This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

This paper describes and analyzes EU Member States’ progress towards the national EU2020 targets. To do so, this paper constructs a geometric composite index with Benefit-of-the-Doubt weights as a measure of a Member State’s overall performance on the EU2020 headline indicators. A tripartite decomposition of Member State performance change is presented to explain and analyze performance change of the EU-region and the individual EU Member States during the period 2008–2014. The results reveal that all Member States are in general making progress towards their national targets. Member States generally moved forward in the areas of R&D, environmental and educational policy and moved backwards in terms of employment and poverty and social inclusion. As to the realization of the national targets, the majority of the Member States are still mostly lagging on R&D and social inclusion and poverty reduction.  相似文献

The language of EU rural development policy appears more interested in social inclusion and that of US policy more interested in market competitiveness. We seek to determine why policies directed at rural development in the EU and the USA differ. In both contexts new rural development policies emphasize partnership and participation but we find local participation is used to promote social inclusion in the EU and market competitiveness in the USA. An examination of these dimensions illustrates important transcontinental differences and similarities in rural development policies. We explore the socio‐historical reasons for differences in the commitment to social inclusion, while also noting similarities in the priority of market competitiveness.  相似文献

This article assesses the current variation in activation strategies directed towards able‐bodied persons of working age relying on a minimum income guarantee in 19 EU member states. First, we argue that the active inclusion notion developed by the European Commission in its Recommendation on the active inclusion of persons excluded from the labour market provides a useful tool to categorize current activation strategies towards minimum income protection (MIP) recipients. Consequently, we assess the empirical viability of active inclusion strategies in a fuzzy set ideal type analysis of purpose‐collected institutional data. We find that there are only few countries where the activation discourse has remained a dead letter. Most countries implement policy measures that aim to discourage benefit dependency among MIP recipients. Nevertheless, behind the realities of activation strategies towards MIP recipients seldom lies the notion of active inclusion as defined by the European Commission. Particularly, many countries focus predominantly on incentives to increase labour market participation rates of MIP recipients, rather than enabling measures.  相似文献

Until quite recently, the problem of poverty was largely “invisible” in Japan, since the poverty rate was relatively low and issues surrounding poverty received little attention. However, the recent financial and economic crisis caused such an increase in the poverty rate that it could no longer be ignored. When the government announced a poverty rate for the first time in 2009 (15.7% for the year 2007), the nation was shocked. Poverty is now widely discussed and “visible” in Japan, and Japanese policy makers have been forced to formulate and implement strategies to help the poor. The contribution of changing international and national economic and social conditions to increased poverty, including population changes in Japan, is also noted. This paper aims to provide an overview of the poverty situation and the nature of social policy that addresses poverty. It describes in particular the national public assistance program, which is a major public income‐support program and is considered as the ‘last safety net’ available for the poor in Japan. In conclusion, the paper explores the key problems faced by the program and discusses the challenges associated with tackling a dramatic increase in poverty.  相似文献

The concept of social inclusion has been influential in shaping many aspects of social policy in Australia over the past decade. In SA the Rann Labor government established a Social Inclusion Board in 2002, which made an important contribution to development of the SA Strategic Plan that framed SA policy directions under that government. This article considers the relevance of the concept of social inclusion for addressing the disadvantage experienced by Aboriginal South Australians. It examines the SA Social Inclusion initiative and some national measures such as the Overcoming Indigenous Disadvantage and Closing the Gap initiatives and discusses the appropriateness of the methodology adopted. A number of issues are addressed: the extent of Indigenous involvement in setting targets and devising programs to achieve improved social outcomes, the relevance of the targets identified, and the problem of overlapping policy initiatives at state and national level obscuring the measurement of change against specific indicators. A particular concern is that the social inclusion approach embedded in these policies pays too little attention to the priorities and preferences of Aboriginal people and interprets ‘inclusion’ in ways that assert the cultural paradigm of non‐Indigenous Australians.  相似文献

Despite its rapid economic growth, China remains a developing country facing serious challenges of poverty and inequality. This article examines the development and effectiveness of China's primary anti‐poverty family policy, the Minimum Living Standard Assurance (MLSA, or Dibao). Using rich administrative data and building on the existing literature, this article provides a critical evaluation of MLSA's benefit generosity, coverage, targeting, and anti‐poverty effectiveness. To help reinforce MLSA's anti‐poverty impacts, local governments in recent years have implemented a series of supplementary policies and programs, including health, education, housing, and work support programs. This article also provides an assessment of these supplementary policies and programs and draws policy implications for the ongoing expansion of the Chinese government's anti‐poverty efforts.  相似文献

Despite almost 20 years of democratic governance in South Africa, there is growing evidence that equitable access to quality education remains elusive for the majority of its children. In 2007, the Department of Education declared 40 per cent of schools in the country to be ‘no fee’ schools and, by 2011, 60 per cent of all schools had been designated as such. This article examines the introduction and the effects to date of the no fee schools policy, and assesses the progress of South Africa's undoubtedly pro‐poor education policies towards promoting equality in education and, above all, achieving equity of access to resource allocation. It discusses the main challenges and issues relating to the implementation of the no fee policy at provincial and school levels while also considering the efficacy of existing equitable funding instruments, and concludes with suggestions for how more effective and equitable access to quality education can be realized.  相似文献

This article explores the potential of a relatively new approach to social development as a poverty alleviation strategy in Sub‐Saharan Africa (SSA): asset‐based development, an integrated approach to human, social, and economic capital formation. It considers the theoretical framework guiding asset‐based development and the accompanying set of programmatic and policy‐level tools for poverty alleviation in SSA. After considering the recent historical and theoretical contexts of the approach, the authors examine the potential of asset‐based development programs, specifically savings‐led microfinance programs for the poor, to engender development and, more specifically, poverty alleviation in the region. This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献

‘Care’ is a source of critical tension in current social theory, and the policy and practice implications of that tension are evidenced in its current prominence on the political agenda of developed welfare states. This article critically appraises current developments in the theory, policy and practice of care, drawing on interdisciplinary developments in political theory, sociology and social policy. Developing feminist and disability‐rights theories, it explores a critical synthesis of conflicting normative and theoretical positions regarding the giving and receiving of care, and of the ethics and justice of care. It examines case studies of current comparative policy developments across a range of different welfare regimes, including the marketization/commodification and de/re‐familiaization of care, exploring ideological and normative trends in the design of contemporary policies. It discusses the impact of theory and policy on the practice of care, looking particularly at the issue of long‐term care for disabled and older adults. Finally, the authors argue for the development of a citizenship‐based approach to care that decouples it from individualistic and paternalistic paradigms that disempower those who give and receive care.  相似文献

This article points to a current research direction in poverty studies, which explores the knowledge of people living in poverty. The article examines three studies from the USA, Europe and Israel which give voice to the 'life knowledge' of people living in poverty regarding different aspects of their lives. Through these examples, the article examines the potential contribution of 'life knowledge', possessed by people who are welfare-reliant, to the body of knowledge concerning welfare policy. Knowledge of this sort challenges standard preconceptions about the ways in which people cope with hardship and about the ways in which assistance might be given. The article discusses the ways in which 'life knowledge' can be recognised as such and investigated, and how it might contribute to the formation of public policy.  相似文献

To achieve national goals defined by the 1988 Brazilian Federal Constitution, cash benefits alone are insufficient in the absence of more robust social services to reduce inequalities and improve social cohesion. The Constitution, albeit of national importance and international significance, has not addressed many institutional and administrative weaknesses in the design of the national pension system. Although coverage has been increased and inequality reduced, these measures are not sufficient. Brazil's ambitions to further develop social policies (and, indeed, to live up to its accorded international status as a social policy leader) may be constrained by an over‐reliance on conditional cash transfers such as those provided under the Bolsa Família programme. Brazil faces a major political‐economy challenge in addressing all these issues because the policy reform process is difficult, and, more importantly, because of the embedded role of vested interests. Moreover, Brazil must tackle these issues in the face of growing fiscal pressures, which could weaken the current political legitimacy of social policy and undermine important recent successes.  相似文献

Heightened levels of internal labour mobility since the European Union (EU)'s Eastern enlargements in 2004 and 2007 have shifted the context for member state policies geared towards the admission of non-EU workers. This article contends that the strategic use of the internal mobility regime by member states, as a justification for selective recruitment of labour from outside the EU, deserves more analytical attention. This contribution examines how labour migration policies (LMP) in the United Kingdom, France and Germany make use of the EU free-movement framework in current legislation, and how associated policy rationales are justified. In an interpretive policy analysis of legislative documents and decision-makers' meaning-making, as related in semi-structured interviews, the article identifies the logics, tools and rationales which link LMP to EU free movement. These links are shown to be highly selective and they serve common as well as nationally distinct governance goals. Across all three cases LMPs ascribe various degrees of relevance to EU internal labour supply, depending on the different skill levels of migrants targeted in respective policies. This shared pattern of economic coordination of LMP by skill level – in which the EU common labour market plays the role of delimiting additional migration in the skilled and especially low-skilled segments – is conflated with national migration control agendas. Member states draw on EU free movement to justify migration restrictions targeted at specific sending countries. As a result, the governance of the foreign workforce produces skills- and origin-based privileges rather than granting rights to mobile migrant workers in Europe.  相似文献

Policymakers in the UK and beyond have sought to promote interventions to encourage social capital‐building among disadvantaged groups. One specific concern is that those with limited access to social capital/social network relationships will be at greater risk of experiencing both unemployment and poverty. By analyzing longitudinal data from the British Household Panel Survey (BHPS), we seek to identify significant relationships between poverty and the likelihood of entering employment, and different measures of ‘sociability’ and social isolation. Crucially, we discuss if and how measures of sociability/social isolation are associated with jobseekers' varying chances of exiting and re‐entering work and how this varies with their experience of poverty. These issues are important because if sociability impacts on the likelihood of entering employment from a state of worklessness, then policymakers need to understand how cycles of social and labour market exclusion are associated with the rates of entering employment in order to develop effective interventions to improve jobseekers' employability and combat poverty. Following an analysis of BHPS data, we identify lessons for policy for combating long‐term unemployment and promoting social inclusion.  相似文献

The potential and challenge of constructing a democratic developmental welfare state through synergistic state‐civil society relations is the focus of this article. The author argues that while South Africa's pluralist approach, involving a leading role for the state in partnership with voluntary organizations, is a viable policy option to address the country's developmental challenges, anomalies between policy proclamations and actual practice raises questions about the efficacy of the partnership model and the gendered nature of welfare provision. Key governance issues and challenges, namely financial policies and institutional capability, underlie current failures in the delivery of welfare and care services, resulting in the non‐realization of these constitutionally guaranteed social rights. Further public action is needed to remedy the situation. Non‐profit organizations can advocate for policy reforms and challenge the instrumental nature of state‐civil relations and the abrogation of state responsibility for welfare services in contemporary South Africa.  相似文献

Following Michael Lipsky's well‐known argument that policy is made in the daily encounters between street‐level bureaucracy and citizens, a growing body of research emphasizes that actors and organizations delivering social and labor‐market policy play a crucial role in welfare‐state politics. Using qualitative data collected at three local employment agencies in Germany, this article explores worker‐client relations as a crucial mechanism through which activation policies are translated into practice. The analysis investigates how caseworkers define their role and their relationships with clients. The findings show that it is essential for caseworkers to achieve client compliance. In such a context, building relationships of trust is a strategic instrument in overcoming possible barriers to co‐operation in the caseworker‐client interaction. Caseworkers develop strategies to create the impression of trustworthiness and to motivate both unemployed clients and employers to become trust‐givers in the caseworker‐client relation. While research has often stressed the dichotomy between disciplining and enabling elements of activation policies, our explorative study shows that persuasion and trust‐building are a further important dimension of the frontline delivery of activation policies. These strategies reflect the importance of emotional aspects of frontline work.  相似文献

The European Union’s (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007?2014 yields a mixed empirical picture. There is catching‐up convergence regarding policies’ sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. We offer an optimistic and a pessimistic interpretation of these findings.  相似文献

Few would have predicted the rapid progress of the EU in developing common economic institutions 20 or 30 years ago, although many commentators might have foreseen the relatively slow development of convergent social policies. This paper sets the European debate in the context of the path‐breaking work of Polanyi and Schumpeter at the end of the Second World War. It argues that the economic institutions of the EU are at least as important as the social policy institutions in understanding current developments, and suggests that a commitment to a broadly liberal market agenda at the economic level constrains and moulds social policies.  相似文献
