The need to integrate adaptation efforts into land-use planning policies has been only recently recognized in Ho Chi Minh City. The city's latest planning guidance addresses both flooding resilience and mitigation of urban heat. This paper outlines the development contexts and the current barriers for adapted land-use planning within the city. The key challenge for land-use planning is communicating the important functions and services of open and natural urban spaces and effectively guiding the mainly individual developer-driven development. As the realization of non-structural adaptation measures is in strong contrast to the current market-driven private and short-term developer interests, the main development trajectories are questioned and synergies identified.  相似文献

Coupled infrastructure systems and complicated multihazards result in a high level of complexity and make it difficult to assess and improve the infrastructure system resilience. With a case study of the Greater Toronto Area energy system (including electric, gas, and oil transmission networks), an approach to analysis of multihazard resilience of an interdependent infrastructure system is presented in the article. Integrating network theory, spatial and numerical analysis methods, the new approach deals with the complicated multihazard relations and complex infrastructure interdependencies as spatiotemporal impacts on infrastructure systems in order to assess the dynamic system resilience. The results confirm that the effects of sequential hazards on resilience of infrastructure (network) are more complicated than the sum of single hazards. The resilience depends on the magnitude of the hazards, their spatiotemporal relationship and dynamic combined impacts, and infrastructure interdependencies. The article presents a comparison between physical and functional resilience of an electric transmission network, and finds functional resilience is always higher than physical resilience. The multiple hazards resilience evaluation approach is applicable to any type of infrastructure and hazard and it can contribute to the improvement of infrastructure planning, design, and maintenance decision making.  相似文献

While links between planning and resilience are increasingly touted as fundamental to managing urban settlements, there are limited practical examples. This paper provides an example via regulatory processes, in parallel with the exercise of professional discretion. Using analysis of diverse urban planning proposals in bushfire prone areas of Victoria Australia, a systematic and site-specific approach for bushfire risk assessment is set out. A three-step process is proposed as a basis for delivery of design solutions to manage bushfire risks. The paper concludes by arguing that professional judgement is a fundamental part of bushfire risk reduction within a regulatory framework.  相似文献

Resilience, the ability to adapt to adversity and endure job demands, is growing in prominence in the management literature with limited regard to occupational influences. Often examined at the individual level with fragmented conceptualizations, it can be a trait, capacity, or a process. We conduct a review of (1) management studies and (2) content from O*NET for 11 occupations and disciplinary studies taking a grounded approach to synthesize themes to develop an integrated occupational resilience framework. Our review suggests that resilience is individually and occupationally determined as part of a multi-level system. Our review shows that specific occupational tasks and contextual demands imply different connotations of what exactly “resilience” means and how contexts may constrain or foster resiliency. Occupational resilience involves (1) multiple conceptual strands related to accessing resources (trait, capacity, and processes); (2) positive and negative triggers that are occupationally distinguished; (3) different resilience types (cognitive, emotional, and physical) that vary in need, breadth, and importance across occupations; (4) a dynamic phenomenon that occurs within and across career stages; (5) both content-general, and job-specific occupational tensions; and (6) work and nonwork domains. Multi-level occupational-specific and comparative studies, adaptive performance and risk taking across the work–nonwork interface are highlighted areas for future research.  相似文献

Maintaining the performance of infrastructure-dependent systems in the face of surprises and unknowable risks is a grand challenge. Addressing this issue requires a better understanding of enabling conditions or principles that promote system resilience in a universal way. In this study, a set of such principles is interpreted as a group of interrelated conditions or organizational qualities that, taken together, engender system resilience. The field of resilience engineering identifies basic system or organizational qualities (e.g., abilities for learning) that are associated with enhanced general resilience and has packaged them into a set of principles that should be fostered. However, supporting conditions that give rise to such first-order system qualities remain elusive in the field. An integrative understanding of how such conditions co-occur and fit together to bring about resilience, therefore, has been less clear. This article contributes to addressing this gap by identifying a potentially more comprehensive set of principles for building general resilience in infrastructure-dependent systems. In approaching this aim, we organize scattered notions from across the literature. To reflect the partly self-organizing nature of infrastructure-dependent systems, we compare and synthesize two lines of research on resilience: resilience engineering and social-ecological system resilience. Although some of the principles discussed within the two fields overlap, there are some nuanced differences. By comparing and synthesizing the knowledge developed in them, we recommend an updated set of resilience-enhancing principles for infrastructure-dependent systems. In addition to proposing an expanded list of principles, we illustrate how these principles can co-occur and their interdependencies.  相似文献

The design and planning of resilient supply chains is a major challenge due to the increasing complexity of these systems that operate in a global market and therefore are more exposed to disruptions. In the present work a design and planning model that integrates demand uncertainty is applied to five supply chain structures that are submitted to different types of disruptions. Disruptions are modelled in a probabilistic manner, resulting in the incorporation of two sources of uncertainty. Eleven indicators are considered to assess the supply chains’ resilience, which comprise network design, centralization and operational indicators. The goal is to provide managers what are expected operational impacts (measured by the operational indicators) by assessing the behavior of network and centralization indicators and their known resilience behaviors from the literature. A case study of a European supply chain is used to illustrate the methodology and a discussion on the results obtained is presented in order to conclude which main characteristics a manager should consider when designing and planning resilient supply chains.  相似文献

Abstract

Urban and regional planning education seeks, often through highly applied teaching, to develop students’ abilities allowing them to work meaningfully on emergent urban and regional issues. However, it is relatively uncommon that education itself develops alongside government policy and research agendas. This paper documents the development of a new tertiary wildfire management qualification prepared in partnership with planning and building agencies after the devastating 2009 Victorian wildfires. It is argued that the process of developing educational outcomes in this case paralleled an interactive and ongoing agenda of research, policy development and education that represents adaptive-ness facilitating resilience as learning and institutional change.  相似文献

This paper identifies the development of and gaps in knowledge in business and management research on resilience, based on a systematic review of influential publications among 339 papers, books and book chapters published between 1977 and 2014. Analyzing these records shows that resilience research has developed into five research streams, or lines of enquiry, which view resilience as (1) organizational responses to external threats, (2) organizational reliability, (3) employee strengths, (4) the adaptability of business models or (5) design principles that reduce supply chain vulnerabilities and disruptions. A review of the five streams suggests three key findings: First, resilience has been conceptualized quite differently across studies, meaning that the different research streams have developed their own definitions, theories and understandings of resilience. Second, conceptual similarities and differences among these streams have not yet been explored, nor have insights been gleaned about any possible generalizable principles for developing resilience. Third, resilience has been operationalized quite differently, with few insights into the empirics for detecting resilience to future adversity (or the absence thereof). This paper outlines emerging research trends and pathways for future research, highlighting opportunities to integrate and expand on existing knowledge, as well as avenues for further investigation of resilience in business and management studies.  相似文献

Because the increased frequency, intensity, and duration of extreme weather events have significantly challenged power systems, there has been an increased interest in resilient power systems. This article establishes a multicriteria resilience evaluation framework for urban power systems from a physical–cyber–human system perspective, in which the two principal elements responsible for power system function degradation are described, the three major domains comprising urban power systems are explained, four core capacities that positively contribute to power system resilience are proposed, and 15 (11 objective and four subjective) power system resilience evaluation indicators are identified. Fuzzy hesitant judgment and a Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) aggregation method are employed to minimize the expert divergence and maximize the group consensus. A validation method is designed and a comparison with commonly applied performance-based and attributes-based evaluation methods is conducted. The applicability of the evaluation framework is verified using data from four Chinese municipalities: Shanghai, Beijing, Chongqing, and Tianjin. It was found that Shanghai's resilience was the best, and Chongqing's physical resistance disadvantages would result in the greatest difficulties in coping with extreme event disturbances. Physical, cyber, and human domain resilience enhancement strategies are given for different cities separately. This study provides a practical tool to evaluate, compare, and enhance power system resilience for governments and public utilities.  相似文献

The number and magnitude of devastating natural and human events make it imperative that we actively and systematically estimate the costs and benefits of policy decisions in affected localities, regions, states, and nations. Such strategic risk management preparedness efforts should forecast well into the future and include scenarios with and without enhanced engineered structures; with reduced vulnerability through land-use planning and design; with the impact of resiliency and mitigation; with evacuation and relocation; and with the costs and benefits of recovery and restoration. We describe different kinds of regional economic models that can be used in these preparedness planning efforts, explore critical data needs, and advocate a shared federal-state-local strategic planning effort to accomplish the objective.  相似文献

The aim of this study is to develop a framework by drawing on three broad perspectives on resilience, engineering, ecological and evolutionary, and to use this framework to critically examine the approach adopted by the draft London climate change adaptation strategy. The central argument of the study is that the Strategy's emergency planning-centred approach to climate adaptation veers between a standard ecological understanding of resilience and the more rigid engineering model. Its emphasis is on identifying ‘exposure’ and ‘vulnerability’ to risk from climate events and on bouncing back from the consequences of such exposures to a normal state, rather than on the dynamic process of transformation to a more desirable trajectory. The study concludes that fostering resilience involves planning for not only recovery from shocks but also cultivating preparedness, and seeking potential transformative opportunities which emerge from change.  相似文献

Critical infrastructure networks enable social behavior, economic productivity, and the way of life of communities. Disruptions to these cyber–physical–social networks highlight their importance. Recent disruptions caused by natural phenomena, including Hurricanes Harvey and Irma in 2017, have particularly demonstrated the importance of functioning electric power networks. Assessing the economic impact (EI) of electricity outages after a service disruption is a challenging task, particularly when interruption costs vary by the type of electric power use (e.g., residential, commercial, industrial). In contrast with most of the literature, this work proposes an approach to spatially evaluate EIs of disruptions to particular components of the electric power network, thus enabling resilience‐based preparedness planning from economic and community perspectives. Our contribution is a mix‐method approach that combines EI evaluation, component importance analysis, and GIS visualization for decision making. We integrate geographic information systems and an economic evaluation of sporadic electric power outages to provide a tool to assist with prioritizing restoration of power in commercial areas that have the largest impact. By making use of public data describing commercial market value, gross domestic product, and electric area distribution, this article proposes a method to evaluate the EI experienced by commercial districts. A geospatial visualization is presented to observe and compare the areas that are more vulnerable in terms of EI based on the areas covered by each distribution substation. Additionally, a heat map is developed to observe the behavior of disrupted substations to determine the important component exhibiting the highest EI. The proposed resilience analytics approach is applied to analyze outages of substations in the boroughs of New York City.  相似文献

韧性研究尤其针对基础设施已经是当今越来越热门的研究话题,电网是社会正常运转的关键基础,雨雪冰冻等自然灾害会严重破坏电网系统,因此针对自然灾害下电网韧性提升至关重要。本文将从韧性视角对电网设施进行投资规划以减少电网系统损失,同时兼顾投资者的投资效益问题。通过建立一种设计者-攻击者-防御者三层数学模型,综合考虑电网韧性的吸收力与适应力提升,选取电网线路分级别保护和增添直流融冰设备作为投资策略来最小化雨雪冰冻的消极影响,实现了对电网系统差异化的动态保护。本文的三层优化模型通过设计的两层C&CG算法进行求解。通过对云南曲靖电网的算例结果进行分析,验证了从韧性视角综合考虑电网投资问题的合理性。  相似文献

Recently, the concept of resilience has gained new momentum in organization studies. It is held to be a very promising concept to explain how organizations can survive and thrive amidst adversity or turbulence. However, findings from an earlier review about resilience in the organizational and business context show that, although empirical research on the concept has increased, there is still a need for more clarity in terms of its measurement. The aim of this paper is to present a systematic review of the organizational resilience construct that covers both conceptual and operational issues. We discuss why researchers criticize resilience for being fuzzy and move on to identify and analyse existing literature under the lens of construct development and taxonomies. With this study, we aim to point out conceptual problems for future researchers to address conceptual clarity and to develop a clearer, more parsimonious concept. The nature of the current rotating roster, providing 24-h air traffic services over five irregular shifts, leads to accumulated fatigue which impairs air traffic controllers’ cognitive function and task performance. It is imperative to develop an effective fatigue risk management system to improve aviation safety based upon scientific approaches. Two empirical studies were conducted to address this issue. Study 1 investigated the mixed effect of circadian rhythm disorders and resource depletion on controllers’ accumulated fatigue. Then, study 2 proposed a potential biofeedback solution of quick coherence technique which can mitigate air traffic controllers’ (ATCOs’) fatigue while on controller working position and improve ATCOs’ mental/physical health. The current two-studies demonstrated a scientific approach to fatigue analysis and fatigue risk mitigation in the air traffic services domain. This research offers insights into the fluctuation of ATCO fatigue levels and the influence of a numbers of factors related to circadian rhythm and resource depletion impact on fatigue levels on study 1; and provides psychophysiological coherence training to increase ATCOs’ fatigue resilience to mitigate negative impacts of fatigue on study 2. Based on these two studies, the authors recommended that an extra short break for air traffic controllers to permit practicing the quick coherence breathing technique for 5 min at the sixth working hour could substantially recharge cognitive resources and increase fatigue resilience. Application: Present studies highlight an effective fatigue intervention based on objective biofeedback to moderate controllers’ accumulated fatigue as a result of rotating shift work. Accordingly, air navigation services providers and regulators can develop fatigue risk management systems based on scientific approaches to improve aviation safety and air traffic controller's wellbeing.  相似文献

Resilience is the internal power of resistance to stress and to threats to physical and mental health. Self-care refers to an active, self-governing organization of one’s own life, in order to deal with stress and threats. When we take these two concepts as polarities, we can understand self-care as an endeavor towards realizing and using of one’s own power of resistance. The author discusses the mental resources of resilience which may be useful in coaching processes in order to deal with situations of conflict and crisis. Supply chain disruptions recurrently challenge end-to-end operations owing to the ambiguous understanding of the role of governance in impacting supply network resilience. This paper scrutinises the relevant literature to understand the plethora of interpretations in supply chain governance and resilience while further providing a new perspective on the representation of the interplay between governance and resilience in supply chains. In this regard, the Systems Thinking lens is adopted to pull together the typologies and constructs of supply chain governance and resilience from the literature. Methodologically, System Dynamics modelling principles are leveraged to capture the underpinning structural interdependencies in a causal loop diagram. The study reveals that endogenous and exogenous supply chain governance processes and mechanisms support the intrinsic and extrinsic resilience in networks. Overall, this research contributes to the supply chain risk management domain by synthesising the interplay between governance and resilience, identifying pertinent typologies, and articulating research propositions that can inform decision-making at policy and management levels.  相似文献

Resilience is a concept incorporating a vast range of contemporary risks and over recent years has become increasingly important to our understanding of contemporary planning policy and practice. This paper examines the changing nature of resilience strategies since 2000 and highlights how planners increasingly are asked to contribute to this agenda. Drawing on the emerging theories of urban resilience, this paper charts the emergence of different ‘styles’ of resilience over the last decade in the UK, with an emphasis on a range of policies associated with designing safer spaces. Emerging lessons are then deployed to highlight how a new generation of urban resilience practice is now emerging associated with embedding resiliency into local place-making activities. This paper concludes by reflecting upon the multiple uses of resilience in planning practice.  相似文献

While empirical studies indicate that formal planning influences corporate effectiveness, no systemic understanding exists regarding how and why formalization of the planning activity affects corporate performance. This article proposes a framework for analyzing the impact of formalization on the quality of the planning exercise.It is suggested that by formalizing the planning activity, certain benefits accrue which cannot result from informal planning. Also, the intrinsic purposes of planning are furthered in several ways by formalization. However, there are also disadvantages resulting from formalization, some inherent and some arising from faulty design. The consequences of formalization with respect to the generally accepted purposes of planning are examined and a checklist intended to help designers develop more effective formal planning systems is proposed.  相似文献
