Establishing fair procedures to regulate intragroup disagreements should engender cooperation while inhibiting conflict . Yet what is a "fair" procedure might vary for members of different factions . To understand perceptions of fairness in group decision making , the present research developed and utilized the Fair Group Procedures Scale (FGPS). Exploratory and confirmatory factor analyses revealed a four-factor structure along two dimensions: the means of distributing decision-making power (proportionality to equality) and the normative value of the approach (desirable to undesirable) . Data suggest that deeming a particular decision-making procedure "fair" is predicted by one's majority/minority position within a group . Furthermore , experimental data suggest that social change (i . e ., reversals of majority/minority positions) reduces the discrepancies between factions . Results support the socially constructed nature of fairness and its potential role in intragroup conflict .  相似文献

In this article the author reviews problems in the implementation of evidence‐based practices (EBP) and concludes that these derive not only from numerous practical concerns, but also from fundamental epistemological issues. These include an antiquated understanding of the scientific method, involving types of naive inductivism and rationalism. The central argument of this article is that recent developments in the field of naturalistic decision making provide a critical framework for understanding the problems in the implementation of EBP, as well as possible avenues for their resolution. Developments that are reviewed include the use of heuristics, decision trees, case‐based reasoning, as well as an example of a generalized model of expert decision making. Such models increasingly combine situational awareness with critical thinking and metacognitive capacities. They promise to more effectively focus the application of rational and empirical problem‐solving methods, such as EBP, on the most complex problems.  相似文献

Most decisions in life involve ambiguity, where probabilities can not be meaningfully specified, as much as they involve probabilistic uncertainty. In such conditions, the aspiration to utility maximization may be self‐deceptive. We propose “robust satisficing” as an alternative to utility maximizing as the normative standard for rational decision making in such circumstances. Instead of seeking to maximize the expected value, or utility, of a decision outcome, robust satisficing aims to maximize the robustness to uncertainty of a satisfactory outcome. That is, robust satisficing asks, “what is a ‘good enough’ outcome,” and then seeks the option that will produce such an outcome under the widest set of circumstances. We explore the conditions under which robust satisficing is a more appropriate norm for decision making than utility maximizing.  相似文献

ICT has become a significant factor in the transition towards a low-carbon society in the modern era of increased digitalisation and clamour for environmental sustainability. Considering the significance of this digital transition in pollution abatement, we investigate the moderating effects of effective governance and regulation on the relationship between ICT-trade and pollution for 31 African countries from 2000 to 2020 by employing dynamic heterogeneous panel models robust to cross-sectional dependence. The empirical result suggests that, without adjustment for cross-sectional dependence, ICT-trade increases short and long-run pollution. Also, effective governance enhances pollution over the short and long run, while regulation lowers environmental pollution in the short term but increases long-run pollution. Further, government effectiveness moderates the effect of ICT-trade on pollution in the short and long run, whereas regulation only moderates the effect of ICT-trade on pollution in the long run. Conversely, having adjusted for cross-sectional dependence, ICT-trade, effective governance and regulation substantially lower pollution. Further, effective governance and regulation play essential roles in fostering the effects of ICT-trade on environmental pollution. Therefore, we recommend sensitivity to ICT-trade and fostering government effectiveness and regulation to curtail the adverse impact of ICT-trade on the environment.  相似文献

We develop a model of the interactions among decentralization, informal institutions and the rule of law. The model sheds light on the ambiguous empirical results reported in the literature regarding the growth effects of the policy of devolving fiscal responsibility to local governments. We find that the distribution of civicness within a country determines the magnitude of the effects of decentralization on its regional convergence, as well as whether decentralization fosters or dampens the country’s national growth. We perform a series of simulated “reforms” using Monte Carlo methods parameterized using OECD countries data set. We then test our findings using a panel data set of 23 OECD countries covering the period 1975–2010. We find that the short and the long run growth effect of decentralization policy depends on the size of the policy reform and can range from extremely negative to positive depending on the rule of law, the level of social capital and its regional dispersion, in line with the model predictions.  相似文献

This research explored how newly forming clinical commissioning groups (CCGs) were beginning to think about their new ‘duty’ to tackle health inequalities (HIs), as outlined in UK health policy. The concept of ‘sensemaking’ (Weick 1995) was used to illustrate the influences on CCGs’ interpretations of the policy. Three CCGs in the North of England were recruited, and qualitative methods, including interviews, observations and document analysis, were used to collect data, over a period from January 2012 to December 2012. The tangibility of central policy objectives is important in providing clear guidance and direction to organizations trying to tackle large scale policy agendas such as HIs. At a local level, both individual and collective organizational histories and wider relationships were influential on the way CCGs understood the problem of HIs and how they decided to try to tackle the issue locally. The research highlights what influences local level relationships and what factors need to be considered when trying to interpret and implement national policy at a local level.  相似文献

It has been recognized that families of children with life-limiting health conditions struggle with significant financial demands, yet may not have awareness of resources available to them. Additionally, health care providers may not be aware of the socioeconomic needs of families they care for. This article describes a mixed-methods study examining the content validity and utility for health care providers of a poverty screening tool and companion resource guide for the pediatric palliative care population. The study found high relevance and validity of the tool. Significant barriers to implementing the screening tool in clinical practice were described by participants, including: concerns regarding time required, roles and responsibilities, and discomfort in asking about income. Implications for practice and suggestions for improving the tool are discussed. Screening and attention to the social determinants of health lie within the scope of practice of all health care providers. Social workers can play a leadership role in this work.  相似文献

Meta-analyses play an important role in understanding aspects of human functioning and program effectiveness. Meta-analyses also inform practice and policy decision making in areas of interest to social work. This study examined the degree to which recent quantitative reports in top social work journals are eligible for inclusion in future meta-analytic studies based on method rigor. The results suggest a mixed picture. Articles in top social work journals typically present sufficient information on participant characteristics, p values, and Mean values, yet they often fail to present sufficient information on variance indicators or the precise numbers of participants, which limits the ability to calculate effect sizes. Furthermore, less than 10% of the reports utilized randomized experimental designs or tested for group equivalence. To enhance social work's ability to make evidence-based decisions by producing more meta-analyses, researchers should provide more detail in study reports and use stronger research designs.  相似文献

This article explores the question of whether and how heterosexuals' attitudes toward lesbians differ from their attitudes toward gay men. Data from a 1997 national survey are presented to show that heterosexual women generally hold similar attitudes toward gay men and lesbians, whereas heterosexual men are more likely to make distinctions according to gender. Moreover, men's attitudes toward lesbians are susceptible to situational manipulations. Nevertheless, the underlying unity of attitudes toward lesbians and gay men is demonstrated by the fact that they are highly correlated for both heterosexual men and women. It is suggested that heterosexuals' attitudes toward gay people are organized both in terms of minority group politics and personal sexual and gender identity and that attitudes toward lesbians are most likelyto be differentiated from attitudes toward gay men in the latter realm.  相似文献

ABSTRACT

Physician-assisted suicide (PAS) is explicitly legal in five states and by court decision in one. Legislative bills have been introduced in other states including Minnesota, Iowa, and Wisconsin. This quantitative study was designed to understand Midwest, hospice and palliative care at end-of-life social workers’ attitudes toward PAS, preferred terminology, perception of preparedness for the implementation, and awareness of PAS legislation in their state. Sixty-two social workers from Minnesota, Iowa, and Wisconsin completed an anonymous online survey. The results indicated that over one-half of the participants supported PAS legislation and is consistent with previous research on social workers across the country. While there was a range of perceived preparedness for implementation, a majority felt moderately to very prepared. Professional and personal values as well as professional experience influenced their perceived preparedness. Few social workers had accurate awareness of PAS legislation in their state or had attended workshops/events for further education or as a policy advocate. To practice competently and advocate at all levels of practice, hospice and palliative care at end-of-life social workers’ need to understand their own attitudes and values toward PAS and pursue additional education around this ethical issue.  相似文献

Ethical dilemmas are inherently ambiguous, complex, and ill-defined. Additionally, these dilemmas involve multiple stakeholders. These characteristics may induce political behavior as a resolution tactic. Thus, the goal of the present effort was to investigate perspectives on politics among researchers in an ethical decision-making context. A qualitative analysis of interviews with university faculty members revealed that faculty members’ perspectives on political behavior in an ethical decision-making context fall into a number of categories, including positive, negative, and realistic views of political activity. The implications of these varying perspectives on ethical decision making are discussed.  相似文献

The main purpose of this study is to investigate the interaction between financial liberalization, banking crisis and economic growth by taking into consideration the role of institutions. Our sample covers 15 Middle East and North African observed during the period 2000–2013. Using a dynamic panel data framework, our findings reveal that financial liberalization contributed to improve economic growth in MENA countries while banking crisis had harmful effects on MENA economies. The quality of institutions did not have a clear impact except for rule and order and democratic institution. These results have important policy implications. To grow output and avoid the occurrence of banking crisis, MENA countries should reinforce their institutions quality by adopting good practice of governance and regulation.  相似文献

The subject of gender and health inequalities is contested territory in health policy, research and practice. Yet there is a dominant approach which I describe as a form of technocratic rationality. Its application imposes significant limitations because it represents the problem of gender and health in terms of measurable sex differences in relation to health service access and health outcomes. In doing so, it fails to address and explain the social dynamics that generate the problem. I propose an alternative approach that originates in Australian women's health policies of the 1980s. These emphasised the inequalities between men's and women's participation in mainstream health policy, planning, management and delivery of services, and women's concomitant marginalisation. Recent sociological study offers support for this perspective suggesting that the endogenous organisational dynamics (or logics) within public health institutions provide a better way of understanding what the problem of gender inequalities in health is, and how we might fix it.  相似文献

Income inequality in China has been much documented and debated. However, one important aspect of income inequality – social insurance inequality – has been largely understudied. We use a large national panel of firm data to examine the possible influence of various firm characteristics on the inequalities in social insurance participation and generosity in the period 2004–07. Our findings reveal substantial ownership sector and regional gaps in social insurance provision by firms, with the private domestic sector and those in the central region lagging behind. Unionized firms, larger firms, and firms with greater market shares also tend to provide better social insurance to their employees. While being an exporting firm is linked with greater social insurance participation and generosity, being a purely exporting firm, however, is associated with reduced social insurance generosity. Lastly, highly educated workers receive substantially better social insurance coverage than their less educated peers. These social insurance inequalities are highly relevant as China pushes forward with establishing a unified social insurance system across urban‐rural boundaries, ownership sectors and industries.  相似文献

ABSTRACT

Suicide is a major public health issue affecting countless people each year worldwide. Support groups are one of the few resources available to survivors of suicide loss to aid the healing journey. This study examined differences among support group facilitators based on status as a peer, professional, or peer/professional. Differences emerged among the facilitator types, particularly on attitudes of group effectiveness, the role of sharing stories in the group, when loss survivors should attend, and who should facilitate groups. The results provide important insights about group facilitation differences, though further research is necessary to understand effective approaches. A degree in social work was the most common educational background for facilitators who identified as professionals. As social workers often facilitate groups or work alongside peers in the provision of support groups across a variety of areas, the findings provide insights regarding facilitation differences to which social workers may need to attend.  相似文献

The authors describe a short-term structured group process for African American women in the suburbs of Washington, DC, highlighting the perspective of the group leaders. The group was started to address the unique needs of African American women who are also survivors of childhood abuse and neglect. The group leaders used discussion and art in the group to explore the intersections of race, gender, and intergenerational trauma. Having shared experiences with the participants of the group, the authors explore the ways the group leaders were changed and challenged in the process.  相似文献

Australia's new National Disability Insurance Scheme (NDIS) uses individualised funding packages instead of traditional block‐funded disability services to support people with disability. The NDIS works with the person and their family to assess the person's needs and develop a plan that determines their funding allocation. Funding can be used to purchase support from a disability service or from the open market. People can purchase support that suits their cultural and personal preferences. This paper examined whether individual funding packages met their aims in Western Australia, where they had been the primary mechanism of disability support for over 25 years. An exploratory case study was conducted consisting of face‐to‐face, in‐depth interviews with 11 key participants: people with disability, senior government administrators, service provider managers, and a support worker. Complex systems theory was used to review the data and findings showed that individualised funding packages did not automatically result in more choice and greater opportunities. People needed information to make informed decisions; supportive and creative support from social workers and other professionals; and welcoming communities. The findings can inform policies and assist social workers facilitate maximum choice and opportunities for people with disability and their families.  相似文献
