides a longitudinal assessment regarding children's placement preferences, distinguishing between what children prefer to be permanent home situations and what children expect will be permanent situations. Cluster analysis was used in an effort to classify the responses of 1313 children, ages 6–14, in foster or kinship care, over a three year period, regarding placement preferences. Results of the cluster analyses indicate classification in the following four groups of permanency preferences: 1) I don't want to be here/going home; 2) I can stay here, but I don't want to/going home; 3) I can stay here and I want to, but no adoption; and 4) I can stay here and I want to, with adoption. Findings indicate that across waves of data collection, children express a sense of belonging in their foster homes. Older children were more agreeable to their current placements as long as there was no option of permanency/adoption. Also, White children were more likely to prefer and expect to go home. This research provides great utility in evaluative efforts that include listening to the voices of the children by encouraging their participation in case planning and service evaluation.  相似文献

Many contemporary support services for children and young people (CYP) in out-of-home-care have adopted a collaborative approach to service provision in order to best meet the complex needs of clients. The purpose of this study was to gain a better understanding of the perceptions of Evolve Behaviour Support Services (EBSS) frontline and managerial staff delivering services to CYP in out-of-home-care with disability and complex behaviours regarding interagency/stakeholder collaboration. Views about the number and nature of collaborative partnerships, factors which facilitate or hinder effective relationships and advantages (including unintended benefits) of collaboration were sought. Qualitative interviews with 21 participants highlighted issues around: (1) general and agency/stakeholder specific issues and barriers, and (2) benefits of collaboration. The collaborative approach to service provision was seen as greatly enhancing the effectiveness of EBSS' response and ability to meet the range of CYP's complex needs, as well as having benefits for carers and service providers. Nevertheless, difficulties with collaboration were also encountered. Frequently identified challenges included reduced stakeholder engagement, differences in professional backgrounds and practice frameworks, unequal initiation of contact and follow-up, organisational disparities, communication and information sharing problems, frequent stakeholder turnover and geographical barriers in rural/remote areas.  相似文献

This paper proposes a social utility model of individual preferences for process fairness that complements the Fehr–Schmidt model for outcome fairness. The model assumes that the outcome generating process rather than the actual outcomes influences fairness perceptions, and that process fairness is evaluated through comparison of expected payoffs. The process model successfully predicts data from bargaining games involving risky payoffs that neither outcome-based nor reciprocity models can explain. In a theoretical application, Machina’s parental example for non-expected utility in a distributional problem (Machina’s Mom) is analyzed by incorporating individual level process fairness preferences under expected utility.  相似文献

Partnerships like the delegated management model (DMM), in which a utility delegates management of infrastructure and service delivery to slum residents, are being promoted to improve services to the urban slums in sub‐Saharan Africa. However, there is little empirical evidence of the benefits that DMM offers beneficiaries and its potential limitations. This study, conducted in 2013, compared water service in two slums in the city of Kisumu in Kenya where DMM has been implemented with another where it has not been implemented. Results showed that DMM had lowered the cost of water compared to water kiosks in neighbourhoods in which DMM had not been implemented. The study findings contribute toward an evidence base for stakeholders and regulators who see an opportunity in the integration of DMM into local drinking water provision solutions in urban slums.  相似文献

Over 24,000 youth “aged out” of the nation's foster care system in FY 2005. While independent living programs and other services are available to foster youth, and almost all states allow dependency courts to retain jurisdiction of foster youth beyond age 18, outcomes for former foster youth are disturbing. This paper describes a program to address these challenges by providing extended foster care benefits and support to former foster youth from their 18th to 23rd birthdays. A detailed cost–benefit methodology documents expected costs and key benefits of the program. According to this cost–benefit analysis, a program providing funding and guardian support for former foster youth is projected to result in net benefits to the State of California over the 40-year careers of participating former foster youth. The program, if successful for all youth, would increase lifetime earnings and taxes paid due to increased education and would lower use of TANF and prison, resulting in a benefit–cost ratio of 1.5 to 1, using discounted present value dollars. Even at 75% success, the ratio is 1.2 to 1, showing a net benefit to society. This methodology can also be used to assess the costs and benefits of similar programs.  相似文献

The purpose of this study was to conduct a cost-benefit analysis of three Drug Court programs in Kentucky for two groups of Drug Court participants: program graduates and program terminators. The economic benefits of the Drug Court programs were estimated relative to a comparison group of individuals who were assessed for the Drug Court programs, but did not enter the programs. This study highlights important factors in estimating the costs and the economic benefits of a Drug Court program. Results indicated that, particularly for graduates, Drug Court involvement was associated with reductions in incarceration, mental health services, and legal costs, as well as increases in earnings and child support payments. Net benefits and benefit–cost ratios for each program are presented and policy implications are discussed.  相似文献

The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. Municipal governments are less likely to contract out for service delivery if citizen preferences for the service are heterogeneous. This conclusion is based on an analysis that extends to the public sector the empirical industrial organization literature on transaction costs and the "make or buy" decision faced by private firms. Service delivery practices for sixty-three municipal services are examined. The findings are consistent with the proposition that the cost for writing and monitoring contracts may be an important consideration in municipal service delivery approach and that bureaucratic supply may not be as inefficient as some previous studies indicate.  相似文献

A vocational rehabilitation counselor (VRC) was placed in a methadone maintenance (MM) clinic (Clinic 1; N=333) to increase vocational–educational (v–e) services and improve v–e outcomes. Data on individual service delivery and monthly patient v–e status provided project implementation and outcome data, respectively, in Clinic 1; v–e status data for patients in a comparison clinic (Clinic 2; N=358) allowed assessment of the VRC's impact. V–e services increased significantly in Clinic 1; net v–e involvement increased from 53 to 56% in Clinic 1 and declined in Clinic 2, 45–43%. Logistic regression showed that pre-treatment/at admission employment heavily influenced positive v–e change and that VRC services contributed significantly to v–e change among patients not working at admission. It was concluded that placing a VRC in an MM clinic is a cost-effective v–e intervention.  相似文献

Abstract

This article reports the findings of an exploratory, multi-method study conducted for a state health authority to examine stakeholder perceptions of existing genetic services and service ideals using survey and focus group methodologies. A web-based survey of medical providers and allied health professionals (N = 567) examined the knowledge needed by service providers to deliver competent genetic care. A second web-based survey of programs (N = 15) viewed as potential partners in the delivery of genetic services was conducted to explore the potential for interagency coordination, the family-centered nature of these services, existing training, and general agency ideals and values. Focus groups were also conducted with 4 groups of families and 3 groups of service providers to explore their perceptions of current and ideal services. The strategies yielded important information around service needs, resource issues, barriers to service, psychological issues, and education and information needs related to the delivery of genetic services. Implications for professional education, especially social work education, are also covered.  相似文献

PurposeTransition to adult health and social-care services is a time of great uncertainty for young adults with life-limiting conditions; due to improved management, many who would have previously died before they were 18 years old are now surviving into early adulthood. Nevertheless, few services exist to meet their specific needs for specialist short breaks away from home. The purpose of this research was to determine the views and perspectives of young adults' parents/carers and staff engaged with a purpose-designed, pilot short-break service for 18–24 year olds with life-limiting conditions. Data were gathered through qualitative individual or focus group interviews involving two young adults, four mothers and fifteen health or social-care staff associated with the service. Data were analysed using Framework Analysis.Principal resultsEmergent themes: (i) The need for a specialist short-break service; (ii) Decision making when using or delivering the service; (iii) Challenges of staffing and financing the service (iv) Meeting young adults' complex needs and preferences (v) Suggestions for how to improve the service.The young adults described how they benefitted from access to specialist, age-appropriate, on-site clinical skills facilities and opportunities to socialise with peers. Mothers said they benefitted from time alone or with other family members in the knowledge that the specialist short break service met the needs and preferences of their child as they made the transition to adult services. However, all participating mothers and staff expressed concern about the future well-being of young adults when they left the service at 24 years old.Major conclusionsThis study provides new information to inform ongoing development of short-break services for the increasing number of young adults with life-limiting conditions who are surviving longer than they would previously have done. This will help to ensure that UK services are responsive to users' needs and preferences.  相似文献

This paper uses a culturally competent (Cross, Bazron, Dennis & Isaacs, 1989) perspective to examine the child welfare system's, namely protective services, response to children of color. The purpose of the paper is to indicate how the absence of cross-cultural considerations in both child welfare policy and practice, limits the effectiveness of service delivery to children of color and their families. Specifically, three key aspects of the child welfare system are addressed: past responses to children of color, worker-client interactions, and child protective service agencies. Montgomery GI Bill (MGIB) educational benefits are a prime recruiting tool in today's all‐volunteer military. This paper studies the effects of changes in education benefits using data of the period 1990–2005. Higher benefits lead to higher separation due to both pure incentive effects and by attracting more college‐oriented youth into military service. We deal with potential selection issues by distinguishing between anticipated and unanticipated benefit changes. Higher education benefits are associated with higher separation from the Army and Air Force, but not the other services. A $10,000 increase in MGIB benefits is estimated to increase usage by about 5 percentage points, but the duration of usage is estimated to be insensitive to benefit levels. A questionnaire is designed to allow assessment of a simple additive value function for testing respondent preferences for different types of information used in evaluating police services. The questionnaire was distributed to 57 respondents representing five different stakeholder groups within the metropolitan Pittsburgh Criminal Justice System. The responses are analyzed to determine what types of information different stakeholder groups consider useful in evaluating police performance. Statistical analysis of results suggest that different stakeholders have a high degree of consistency in the importance attached to different types of information.  相似文献

This paper examines the role of social proximity (nonprofit) organizations in the process of professional innovation that involved a transfer of human service technologies from Western Europe and the United States to Poland during the 1989 political–economic reform. To explain that role, the paper introduces a theoretical model that posits the existence of elective affinity between the social proximity form and occupational interests of service providers. As the existing system of professions is no longer sufficient to legitimate expert services and curb competition among different types of providers, the social proximity form bestows social legitimacy on novel or controversial types of services, and is thus instrumental in marketing those services. The proposed model is supported by quantitative data and in-depth interviews. Theoretical implications are discussed.  相似文献

In 2016, the Children’s Commissioner for England reported that the most frequent provision for young carers (YCs) comes from dedicated YC services. This study formed one part of a three-year evaluation of support for YCs and their families provided by the Hampshire YCs Alliance (HYCA), a county-wide collaboration of ten YC services in the UK. It set out to explore the following primary questions; (a) what are the most important changes that the YC services made to YCs and their families? (b) what is it about the services that creates those changes? Semi-structured interviews were carried out in 2017, with YCs aged 9–17 (n = 8), their parents (n = 5), HYCA staff (n = 6) and professionals from other stakeholder organisations (n = 5) and a thematic analysis was undertaken. Reflecting previous research that YCs and their families have a broad range of needs, findings also reveal how YC services support them through a diverse range of interventions. Support led to a diverse range of positive changes for YCs and their families. A number of service features that facilitate change for YCs, as well as ‘key dynamics’ important in facilitating change were identified. These findings have led to a conceptual framework of how YC services facilitate change for YCs and are important for understanding the impact these dedicated services can make to the lives of YCs and how they facilitate change. Together they have implications for the development and commissioning of interventions for YCs and families and how service providers promote their support provision.

The time tradeoff (TTO) method is popular in medical decision making for valuing health states. We use it to elicit economists' preferences for publishing in top economic journals and for living without limbs. The economists value journal publications highly and have a clear preference among them, with the American Economic Review (AER) the most preferred. Their responses imply they would sacrifice more than half a thumb for an AER publication. These TTO results are consistent with ranking and willingness to pay results, and indicate that journal preferences are not entirely determined by impact factors or by expectations of a salary increase following a publication in a prestigious journal. Although a limited number of service cost estimates exist, no study has evaluated how differences in the method used to collect the staff time allocation across treatment services contribute to differences in service cost estimates. Three alternative data collection methods for estimating service-level costs in methadone treatment programs were evaluated: key informants, staff surveys, and staff diaries. We analyzed data from 25 methadone clinics across the United States. Results indicate that for the three primary services offered at methadone clinics—individual counseling, group counseling, and methadone dosing—no statistically significant differences exist in the mean estimates of costs per session across programs. Of the other five services analyzed, we found no statistically significant differences in two of the mean costs per session and a small but statistically significant difference in another service. We found large and statistically significant differences in mean costs for two services, initial patient assessment and initial medical services. Although there is no gold standard available to judge which method is the best to use, we concluded that the key informant method yields more reliable cost estimates compared with the staff methods and is less burdensome to both the treatment programs and to researchers. Our findings suggest that the key informant method is the preferred method for costing substance abuse treatment services.  相似文献

Between 2001 and 2013, Hong Kong regulations permitted pregnant women from mainland China to travel to Hong Kong to deliver their babies. In this article, based on 30 in‐depth interviews, I explore the transborder lives and identities of these mainland Chinese families who, motivated by cost considerations, citizenship and anticipated benefits for their children, chose to give birth to their babies in Hong Kong. In some cases, family networks providing flexible residential practices and family care, supported these transborder activities. However, the complexities of transborder life reveal the diverse ‘identifications’ within Hong Kong society and mainland families. Because neither administration totally accepts them, they are not full members of either society and so the identities they form are both plural and fragmented.  相似文献
