We present the results from a policy experiment in which single mothers on welfare were stimulated to enter the labor market and increase their work experience. The aim of the policy was not per se for single mothers to leave welfare completely but to encourage them to find a job if only a part-time job. Two policy instruments were introduced: an earnings disregard and job creation. The experiment was performed at the municipality level in the Netherlands, a country with relatively high benefits and low incentives for single mothers to leave welfare for work. In our analysis, we make a distinction between native and immigrant welfare recipients. For immigrant single mothers, we find a positive employment effect of an earnings disregard. Job creation in addition to the earnings disregard increased working hours for some groups of single mothers. Although the outflow from welfare was not affected, welfare expenditures were reduced.  相似文献

This paper uses labour force survey data to examine the employment rates and employment decisions of women with young children in the United States, Britain and Japan. Our results confirm that young children have a very strong negative effect on women's employment; this effect is most pronounced in Britain. We then take advantage of panel data to investigate the effects of family leave coverage on women's job retention after childbirth. We find that family leave coverage increases the likelihood that a woman will return to her employer after childbirth in all three countries, with a particularly marked effect in Japan. This result suggests that the recent expansions in family leave coverage in the sample countries are likely to lead to increased employment of women after childbirth. Women have increasingly participated in the labor force in South Korea over the past thirty years. Making up 30% of the labor force in 1960, they grew to comprise 47% by 1990. The economic status of female workers has also improved relative to men; the percentage of female wages to male wages increased from 44.1 in 1971 to 53.5 in 1990. Against this historical backdrop, the author examines the process of earnings determination of workers and assesses the explanatory power of human capital and sex segregation theory on earnings inequality between women and men in the South Korean labor market. This is done by analyzing the 1977-90 waves of the Occupational Wage Survey, a pooled cross-section and time series data set for all non-agricultural occupations. Two separate regressions for men and women are estimated using two-stage weighted least squares methods. It is found after analysis that education and tenure have positive effects on logged earnings. Employment in occupations with greater numbers of women tends to lower workers' earnings regardless of their sex, but women are penalized to a four times greater extent than men for working with other women in occupations. Sex segregation becomes insignificant in lowering women's earnings level when occupational groups are controlled. Finally, the inequality in earnings between genders decreased over the period 1977-90 during which women's earnings increased more than those of men.  相似文献

This paper aims to estimate the causal effect of sick leave on subsequent earnings and employment, using an administrative dataset for Norway. To obtain experiment-like variation in sick leave among otherwise similar workers, the leniency of these workers’ physicians—certifying sickness absences—is used as an instrumental variable for sick leave. A 1 percentage point increase in a worker’s sick leave rate is found to reduce his earnings by 1.2% 2?years later. Around half of the reduction in earnings can be explained by a reduction of 0.5 percentage points in the probability of being employed.  相似文献

Analysis of March Current Population Survey data from 1964 through 2002 shows that white women overtook white men in their rates of college completion and that this phenomenon occurred during a period in which women's standard-of-living gains from college completion grew at a faster rate than those for men. We assess whether these trends are related to changes in the value of education for men and women in terms of earnings returns to higher education, the probability of getting and staying married, education-related differences in family standard of living, and insurance against living in poverty. Although returns to a college education in the form of earnings remained higher for women than for men over the entire period, trends in these returns do not provide a plausible explanation for gender-specific trends in college completion. But when broader measures of material well-being are taken into account, women's returns to higher education appear to have risen faster than those of men.  相似文献

This paper reflects on the results of a job satisfaction study of small-scale fishers in the Dominican Republic. The survey results suggest that, although fishers are generally satisfied with their occupations, they also have serious concerns. These concerns include anxieties about the level of earnings, the condition of marine resources and the performance of government officials engaged in management. Such worries are offset, at least to some degree, by high levels of satisfaction regarding the communities of which respondents are part, as well as the healthfulness and worth of the job. The ambivalence characterising fishers?? views of their occupation carries through in their responses to general questions on willingness to shift to another type of fishing, leave the occupation altogether and advise young persons to enter fishing. However, the survey results also indicate significant variation between different parts of the coastline.  相似文献

The paper examines job satisfaction among fishers in a tsunami-impacted area on the Andaman coast of Thailand. Following the tsunami, many predicted that fishers would be reluctant to resume their fishing activities. Observations in the fishing communities, however, indicated that as soon as fishers obtained replacements for equipment damaged by the tsunami, they began to fish again. Nevertheless, most fishers reported they would change fishing type, and that if they had the opportunity they would leave fishing altogether. Whether or not these attitudes can be attributed solely to the impacts of the tsunami is not clear at this point, but this supposition is provided some support from data collected from small scale fishers in two towns near Bangkok in the Gulf of Thailand which reflected more positive attitudes towards the occupation. While attitudes towards the occupation are more negative than those reported for many other fisheries, the scores for the job satisfaction categories indicated that the sample means for all job satisfaction categories except Self-Actualisation are above the midpoint on the scales. This, in turn, indicates general satisfaction with the occupation??perhaps the challenge and adventure of the job are perceived as being a little too much following on the heels of the Indian Ocean tsunami that devastated the area. Hence, although fishers say that they would leave the occupation for another, it is unlikely that they will unless the alternate occupation, at the very least, meets the satisfactions provided by fishing.  相似文献

Previous research on migration and gendered career outcomes centers on couples and rarely examines the reason for the move. The implicit assumption is usually that households migrate in response to job opportunities. Based on a two-year panel from the Current Population Survey, this article uses stated reasons for geographic mobility to compare earnings outcomes among job migrants, family migrants, and quality-of-life migrants by gender and family status. We further assess the impact of migration on couples’ internal household economy. The effects of job-related moves that we find are reduced substantially in the fixed-effects models, indicating strong selection effects. Married women who moved for family reasons experience significant and substantial earnings declines. Consistent with conventional models of migration, we find that household earnings and income and gender specialization increase following job migration. Married women who are secondary earners have increased odds of reducing their labor supply following migration for job or family reasons. However, we also find that migrating women who contributed as equals to the household economy before the move are no more likely than nonmigrant women to exit work or to work part-time. Equal breadwinner status may protect women from becoming tied movers.  相似文献

The Impact of Paternity Leave on Fathers’ Future Earnings   总被引:1,自引:0,他引:1  
Using Norwegian registry data, we investigate the effect of paternity leave on fathers’ long-term earnings. If the paternity leave increased long-term father involvement, then we should expect a reduction in fathers’ long-term earnings as they shift time and effort from market to home production. For identification, we use the Norwegian introduction of a paternity-leave quota in 1993, reserving four weeks of the total of 42 weeks of paid parental leave exclusively for the father. The introduction of the paternity-leave quota led to a sharp increase in rates of leave-taking for fathers. We estimate a difference-in-differences model that exploits differences in fathers’ exposure to the paternity-leave quota by the child’s age and year of observation. Our analysis suggests that four weeks of paternity leave during the child’s first year decreases fathers’ future earnings, an effect that persists through our last point of observation, when the child is 5 years old. A battery of robustness tests supports our results.  相似文献

BackgroundThe aim of this research was to analyze midwives’ job satisfaction and intention to leave in developing regions of Ethiopia.MethodsA facility-based cross-sectional study was conducted amongst 107 midwives in four developing regions of Ethiopia. All midwives who were working in 26 health facilities participated in the study. A structured self-administered questionnaire, and in depth key informant interview guides, were used to collect data. Job satisfaction was measured by nine dimensions and intention to leave their current position was measured using three questions.ResultsMore than two-thirds (67%) of the midwives were female, with a mean age of 26.1 (sd ± 4.2) years old. Less than half (45%) of the midwives were satisfied with their job, less than half (42%) were satisfied with ‘work environment’ and less than half (45%) were satisfied with ‘relationship with management’ and ‘job requirements’. Relatively better satisfaction rates were reported regarding ‘professional status’, of which more than half (56%) of midwives were satisfied, followed by more than half (54%) of midwives being satisfied with ‘staff interaction’. Almost two-fifths (39%) of midwives intended to leave their current position.ConclusionJob dissatisfaction and intention to leave rates amongst midwives in developing regions in Ethiopia are a source of concern. The majority of midwives were most dissatisfied with their working environment and issues related to payment. Their intention to leave their current position was inversely influenced by job satisfaction. The introduction of both financial and nonfinancial mechanisms could improve midwives’ job satisfaction, and improve retention rates within the profession.  相似文献

This study investigates the role of female labour-market attachment and earnings in childbearing progressions in two very different European contexts. By applying event-history techniques to German and Danish register data during 1981–2001, we demonstrate how female earnings relate to first, second and third birth propensities. Our study shows that female earnings are positively associated with first birth fertility in Denmark, while this is not the case in West Germany. We interpret our findings based on the fact that Danish social context and policy encourage women to establish themselves in the labour market before becoming mothers, while the German institutional context during the 1980s and 1990s was not geared towards encouraging maternal employment. For higher-order births, the results are less clearcut. For Denmark we find a slightly positive correlation between female earnings and second-birth fertility, while the association is somewhat negative for third-order births. In Germany, women tend to leave the labour market when becoming mothers. Non-employed mothers have elevated second and, in particular, third-birth rates. For the group of mothers who are employed, we find only a weak association between their earnings and higher-order fertility.  相似文献

In this paper we study the occupational progress and earnings attainment of immigrants in Germany and compare them to native Germans. Our analysis is guided by the human capital, segmented labor market, and discrimination theories. To assess the separate effects of occupational segmentation and discrimination in the allocation of occupations and wages, we conceptualize the process of earnings attainment as occurring in three stages: initial occupational achievement, final occupational achievement after the accumulation of experience, and, contingent on the former, final earnings attainment. Our analysis of data from the German Socioeconomic Panel suggests a high degree of initial occupational segmentation, with mmigrants being less able to translate their human capital into a good first job than natives. We also find that immigrants experienced significant discrimination in the process of occupational attainment, yielding little job mobility over time, and a widening of the status gap between Germans and guestworkers. Holding occupational status constant, however, we find less evidence of direct discrimination in the process of earnings attainment. Although immigrants achieved lower rates of return to technical or vocational training than natives, their wage returns to experience, hours worked, years since migration, and academic high school were greater, yielding significant earnings mobility over time.  相似文献

The effects of childbearing and work sector on women's hours and earnings in the 8 years following an index pregnancy were examined in a cohort of more than 2,000 women in the Cebu Longitudinal Health and Nutrition Survey. Change in cash earnings and hours worked were each modeled jointly with sector of labor force participation using an estimation strategy that deals with endogeneity of childbearing decisions and selectivity into sector of work. Two or more additional children born in the 8 year interval significantly reduced women's earnings, while having an additional child under 2 years of age in 1991 reduced hours worked. The study examines whether the income opportunities of Native Americans over the 1980s improved in response to stronger aggregate job growth or deteriorated in response to declining wage and employment opportunities, particularly for the less-skilled. Using data from the 1980 and 1990 US Census on individuals aged 16–64, a methodology is presented to analyze the effect of changes in the income distributions of Native Americans and whites on the average Native American-white income ratio. Oaxaca-type decompositions are also used to yield insights into the role of economy-wide as opposed to Native American-specific effects on changes in income, hourly earnings and annual hours employed over the period. The study concludes that the economic circumstances of Native American men and women further deteriorated relative to whites over the decade, chiefly due to the declining valuation given to Native American human capital, particularly for men. An important finding of the study is the role of economy-wide vis-à-vis native-specific effects: almost all of the adverse movements in average hourly earnings against Native Americans can be attributed to changes in economy-wide hourly earnings structures (with the least-skilled being paid less), whereas the large fall in relative annual hours is due to changes specific to Native Americans.  相似文献

In 1996, the East-West Center's Program on Population investigated the links between population change and economic growth in Japan, South Korea, Taiwan, Singapore, Thailand, and Indonesia. This document discusses the findings pertaining to women's changing marriage and childbearing patterns, education attainment, and labor force participation as well as changes in family life. In eastern and southeastern Asia, women are delaying marriage and having fewer children as a result of their overwhelming acceptance of modern contraception. Concurrently, women's secondary school enrollment has increased dramatically since 1960, and women have accounted for steadily increasing proportions of total labor force growth. Economic development has led to fewer women employed in agriculture and more in clerical positions. Women continue to be marginalized in low-paying manufacturing jobs and to lose these jobs more frequently than do men. Women's labor force participation continues to be dependent upon their child care responsibilities, but women are beginning to combine both activities with the help of live-in grandparents. Women have made an important contribution to economic growth in Asia. Policies should address job discrimination against married women, wage discrimination, the problems faced by young women who leave home for employment in the manufacturing and service sectors, and the lack of child care facilities.  相似文献

本文利用全国妇联、国家统计局2000年12月第二期妇女地位调查的数据资料,对我国妇女的文化精神生活状况做了大体描述,并利用Logistic回归对妇女文化精神满意感的影响因素进行了分析。研究发现,妇女年龄、民族、受教育年限、物质生活满意感、工作能力发挥满意感、文体活动的参与、家庭婚姻生活满意感等因素对妇女文化精神生活的满意感起着重要的影响作用,最后对提高妇女文化精神生活提出了相关建议。  相似文献

Using data from the Multi-City Study of Urban Inequality (MCSUI), this study examines the extent to which the racial or ethnic composition of jobs affects racial and ethnic-linked earnings inequalities among whites, blacks and Hispanics. Four types of jobs are distinguished according to the racial/ethnic composition of jobs in work establishments: predominantly white, multi-racial or mixed, predominantly black, and predominantly Hispanic. We found considerable differences among the four types of jobs. Jobs composed predominantly of white workers are characterized by the highest earnings, the highest status occupations, and the highest levels of education. In contrast, jobs predominantly composed of Hispanic workers are characterized by the lowest salaries, the lowest status occupations, and the lowest levels of education. The data analysis supports the hypothesis that job segregation is responsible for earnings disparities in the case of blacks versus whites, but only partial support for this hypothesis is found in the case of Hispanics versus whites. The analysis also provides support for the “devaluation hypothesis” which suggests that all workers experience pay penalties in jobs in which minority workers are predominant. Further analysis reveals that had most workers been rewarded like whites employed in predominantly white jobs, their earnings would have increased considerably. The only groups of workers who “benefit” from job segregation are Hispanic workers employed in predominately Hispanic jobs. In the absence of competition with others, Hispanics employed in predominantly Hispanic jobs earn more than they would earn in other jobs. The differential effects of the ethnic composition of jobs on economic outcomes of minority populations are evaluated and discussed in light of the roles played by sheltered and protected ethnic economies.  相似文献

In this article, we study fathers’ use of parental leave in Norway, using register data from 1993 to 1997. In 1993, a special father’s quota (1 month) was introduced in the parental leave program. The father’s quota is a success in the sense that 85% of fathers entitled to the leave use it, but few take more than their quota (1 month). One policy intention was to make a real change in the gender balance in care. The analyses show that gender balance in breadwinning has a strong effect on fathers’ use of parental leave: controlling for parents’ educational level, labor market attachment and father’s income, we find that the more mothers contribute to the family economy and the more equalized their earnings are, the more parental leave fathers take.  相似文献

This study tests macrostructural theories of gender stratification by examining women's representation in national legislatures. Political structural variables are combined with the variables suggested by the propositions of Janet Chafetz and Rae Blumberg. Both developed and developing nations are represented in the data set of 73 countries. The most important finding for theory is that women's rate of labor force participation is a powerful predictor of women's political status.A version of this paper was presented at the meetings of the American Sociological Association in Pittsburg, PA, August 1992.  相似文献

Using data from an experimental evaluation in two Canadian provinces, we found that offering an earnings supplement to single mothers in place of welfare altered rates of marriage and cohabitation, but that the direction of the effects varied by province. Our findings suggest that research on the relationship between women's economic well-being and marital decisions at the national level is likely to mask important variation at the local level. After eliminating several explanations for the opposite effects in the two provinces, we propose that local labor markets and local policy contexts are potentially important mediating characteristics of marriage and cohabitation.  相似文献
