In some states, the Temporary Assistance for Needy Families (TANF) program offers the equivalent of paid maternity leave without job protection to low-income, single mothers of infants. Age-of-youngest-child (AYC) exemptions waive work requirements for TANF recipients after the birth of a child, generally for 3-12 months, depending on the state. This study uses data from the Current Population Survey (1998-2008) to examine whether the availability and length of AYC exemptions are predictive of rates of employment, work, and full-time work among low-educated single mothers with infants. The analysis uses the difference-in-differences (DD) technique, a comparison of outcomes under different policy treatments and between treatment and comparison groups. The results suggest that AYC exemptions are not related to employment or work rates but that living in a state with no AYC exemption is strongly and positively associated with rates of full-time work among low-educated mothers with infants.  相似文献

This article develops a new method for assessing relative direct tax burdens across all countries, treating the world as a single economic entity and assuming identical preferences across countries. Empirical results show that the new direct tax burden indices are significantly high in low‐income countries in comparison with middle‐ and high‐income countries. This article argues in favour of narrowing the base of income and capital gains tax in low‐income countries and a long‐term convergence of the tax burden levels across countries. Future research into tax reforms in low‐income countries should focus simultaneously on economic growth, quality of life and the natural environment.  相似文献

The special June 1999 issue of The Career Development Quarterly that dealt with school‐to‐work transitions was an admirable attempt to link theory to practice. However, both the theories used and the practices suggested failed to take into account the special concerns of cultural minorities. Women have long been involved in agricultural production, yet farming and ranching have been associated with masculinity and men. In recent years women have become more involved and more likely to take active and equal roles on farms and ranches and thus increasingly are doing tasks that have been associated with masculinity. Prior work indicates that women are perceived by others as more masculine when they do these tasks, but less work has focused on the association between women's involvement in farming and women's own perceptions of their gender (i.e., how masculine or feminine they feel). Using 2006 survey data from a random sample of women in livestock and grain operations in Washington State, we find that women's involvement in farm and ranch tasks is associated with their gender self‐perception, with more involvement being associated with a more masculine self‐perception. Women who view their primary role as independent agricultural producers or full partners also perceive themselves as more masculine than women who view their primary role as homemaker. We discuss the implications of these findings for women's experiences in agriculture.  相似文献

Abstract

The literature on the status of female social work educators has addressed the problems these educators face in the areas of salaries, academic rank and tenure, publication rates, and level of decision making. Given this attention to the status of these educators, one might expect positive resolutions to these problems. This article, which is based on a review of both the current literature and statistics on US social work faculty, evaluates the status of women faculty in social work academia to determine if progress has been made. Findings reveal that female educators are seeing slow improvment in some areas; however, inequalities continue. The authors suggest strategies for supporting the development and retention of women faculty.  相似文献

It is increasingly recognized that social work has a vital role to play in shaping effective responses to environmental degradation, climate change and disasters. Innovative teaching and learning strategies can be used to facilitate understanding of complex, interrelated and systemic social, economic and environmental challenges. This article shares the development and design of a new social work course entitled ‘Social work and sustainable social development’. Teaching methods and strategies are provided including individual and group mind maps, case studies and presentations, guest speakers and evaluation methods. Implications for social work education and the profession are discussed in order to build capacity to address environmental justice and sustainability.  相似文献

This article examines the positive elements which make social workers continue their career with a focus on statutory child welfare. Such analysis is needed, as existing research tends to highlight stress, exhaustion and career break-up issues. The empirical data consist of focus groups of 28 social workers and a questionnaire addressed to 56 professionals in child welfare in two Finnish urban municipalities. The focus groups were targeted at novice, expert and veteran social workers. The analysis presents organisational, person-related and client-work-related positive elements from the point of view of social workers. The results highlight that social work in child welfare may be experienced as being rewarding and professionally challenging. The positive elements vary among novice, expert and veteran social workers, with the latter especially viewing their work as independent expert work with major opportunities to make a change in children's lives. Commitment to care of children is one of the key motivating factors. The study suggests that social work education should recognise that the subjective motivation to do social work may change during one's career and that social work may be simultaneously both stressful and rewarding. Students should learn how to balance these aspects of their work.  相似文献

Using a qualitative approach, this study explored the experiences of African American women in Milwaukee, WI as they transitioned from welfare to work and the barriers and challenges that impeded their movement to a position of economic self-sufficiency. The study also sought the perspectives of employers on their experiences with post-welfare African American women in the workplace. The study found three systems of barriers to impede the women’s progress. These barriers were the work-first philosophy and case management practices at the local level, labor market conditions and employment practices, and personal history and responsibility. These findings suggest that any reform effort must address both the personal and structural barriers that inhibit movement towards economic self-sufficiency. Despite increasing family studies research on same‐sex cohabiters and families, the literature is virtually devoid of transgender and transsexual families. To bridge this gap, I present qualitative research narratives on household labor and emotion work from 50 women partners of transgender and transsexual men. Contrary to much literature on “same‐sex” couples, the division of household labor and emotion work within these contemporary families cannot simply be described as egalitarian. Further, although the forms of emotion work and “gender strategies,”“family myths,” and “accounts” with which women partners of trans men engage resonate with those from women in (non‐trans) heterosexual and lesbian couples, they are also distinct, highlighting tensions among personal agency, politics, and structural inequalities in family life.  相似文献

Past child support research has largely focused on cash payments made through the courts (formal support) or given directly to the mother (informal support) almost to the exclusion of a third type: non‐cash goods (in‐kind support). Drawing on repeated, semistructured interviews with nearly 400 low‐income noncustodial fathers, the authors found that in‐kind support constitutes about one quarter of total support. Children in receipt of some in‐kind support receive, on average, $60 per month worth of goods. Multilevel regression analyses demonstrated that children who are younger and have more hours of visitation as well as those whose father has a high school education and no current substance abuse problem receive in‐kind support of greater value. Yet children whose fathers lack stable employment or are Black receive a greater proportion of their total support in kind. A subsequent qualitative analysis revealed that fathers' logic for providing in‐kind support is primarily relational and not financial.  相似文献

Although studies examine preferences for hours spent in paid employment, little attention has been given to preferences for hours spent in unpaid household labor. This study examines the extent to which women working in low‐paid retail jobs would prefer to spend more or less time on household work and how alignment between preferred and actual time on housework is related to characteristics of paid work. Using original survey data and company records on a sample of women working at a U.S. retail firm (N = 277), the authors found that mismatch between preferred and actual time on household work was common. Roughly 42% wanted more time on household work and 18% wanted less. Working multiple jobs, work schedule unpredictability, and nonstandard work timing contributed to wanting more time on housework. Findings add to understanding of how low‐wage, precarious employment shapes workers' ability to attend to necessary tasks of household management.  相似文献

This article examines the impact of welfare reform for the upward economic mobility of low‐income families at the fifteenth anniversary of the Temporary Assistance for Needy Families (TANF) program. The reformed policy was based on assumptions about participating families’ morality and encouraged states to move families off welfare through work and marriage without considering whether they were still poor. TANF was also implemented during an economic boom. Today, the US economy is suffering from the effects of the Great Recession, with many fearing a double dip recession. Poverty rates rose during the last 3 years and are currently above 15 percent. For the first time since 1996, the welfare rolls are increasing in many states. Welfare reform’s ‘work first’ approach did not create lasting upward economic mobility for low‐income families. As an alternative, I explore how higher education for welfare mothers will create opportunities for lasting upward mobility, even in times of recession.  相似文献

This article identifies two different perspectives used when studying self‐help groups: the professional treatment perspective and the voluntary action perspective. An outline of the perspectives leads to a discussion of their consequences for self‐help group research. The authors categorize about five hundred scientific publications from all over the world on the basis of the perspectives they present on self‐help groups; the results indicate that different perspectives seem to be preferred in different countries and when discussing different subjects. Finally, the authors suggest questions and concepts that the perspectives generate, and they emphasize the importance of being aware of which perspective is used in the study of self‐help groups.  相似文献

This article discusses midlife women's irritation and resistance in waged work. Old age is stereotypically conceptualized as a time of tranquility and wisdom, but whether women are included in this stereotype is a matter of question. This article concentrates on instances in which women are regarded instead as cranky and difficult when they age. The article is based on interviews of 56 to 64‐year‐old women and men employees, personnel managers, and trade union representatives employed in 10 work organizations. Of these, the gendering practices of three organizations, a hospital, and food and metal industry organizations, are analyzed in detail. The article asks what irritates midlife women, and suggests that gendering practices in the organizations can be seen to produce that which is perceived as ‘cranky old women’.  相似文献

Within the unique context of COVID‐19, this feminist research provides novel insights on how gender‐specific issues are articulated in the experiences of women concerning their small businesses in a patriarchal developing nation. Based on the interviews of women business‐owners in Bangladesh, this research reveals the diversified gendered experiences of women in private and public spheres in continuing their business operations during the pandemic period. It also unveils patriarchal practices regarding women's discontinuing or closing down ventures due to the COVID‐19 crisis. Thus, the research substantially advances the understanding on the influence of gender on women's continuing or discontinuing or even closing down their businesses in a highly patriarchal developing nation during the pandemic period. It further offers important suggestions for policy practitioners in supporting women business‐owners of patriarchal developing nations during the COVID‐19 pandemic.  相似文献

We used the 2008 National Study of the Changing Workforce to investigate the effects of shift work on individuals. We investigated if shift workers would have poorer work to family fit than workers with regular day schedules or flexible schedules. We also investigated if control of work schedule would moderate the possible negative effects of shift work. Results indicate that shift work is associated with increased work to family conflict, especially for women. In addition, the results indicate that women have greater work to family conflict compared to men when workers have more work schedule control. Implications of the findings are discussed.  相似文献

WHEN they first entered the open door of China, foreign entrepreneurs probably did not expect that their coming would help to shorten the distance between ordinary Chinese women and developed countries of the outside world. In the Jinzhou Industry and Technology Development Zone in Dalian, Liaoning Province, a large number of young women whose families have been living a rural life for generations are working in foreign funded enterprises and are a major part of the labor force there.  相似文献
