This paper makes a case for why welfare economics should be integrated and taught in social work courses, taking Malaysia a case in point. This is mainly a conceptual paper and secondary data are used to further support the arguments. Commencement of professional social work in Malaysia dates to 1946, to address the socio-economic problems of the Malaysians and migrants at that time. Social workers need a multi-pronged approach that is crucial to address the human problems that includes psychological, social, political, cultural and economic at micro and macro levels. Most of the problems referred to the social workers stem from poverty, unemployment, low access to material resources and corrupt governance practices coupled with unjust economic policies. Keeping in view the diverse economic needs and strengths of the clients referred to social workers, it is necessary that social workers are equipped with appropriate skills that include broader understanding about political economy. This paper argued that integration of welfare economics in the social work curricula is an urgent need considering the Malaysian economic development, austerity measures and the proactive role that social work as a human rights profession could play in the Malaysian society.  相似文献

This article focuses on the relationship between welfare services in some districts of the municipality of Venice and their lone-mother clients. First, it outlines briefly the panorama of Italian support policies. As there is no national law on social assistance, but a variety of fragmentary and complex local systems of rights, the social rights of lone mothers have to be examined at the local level. The article then attempts to reconstruct the de factopolicies for lone mothers in a welfare system that has no provisions specifically for lone mothers. It interprets discursive and ideological dimensions of social policies from the social workers' viewpoint, highlighting the mechanisms by which the welfare programmes and practices define the needs of lone mothers. It outlines the dynamics of negotiation in the welfare services, which try to reconcile the legislative and administrative norms with the social workers' professional practices and the perceived claims of lone mothers. Despite the Veneto region's universal law on social assistance, access to economic support tends to be determined selectively on the basis of a 'qualifying need'. Interpreting lone mothers' claims to qualifying needs along psycho-social and educational dimensions serves to transform their expressed claims into needs that can be dealt with institutionally. Social workers' image of the two subculturesof lone mothers influences their attitudes and the strategies they set in motion for lone mothers. Lone mothers are provided with a broader range of discretionary support than other users of welfare services, as social workers perceive their problems as more complex and pressing. Social workers' discretion in supporting lone mothers in maternity and in accommodating paid employment and family responsibilities compensates for the gaps left by national and local welfare policies.  相似文献

Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts.  相似文献

Social rights and disability: the language of 'rights' in community care policies. The paper argues that what disabled people mean when they speak of 'rights' is relatively under-developed with regard to health and social services. Furthermore, while a claim of 'rights' is typically presented as a fairer alternative to the needs-based character of welfare policies, how such an approach would change the delivery of health and social care is unclear. The paper draws on a landmark test case in community care to explore the problems of a rights-based approach to social justice for disabled people. It demonstrates the weaknesses of rights, especially the more problematic 'social rights', and urges caution in seeking solutions to social problems through the courts. It ends by suggesting that, given the anecdotal evidence about local authorities' tightening their eligibility criteria in the light of the 'Gloucestershire case', that limits on coverage may be the trade-off for implementing rights.  相似文献

The centenary of the Natives Land Act of 1913 offers an avenue through which we can rethink and debate post-apartheid land reform. This paper focuses on how this Act epitomised the culmination of ideas about state and society and also laid the foundation for the social geography of the country. The Act set the stage for the configuration of the country through land as a tool for spatial planning. The principal objective of the paper is to highlight aspects of the Act that have cemented the social geography of the country, and to reflect on how and why those aspects continue to impede the redrawing of social and territorial borders in post-apartheid South Africa. The paper calls for a deeper reflection on the philosophical and material meanings that the Natives Land Act embodied, and how these have been disrupted or reinforced in whole or parts by post-apartheid policies and programmes.  相似文献

Social pedagogy is the discipline underpinning work with children and youth across most of Europe. The concept has struggled to find a place within social work in the English-speaking world, partly because of difficulties in translation and partly as a result of different welfare traditions. In particular there is a limited conception of education within the Anglo American Saxon tradition and a consequent bifurcation of education and care. This article argues that ideas enshrined within social pedagogy have a resonance with Scottish approaches to social welfare, which culminate in the Kilbrandon Report of 1964. We argue that there are recurrent themes in the Scottish tradition with roots in the Reformation and the Scottish Enlightenment. Foremost amongst these is the focus on education as a vehicle for both individual improvement and social cohesion. Social pedagogy or social education offers an integrating conceptual base from which to develop models of social work practice which promote social wellbeing through socio-educational strategies. The current review of social work in Scotland offers opportunities to reclaim a socio-educational tradition.  相似文献

Despite the UK’s recent history of promoting the social inclusion and equality of men and women with learning disabilities they remain a significantly disadvantaged group. Compared with their non‐disabled peers they are more likely to be unemployed, less likely to own their own homes and are at a significantly greater risk of physical and mental ill health. The first part of this paper discusses the welfare rights of citizens with learning disabilities in terms of New Labour’s welfare to work policies. The second part discusses the UK’s mixed welfare economy and its impact upon services for men and women with learning disabilities. The paper concludes by considering whether the social inclusion of men and women with learning disabilities can be promoted solely through policies that emphasise inclusion through work and the personalisation of welfare services.  相似文献

This paper describes a study on civic participation in legislative processes. In January 2007 a new law on health and social care in the Netherlands was implemented: the Social Support Act (SSA). This law specifically aims at greater civic participation in the implementation of the law, in the provision of health and social care and in the social policy making process. This study focuses on civic participation in policy making, more specifically on civic participation in the legislative process of the Social Support Act. It examines whether national advocacy organisations were successful in their efforts to influence the legislative process and the final construction of the Social Support Act. The main conclusion is that the client and patient organisations were indeed successful in obtaining important changes in the law both through a well informed and professional individual lobby as well as by means of collective action. Yet questions concerning the justification of high expectations for successful local civic participation in the local policy-making process remain.  相似文献

Social policies are described as active on the basis of formal legal provisions, or on the grounds of expenditure data. Using the notion, set forth by Lipsky, M. [(1980). Street-level bureaucracy: Dilemnas of the individual in public services (2010 ed.). New York, NY: Russell Sage Foundation] as well as by several subsequent authors, that social workers who implement policies actually play a role in (re)defining them, the present article intends to explore the way in which active social policies are implemented in a Swiss canton. On the basis of an original study, we show that, on the one hand, social workers tend to view activation as a distant perspective – which means they often do no put it into practice right away. And activation, when social workers do deem it to be necessary, takes on different meanings depending on whether they are dealing with young people or with mothers. As a result, the actual meaning of the word activation varies – a fact that scholars who focused solely on formal/legal activation policies were not in a position to observe.  相似文献

In Italy there is a prison and probation system based on a rehabilitative model, which is connected with social policies and entrusts relevant tasks to the helping professions. Among these, social work is affected by changes in social policies, marked by the influence of neoliberal thought. Contemporary sociological studies highlight the transition from a model mainly focused on ensuring social welfare, to a model in which the dominant interest is to increase effective social control. In this transition there has been an impoverishment of social protection for the most vulnerable segments of the population. This article presents the results of a qualitative research study carried out in northern Italy, among professionals working in the penitentiary sector (mainly social workers). Research has focused on the representations of the respondents on specific issues, including: the relationship between the crisis of the welfare state and the penal-welfare system; the culture of control and the changes in the role of social workers. Results show, inter alia, that social workers reject punitive responses, especially those towards the most disadvantaged social groups. Moreover, in this crisis of the welfare state and the rehabilitative model, political ideals, felt by the entire professional community, seem to be lacking.  相似文献

This article takes as its starting point the growing prominence of what might be called ‘neo-philanthropic’ forms of knowledge in social work during recent years. Inspired by Foucault's concepts of genealogy and governmentality, the article presents an historical analysis including eighteenth century poor policies, philanthropy in the late nineteenth century, welfare planning in the 1960s and the emergence of neo-philanthropic social work from the 1980s onwards. The article argues that the recent rediscovery of concepts and techniques invented by late nineteenth-century philanthropy breaks with traditional welfarist forms of knowledge and practices of social work. As a result, it seems that social work is now to foster new kinds of subjects and create new types of communities. This development indicates that a more profound transformation of the welfare state and its conception of citizenship might be taking place.

Not only the concept of social inclusion is widely recognized as an important basis today for making social policy, but it also provides a platform for the policing of the poor. Thinking uncritically about social inclusion prevents us from seeing how it operates to re-inscribe subordination even as we help the poor overcome their marginalization. With an awareness of the paradox of inclusion, it is possible to examine how welfare policy today operates to discipline the poor as people who must accept their plight at the bottom of the socioeconomic order. While formal policy may not make this paradox apparent, the disciplinary effects of an inclusionary social assistance policy are starkly visible when we examine its implementation, where we can see how the excluded become included in ways that perpetuate their subordination. Social assistance recipients obtain a benefit, but the way they are treated does not correspond with full social rights, which is reminiscent of Georg Simmel's discussion of the poor. As exemplified by research at one local social assistance office in Austria, welfare recipients are ultimately neither included nor excluded. Welfare, as administered today, upholds the system of social stratification by perpetuating an ‘in-between’ status for the claimants of social assistance benefits at the frontline.  相似文献

Millions of children in the United States suffer from poor care and inadequate services due to neglectful national social policy. More than 13 million children live in poverty and its negative consequences, at great individual and social cost. This paper outlines the need to seriously advocate for a preventive policy approach to child welfare and presents a blueprint for individual and collective political action. The cost-effectiveness and social benefits of preventive policies are demonstrated. Social workers understand the value of prevention in working with children and families, and are needed to advocate on the policy-making level for a preventive policy agenda.  相似文献

The development of child welfare services in Indian Country followed enactment of the 1975 Indian Education and Self-Determination Act and the 1978 Indian Child Welfare Act. These acts allow tribal contracting with the Bureau of Indian Affairs (BIA) to provide social services. Because the BIA model has not fit well with Navajo needs, the Navajo Nation Division of Social Services is creating a more holistic case management paradigm for child and family services, which is more congruent with its culture and its rural, sparsely populated land.  相似文献

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 has diminished government support to single mothers and further limits the options for full-time parenting, placing priority on work participation and reduction of welfare caseloads. Based upon interviews with 100 low-income foster mothers who are also Temporary Assistance for Needy Families (TANF) recipients, this study examines their experiences with these policies while they balance multiple responsibilities as caregivers for abused and neglected children from the child welfare system. The implications of TANF policies for foster mothers and policy alternatives that support diverse family structures are also discussed.  相似文献

This paper introduces a preliminary conceptualisation of ‘austerity common sense’ in order to understand why austerity policies, despite the social harm they cause, have support not only from the economic and political establishment but also from the wider population including members of the social work profession. Building on the Gramscian concept of common sense, ‘austerity common sense’ refers to the set of beliefs circulated by the ruling elite and adopted by members of the leadership of the Professional Association of Social Workers (SKLE), as well as others within Greece and the European Union, to understand austerity policies. Through this framing, austerity measures are largely accepted as inevitable rather than challengeable. The paper maintains that the concept of austerity common sense provides an analytical framework for understanding the acceptance of austerity measures in Greece and elsewhere, since similar ‘austerity common sense’ framing is encountered in many countries. Furthermore, it is maintained that the concept of ‘austerity common sense’ can facilitate the interrogation of the socio-economic construction of ideas and phrases. This is an important process with which the social work profession needs to engage.  相似文献

In first reviewing the most recent trends of social policy in Western Europe, the present article argues that social policy is best conceived of as a plural action system that enhances the interactions between community care and intermediary welfare organizations and does this within the framework of a welfare state working as an Observation‐Diagnosis‐Guidance system. The debate continues on what constitutes core knowledge in professional work in child welfare and child protection. The aims of this article are to examine what different sources of knowledge social workers report to use in their daily work and to determine the importance of different knowledge sources in relation to their work experience, educational background and type of employment (caseworker/manager). Data were obtained from a survey completed by 390 social workers in municipal child welfare services in Western Norway. Social workers answered questions regarding their use of different knowledge sources in their daily work. The information they obtained in a particular case and their personal experiences were the most frequently used sources. Factor analysis revealed four subgroups of knowledge sources: The most frequently used were: (a) Colleagues and Supervision and (b) Personal Experience, followed by (c) Social Work Education, Courses and Municipal and State Documents, with (d) Journal Articles, Textbooks and External Sources being the least frequently used. The most important source for social workers with less work experience was Colleagues and Supervision, whereas the factor Journal Articles, Textbooks and External Sources was more often important for social workers with a master’s degree than for those without this level of education. Overall, social workers seem to rely mostly on personal experience and their colleagues as sources of knowledge in their work.  相似文献
