Guidance has been produced for land use planners and decision-makers on how tsunami inundation modelling can be included into land use planning. The process of developing the guideline included exploring the difficulties in integrating physical science models into land use planning with a focus on tsunami. These difficulties included addressing uncertainty and reconciling planners' needs with the capability of the modellers. The guidance was based on two key questions. (1) How can tsunami modelling be incorporated into land use planning? (2) What information do planners need from modellers to improve planning and policy for tsunami? The purpose of this paper is to provide a brief overview of the guideline, with the aim of assisting others in producing similar guidance for implementing tsunami modelling into land use planning. The guideline includes tsunami basics, a decision tree for including tsunami risk into land use planning, which forms the basis of the guideline.  相似文献

How do experienced spreadsheet users compare to inexperienced ones, and what light can this comparison shed on spreadsheet best practices? This is the question we address in this paper, using the results from a survey of nearly 1600 respondents. This survey was completed by a wide range of spreadsheet users and focused on their significant characteristics and practices. We were interested in their training, experience, collaboration, and quality control methods. We also examined the number of spreadsheet functions they used regularly, the manner in which they created spreadsheets, and the types of tests they used to check results. We compared two subgroups corresponding to two extremes with respect to their self-reported level of experience and skill. Each subgroup was represented by roughly 10% of the total respondents. Our results suggest that there is a substantial difference between these groups, not only in their personal backgrounds and the corporate setting within which they work, but also in their individual spreadsheet skills and practices. We find that the most experienced subgroup exhibits many desirable characteristics and practices.  相似文献

This paper is grounded in what 15 experienced Glaswegian planners said about their work. Many spoke of their misgivings about the Scottish government’s efforts to modernize national and local planning practices, whereby, in their view, they are expected to be facilitators of economic development above all other considerations. They spoke of how they thought planning should be practised and in their resource-constrained circumstances, how they strive to do so. Most grew up in the Glasgow region prior to the current neo-liberal ascendancy in public policy and planning and remain committed to their places and people. Whether their professional concerns are now largely residual or still relevant, so presaging possible emergent professional practices are discussed.  相似文献

We urgently need to put the concept of resilience into practice if we are to prepare our communities for climate change and exacerbated natural hazards. Yet, despite the extensive discussion surrounding community resilience, operationalizing the concept remains challenging. The dominant approaches for assessing resilience focus on either evaluating community characteristics or infrastructure functionality. While both remain useful, they have several limitations to their ability to provide actionable insight. More importantly, the current conceptualizations do not consider essential services or how access is impaired by hazards. We argue that people need access to services such as food, education, health care, and cultural amenities, in addition to water, power, sanitation, and communications, to get back some semblance of normal life. Providing equitable access to these types of services and quickly restoring that access following a disruption are paramount to community resilience. We propose a new conceptualization of community resilience that is based on access to essential services. This reframing of resilience facilitates a new measure of resilience that is spatially explicit and operational. Using two illustrative examples from the impacts of Hurricanes Florence and Michael, we demonstrate how decisionmakers and planners can use this framework to visualize the effect of a hazard and quantify resilience-enhancing interventions. This “equitable access to essentials” approach to community resilience integrates with spatial planning, and will enable communities not only to “bounce back” from a disruption, but to “bound forward” and improve the resilience and quality of life for all residents.  相似文献

Learning requires acquiring and using knowledge. How do individuals acquire knowledge of another culture? How do they use this knowledge in order to operate proficiently in a new cultural setting? What kinds of training would foster intercultural learning? These questions have been addressed in many literatures of applied and basic research, featuring disparate concepts, methods and measures. In this paper, we review the insights from these different literatures. We note parallels among findings of survey research on immigrants, expatriate managers, and exchange students. We also draw on experiment-based research on learning to propose the cognitive processes involved in intercultural learning. In the first section, we focus on acquiring cultural knowledge, reviewing longstanding literatures on immigrant acculturation and expatriate adjustment investigating antecedents of intercultural adjustment and performance. In the second section, we focus on displaying proficiency, examining how newcomers to a cultural setting deploy their knowledge of it in order to adjust their behavior and judgments. We draw upon findings about individual differences and situational conditions that predict performance to suggest training for optimal use of cultural knowledge by adapting behaviors and judgments according to situational factors.  相似文献

When analyzing a reorder point, order quantity (r, Q) inventory systems, one important question that often gets very little, if any, attention is: When a stockout occurs, how large is it? This paper is directed at researchers and practicing inventory planners with two objectives. First, we provide several models and algorithms to compute the Expected Shortages When a Stockout Occurs (ESWSO) for a variety of stochastic environments. We show that when ESWSO, is used in conjunction with the traditional fill rate measures it greatly enhances a planners ability to plan for shortages. Second, we develop two cost‐minimizing inventory models—one addressing the backorder and the other the shortage scenario—to show how the ESWSO can be seamlessly integrated into an inventory‐cost framework to specify lot sizes and safety stocks.  相似文献

Many physician executives experience a personal jolt as they move to work in a very different relationship with their colleagues. What happens? How can we understand this phenomenon? What can we do to minimize the personal toll so often exacted by the transition to leadership? This paper will focus on these essential questions. The inevitable discomfort encountered during this learning curve, which can last from two months to two years, often comes as a surprise. Many physicians who have been elevated to leadership positions because of their success and interpersonal acceptance, have not had to struggle with this sense of being "a fish out of water" since very early in their professional careers. How do social organizations evolve? How do they adapt to environmental pressures? What resources and capabilities determine their survival within dynamic competition? Charles Darwin’s seminal work The Origin of Species (1859) has provided a significant impact on the development of the management and organization theory literatures on organizational evolution. This article introduces the JMG Special Issue focused on Darwinism, organizational evolution and survival. We discuss key themes in the organizational evolution research that have emerged in recent years. These include the increasing adoption of the co-evolutionary approach, with a particular focus on the definition of appropriate units of analysis, such as routines, and related challenges associated with exploring the relationship between co-evolution, re-use of knowledge, adaptation, and exaptation processes. We then introduce the three articles that we have finally accepted in this Special Issue after an extensive, multi-round, triple blind-review process. We briefly outline how each of these articles contributes to understanding among scholars, practitioners and policy makers of the continuous evolutionary processes within and among social organizations and systems.  相似文献

Planners routinely deal with issues involving conflict, regularly engaging with people who may be upset, angry and at times aggressive. Yet planners are not conflict resolution specialists and their role is not necessarily to act as mediator. The level of conflict they experience can be stressful and challenging. This paper reports on interviews conducted with local government planners in Melbourne, Australia, in which they discuss their experience with conflicts and reflect on their preparation for this challenging aspect of their profession. The results indicate the need for more emphasis on training in a range of personal and professional behaviours within planning education.  相似文献

How do you deal with change--in either personal circumstances or in the turbulent health care environment? Do you rail against the variables that seem to put you in the uncomfortable situation, blame yourself, take it personally? Are there ways to start looking at change differently and more effectively? Here's the key: It's all weather. Whatever you can't control, no matter who does it or why, is just part of the weather--where you are right now. How do we treat weather? We try to find out as much as we can about what's coming, but we keep its unpredictability in mind. We prepare for its extremes as wisely as possible. We grieve any losses it causes us, and celebrate the lovely spring days and quiet summer evenings it gives us. Integration is a buzzword in manufacturing strategies for global competitiveness. However, some fundamental questions have yet to be answered scientifically; namely, what is integration, why integrate, and what should be integrated? How do existing integration models approach the problems of integration and to what extent are they successful? A theory-based model of information requirements for integrated manufacturing is needed to answer these questions properly. Such a model can unify hitherto narrowly defined and domainoriented approaches. We suggest a paradigm of parallel formulation and use it to formulate the information requirements for integration, including data and knowledge classes, decision spaces, and logical interactions.  相似文献

This invited paper discusses theory development in operations management. Many stellar researchers have made excellent contributions to theory development in our field. Operations management is a maturing discipline. Recently, theory driven empirical research has become common in top‐tier journals in our field. Impelled by this trend and due to the path dependency of research, in general, researchers have examined operations phenomena using theories from management and organizational science. How do we extend the frontiers of knowledge in our maturing discipline? How do we develop theories within the field of operations management? In examining some of the seminal ideas that have shaped our field, a common characteristic is that they relied on observational studies and conceptual reasoning. Is it time for us to stress the usefulness of qualitative research methods in our field? Could this lead to an intellectual renewal in our field and extend the frontier of a maturing discipline? This paper explores these questions and advances the notion that qualitative analysis needs to be emphasized more than it has been in recent past. Abstract. This article focuses on workers who permanently lost their jobs for involuntary reasons in Spain. We use a 1985 representative survey of the Spanish labor force containing retrospective questions related to workers' mobility. We evaluate several characteristics of job losers, as compared to other unemployed workers with experience by the end of 1985. Thereafter, an analysis of job losses addresses the following questions: (1) What types of jobs were lost? (2) How did workers perform after their job loss? (3) How long have they been out of work?
