Fertility declined in France earlier than in the rest of Western Europe and remained lower than that of its neighbors throughout the nineteenth century and into the twentieth. France's birth rate in 1900 was around 22 per 1000, compared to about 29 in Britain and 35 in Germany. Worry over depopulation, absolute or relative, has long been a staple element of French population thought. In the late nineteenth century, that concern was expressed in scholarly but vigorous works like Arsène Dumont's Dépopulation et civilisation (1890) and Natalité et démocratic (1898) and in political activism through the National Alliance for the Growth of the French Population. Other population ideas, not always compatible, were current as well—most notably, variants of Malthusianism. This was also a time of ferment in social policy debate over the implications of new ideas about public health and hygiene and about heredity and environment. While supporters and opponents of Malthusian views could often be identified with the political right and left, combating depopulation was the cause of all. Equally, imperial ambition was not confined to one side of politics: few contradictions were seen between socialism at home and colonization abroad. (French territorial ambitions at this time looked particularly to North and West Africa.) Unsurprisingly, many of these themes also cropped up in contemporary novels—among them, those of Emile Zola. Born in 1840 of Italian and French parents, Zola was one of the best‐known writers of his time. His many novels include Nana (1880) and Germinal (1885). He is most celebrated, however, for his passionate open letter J'accuse (1898), denouncing the French high command over the Dreyfus Affair. (Alfred Dreyfus, an army officer, was wrongfully convicted of treason in an atmosphere of anti‐Semitism—a judgment eventually reversed.) Always somewhat of a propagandist, Zola, in temporary exile in the aftermath of this intervention, embarked on a cycle of four novels on the themes of fertility, work, truth, and justice. Fécondité (Paris: Charpentier‐Fasquelle, 1899) was the first of these. Two others were completed: Travail (1901) and Vérité (1903). Justice had barely been begun before his death in 1902. An English translation of Fécondité, by Ernest A. Vizetelly, was published under the euphemistic title Fruitfulness (London: Chatto and Windus; New York: Doubleday, Page, 1900). (Zola often skirted the margins of what was then considered acceptable language and subject matter, and Vizetelly had been jailed in England for an earlier Zola translation.) Fécondité is a didactic moral fable rather than a significant work of fiction. The Fortnightly Review (London) of January 1900 wrote of it: “The tale is a simple one: the cheerful conquest of fortune and the continual birth of offspring.” Mathieu and Marianne Froment, the central characters, convey Zola's anti‐Malthusian views through their life story—the meaning of which is underlined in the author's fulsome commentary. At the start of the novel, they are poor but already have four children. By its end, still stalwart and celebrating 70 years of marriage, they have had twelve, seven surviving, together with innumerable grandchildren and great grandchildren. Over the same period, through hard work and prudence, they have gradually amassed a large and highly productive landed estate, Chantebled, much of it acquired from once‐rich but feckless (and unprolific) neighbors whose decline in fortune mirrors the Froments' rise and whose depopulationist views are thereby shown to be groundless. (A fuller précis, also describing the novel's gothic subplots, is given in Michael S. Teitelbaum and Jay M. Winter, The Fear of Population Decline (Academic Press, 1985), pp. 25–27.) The rapid decline in mortality after the end of World War II, in combination with a much slower downward adjustment of fertility, resulted in an extraordinary acceleration of world population growth. In a contribution prepared for the 1959 Vienna conference of the International Union for the Scientific Study of Population, Ansley J. Coale présented a concise and spirited exploration of the influence of mortality and fertility on the levels and patterns of growth and on the distribution of the population by age. Using the stable population model as his tool of exploration, Coale présents a comparative analysis of the implications of movements between stable states, making imaginative illustrative assumptions on changes over time and highlighting the often surprising and counterintuitive results of such calculations. The full text of this article, omitting summaries in English and French, is reproduced below from pp. 36–41 in Union Internationale pour I?étude scientifique de la population, Internationaler Bevölkerungskongress, Wien:Im Selbstverlag, 1959. Ansley Coale was one of the most prominent figures in demography in the second half of the twentieth century. He was born in 1917 and was educated at Princeton University. He spent his entire professional career at Princeton, as a member of the economics faculty and in association with the Office of Population Research, of which he was director from 1959 to 1975. In 1967/68 he was president of the Population Association of America, and from 1977 to 1981 he was president of IUSSP. His many scientific works include Population Growth and Economic Development in Low‐Income Countries (1958), coauthored with Edgar M. Hoover, a book that was highly influential in shaping the international population policy agenda from the 1960s on—lately receiving renewed attention as a predictor of the “demographic dividend” benefiting economies as a result of the transition to low fertility. He was initiator and leader of the Princeton project exploring the causes of the decline in marital fertility in Europe, culminating in the 1986 book, coedited with Susan C. Watkins, The Decline of Fertility in Europe. His most lasting contribution to population studies, however, was in the field of formal demography, as both teacher and scholar. His research in this area is exemplified by the 1972 book The Growth and Structure of Human Populations: A Mathematical Investigation, and in the application of demographic models to the estimation and analysis of population data. Sir John Hicks (1904–89), professor of political economy at Oxford University from 1952 to 1965, was one of the foremost economists of his time, making notable contributions to the theory of wages, general equilibrium theory, and welfare economics. He received (jointly with Kenneth Arrow) the 1972 Nobel prize in economics. Value and Capital (1939), his best-known book, is held as a classic; his 1937 exegesis of Keynes's General Theory has long been a staple of undergraduate economics. Population does not figure appreciably in his writings, although an almost offhand footnote attached to the concluding paragraph of Value and Capital suggests that it could have: “[0]ne cannot repress the thought that perhaps the whole Industrial Revolution of the last two hundred years has been nothing else but a vast secular boom, largely induced by the unparalleled rise in population.” (He added: “If this is so, it would help to explain why, as the wisest hold, it has been such a disappointing episode in human history.”) In his late work, A Theory of Economic History (1969), however, the principal driving force in economic development is depicted as the expansion of markets. A sustained discussion of the topic of population by Hicks is contained in one of his earlier books. The Social Framework: An Introduction to Economics (Oxford University Press, 1942). Chapters 4 and 5 of this book treat “Population and Its History” and “The Economics of Population”; one of the appendixes is “On the Idea of an Optimum Population.” Chapter 5 and this appendix are reprinted below. The Social Framework was written as an introductory text, although its lucid style characterized all of Hicks's work. It covered both theory and applications with particular attention to the then novel subject of national accounting. Hicks described the book as “economic anatomy” in contrast to the “economic physiology” of how the economy works. Chapter 5 gives equal attention to under- and overpopulation, both seen as posing dangers. The Preface to the 1971 (fourth) edition of The Social Framework notes that the population and labor force chapters “have been rather substantially altered—to take account of the curious things that have happened in these fields (which one might have expected to be slow moving).” In 1971 he is more cautious than in 1942 about suggesting that slowing population growth might have been a factor in the 1930s depression, and readier to admit of countries where “a continuing rise in population, even while there is some continuing agricultural improvement, is likely to lead in the end to unemployment and destitution.” The appendix on optimum population was retained through all editions.  相似文献

The two writers whose visions of a utopian future for humanity Malthus chiefly sought to puncture through his principle of population were Godwin and Condorcet. The objection Malthus had to both was that the prosperous and egalitarian society they envisaged would be undermined by the population growth it brought about. As Malthus himself acknowledged, this was not a novel argument: in the second (1803) edition of the Essay, he listed the authors from whom he had “deduced the principle”—David Hume, Robert Wallace, Adam Smith, and Richard Price. Wallace, the closest among these four to being a Utopian thinker, explicitly saw population growth as clouding the future: unlimited increase would impair prosperity, but efforts by the society to curtail it would require “cruel and unnatural customs.” Wallace's views of Utopia are set out in his book Various Prospects of Mankind, Nature and Providence, published in 1761. There are twelve “prospects” in all. The first is titled “A general view of the imperfections of human society, and of the sources from whence they flow”; the second presents a “model of a perfect government”; the third investigates the feasibility of this model; and the fourth adduces the proposition “The preceding model of government, tho' consistent with the human passions and appetites, is upon the whole inconsistent with the circumstances of mankind upon the Earth.” The remaining prospects go further into the natural world, the nature of happiness, and the afterlife. Prospects I and IV are excerpted below. Under a perfect government, “poverty, idleness, and war [would be] banished; the earth made a paradise; universal friendship and concord established, and human society rendered flourishing in all respects.” Yet paradoxically, such a society would be overturned “not by the vices of men, or their abuse of liberty, but by the order of nature itself.” This objection is enough to defeat the “airy systems” of the Utopians. Wallace calls for a middle way for government and society, “to set just bounds to every thing according to its nature, and to adjust all things in due proportion to one another.” He writes: “it is more contrary to just proportion, to suppose that such a perfect government should be established in such circumstances, than that by permitting vice, or the abuse of liberty in the wisdom of providence, mankind should never be able to multiply so greatly as to overstock the earth.” Wallace was born in Edinburgh in 1697 and died there in 1771. He was a presbyterian minister who held various offices in the Church of Scotland. In addition to the Prospects, his other major works were Characteristics of the Present Political State of Great Britain (1758) and Dissertation on the Numbers of Mankind in Antient and Modern Times (1753). The latter included a vigorous rejoinder to Hume's argument (in his Dissertation on the Numbers of Mankind, published the preceding year) that the classical world was not more populous than the present. Wallace's argument for the populousness of ancient nations supported the view earlier put by Montesquieu—who arranged for a French translation of Wallace's book. The German economist August Losch (1906–45) earned a permanent place in the history of economic ideas through his work on general equilibrium theory applied to a spatially distributed economy. His pathbreaking contribution in that field is synthesized in The Economics of Location (English translation 1954, first edition Die raumliche Ordnung der Wirtschaft, published in 1939). Lb'sch's early theoretical and empirical work, however, was focused on the interaction of demographic and economic change, in particular the effect of population on economic fluctuations—in traditional terminology, the business cycle. His statistical investigations of the preindustrial era, reaching back to the seventeenth century, indicated that the dominant causal relationship went from the economy to population, a connection that much subsequent work also confirms. But his research on the history of German economic development under capitalist conditions showed primarily a reverse set of influences at work: from population, in particular from fluctuations in the rate of population growth, to the business cycle. This theoretical and empirical contribution, first published in German in 1936, is most accessible to readers of English in a paper presented in December of the same year at the annual meeting of the Econometric Society in Chicago and published in the Quarterly Journal of Economics in August 1937 under the title “Population cycles as a cause of business cycles.” Excerpts from this article—the opening paragraphs and the closing section titled “Explanation”—are reproduced below. Losch sees the relationship as mediated by changes in labor supply and consequent responses in building activity, demand for consumer goods, and, in particular, stimulus or else depressing influence on the capital goods industries as the rate of population growth increases or falls. He cautions that his empirical work supporting his proposition was limited to Germany and may not apply everywhere. In the last two decades, Canada’s brand of colonial recognition politics has fueled several social and cultural changes that have, in turn, produced startling growths in the “Métis population” in Canada. Demographers and policy makers alike have expressed dubiousness about the extent to which “non-demographic factors” (that is, factors other than fertility and mortality) are fueling this growth, a dubiousness expressed in the growing use of “ethnic mobility” to explain population growth. In this article I explore the historical contexts within which the idea of a single Métis population took hold as a statistical technology, the kinds of social and cultural juxtaposition that making use of a single population masks, and the impact single population estimates have on the ability of Métis nation policy actors to fashion evidence-based policy relevant to the concerns of the Métis nation. While the dynamics and the data perused in this article are specific to Canada, they possess broader resonances with other nation-states grappling with their colonial histories and longstanding Indigenous peoples as these dynamics relate to official data dynamics.  相似文献

Dystopian fiction, stories envisioning dire human futures, originated with the novels of H. G. Wells and others a century ago. “Demodystopias” are a subgenre of dystopias where the imagined futures derive from demographic change, taken perhaps to an extreme: the population explosion, aging and depopulation, mass migration, global epidemics, and the eugenic possibilities of new reproductive technologies. This essay traces the genealogy of demodystopias over the twentieth and early twenty‐first centuries. Their themes reflect the demographic issues of the day: fear of overpopulation in the “population bomb” era; later, threatened societal senescence or swamping by immigrants under ultra‐low fertility; new reproductive regimes under genetic engineering; and the geopolitics of demographic change. As with other dystopias, demodystopias seek to identify present‐day negative tendencies that might lead to a future theatrum diabolorum—and to pin responsibility for such an outcome on ourselves. Authors discussed include Margaret Atwood, Anthony Burgess, Günter Grass, Michel Houellebecq, José Saramago, Lionel Shriver, and Kurt Vonnegut.  相似文献

Modern worries about the economic and social consequences of low fertility and eventual population decline have led to numerous proposals for subsidy arrangements aimed in effect at “buying” healthy and potentially productive children. The most innocuous of such schemes, typically with welfare rather than population goals in mind, is the institution of the family wage—paying labor based on family size. The passage reproduced below, from John Weyland's Principles of Population and Production (1816), offers an early instance of such a scheme being argued for on demographic grounds. Weyland's account of the “artificial” encouragement of population increase begins with an artless analogy to managing a stud‐farm, but the stance is mercantilist rather than totalitarian and is leavened by a strong concern for the health and morals of the future citizens. That the state might wish to raise its population growth was of course contrary to Malthusian doctrine. The long and contentious debates on Britain's Poor Laws gave more prominence to the opposite goal: that of preventing births that threatened to become a charge on the community. Weyland, however, asserted that the tendency of population was to “keep within the powers of the soil to afford it subsistence.” A prior population increase (to a level “just beyond the plentiful supply of the people's want”) was a necessary stimulant to productivity—indeed, was “the cause of all public happiness, industry, and prosperity.” (Modern versions of this view are found in the writings of Ester Boserup and Julian Simon.) Moreover, he argued, with urbanization came an inevitable fall‐off in population growth—reaching “a point of non‐reproduction” when around a third of the population lived in towns. Malthus responded to Weyland in an appendix to the fifth (1817) edition of the Essay: Weyland's premise, he wrote, is “just as rational as to infer that every man has a natural tendency to remain in prison who is necessarily confined to it by four strong walls.” Weyland's book as a whole he dismissed in unusually intemperate terms: “It is quite inconceivable how a man of sense could bewilder himself in such a maze of futile calculations, and come to conclusions so diametrically opposite to experience.” More concisely, and specifically on the subject of the extract below, an entry in the Essay's highly distinctive index reads “Encouragements, direct, to population, futile and absurd.” John Weyland (1774–1854) was an English rural magistrate of independent means. He took an active part in the Poor Law debates of the early nineteenth century, arguing for payments under them to include child allowances. The full title of his major work is: The Principles of Population and Production as they are affected by the Progress of Society with a View to Moral and Political Consequences (London, 1816). International migration is squarely on the present‐day agenda of the international community, as attested by the newly released report of the Global Commission on International Migration (see the Documents section of this issue) and by recurrent controversy over proposals to establish a migration analogue to the World Trade Organization. Conventional assumptions about the prerogatives of national sovereignty come up against universalist views of human rights, the logic of globalization, and, in some measure, the regulative ambitions of international organizations. The last period in which this subject aroused comparable ferment was in the 1920s. At that time the main sources of migrants were not countries of the global “South” but self‐described overpopulated countries in Europe. In May 1924 one such country, Italy, convened what became known as the First International Emigration and Immigration Conference. Held in Rome, the meeting was attended by delegates from 57 countries and the League of Nations. Among its resolutions was an “Emigrants' Charter,” recognizing rights to emigrate and immigrate but with strong provisos. Thus the right to immigrate was subject to restrictions “imposed for economic and social reasons based in particular on the state of the labour market and the necessity of safeguarding the hygienic and moral interests of the country of immigration” (see the Notes on Migration section in Industrial and Labour Information [Geneva], Vol. XI, July‐Sept. 1924, pp. 54–68). A more systematic discussion of these putative rights appeared in an article published a few months earlier by a prominent French jurist, Paul Fauchille, which is excerpted below. The rights to emigrate and to immigrate are seen as broad and fairly symmetrical, able to be limited by a state only by appeal to its own right of self‐preservation. Circumscribing the right to emigrate may seem dated in the light of the blanket provision in Article 13 of the (1948) Universal Declaration of Human Rights that “everyone has the right to leave any country, including his own, and to return to his country.” (In Fauchille's extreme case, a state can seek to prohibit the wholesale flight of its population.) However, on immigration, about which the Universal Declaration is silent, “self‐preservation” yields a longer list of grounds for restriction. An issue with contemporary resonance is whether those grounds can include the wish by a state “to prevent a fusion of races which might alter its ethnic character or obliterate its national culture.” Restriction on such a basis would be justified, says Fauchille, only where the intending migrants “belonged to an absolutely different civilisation” and were large in number. Paul Fauchille (1858–1926) was an expert in international law, author of the four‐volume Traité de Droit International Public (8th ed., Paris, 1921–26). He was the founding editor of Revue générale du droit international public and founding director (from 1921) of the Institut des Hautes Études Internationales within the University of Paris. Classical views of population, as expounded in the works of Smith, Malthus, and Mill, retained their influence through the nineteenth century and into the twentieth—until sidelined, many would argue, by the marginalist revolution in economics. Oddly, Alfred Marshall (1842–1924), the major figure in that revolution, was, when it came to population, himself firmly in the classical tradition. He diverged from it in two main respects. Writing in the late nineteenth century he had of course to take account of Darwinian theory, with the potential implications it suggested for differential fertility. And, deriving from his interests in industrial organization and efficiency and in biological analogies in economics, he gave greater attention than his forebears to the possibility that returns to labor could routinely be increasing as well as diminishing. Marshall, the preeminent economist of his time, was for most of his career professor of political economy at the University of Cambridge. His major work, Principles of Economics, was first published in 1890, and then in a series of revised editions over the rest of his life. The final—8th—edition appeared in 1920. (A “ninth” variorum edition was issued in 1961.) The Principles has been described, by G. J. Stigler, as the second greatest work in the history of economics. The contributions to theory and method warranting such praise, however, are chiefly in the later parts of the volume. Up to and including Book IV (The Agents of Production: Land, Labour, Capital and Organization), the reader is given the impression, according to Keynes, of “perusing a clear, apt and humane exposition of fairly obvious matters.” Certainly in comparison to the rest, these early sections were left fairly intact in their 1890 form over subsequent editions. But Keynes also remarks, in his lengthy obituary of Marshall, how deceptive that surface smoothness could be—and notes that Marshall “had a characteristic habit in all his writings of reserving for footnotes what was most novel or important in what he had to say.” The excerpts below are taken from Book IV, Chapters IV (§§1–2, 4–5) and XIII (§3), of the 1890 edition of the Principles. In the first, Marshall presents a brief, selective history of population doctrines up to Malthus, and then the doctrine “in its modern form”; in the second, from the concluding chapter of Book IV, he explores the applicability of the law of increasing returns—stated, earlier in the chapter, as: “An increase of labour and capital leads generally to improved organization, which increases the efficiency of the work of labour and capital.”  相似文献

The European region is undergoing dramatic social change. Among other regional and international forces, these changes are rooted in: the collapse of the former Soviet Union; the sudden appearance of a large number of “new” – mostly poor and politically unstable – European nations; and, the emergence of economic trading blocs in North America and Asia. At the same time, the majority of “established” European nations are experiencing sluggish rates of economic growth, moderate to high levels of inflation, high unemployment, escalating demands on public social services, and low fertility in combination with high rates of population aging and immigration from developing countries. Despite the seriousness of the dilemmas confronting the region, European development accomplishments of the past 25 years suggest that the region's leaders already possesses the resources required to solve its complex, social, political, and economic challenges.  相似文献

Probably the most widely read work of sociology in the United States during the past century was The Lonely Crowd, a nearly 400‐page study by David Riesman, written, according to the first edition, in collaboration with Reuel Denney and Nathan Glazer. The book appeared in 1950, published by Yale University Press. The initial print run was 3,000; an abridged edition came out as a paperback in 1953 as a Doubleday Anchor Book. It eventually sold more than 1.4 million copies. (The book is still in print in a Yale University Press paperback edition.) Its intriguing title no doubt contributed to this phenomenal popularity, as did its readable and often informal style and its use of a time‐honored mode of social commentary, offering a statistics‐free exposition of the argument. The book bears no resemblance to what now passes for scientific analysis in sociology, but draws instead on erudition, historical learning, and personal observation and insight. But most of all, the explanation for the book's success is that Riesman's searching and sharp‐eyed examination of social trends in modern industrial society responded to a felt need for self‐examination in midcentury America. Actually, the title of the book was an add‐on; it does not appear in the text itself. The subtitle is more informative: A Study of the Changing American Character. Riesman defined “social character” as “the patterned uniformities of learned response that distinguish men of different regions, eras, and groups.” Making such distinctions imposes the need for a suitable categorization of historical stages with which a typology of social character can be persuasively associated. Riesman's chosen criterion for classifying societies and identifying such stages was demographic. His discussion sought to describe “possible relationships between the population growth of a society and the historical sequence of character types” and, specifically, to “explore the correlations between the conformity demands put on people in a society and the broadest of the social indexes that connect men with their environment—the demographic indexes.” In doing so, Riesman adopted the dassificatory scheme of classic demographic transition theory. Drawing on Frank Notestein's work, he distinguished three demographic phases: “high growth potential,”“transitional growth,” and “incipient population decline.” The three dominant social character types identified by Riesman, tracing a historical, although of course overlapping sequence, were “tradition‐directed,”“inner‐directed,” and “other‐directed”: they correspond to, indeed reflect, the three phases of population growth and its associated demographic‐structural characteristics. The excerpt reproduced below is from Chapter I (“Some types and character of society”) of the first edition of the book (New Haven: Yale University Press, 1950). It provides a concise presentation of the study's conceptual scheme and of the argument seeking to validate it. (The 1953 paperback edition amplifies footnote 1 in the excerpt as follows: “The terminology used here is that of Frank W. Notestein. See his ‘Population—The Long View,’ in Food for the World, edited by Theodore W. Schultz (University of Chicago Press, 1945).”). David Riesman was born on 22 September 1909. His original field of study was law; his career as a lawyer included clerking for Supreme Court Justice Louis Brandeis. Between 1946 and 1958 he was on the faculty of social sciences at the University of Chicago and after that, until his retirement, he served as professor of sociology at Harvard University. The U.S. Census Bureau periodically releases projections of the US resident population, detailed by age, sex, race, and Hispanic origin. The most recent of these, issued 13 January 2000, for the first time extend to the year 2100 and also include information on the foreign‐bom population. (Earlier projections were carried up to 2080.) The extensive tabulations presenting the new set, and detailed explanation of the methodology and the assumptions underlying the projections, are accessible at the Census Bureau's web site: http://www.census.gov . A brief summary of some of the main results of these projections is reproduced below from United States Department of Commerce News, Washington, DC 20230. (The Census Bureau is an agency of the Department of Commerce.) Uncertainties as to future trends in fertility, mortality, and net migration over a period of some 100 years are very great, as is illustrated by the massive difference in the projected size of the population for 2100 in the three variants produced. The “middle” projected population figure of 571 million (which represents a growth of some 109 percent over its current level) is bracketed by “lowest” and “highest” alternative projections of 283 million and 1.18 billion, respectively. With somewhat lesser force, the point also applies to the 50‐year time span considered in the well‐known country‐by‐country projections of the United Nations. These projections are also detailed in three variants: low, middle, and high. The UN projections (last revised in 1998) envisage less rapid growth in the United States during the first part of the twenty‐first century than do the Census Bureau's. The projected population figures for 2050 in the three variants (low, middle, and high) are as follows (in millions):

Since the initial age and sex distributions from which the two sets of population projections start are essentially identical, these differences reflect assumptions by the Census Bureau with respect to the three factors affecting population dynamics in the next 50 years. In the middle series, each of these assumptions is more growth‐producing in the Census Bureau's set than in that of the United Nations. Thus, in the middle of the twenty‐first century the Census Bureau anticipates male and female life expectancies of 81.2 and 86.7 years; the corresponding figures according to the UN are 78.8 and 84.4 years. Net immigration to the United States per 1000 population at midcentury is assumed to be 2.2 by the United Nations and somewhat above 2.4 according to the Census Bureau. The factor most affecting the difference between the projected population sizes, however, is the differing assumptions with respect to fertility. The middle UN series anticipates a midcentury US total fertility rate of 1.9 children per woman; the Census Bureau's assumption is slightly above 2.2. A notable feature of the Census Bureau's projection methodology in comparison to that of the UN is the recognition of differences in mortality and fertility, and also in immigration, with respect to race and Hispanic origin. Thus, at midcentury the white non‐Hispanic population is assumed to have a total fertility rate of 2.03; the corresponding figure for the population of Hispanic origin is 2.56. (Fertility in other population subgroups is expected to lie between these values, although closer to the fertility of non‐Hispanic whites.) And Hispanic immigration, currently the major component within total immigration, is assumed to remain significant throughout the next five decades (although by midcentury it is expected to be far exceeded by immigration of non‐Hispanic Asians). As a result, the structure of the US population by race and Hispanic origin is expected to shift markedly. To the extent that fertility and mortality differentials persist, such a shift also affects the mean fertility and mortality figures of the total population.  相似文献

BackgroundResearch on maternity care often focuses on factors that prevent good communication and collaboration and rarely includes important stakeholders – parents – as co-researchers. To understand how professionals and parents in Dutch maternity care accomplish constructive communication and collaboration, we examined their interactions in the clinic, looking for “good practice”.MethodsWe used the video-reflexive ethnographic method in 9 midwifery practices and 2 obstetric units.FindingsWe conducted 16 meetings where participants reflected on video recordings of their clinical interactions. We found that informal strategies facilitate communication and collaboration: “talk work” – small talk and humour – and “work beyond words” – familiarity, use of sight, touch, sound, and non-verbal gestures. When using these strategies, participants noted that it is important to be sensitive to context, to the values and feelings of others, and to the timing of care. Our analysis of their ways of being sensitive shows that good communication and collaboration involves “paradoxical care”, e.g., concurrent acts of “regulated spontaneity” and “informal formalities”.DiscussionAcknowledging and reinforcing paradoxical care skills will help caregivers develop the competencies needed to address the changing demands of health care. The video-reflexive ethnographic method offers an innovative approach to studying everyday work, focusing on informal and implicit aspects of practice and providing a bottom up approach, integrating researchers, professionals and parents.ConclusionGood communication and collaboration in maternity care involves “paradoxical care” requiring social sensitivity and self-reflection, skills that should be included as part of professional training.  相似文献

Societies, virtually by definition, are in the business of social reproduction. They maintain institutional forms and cultural patterns more or less intact, though not of course unchanged, as their individual members age and die and the young are acculturated and assume adult roles. Social reproduction also takes place at the family level—through the social and biological processes entailed in family succession— but there the outcomes owe much more to fortuity, to the luck of the draw. Nonetheless, families become adept at doing the best they can with whatever hands they are dealt—if need be bending the rules, hedging, bluffing, and coercing. How they do so is highly contingent on each society's circumstances and cultural repertoires, but traditionally marriage decisions offered the principal opportunities and held the major potential risks. The case study of family marriage strategies in a village of the French Pyrenees by Pierre Bourdieu, excerpted below, gives an exceptionally lucid and illuminating dissection of this domain of life—as it had persisted perhaps for centuries and into the 1950s and 1960s. Pierre Bourdieu was born in 1930 in a Béarn village of the Atlantic Pyrenees like that described. He held an appointment at the University of Algiers in the 1950s, during the years of colonial conflict leading up to independence, and his early research was on Algeria. From 1964 he taught at the École des Hautes Études en Sciences Sociales and later also at the Collège de France as professor of sociology (succeeding Raymond Aron), and became one of France's most prominent public intellectuals—exercising an influence that would be virtually unknown among English‐speaking sociologists. His major interests, in some respects prefigured in the present study, concerned aspects of cultural reproduction, particularly how educational systems reproduce class and privilege. His major works include Distinction (1979), The Logic of Practice (1980), and The Rules of Art (1992). He died in January 2002 at the age of 71. This paper explores the linkages at the family level between sustained high fertility and children's schooling in Ghana, in the context of a constrained economic environment and rising school fees. The unique feature of the paper is its exploration of the operational significance of alternative definitions of “sib size” – the number of “same-mother” siblings and “same-father” siblings – in relation to enrolment, grade attainment, and school drop-out for boys and girls of primary and secondary school age. The analysis is based on the first wave of the Ghana Living Standards Measurement Survey (GLSS) data, collected in 1987–88. The results of the statistical analysis lead to the conclusion that the co-existence of high fertility, rising school costs, and economic reversals is having a negative impact on the education of girls, in terms of drop-out rates and grade attainment. Some of the costs of high fertility are borne by older siblings (particularly girls) rather than by parents, with the result that children from larger families experience greater inequality between themselves and their siblings by sex and birth order. Because fathers have more children on average than mothers, the inequality between their children appears to be even greater than between mothers' children, particularly given the importance of fathers' role in the payment of school fees. The paper concludes that the greatest cost for children in Ghana of sustained high fertility is likely to be the reinforcement of traditional sex roles, largely a product of high fertility in the past.  相似文献

Increasing realization of the implications of persisting below‐replacement fertility in Europe—shrinking absolute numbers combined with a rising proportion of the elderly—is giving new salience to policy considerations regarding immigration in the countries most affected by low fertility. The recent United Nations report on “replacement migration” (see the Documents section in the June 2000 PDR) highlighted the issue through illustrative calculations showing the size of immigrant streams that would be needed for achieving specified demographic targets in selected lowfertility countries, given continuation of present fertility and mortality trends. For example, the UN report suggested that in Italy—which has one of the lowest fertility rates in the world—maintaining a constant population over time would require a net influx of some 12.6 million immigrants during the next 50 years, and maintaining a constant labor forceage population (ages 15–64) would require a net inflow of 18.6 million. Yet immigration policy in Western Europe has become increasingly restrictive during the last quartercentury, and the official policy stance that regulating immigration is strictly within the domain of a country's sovereign right has been assiduously maintained. (International treaty obligations qualify that right in the case of bona fide asylum seekers; however, the definition of that category is also subject to the discretion of the receiving countries.) Thus, although within the European Union national borders are open to EU citizens, the power of regulating immigration from outside the EU is retained by the individual countries rather than subject to EU‐wide decisions. Suggestions coming from the developing countries to follow up the 1994 International Conference on Population and Development with an intergovernmental conference on international migration and development were set aside by the potential immigrant‐receiving countries as overly contentious. A statement by the Minister of Foreign Affairs of Italy, Lamberto Dini, delivered at the 55th General Assembly of the United Nations, 13 September 2000, may be a sign of a notable shift in official approaches to immigration policy by at least one EU member state. The statement, in a departure from the practice of touching lightly upon a wide range of issues in international affairs, typical in high‐level ministerial speeches given at that UN forum, is devoted essentially to a single topic: international migration. It characterizes migration “between or within continents” as an international problem and advocates “coordinated and integrated” instruments in seeking a solution. It suggests that “today, with a declining birth rate and an aging population, Europe needs a strategy that embraces the complex process of integrating people from different regions of the world.” The rules for international migration, the statement claims, should be set in a global framework, such as provided by the United Nations. In the “age of globalization,”“a solidarity pact is needed to find the best and most effective way of balancing the supply and demand of labor.” With the omission of opening and closing ceremonial passages and a brief comment on the problem of debt relief, the statement is reproduced below.  相似文献

The costs of educating and socializing children to take on adult roles in the economy and society are borne in part by their parents and in part, recognizing the substantial public‐good element involved, by the community or the state. The size of that public subsidy and how it is allocated across families of different incomes potentially affect decisions on childbearing—that, at least, is the assumption behind one category of measures seeking to raise fertility where it is very low. That the arguments underlying this area of social policy are of long standing is shown by the statement reproduced below by the prominent British socialist Sidney Webb. It is his evidence before the National Birth‐rate Commission, delivered on July 8, 1918. The Commission was set up in 1913 by the National Council of Public Morals, a self‐appointed group of prominent citizens. It issued a widely read report, The Declining Birth‐Rate: Its Causes and Effects, in 1916. However, the continuing drop in the birth rate (from 24 per 1000 in 1913 to 18 in 1918) led to calls for further investigation and to a reconstituted Commission. One of the terms of reference for this second deliberation was to consider “the economic problems of parenthood in view of the rise of prices and taxation and their possible solutions.” Sidney Webb's statement takes up this matter with characteristic clarity and conviction. Webb is exercised both by the overall deficit of births and, more particularly, by its disproportionate weighting among “the prudent and responsible, and those capable of foresight.” (This eugenic concern is spelled out more strongly in his 1907 Fabian Tract, The Decline of the Birth‐rate.) Various ways in which “the economic penalisation of parenthood might be mitigated” are considered, including free schooling, public housing, and abolition of the “marriage penalty” in income tax. But he puts most store in “some system of universal endowment of children during their period of complete dependence.” (In its subsequent report, the Commission declined to recommend any such scheme.) Webb's proposals prefigure many of the social policies later adopted in European welfare states—with at best seemingly modest influence on fertility. Sidney Webb (1859–1947) was a significant figure in the history of social democratic thought in Britain. He was an early member of the Fabian Society and one of the group that in 1895 established the London School of Economics. As a member of Parliament in the 1920s, he held ministerial posts in the first two Labour governments. In collaboration with his wife Beatrice, Webb was a prolific writer on social problems and policies—notably trade unionism, local government, and Fabian socialism. The desirable size and characteristics of current immigrant inflows into the United States, numerically larger than those experienced by any other country in history, are the subject of vigorous debate. This debate has striking antecedents, not only in its passionate intensity but also in the specifics of the arguments enlisted. Reprinted below in full is an especially articulate expression of anti-immigration sentiments and reasoning written by the eminent late-nineteenth-century economist and statistician Francis Amasa Walker. It appeared, under the title “Restriction of Immigration,” in the June 1896 issue of Atlantic Monthly (Volume 77, no. 464, pp. 822–829). In the 1880s, as Walker notes in this article, more than 5 million foreigners entered US ports. Immigration was accelerating. The 1890 census recorded a total US population of 62.2 million; 9.2 million of these were foreign born. More than 97 percent of this immigrant population came from Europe and Canada. But the composition of immigrants by country of origin, hence by ethnic background, was changing, with southern and eastern Europe taking an increasingly larger share of the total. Regulations on the admissibility of immigrants did bar entry to some persons with personal characteristics deemed undesirable. Walker notes “gross and scandalous neglect” in enforcing even these rules, but his concern is not with the numerically small effect their strict application would entail. He argues for restricting immigration at large—for “protecting the American rate of wages, the American standard of living, and the quality of American citizenship from degradation.” He recognizes that “the prevailing sentiment of our people [is] to tolerate, to welcome, and to encourage immigration, without qualification and without discrimination,” but seeks to refute the rationale underpinning those sentiments. To counter the notion that immigration represents “a net reinforcement of our population,” he sets out the thesis, perhaps most memorably associated with his name, that sees immigration as “a replacement of native by foreign elements”—because it is a cause of the diminishing fertility of the receiving population. He also rejects a second pro-immigration argument, that immigration is necessary “in order to supply the country with a laboring class…able and willing to perform the lowest kind of work,” which native-born Americans now refuse to perform. Such refusal, Walker argues, is the consequence rather than the cause of large-scale immigration. Walker's positive argument for restricting immigration emphasizes four factors. With the closing of the frontier, land is no longer free for new occupants; mechanization of agriculture now requires less labor for farm production; immigration creates a general labor problem, including unrest and unemployment, formerly unknown in America; and the character of new immigrants is inferior to that of the native population. Walker's main concern is with this last factor. In earlier times, “the average immigrant…was among the most enterprising, thrifty, alert, adventurous, and courageous of the community from which he came,” and immigration was “almost exclusively from western and northern Europe.” With cheap railroad fares and ocean transport, this is no longer so. The new immigrants, increasingly from southern and eastern Europe, “have none of the inherited instincts and tendencies which made it comparatively easy to deal with the immigration of the olden time….They have none of the ideas and aptitudes which fit men to take up readily and easily the problem of self-care and self-government.” Immigration, thus, is menacing to America's “peace and political safety.” Communities are formed “in which only foreign tongues are spoken, and into which can steal no influence from our free institutions and from popular discussion.” On immigration, Walker concludes, “we should take a rest, and give our social, political, and industrial system some chance to recuperate.” Walker's advice was not heeded until the 1920s. Immigration to the US in the first decade of the twentieth century amounted to nearly 9 million. In recent decades there has been a resurgence in numbers, and in the decade of the 1990s immigration exceeded 9 million. With that influx came a reinvigorated immigration debate. In the arguments for restriction, immigration from Asia and especially Latin America now substitutes for that from southern and eastern Europe. Francis A. Walker (1840–97) had a distinguished career as a Union officer in the Civil War, reaching the rank of brigadier-general, as a civil servant in the federal government, and, most notably, as an economist and educator. He was superintendent of the 1870 and 1880 US censuses and served as professor of political economy at Yale (1872–80), president of the American Statistical Association (1882–96), first president of the American Economic Association (1885–92), and president of the Massachusetts Institute of Technology (1881–96).  相似文献

How population change affects human welfare was a central concern of economists during the decades that followed publication of Malthus's Essay. But from the middle of the nineteenth century, continuing for some one hundred years, population issues played a marginal role in economics, with leading figures of that discipline, particularly in the New World, turning their attention to the topic only episodically. The presidential address delivered by Frank Fetter to the American Economic Association in 1913 is a notable example of such attention. Frank Albert Fetter (1863–1949), much of whose career was spent as professor on the faculty of Princeton University, was a prominent economic theorist of the early decades of the twentieth century and author, among numerous other works, of the influential texts Principles of Economics (1904) and its two-volume successors, Economic Principles (1915) and Modern Economic Problems (1916 and 1922). Population was an early interest of Fetter's, as is shown by the topic of his doctoral dissertation, which he wrote, after studies at Indiana University, Cornell, and the Sorbonne, at the University of Halle (Versuch einer Bevölkerungslehre ausgehend von einer Kritik des Malthus'schen Bevölkerungsprincips, Jena: G. Fischer, 1894). His address to the AEA recalls that interest, looking back on the decade ending in 1910, a period of rapid population increase in the United States, fueled by heavy immigration. In the first part of the address, Fetter offers insightful comments on Malthus's novel humanitarian and democratic formulation of the population problem and on the contrasting demographic situation between Europe and the United States. But with the closing of the land frontier he sees American exceptionalism coming to an end, as the economic forces—abundant natural resources and progress in science and the “technical arts”—that heretofore counteracted the depressing effect of population growth on wages “have spent themselves.” At a time when the US population was about one-third of its present size, he argued that “we have passed the point of diminishing returns in the relation of our population to our resources.” Therefore “it is high time to revise the optimistic American doctrine of population.” To control “the fate and fortunes of the children of this and future generations,” the US would need a policy of conserving natural resources and retarding the increase of population. Of the two components of population growth—natural increase and immigration—only the latter is “controllable in large measure by legislative action.” Fetter thus devotes the second part of his address to a discussion of the effects of immigration on the American economy. His line of argument closely parallels an influential strand in the contemporary US debate on that issue. In the first decade of the century, the population of the United States grew by some 16 million and the number of immigrants was nearly 9 million. Fetter sees the potential for further immigration as nearly limitless, given an open-door policy. The motive to migrate to the United States would not cease “until real wages in America are leveled down to those of the most impoverished populations permitted to enter our ports.” Yet reducing American prosperity would afford “no permanent relief to the overcrowded lands,” as “natural increase quickly fills the ranks of an impoverished peasantry.” While unrestricted immigration is against the interest of the mass of the people, conflicting interests, ideas, and sentiments paralyze remedial action: individual or class advantage comes before consideration of the “larger national welfare.” Unless immigration is restricted, Americans may find “that they have bartered the peace and security of their children for the pleasures of a brief season.” The text of Fetter's address is reproduced below in full from American Economic Review, vol. 3, no. 1: Papers and Proceedings of the Twenty-fifth Annual Meeting of the American Economic Association, March 1913.  相似文献
