Parents' expectations for their children's education, and efforts to foster suitably positive expectations, are worthy of policy attention. Previous research indicates that early saving for a child's postsecondary education can foster and sustain high parental expectations, yet little is known about the operative mechanisms. This study presents analyses from a randomized experiment with Child Development Accounts (CDAs), a policy to encourage early financial investments for education and to shape parents' expectations concerning their young children's educational goals. Our research provides key evidence on whether parental account holding for children's college (a) has a positive impact on parents' expectations for their children's educational attainment and (b) mediates the CDA's effect on their educational expectations at an early stage in their child's development. We employ data from the SEED for Oklahoma Kids (SEED OK) experiment, the first randomized social experiment to test universal and progressive CDAs. We conduct a path analysis and a supplemental analysis with marginal structural models (n = 2160). We find that holding a college-savings account has a significant effect on parents' educational expectations for their children and that whether one holds an account mediates the effect of CDAs on such expectations. Findings suggest that CDAs may promote early parental financial investment and high expectations. Research and policy implications are discussed.  相似文献

Students with disabilities are increasingly enrolling and participating in two-year, four-year, and other institutions of higher education. Federal policies and initiatives addressing the educational needs of students and adults with disabilities provided impetus for these increases. For example, mandates within the Individuals with Disabilities Education Act (2004) have resulted in K-12 public schools increasingly preparing students for postsecondary education. Nonetheless, students with disabilities continue to face financial challenges as well as low educational expectations in their pursuit of postsecondary education. Family assets may provide a framework for addressing these challenges and provide specific implications for policy as well as educational practice.  相似文献

This paper has two main goals. First, we provide a review of 34 studies on the relationship between assets and children's educational attainment. Second, we discuss implications for Child Development Accounts (CDAs) policies. CDAs have been proposed as a potentially novel and promising asset approach for helping to finance college. More specifically, we propose that CDAs should be designed so that, in addition to promoting savings, they include aspects that help make children's college-bound identity salient, congruent with children's group identity, and that help children develop strategies for overcoming difficulties.  相似文献

This article investigates the benefits and costs to nonprofit organizations emanating from the adoption of the Sarbanes‐Oxley Act (2002). The act was intended to stem financial malfeasance in the for‐profit sector; nevertheless the article finds that about half the surveyed nonprofits adopted provisions of the act and experienced effects in proportion to the level of adoption. About one in four of the nonprofits attributed benefits of better financial controls and reduced risk of accounting fraud to the adoption of the Sarbanes‐Oxley Act. More than one‐third of the nonprofit organizations reported increased fees for external audit, and about 15 percent cited “reallocation of resources from program to administrative expenses.” This article discusses the unintended positive and negative effects of public policy on nonprofit organizations.  相似文献

The largest industrial corporations are changing to a multilayered subsidiary form. Whereas corporations have used subsidiaries to organize their assets since the tum of the century, the number of wholly owned subsidiaries in the 100 largest industrial corporations doubled between 1981 and 1993. The question addressed here is: Why are corporations changing their form now? I suggest that the question is historically contingent and that the answer is, in part, explained by changes in state business policy. A capital dependence framework is elaborated to examine the relationship between state business policy and corporations in the 1970s and 1980s. Business policy changes–resulting in the Tax Reform Act of 1986 and the Revenue Act of 1987–provided corporations with tax-free procedures for parent companies to simultaneously restructure their divisions as subsidiaries and restructure their debt. There are additional incentives for corporations to restructure their divisions as subsidiaries: (1) creating a liability firewall between the parent company and its subsidiary corporations, limiting the financial risk of parent companies, and (2) creating an internal capital market, providing an alternative form of financing thereby reducing corporations’dependence on external capital markets.  相似文献

Despite the protection provided by Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act, there remain barriers to inclusion of people with disabilities in institutions of higher education and in particular in professional programmes. Focusing on the case, Ohio Civil Rights Commission v. Case Western Reserve University (1996), this paper presents legal actions that are helping to clarify the policies protecting people with disabilities from exclusion from institutions of higher education. In particular, the paper focuses on a legal decision from the Ohio Supreme court affirming the right of Case Western Reserve's Medical School to reject a blind woman for admission to the medical school. By analysing this case using a policy analysis framework, the paper discusses the present impact and concerns for the future of these pieces of federal legislation on people with disabilities related to inclusion in institutions of higher education.  相似文献

A key objective of Child Development Accounts (CDAs) is to increase college completion rates among disadvantaged youth by helping families accumulate assets for college and by encouraging youth to see themselves as college bound. While the major asset-building programs in the United States almost exclusively benefit socioeconomically advantaged individuals, CDAs explicitly aim to facilitate account holding and asset accumulation by disadvantaged families. But can CDAs meet the goal of being inclusive? This research uses data from a large CDA experiment with probability sampling and random assignment to examine early savings outcomes. Findings indicate that CDAs improve outcomes for diverse demographic groups and sometimes have greater impacts on disadvantaged children than advantaged children. Features like automatic account opening and automatic initial deposits, which are uncommon in other asset-building programs, extend the opportunities and benefits of asset accumulation to disadvantaged families.  相似文献

This paper evaluates the implementation and implications of the recent Education Act in Latvia for the education of language minority children in Latvia. By analysing the output, contextual and operational variables that determine language education policy, comparisons are made with two established Western European models of multilingual education, the European School model and the system of trilingual education in the Grand Duchy of Luxembourg. These comparisons reveal that, as elsewhere, it is the output variables, modified by contextual variables, which determine the operational strategies that need to be addressed.  相似文献

This article focuses on unifying, seemingly at times, disparate aspects of school-related Child Development Account (CDA) programs in order to maximize their effects. Account ownership and financial education are the two key components of school-related CDA programs. Despite this most of the focus by asset theorists and researchers has been on the account ownership side of CDAs. To unify these two components we use identity-based motivation (IBM) theory. Further, we suggest that early experience with money failures and lack of positive role models results in many lower income and minority children entering CDA programs with low financial efficacy. Because of low financial efficacy, we suggest that in order for financial education programs to be successful among lower income and minority children they need to be designed to address this reality. We posit that a way to address the reality of lower income and minority students is to adopt solution-focus brief therapy (SFBT) techniques. These techniques can be used to teach financial education instructors how to build positive financial efficacy beliefs among lower income and minority children.  相似文献

Abstract

Social work education in New Zealand is undergoing considerable change as new registration and education policies take effect. Within a complex environment, the major force is the implementation of registration since the passing of legislation in 2003. Parallel to this is considerable change in tertiary education policy. Both the Social Workers Registration Act (2003) and the New Zealand Tertiary Education Strategy (2002) will have considerable impact on social work education. The present article explores the challenges of this environment and briefly considers strategies to ensure that the perspectives of key stakeholders are sought in the development of responses to this complex situation. Students, practitioners, social work educators and researchers, agencies, and the communities we ultimately serve all have a stake in what we do in schools of social work, but have different roles. A review of the system and nature of social work education may be timely.  相似文献

Abstract

The adoption of personalisation represents a global paradigm shift in the organisation of social care. However, such approaches have been criticised for failing to bring about transformative change. The passage of the Self-Directed Support (Scotland) Act (2013) was intended to bring about a significant change in the organisation of social care in Scotland, giving increased choice and control to new user groups. The implementation of the policy at a time of significant financial constraint for local government has cast doubt on this potential. This paper presents findings reflecting disabled peoples’ lived experience of this change during the early stages of implementation. Drawing on one-to-one qualitative interviews with disabled people living across the central belt of Scotland, this early snapshot suggests that the policy had not significantly increased choice and control for service users, and that austerity was leading to an erosion of gains made by existing Direct Payments users.  相似文献

This paper describes a study on civic participation in legislative processes. In January 2007 a new law on health and social care in the Netherlands was implemented: the Social Support Act (SSA). This law specifically aims at greater civic participation in the implementation of the law, in the provision of health and social care and in the social policy making process. This study focuses on civic participation in policy making, more specifically on civic participation in the legislative process of the Social Support Act. It examines whether national advocacy organisations were successful in their efforts to influence the legislative process and the final construction of the Social Support Act. The main conclusion is that the client and patient organisations were indeed successful in obtaining important changes in the law both through a well informed and professional individual lobby as well as by means of collective action. Yet questions concerning the justification of high expectations for successful local civic participation in the local policy-making process remain.  相似文献

Based on the assumption that the construction of meaning in the process of policy-making is crucial if we wish to understand the gender outcomes of social policy, this article analyzes the parliamentary debates that preceded and accompanied the legislation of the Israeli Mono-Parental Families Act, 1992. It focuses on the enunciation of gender roles and relations in the discourses that framed and justified the Act as well as on how the capacity to establish and maintain autonomous households was constructed and legitimized. Two sets of discourses emerged during the deliberations over the Act, each of which endeavored to interpret the needs, identities, and capacities for action among lone-parent families. The article shows how a specific version of the capacity to establish and maintain autonomous households—that of caregivers who happen to be workers—was privileged in the policy paradigm underlying the Act. The alternative vision—that of workers with caregiving responsibilities—was marginalized and eventually disregarded in the final wording and implementation of the Act. The article concludes with an analysis of the socio-political processes that underlie the prioritization of the version, which was ultimately expressed in the implementation of the Act. It is suggested that a state-level collective identity project shaped by demographic concerns and geo-political factors and changes in the political economy combined to define the needs, identities, and capacities for action of lone-parent families in terms of a model of motherhood in which care-giving trumped paid work.  相似文献

A number of U.S. State Departments of Transportation have adopted a price adjustment policy designed to limit cost fluctuations of oil‐based inputs in government procurement. Similar policies are common in defense contracting, and have been used to offset financial losses of health insurance companies in Medicare and the Affordable Care Act. We show that while all bidders submit lower bids after the policy is introduced, the extent of bid reduction diminishes with firm size. Small new firms are able to compete more frequently, promoting auction competition and efficiency. (JEL H4, H57, D44)  相似文献

Children with emotional and behavioral problems (EBP) may have a negative effect on their mothers’ earnings because they require additional time for treatment. On the other hand, children with EBP require additional financial resources, which may increase their mothers’ earnings through an increase in work activities. This study examined the impact of children’s EBP on parental earnings, while accounting for omitted variable bias. This study found significant reductions of single mothers’ wage rate/annual earnings if their children have EBP. Conversely, children’s EBP increased their married mothers’ hourly wage. These results have important implications in terms of public policy such as the Affordable Care Act (ACA) of 2010 in terms of expanding health insurance coverage to children with EBP to have access to appropriate treatment.  相似文献

The passage of the Dodd‐Frank Act in 2010 ushered in the most ambitious financial reforms since the Banking Act of 1933. The core of the Act centered on ensuring more consumer protections from predatory financial practices through the creation of the Consumer Financial Protection Bureau (CFPB), which provided federal oversight of fringe lenders that profited off of high‐interest loans such as payday and automobile title loans. Yet the current deregulatory environment being promoted by the Trump administration is once again loosening the reins on fringe lenders that provide quick access to cash at triple digit interest rates. In this article, I provide an overview of the alternative finance service industry with a specific focus on one such instrument: auto title loans. Drawing upon governmental reports and the literature, I provide a comprehensive overview of the how the industry functions and who it targets. By focusing on the profit model that undergirds the title loan industry, I show how the profitability of the industry is directly tied to the extended vulnerability of its customer base. I conclude by offering suggestions for researchers to rethink predatory lending practices as a form of financial violence in order to reframe the discourse surrounding predatory lending.  相似文献

This study aimed to investigate the views and experiences of local Safeguarding Adults Coordinators of the newly implemented Mental Capacity Act 2005. This legislation in England and Wales has both protection and empowerment as its dual goals. Fifteen Safeguarding Adults Coordinators (SACs) employed by local authorities in the London area were interviewed in 2008, and again 2 years later. A total of 12 SACs participated in the 2010 follow-up interviews. The findings are reported here, covering experiences and views on the implementation and uses of the Act. There was overwhelming support for the Act as enhancing people's rights to a life free from abuse, of providing a framework for the assessment of decision-making capacity, and of assisting practitioners in reducing risks and responding to abusive situations. Participants urged better publicity about the Act, more detailed guidance on the new offenses, and greater attention to the interactions with other government policy goals.  相似文献

While some scholars have recognized the importance of child care to families in the United States (Kamerman, 2001; Waldfogel, 1998), child care has not been viewed as a core social policy concern in the United States. In this article, we provide an overview of child care needs in the U.S. followed by an analysis of three major federal programs that shape U.S. child care policy. The first, the Child Care Development Fund (CCDF), provides financial child care supplements to low-income parents to enable them to engage in paid labor. The second policy, The Family Medical Leave Act (FMLA), is technically a universally applicable policy enabling people to care for a family member in need, including all parents who choose to spend a few weeks of unpaid leave with a newborn child. The third is the U.S. tax policy, including child care exemptions, deductions and credits. We suggest that, though all of these policies exist to help families care for children, they fail the children and families that they are purportedly designed to help. We then discuss the crucial role that professionals who work with families and children can play in shaping U.S. child care policies.  相似文献

SUMMARY

Part of the intention of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) was to encourage the development of innovative welfare programs on a state and local level. The Act removed stringent federal regulations regarding the design and implementation of cash welfare programs. The freer programmatic environment was to assist local offices in addressing the unique needs of their particular clients as they moved from welfare to work within a time limited setting. In an attempt to examine if this intended piece of the policy was implemented, qualitative data were collected from a statewide sample of local Division of Family and Children Services (DFCS) offices in Georgia. The findings indicate that a minority of local offices engaged in innovative behaviors that were significantly different from their pre-PRWORA behaviors. Implications for welfare policy implementation and program development are discussed.  相似文献
