Early welfare reform research showed high rates of employment for TANF leavers. However, work-focused welfare may not be effective during an economic downturn. We investigate the employment of Wisconsin TANF leavers, contrasting outcomes among early leavers (1998) with those who left during the 2001 recession. We use data from administrative records on about 6000 welfare leavers, tracking quarterly employment for 3 years after they left benefits. Separate panel data analyses of those exiting in two different time periods show that individual leavers are less likely to be employed when their local unemployment rate is high in the later cohort; no relationship is found for the early cohort. In a panel analysis in which the cohorts are combined, we find that leavers in the later cohort, who experienced the recession early in their post-welfare career, are less likely to be employed, a result that holds controlling for observed and unobserved characteristics. These findings raise questions about how well single-parent families and their children will fare during difficult economic times now that welfare reform has such a strong emphasis on work.  相似文献

We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

Since children, particularly daughters, are among the most important sources of help and support for older Americans, it has been suggested that women's increasing employment will affect filial relations. Empirical evidence on this issue is inconsistent, in part due to the use of nonprobability samples. Few studies have measured effects for men. We attempt to broaden the scope of this question beyond help to the frail elderly by asking whether employment affects filial relations in general. We examine effects of hours employed on telephone contact, visiting, feelings of closeness, filial attitudes, and assistance to biological parents, for an area probability sample of men and women over 40. There are no effects of employment for men or women on contact, closeness, or assistance. For the vast majority of this population sample, contact and assistance involve few hours per week, and thus do not seem to conflict with employment.  相似文献

Numerous studies have assessed families' employment and financial stability following welfare reform. Yet little research has addressed whether welfare and work transitions are linked with other changes in family functioning. Using a representative sample of approximately 2,000 low-income urban families from the Three-City Study, analyses assessed whether mothers' welfare and employment experiences over a two-year period following welfare reform were related to changes in family well-being. Lagged regression models controlling for family characteristics and earlier levels of functioning found that moving into employment and stable employment (of 30 hours or more per week) were linked to substantial increases in income and improvements in mothers' psychological well-being. Movements into employment also were associated with declines in financial strain and food insecurity. Sustained or initiated welfare receipt was related to relative declines in income, physical health, and psychological well-being, but also to improved access to medical care. In contrast, mothers' welfare and work experiences showed very limited relations to changes in the quality of parenting or of children's home environments. These patterns were similar for families with young children and those with adolescent children. Results suggest that parenting behaviors are more resistant to change than are maternal emotional and economic functioning.  相似文献

With the advent of welfare reform, its proponents anticipate that millions of Americans chronically dependent on public assistance will be set free. In reality, far too many welfare recipients are trapped in a web of poverty from which they are incapable of escaping. Today, over a third of all welfare recipients are single, poorly-educated mothers with little or no work experience (Pavetti 1995, 3). Worse yet, extreme poverty has forced 600,000 of these families into homelessness. Common sense dictates that unless the states, in their new role as leaders in welfare innovation, immediately forge strategic policy, these women and their children–yet another generation–will sink deeper into poverty and dependence.  相似文献

It is argued in this article that the social context of ethnic groups may shape employment patterns by immigrant women. This study examines the effects of household composition on the employment patterns among Dominican Republic migrants in New York City and among Dominicans in the Dominican Republic. This study is based on studies by Tienda and Glass and expands household composition groups. The comparison between countries serves as a control for the effects of culture. The inclusion in the US sample of Colombian migrants serves to further reinforce the effects of social context over cultural influences. Data are obtained from the 1981 survey of 528 Colombian and Dominican migrant women aged 20-45 years living in New York City's Queens borough and 50% of Manhattan borough and a 1978 survey of women living in Santo Domingo and Santiago. Women who lived in the Dominican Republic were better educated and more likely to be employed. Over 50% of migrant women in New York received public assistance, and 88% of women receiving public assistance were female heads of households. In the Dominican Republic, the social context did not include the opportunity for receipt of public assistance. 61% of women living in the Dominican Republic and only 50% of migrant women were currently married. Female headship was 36.8% in the US and 11.8% abroad. Twice as many households abroad included other adult family members. These findings illustrate the importance of social context and household composition in explaining female immigrant employment. Dominican women living in New York with children and without a spouse were less likely to be employed than women with spouses or women without spouses or children. In the Dominican Republic, women with spouses or adult men in the household were less likely to work. Selective migration was ruled out as an explanatory factor.  相似文献

Recent scholarship and public discourse highlight an apparent waning of civic engagement in the United States. Although the welfare state is generally thought to support democracy by reducing economic inequality, it may paradoxically contribute to political disempowerment of some groups. We examine the effects of state interventions on civic participation among young adults, hypothesizing that involvement with stigmatizing social programs, such as welfare, reduces political engagement, while receipt of nonstigmatizing government assistance does not dampen civic involvement. Using official voting records and survey data from the Youth Development Study (YDS), a longitudinal community sample of young adults, a series of regression models suggests that welfare recipients are less likely to vote than nonrecipients, whereas recipients of non-means-tested government assistance participate similarly to young adults who do not receive government help. These effects hold even when background factors, self-efficacy, and prior voting behavior are controlled. Welfare receipt is not associated, however, with suppressed participation in nonstate arenas such as volunteer work. Intensive interviews with YDS welfare recipients are used to illustrate and develop the analysis.  相似文献

The 1996 federal welfare reform legislation encourages quick employment over education and training for the nation's welfare recipients. However, some argue that a one-size-fits-all approach ignores the heterogeneity of this population. This article presents findings from a net impact evaluation of Ohio's JOBS Student Retention Program (JSRP), a program designed to facilitate success for public assistance recipients at 2-year community or technical colleges. The authors evaluate this policy using state administrative data sets. The analyses consist of unadjusted and regression-adjusted comparisons of means for the JSRP group and a constructed comparison group. Outcomes examined include program completion, employment, earnings, and welfare recipiency. Focusing on the most recent 11 of 16 quarters of data available, the average increase in quarterly earnings was 8.45% for program participants and 12.91% for program completers. The results indicate that encouraging postsecondary education for some welfare recipients will boost earnings capacity and therefore long-term self-sufficiency.  相似文献

SUMMARY

A number of studies report the multiple problems facing women during the welfare reform transition. Within this group is a large number of single mothers struggling with both poverty and chronic health problems or disabilities. Those with these additional challenges might be expected to experience less success in moving out of poverty than those without these health challenges. In this study, we examine the progress of 178 women around the state of Wisconsin who were interviewed repeatedly about their experiences with welfare reform and poverty between 1997 and 2000, when the Wisconsin Works (W-2) program was being implemented. The incidence of health problems is related to level of education, and the type of disability has major impacts on expected outcome. Those with less education are more likely to suffer from health problems, especially mental health issues, depression and post-traumatic stress, which seem to be the most debilitating. These women also had difficulty accessing non-work support, such as Supplement Security Income (SSI), a federal assistance program for disabled persons with little or no income, or assistance from the Department of Vocational Rehabilitation (DVR), a federal and state program of assistance to promote the employment abilities of adults with disabilities.  相似文献

This case study incorporates interviews with service providers for the aging, members of advocacy organizations, and two focus groups of older consumers conducted in the multi-ethnic urban community of San Francisco. Study findings suggest that welfare reform has had both direct and indirect effects on the elderly and their services in the study community. Direct effects derive primarily from changes in the welfare reform legislation that had the effect of undermining both immigrants' eligibility for and claiming of public assistance benefits. Indirect effects on older persons include increased child-care demands upon grandparents. The case study data bear on a significant policy change within the broader trend of devolution at a historical point when anti-immigrant sentiment in the United States was running high.  相似文献

The ongoing debate over the flaws in the nation's welfare system centers primarily on two highly charged social ills: teen-age pregnancy and long-term dependence on public assistance. For the poorest and fastest growing segment of the welfare population—homeless mothers—these problems are both severe and inextricably linked. Current family policy suggests that in order to restore family values we, as a society, need to focus on reviving a child-centered household. Full-time mothering is lauded as an honorable choice that will advance this goal and ultimately strengthen traditional family values. However, current welfare policy is contrary to this notion in that mandatory welfare-to-work programs deny women receiving public assistance the choice to be full-time mothers. Based on in-depth interviews with female welfare recipients in four rural Appalachian counties, this paper evaluates the problems women face as they confront the difficult choices of being either a “good mother” or a “good recipient.” From a feminist perspective, findings suggest that welfare reform programs in rural communities have put poor women in a proverbial “catch-22” with regard to effective parenting. Although many of the women strive to be ideal mothers as defined by societal standards, they often find that they cannot carry out the role effectively because of welfare reform regulations.  相似文献

Welfare Reform     
The passage of the Welfare Reform Act, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, legislated the most sweeping changes to public assistance to poor people. The major focus of the act was to reduce caseloads and spending on public assistance. The most controversial component of the act, Temporary Assistance to Needy Families (TANF), replaced the older Aid to Families with Dependent Children (AFDC). TANF embodied the welfare to work principle with provisions that needy families could only receive assistance for 2 years at a time and a total of 5 years in a lifetime, and that the poor must take personal responsibility to become self-supporting through employment. Welfare reform included changes to Supplemental Security Income (SSI) which make it more difficult for disabled children to qualify for benefits. Reductions in the Food Stamp program were also included in welfare reform. This paper discusses the details of the Welfare Reform Act and calls attention to concerns that reforms may have negative effects on poor people.  相似文献

Conflicting studies bring into question the hypothesis that increased employment opportunities for women in the modern sector would reduce the population growth rate. To help clarify the situation, data from about 4000 families in central Chile, obtained from interviews in 1965, are used to test 3 hypotheses: 1) that in the traditional sector of the economy, young children do not adversely affect the mother's labor force participation; 2) that in the modern sector, child care reduces labor force participation unless there are relatives or older children to look after the young children; and 3) that young children also have a positive influence on female employment in that they increase the need for added income. This would be particularly true in the traditional sector where average household income is lower. All hypotheses were proved true by the data. Furthermore, the positive effect on the mother's employment of a larger family size proved to be true in the modern sector as well as the traditional sector. The study indicates that if a country's objective is to lower the population growth rate, a population planning program relying on higher rates of fe male employment will have to be accompanied by other socioeconomic policies intended to achieve a higher level of economic development.  相似文献

This study investigates the effects of welfare reform in the United States in the 1990s on voting among low‐income women. Using the November Current Population Surveys with the added Voting and Registration Supplement for the years 1990 through 2004 and exploiting changes in welfare policy across states and over time, we estimate the causal effects of welfare reform on women's voting registration and voting participation during the period in which welfare reform unfolded. During this time period, voter turnout was decreasing in the United States. We find robust evidence that welfare reform led to smaller declines in voting (about 3 to 4 percentage points, which translates to about 10% relative to the baseline mean) for women who were exposed to welfare reform compared to several different comparison groups of similar women who were much less exposed. The robust findings suggest that welfare reform had prosocial effects on civic participation, as characterized by voting. The effects were largely confined to presidential elections, were stronger in Democratic than Republican states, were stronger in states with stronger work incentive policies, and appeared to operate through employment, education, and income. This article reports on results of a one-day public health survey conducted in six states by homeless youth providers to measure and compare risk factors between lesbian, gay, and bisexual (LGB) homeless youth and non-LGB homeless youth. This article intends to inform the child welfare field on existing gaps in services and areas where more training and technical support is necessary in providing services to homeless LGB youth. The findings point to substantial differences within the homeless youth sample and demonstrate that in addition to the public health risks young people face merely by being homeless, the risks are exacerbated for those who self-identify as lesbian, gay, or bisexual. The article informs child welfare providers and policymakers about the substantial vulnerability of LGB youth beyond that of non-LGB homeless youth and the need to fund programming, training, technical assistance and further research to specifically respond to the complex needs of this population.  相似文献

Welfare reform in the United States restricted non‐citizens' eligibility for public assistance programs and strengthened economic benefits from naturalization. We examine the impact of these policy changes on elderly immigrants' naturalization, considering their level of need for public benefits. Using individual data from the Current Population Survey as well as state‐level data, we employ a differences‐in‐differences approach to consider variations in time, state policy, and probability of Medicaid participation. Results show that naturalization significantly increased among elderly immigrants who were likely to participate in Medicaid, suggesting that elderly immigrants in need of Medicaid became naturalized to maintain their eligibility for public benefits after welfare reform.  相似文献

SUMMARY

Welfare reform focuses attention on the potential of pay equity and living wage strategies to move women out of the ranks of the working poor. In this study, we use data from a large municipality in the Northeast to simulate implementation of the two policies and compare their relative effectiveness in raising the earnings of female- and minority-dominated jobs, narrowing gender- and race-based earnings differentials, and lifting workers out of poverty. Results show that pay equity raises salaries across-the-board, but especially among low-skilled and minority-dominated jobs, and closes the wage gap. Both pay equity and living wage dramatically reduce the incidence of poverty; living wage, however, leaves virtually untouched the type of discrimination targeted by pay equity and has little impact on the wage gap. The implications of these results for addressing the needs of women transitioning off public assistance and wage justice are discussed. We conclude that both policies should be an integral part of welfare reform efforts, as well as key planks in an overall wage justice strategy.  相似文献

Abstract

In this qualitative study of welfare mothers' perceptions and responses to receiving an economic sanction, we recruited a convenience sample of mothers of preschool children whose benefits had been cut due to noncompliance with an employment activity. The interviews combined semi-structured and open-ended questions, as well as measures of maternal depression and economic hardship. No pattern of differences in strategies was found between those women who complied with the work mandate and those who did not. Many of the women were confused about the reason for the cut in their benefit. Policy ramifications of findings in regard to the 2002 TANF Reauthorization legislation are discussed.  相似文献
