The rising interest among policymakers in developing employment policies for older persons can be traced to several sources. Two of these-concerns about the financing of retirement benefits and fears about possible future labor shortages-are shaping employment policies in ways that have undesirable consequences for older workers who are in poor health and who lack the economic resources to be able to afford retirement. In contrast, employment policies that operate by providing work incentives, rather than retirement disincentives, do not have discriminatory impacts on these subgroups of the older population.  相似文献

This paper examines the workplace as a social environment which may promote or impede various patterns of intimacy. Industrialized society has limited social contexts for developing intimate relations and pair-bonding. Alterations in work and family patterns influenced by feminism, civil rights legislation, and changing economic conditions have integrated more people into the labor force, thus providing the occupational realm as a major link into social circles where intimate relationships may develop. Workers' structural location and differential distribution across occupational positions are analyzed in relation to opportunities for intimacy. The article concludes that the workplace can provide a stable environment for the development of intimacy and pair-bonding.  相似文献

Drug courts have provided an alternative to incarceration for arrestees with substance use disorders since 1989 in the USA, and the first drug court outside of the USA began in 1998 in Canada. As drug courts continue to increase throughout the world, it is important for social work students to learn about the role of drug courts in their communities, as they may interact with these programs directly or indirectly, whether it is being a member of a task force that begins a drug court or providing substance abuse treatment to participants. This Ideas in Action article conceptualizes drug courts and discusses their relevance for social work education. The article also proposes several direct service-learning techniques, such as completing practicums and course projects, which can be used within schools of social work to educate students about drug courts and promote civic engagement, reflection, and reciprocity.  相似文献

This paper analyzes the role of a spouse's poor health in forming the mother's labor force participation decision. The data are drawn from the 1996 Survey of Income and Program Participation (SIPP), which follows individuals for four years. This paper uses a medical expenditure approach to measuring health. Because SIPP is a panel dataset, changes in health and labor force participation can be observed. This paper finds an increase of 8% in the wife's labor force participation when the health of the spouse falls from excellent to poor. This result of the changes in the mother's labor force participation is consistent with previous literature, indicating that this new health measure performed well.  相似文献

This article reviews labor-force trends and olderworker employment policies in Japan and the United States. Both countries have aging work forces, but Japan's labor force is and for some time has been older than that of the United States. Japan's Ministry of Labor began addressing older-worker issues over 30 years ago and in the ensuing years has promulgated numerous initiatives to extend working life. Mandatory retirement, however, remains both legal and common in Japan, yet labor-force participation rates are higher for older persons in that country than in the United States, where mandatory retirement is illegal. Japan's older-worker programs and policies clearly seem to have an impact on labor-force rates, although those rates are dropping among the elderly in Japan as well as in the United States. The transferability of these programs and policies to the United States is discussed.  相似文献

Families are allocating their time in an increasingly market-oriented fashion, with a decreasing proportion of labor hours being devoted to unpaid work. This article analyzes two aspects of the changing allocation of time. First, using longitudinal data from 1971 to 1991, the nature of the changes in how the families have changed their allocation of time between market and non-market alternatives is examined. Next, how family types have changed their allocations over the same period are examined. The Panel Study of Income Dynamics is used for this analysis.Results of this research indicate that the proportion of time spent on household labor among men has increased over individual men's life cycles and between cross-sectional cohorts. However, women continue to devote more hours to household labor than men. The number of hours women spend in the labor force are increasing, but the number of hours women spend in the labor force is still less than the number of hours men spend in the labor force. While the families in the longitudinal analysis have been able to maintain fairly stable work and income patterns, the cross-sectional data indicate that families need to devote an increasing number of hours to the labor market to maintain economic stability.  相似文献

A number of utility programs are encouraging residential customers to invest in energy-efficient equipment by providing financial incentives for these actions. Subsidized loans are the most common type of incentive offered by utility programs, although discounts, rebates, lower rates, and free materials or labor also have been provided.Given the large sums involved in utility loan programs, an understanding of the impact of these financial incentives on retrofit investment decisions has a high potential policy value. The purpose of this paper is to review the available evidence on this issue and to suggest ways that additional evidence can be obtained.  相似文献

We use unique survey data, collected by the Workers’ Compensation Board of Ontario, to estimate the labor supply response of disabled male workers to benefit payouts and their post-injury wage. Our data enable us to fill gaps in the existing literature by estimating the hours as well as the return-to-work response for younger as well as older workers, based on objective rather than subjective self-reporting of disability status. Our results suggest a strong positive incentive effect from higher wages a and that lump-sum benefit payouts that are not reduced if earnings increased generally do not have adverse incentives on the return-to-work and hours decision, except for an income effect over the longer life cycle of younger men. We also discuss the policy implications of our estimates.

This article analyzes the role of states in providing service and financial incentives for family caregivers to impaired older people. Results from a recent Massachusetts study of family relations of the elderly are reported, focusing on the role of relatives in providing care. Next, critlcal needs of family caregivers are discussed, and major service initiatives to respond to these needs are reviewed. The Massachusetts home care system is used as an example of how services that support family care can be delivered in a comprehensive fashion. Two financial incentive programs (tax incentives and direct payment of caregivers) are then presented. The article concludes with a call for experimental demonstration projects to expand knowledge in this area.  相似文献

Long-term trends in occupational change and retirement policy have influenced the relative labor force participation and retirement patterns of subgroups of the older population. Structural changes in the economy have had a large impact on older men and women, pushing the former out of the labor force while pulling the latter in. Meanwhile, the expansion of pension programs for the aged has generally increased the early retirement of men under age 65. Time-series analyses of these trends between 1951 and 1984 point to the specific influences of these factors on gender-cohorts.  相似文献

Changes in fertility during 1970-1985 will not have any effect on the composition of the world work force until 1985 because the people who will be of working age at that time have already been born. However, fertility for this period will directly influence the size of the age group 15-30 in the year 2000. Moreover, fertility trends for this period will have an indirect effect on participation of women in the labor force. The number of people in the labor force has proportionately followed total population. Just as total population is projected to increase in the single decade 1970-1980 by an amount equal to its size in 1750, so the labor force will increase by 360 million during the 1980's (its original size in 1750). By the end of the present century the world labor force may well number some 2,6000 million, reaching 3,000 million by the year 2010; 4,000 million by 2030; 5,000 million by 2070; and stabilizing at about 5,200 million by the end of the 21st century. There will be great regional variations. Increases will range from 20-35% in Europe and the U.S.S.R. to 100-120% in South Asia, Africa, and Latin America. For East Asia and North America the increases may amount to 60% by the year 2000 and 100% by 2050. In 1970 less developed regions had 2/3 the world's labor force; by 2000 they will have 3/4. In 1970 about 20% of the labor force in more developed regions were working in agriculture while in less developed regions 2/3 were so engaged. In other terms, in more developed regions 10 farmers supported 108 persons while in less developed regions 10 farmers supported only 38. According to Food and Agriculture Organization projections, by 2000 only 3.5% of the labor force in developed regions and 43.5% in less developed regions will be in agriculture. Differences in gross national product between regions is striking. In 1970 the less developed regions contained 70% of world population, 67% of the world labor force, 87% of the world agricultural labor, and produced 15% of its wealth. There are also sharp contrasts in participation in the labor force. In less developed countries more youths and older persons are in the labor force while in developed countries more women work. By the year 2000 female activity rates in more developed regions will increase for ages 20-64 and decrease for those under 20 and over 64. This will raise female participation in the labor force to 35%. In less developed regions female participation is expected to decline. The proportion of young workers is expected to increase in less developed and decline in more developed regions; the same will be true for older workers. The dependency burden will be concentrated among the young in less developed nations; in more devel oped regions there will be larger numbers of older dependents.  相似文献

Against a background of an aging population, rising social security costs, and foreseeable labor and skill shortages, there have been public policy changes affecting older workers in Germany. Labor-market related initiatives aim at an increase of labor force participation among this group. Enterprise-related, active age-management strategies aim at improving occupational conditions of aging workers. In this context, prolonging the working life must be seen as one option of "active aging." Another view of the current retirement discussion is the question of how the unused potential of Germany's younger, early-retired seniors can be exploited. Active aging has become a social duty nowadays, with the intention that older persons contribute to society to avoid generational conflicts. In the future, active aging will preserve the competitiveness of enterprises and of the entire economy, despite an aging labor force. But gerontological research points out that different options to carry out individual life plans of active aging are also required. This article reviews the changes in public policies towards older workers and includes the findings of a project that illustrates good practice to combat age barriers in the labor world.  相似文献

This article presents evidence of a negative and significant relationship between the level of Social Security wealth and the labor force participation of older men. The empirical analysis utilizes a panel data set containing participation, wage, and Social Security information for cohorts defined by birth year and educational attainment from 1967 to 1996. Increases in Social Security wealth levels are found capable of explaining most of the observed decline in labor force participation rates of older men since 1967.  相似文献

The author argues that a new development model that encourages greater participation of women in the work force in domestic piecework, temporary work, and subcontracting may further lead to the exploitation of women in Chile. The importance of women in economic development in Chile should be based on building skills, providing support child care services, reorienting women's education, and tax incentives. Chile over the past decade has achieved relatively stable economic growth and increased employment of women. During 1990-93 the growth of women in the work force increased at a rate of 16.8%, while men's presence increased by only 9.8%. The Chilean economy is based on a sophisticated modern sector and a labor-intensive informal sector. The Chilean model of development relies on cheap, flexible labor and a government approval of this model. Increased participation of women in the labor force is usually perceived as increased economic empowerment. A 1994 Oxfam study found that women were being forced into the labor market due to declines in family income and low wages. 46% of men and women received wages that did not cover basic necessities. The Chilean labor market is gender-stratified. Men are paid better than women for the same work. Men are in more permanent positions. Labor laws are either inadequate or violated, particularly for hours of work and overtime pay and conditions of employment and benefits. Traditional female jobs are those that rely on women's natural attributes. These unskilled attributes are rewarded with low wages. Little opportunity is provided for upgrading skills or acquiring new skills. Some women turn down advancement because of a lack of role models. Women have little opportunity to develop their self-image as workers. Poor self-images affect women's work attitudes and motivation. Some firms use competition between women to boost production. Abstract

Institutionalisation of geriatric patients is a growing trend in ageing societies, such as Singapore. Earlier studies focused on the sociodemographic profile and attributes of nursing home residents and applications, but neglected to address the predictors of nursing home admission from a social work perspective. The present retrospective study identifies independent risk factors that predispose a patient to a nursing home discharge from a general rehabilitation ward in a community hospital in Singapore, with a multidisciplinary emphasis on clinical intervention. Factor analysis results reinforced findings that functional impairment and dementia are consistent predictors of nursing home admission. Multivariate logistic regression analysis showed that positive predictors of nursing home admission include older age, length of hospital stay, low socioeconomic status, dementia, and functional disability. Social work interventions include early referrals to the medical social worker, so that options for social and family support can be explored prior to deciding to place patients in a nursing home. Other interventions include suitable family therapy and counselling for patients and their families.  相似文献

Workers' incentives to seek employment and remain employed are affected by a number of government policies. The policies themselves are in turn influenced by the political beliefs of the electorate about what working conditions and incomes should be. Using a simultaneous equations model of political climate and labor market conditions, this study shows that political liberalism may lead to decreased labor force participation and higher unemployment, particularly for women.  相似文献

This Issue Brief examines factors affecting the population's age distribution and composition, such as mortality rates, fertility rates, and immigration. In addition, it examines factors affecting labor force composition, such as immigration, increased labor force participation of women, and retirement trends, and discusses the potential impact of these changes on publicly financed programs: Medicare, Medicaid, Social Security, and federal employee retirement systems. The discussion also highlights the implications of these population and labor force changes on employers, employees, and retirees. The elderly population--now 31.8 million, representing 12.6 percent of the population--is projected to experience tremendous growth between 2010 and 2030, when the baby boom generation reaches age 65, rising from 39.7 million, or 13.3 percent of the population, to 69.8 million, or 20.2 percent of the population. Growth in the elderly population has implications for retirement and health care systems. Population projections suggest that the traditionally pyramid-shaped work force, with a proportionately greater number of younger workers than older workers, will be replaced with a more even age distribution. Consequently, significant and continued modifications to benefit packages, such as changes in compensation structures in which earnings automatically rise with age, are likely to occur. Women's labor force participation began to accelerate in the mid-1950s, rising 75 percent among women aged 25-44 in 1991, although there is some indication that this growth may be flattening. With women comprising a greater part of the labor force, employers will be encouraged to develop and implement programs to better accommodate their needs. Increased life expectancy, a decreased percentage of entry level workers, changes in Social Security's normal retirement age from 65 to 67, and employer plans to raise the normal age of retirement or provide incentives to delay retirement, could raise the average age of retirement. However, other factors, such as poor health, other sources of retirement income, and individual preferences for retirement, could still dominate the retirement decision. The combination of increased average life expectancy guaranteeing more years of retirement to finance and rising dependency ratios increases the future cost of Social Security financing. Medicare financing is also an important policy issue because the program is projected to experience financial difficulties in the short term, resulting from explosive health care costs. In addition, Medicaid expenditures are consuming increasing amount of shrinking state budget resources--a large portion of which is used to finance nursing home care for a growing elderly population.  相似文献

A popular and long‐standing view is that social security is a means for young, unemployed people to “purchase” jobs from older workers. Can social security, by encouraging retirement and hence creating job vacancies for the young, improve the allocation of workers to jobs? Maybe, according to a standard model of labor market search, but public retirement programs currently pay the elderly substantially more than their jobs are worth. An important effect is that retirement reduces the value of other vacant jobs. Our results imply that recent reforms aimed at reducing retirement incentives are likely to improve labor market efficiency.  相似文献

Abstract

Social work education in New Zealand is undergoing considerable change as new registration and education policies take effect. Within a complex environment, the major force is the implementation of registration since the passing of legislation in 2003. Parallel to this is considerable change in tertiary education policy. Both the Social Workers Registration Act (2003) and the New Zealand Tertiary Education Strategy (2002) will have considerable impact on social work education. The present article explores the challenges of this environment and briefly considers strategies to ensure that the perspectives of key stakeholders are sought in the development of responses to this complex situation. Students, practitioners, social work educators and researchers, agencies, and the communities we ultimately serve all have a stake in what we do in schools of social work, but have different roles. A review of the system and nature of social work education may be timely.  相似文献
