Eskelinen L, Olesen SP, Caswell D. Client contribution in negotiations on employability – categories revised? In this article, we explore how the institutional category ‘unemployed’ is specified in everyday practice when implementing an active employment policy. We illustrate the process of categorisation as an aspect of the in situ positioning and self‐representation of the client by examining one social worker–client talk: how the category unemployed is shaped and ‘translated’ when the client negotiates her situation with the social worker. Two types of category revisions are identified. First, the employability of the client, rather than her unemployment situation, is the issue under negotiation. Second, the client introduces new categories that are compatible with the demands of the employment system. She contributes by drawing on discursive resources related to the category of ‘active job seeker’ but does this with an own agenda of looking for a suitable job. The analysis elucidates the client's contribution to institutional practice and discusses constitutive and constituted elements of categorisation.  相似文献

There are now countless social scientific disciplines—listed either as the science of … X … or as an ‐ology of one kind or another—each with their own internal controversies as to what are their “proper objects of their study.” This profusion of separate sciences has emerged, and is still emerging, tainted by the classical Cartesian‐Newtonian assumption of a mechanistic world. We still seem to assume that we can begin our inquiries simply by reflecting on the world around us, and by allowing our conceptualizations to guide our actions in our inquiries. Beginning our inquiries in this retrospective manner, however, means that our concepts and conceptualizations are both after‐the‐fact and beside the point, for ‘something else’ altogether is guiding us in the performance of our situation‐sensitive actions than merely our conceptualizations. We need before‐the‐fact, hermeneutically‐structured inquiries that can ‘set out’ inner ‘landscapes of possibilities’, to think‐with and to provide guidance, as we try in our more scientifically organized efforts to achieve socially desired outcomes in particular socially shared situations. Conducting such preliminary inquiries is thus an art, requiring not only judgment, but also imagination and poetic forms of expression aimed at creating such shared, inner landscapes among all concerned.  相似文献

Imre R. Badiou and the philosophy of social work: a reply to Stephen Webb Int J Soc Welfare 2010: 19: 253–258 © 2010 The Author, Journal compilation © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Stephen Webb's recent article ‘Against diversity and difference in social work’ claims that the work of Alain Badiou has the potential to be of great use in social work practice. Webb is faced with the problem of a discourse that has eroded any practical meaning attached to notions of diversity and difference, he laments the ‘ethical turn’ in social work practice and blames post‐modernism. Webb views the work of Badiou as a way to reinvigorate social work practice. I claim that Badiou's Being and Event is exclusive to ontology. Connections between Being and Event and possible ‘uses’ of Badiou's subtractive ontology, as an instrumentalisation, are not worthwhile. Critiquing Badiou's non‐ontological philosophies and political polemics is a better way to assess the practicality of his thought outside of his ontology. Webb's conflation of post‐modernism, neoliberalism and the difference, diversity and ethics discourse is also problematic and is critiqued here.  相似文献

Aiming to explore how the ecosocial is imagined within social work research, this article engages with understandings of the relationship between the social and ecological realms when responding to the call for sustainability. A theoretical framework offering five possible imaginations of the ecosocial was developed: the holistic; the anthropocentric conflictual; the anthropocentric compatible; the ‘ecocentric’ conflictual; and the ‘ecocentric’ compatible. The material consists of international peer-reviewed articles referring to the ecosocial. The result reveals that the imagination of the ecosocial is heterogeneous. However, the holistic and anthropocentric compatible imaginations are common, while ‘ecocentric’ and conflictual understandings are rare, which confirms that nurturing social and ecological sustainability does not entail conflicting interests or rivalry but rather the opposite. This implies not only an ongoing widening of the notion of sustainability, in which the idea of limitations is re-installed, but also a possible re-definition of ‘the social’ so as to include the non-human.  相似文献

Over the past decade, an academic debate has developed surrounding qualitative data preservation and sharing in the social sciences, and has been characterised as one between supporters and opponents of this movement. We reframe the debate by suggesting that so‐called ‘opponents’ are not resistant to the principle of data preservation and sharing, but ambivalent about how this principle is being put into practice. Specifically, qualitative researchers are uneasy about the foundational assumptions underpinning current data preservation and sharing policies and practices. Efforts to address these concerns argue that the inclusion of the ‘contexts’ of data generation, preservation and reuse will adequately resolve the epistemological concerns held by the qualitative research community. However, these ‘solutions’ reproduce foundational assumptions by treating ‘context’ as ontologically separate from, rather than constitutive of, data. The future of qualitative data preservation and sharing in the social sciences is dependent on shedding its implicit unitary foundational model of qualitative research, and embracing ‘epistemic pluralism’ and the diversity of philosophical perspectives representing the qualitative researcher community.  相似文献

Many child protection practitioners struggle with the complexity of problems and the limited casework time for adolescent cases. However, there is little research on child protection practice or case management that can guide a practitioner working with adolescents in the child protection system. The aim of this study was to explore and describe the nature of effective child protection practice with adolescents from the perspective of statutory child protection practitioners in one state in Australia. Data were collected through focus group discussions and interviews with child protection practitioners and managers currently working with adolescents (n= 44). A grounded theory approach was used to identify the dominant themes or categories and form linkages and relationships through constant comparison techniques. Seven key categories emerged from this analysis: characteristics of the young person and their family; ‘walking it together’– the centrality of relationships; ‘looking back/looking forward’– practice strategies; practitioner attributes and skills; ‘walking a fine line’– working with the families of adolescents; ‘walking with services’– effective inter‐agency work; and organizational context in effective child protection practice with adolescents. Key implications for practice and areas for further research were discussed.  相似文献

While many academic accounts treat post‐communist Europe as just another site of Europeanization with an emphasis on ‘adaptation’ and ‘learning’, this article argues that EU integration and the transformation of post‐communist Europe is a much more complex, volatile and uncertain process; not so much one of adaptation but more a ‘quantum leap’, apparently bypassing the stage of a Keynesian regime. Post‐communist Europe is asked to join an EU agenda that has many features of what Jessop calls the ‘Schumpeterian Workfare Postnational Regime’ (SWPR). In that sense, EU integration of post‐communist welfare is not simply a ‘catch‐up’, it is a complex transformation process whereby, rather than EU Enlargement and Eastern Europe being seen as a threat to ‘Social Europe’, the EU imposes its own ‘social deficit’ and economic hegemony onto Eastern Europe.  相似文献

ABSTRACT

This article is principally designed to examine social workers’ retrospective views on their past educational experiences with case management in disability services to supply a deficiency that very little literature attention has been paid to how prior professional education shape their case management practice. Using qualitative methods, 13 social workers selected by purposive sampling were invited to participate in in-depth interviews. The qualitative data were analysed to generate some themes. Three themes found are “from ‘rarely heard of it’ to ‘remember it being referred to’”; “buy a lottery ticket before starting a field placement”; and “Ambiguity”. These themes indicate that social work education related to case management was lagging behind, which may exacerbate social work’s polarisation and lead to social workers’ confusion about their professionality. As a result, an urgent need for greater knowledge of case management in university education and in-service training should be addressed in Hong Kong.  相似文献

Qualifying social work education must provide students with a variety of experiential, personalized, participatory, didactic and critically reflective learning opportunities across both the taught curriculum and in practice placements if deep learning of the capabilities needed for effective communication with children and young people is to be ensured. At present, programmes in England are not consistent in the curriculum structures, content and pedagogical approaches they are employing to teach and assess this topic. This paper discusses first how current proposals for the reform of qualifying education in England do not address the ambiguities and discretion in regulatory guidance, which have meant that the place and relevance of this topic within the curriculum remain uncertain and contested. It then draws on a model of the sequencing of students' learning and development in qualifying training, developed through the author's recent empirical research, to present an integrated and coherent approach to the teaching, learning and assessment of this topic. It is proposed that this strategy will enable students to develop the generic, ‘child‐focused’ and ‘applied child‐specialist’ capabilities they need for the ‘knowing’, ‘being’ and ‘doing’ of effective communication with children.  相似文献

The present paper explores whether sufficient grounds exist for articulating an indigenous value base for social work practice. Since the value base is fundamental for practice, it seems that the call for the development of an indigenous social work practice requires an indigenous value base to guide it. However, in the eyes of skeptics, the idea of an indigenous value base for social work practice may be the result of a conceptual confusion between ‘positive’ and ‘normative’ morality. To illustrate the need for making this distinction, this paper critically appraises the literature that argues for indigenization based on the recognition of the diversity and differences of cultural values. Building on this analysis, the paper suggests that we need to re-examine the conceptual issue of whether the assumption of the discontinuity of social explanation and normative evaluation is warranted.  相似文献

In recent years, there have been a number of epistemological developments in social work. Further, there have been a number of theoretical approaches that have attempted to ground the concept of ‘power’ to understand organizational practice such as Marxist thought. At the same time, the insights of French social theorist Michel Foucault have been captivating to the disciplinary development of social work in illuminating power relations and subject positioning between helping professions and clients. To move beyond this, and in order to theoretically interrogate the relationship between social theory and professional power, this article draws from the neo Foucauldian-Feminist philosopher Judith Butler – especially regarding Butler's (1990, 1993 and 1998) powerful work on ‘performativity’. This article attempts to generate new theoretical insights to understanding contemporary social work through the conceptual tools of Butler.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献

This article takes a historical look at the ‘underclass’ debate that was prominently provoked and perpetuated in Britain by the American Charles Murray. It does so because the recent protestations about gun crime, welfare dependency and lone parenthood by David Cameron and the Conservative Party have not only echoed New Labour's New Deal logic, but have also reignited an argument that furiously raged in British policy debates during the 1980s and 1990s. Despite numerous criticisms and critics questioning Murray's selection of evidence, methodology and use of anecdotal vignettes, it is still apparent that the stereotypical assumptions about a section of British society who choose not to work, live a life of crime and produce inadequately socialised illegitimate children still persist. Consequently, the article revisits these arguments so that lessons from the past can now be brought to the fore and, hopefully, taken on board academically if not politically.  相似文献

In the USA, universal coverage has long been a key objective of liberal reformers. Yet, despite the enactment of the Patient Protection and Affordable Care Act (PPACA) (commonly known as ‘Obamacare’) in 2010, the USA is not set to provide health care coverage to all, even if and when that reform is fully implemented. This article explores this issue by asking the following question: Why was a clear commitment to universal coverage, the norm in other industrialized countries, excluded as a core objective of the PPACA and how has post‐enactment politics at both the federal and the state level further shaped coverage issues? The analysis traces the issue of universal coverage prior to the debate over the PPACA, during the 2008 presidential race, and during consideration of the bill. The article then looks at the post‐enactment politics of coverage, with a particular focus on how states have responded to the planned use of the Medicaid programme to expand access to care. The article concludes by discussing how an explanation of the limits of the PPACA, in terms of both its commitment to universal coverage and, more importantly, the failure to provide comprehensive health insurance to all, requires an understanding of complex institutional and policy dynamics.  相似文献

The past two decades have brought significant shifts in Norwegian activation policy towards a joined‐up and employability‐enhancing approach to labour market inclusion in order to promote return‐to‐work despite health problems or disabilities. Utilizing a concept from health promotion, we term this approach an ‘asset model’ of activation. The Norwegian Labour and Welfare Service (NAV) and its local offices are the main agents implementing the new policy. This article aims to investigate the strategies that the frontline workers of NAV engage in, in order to externalize an ‘asset model’ in the adjacent medical field and to the general practitioners (GPs) in particular. We analyze these strategies as forms of creative institutional work – the purposive actions undertaken to change existing presumptions and opinions among relevant actors. We argue that although the new activation policy is not theirs to develop, in order to bring about changes in practice, ‘creating’ institutional work by the frontline workers is required. Our findings show that the frontline workers develop strategies in order to externalize an asset model to the GPs, as part of operationalizing an ‘activation’ reform into practice. We identify four forms of ‘creating’ institutional work undertaken by the frontline workers: ‘defining’ – enacting legislation and regulation in relation to GPs; ‘constructing normative networks’ – creating a more collaborative relationship with the GPs; ‘educating’ – teaching the GPs about the rules and regulations, and the opportunities and assistive measures they can offer to the injured; and thereby also ‘changing normative associations’ of GPs towards the activation policy.  相似文献

In the current economic crisis, middle‐class families often find themselves immersed in a process of downward social mobility. These are families in which both spouses work, and where many relational conflicts begin in the sphere of work–family reconciliation and the allocation of household responsibilities. This article presents the results of a research study we conducted on middle‐class families in Spain. We focus specifically on the problems associated with work–family reconciliation and gender, and the mitigating role played by social support. Based on our results, we want to call the attention to a prevalent and ‘new’ conflict in family‐based practice social work in Spain: the work–family conflict.  相似文献

Children’s services are currently undergoing their biggest changes in a generation. The government is seeking to create a more coherent, seamless configuration of services, with a view to securing improved outcomes for all children. However, there is a current crisis in the recruitment and retention of a range of child welfare professionals, including children’s social workers, which must be addressed in order for this ambitious agenda to be achieved. This paper discusses the findings of a series of focus group discussions with social workers undertaking the London Post Qualifying Child Care Award in response to the Children’s Workforce Strategyconsultation process. These findings are then analysed within the context of the wider literature on social work practice and workforce development. It is argued that central to the debate on how to sustain a competent and stable social work workforce should be consideration of the consequences of initiatives to audit and assess performance; the promotion of relationship‐based social work; and the wider role of social work in preventative and protective services for children.  相似文献

Recent years have seen a burgeoning interest in developing indicator frameworks for ‘Indigenous wellbeing’. Implicit in each of the frameworks are particular conceptions of what constitutes the ‘good life’ for Indigenous peoples and what ‘Indigenous development’ should entail. In developing these frameworks, then, certain judgements must be made about whether statistical equality should be prioritised as a ‘development’ goal. This issue has generated long‐standing debate and in this context must be broached anew. In this paper we briefly examine the growing interest in Indigenous wellbeing and outline three prominent indicator frameworks: the Productivity Commission's indicators for ‘Overcoming Indigenous Disadvantage’; the ‘capability indicators’ developed by the Cape York Institute for Policy and Leadership; and the indicators of wellbeing developed by the United Nations Permanent Forum on Indigenous Issues. The first prioritises statistical equality between Indigenous and non‐Indigenous Australians; the second adds a concern with ‘capabilities’; and the last emphasises the importance of distinct cultural preferences. We offer an assessment of these approaches, drawing in part on Amartya Sen's work. We argue that in seeking to improve the wellbeing of Indigenous Australians, policy‐makers should not only make their own normative assumptions clear, but also be aware of the implications of their decisions for constituents with different worldviews.  相似文献

This literature review analyses the adoption and development of a street‐level perspective in public management, social policy and social work. The last years have seen a prominent revival of a perspective based on Michael Lipsky's street‐level bureaucracy approach in the debates conducted within all three disciplinary fields. Based on 71 key publications in public management, social policy and social work, the review analyses the adoption of the street‐level bureaucracy approach during the period 2005–2015, pointing out the main themes of the debate within, as well as overlaps and differences between, the three disciplines. The findings show the potential of better integrating the different perspectives and taking stock of the articulated debate. Lastly, the review discerns a common viewpoint for further street‐level research, emphasising its importance for the critical analysis and understanding of street‐level work as a vital dimension of responsive and accountable institutions and as a decisive moment to shape positive policy outcomes on the ground. Key Practitioner Message: ? The use of discretion by frontline practitioners and their role as policy actors on the ground has become an important focus of research; ? This literature review shows that the debate has gone far beyond discussing discretion as an all‐or‐nothing issue, pointing out both positive and negative aspects of discretion and developing comprehensive frameworks to explain the use of discretion at the street‐level; ? However, street‐level research has traditionally rather neglected the notion of professionalism. The social work literature brings in the perspective of professionalism; more research efforts are needed to better explore and explain how professionalism matters in relation to challenges and dilemmas of different policy and practice fields.  相似文献

Reports into incidents of child death and serious injury have highlighted consistently concern about the capacity of social workers to communicate skilfully with children. Drawing on data collected as part of an Economic and Social Research Council funded UK‐wide research project exploring social workers' communicative practices with children, this paper explores how approaches informed by social pedagogy can assist social workers in connecting and communicating with with children. The qualitative research included data generated from 82 observations of social workers' everyday encounters with children. Social pedagogical concepts of ‘haltung’ (attitude), ‘head, heart and hands’ and ‘the common third’ are outlined as potentially helpful approaches for facilitating the intimacies of inter‐personal connections and enhancing social workers' capacity to establish and sustain meaningful communication and relationships with children in the face of austere social, political and organisational contexts.  相似文献
