Abstract

The Personal Responsibility, Work Opportunity and Medicaid Restructuring Act of 1996 changed welfare dramatically. This article explores the concept of social capital, illustrating how social and cultural capital are important factors that make the difference between persistent and temporary poverty. Through research in Wisconsin and Philadelphia, this article shows that social capital provides both barrier and bridge to families trying to survive in a changed policy context. However, just as programs focusing exclusively on work experience, developing human capital, or providing additional income fail to produce results for everyone on public assistance, programs concentrating exclusively on social or cultural capital are also doomed to failure.  相似文献

ABSTRACT

Research indicates that concentrated neighborhood poverty has numerous detrimental effects on the health and well-being of individuals, families, and communities. The term “neighborhood effects” has been used to describe the interaction between socioeconomic disadvantage and social problems at the neighborhood level. Social capital theory, defined broadly as social networks characterized by trust and reciprocity represents one prominent explanation for the phenomenon of neighborhood effects. Within poor neighborhoods, it is theorized that socioeconomic characteristics of the neighborhood foster inadequate social capital and it is this low level of social capital that leads to the phenomenon of neighborhood effects. In order to explore the utility of social capital theory in explaining neighborhood effects, this paper argues for an ecologically-grounded model of social capital that allows for the different ways in which social capital operates within different types of neighborhoods. Implications for social work practice, policy and education are discussed.  相似文献

Social capital has been extensively discussed in the literature as building blocks that individuals and communities utilize to leverage system resources. Similarly, some families also create capital, which can enable members of the family, such as children, to successfully negotiate the outside world. Families in poverty confront serious challenges in developing positive family capital, because of lack of resources. For those families that are successful in developing positive family capital, family capital can help to create positive outcomes for family interactions. Thus, family capital can provide information about opportunities, exert influence on agents who make decisions involving the actor, provide social credentials that indicate a connection to a social network, and reinforce the actor's identity and recognition, which maintains access and entitlement to these social resources.  相似文献

SUMMARY

In recent years the federal government has made marriage promotion a central part of its welfare reform initiatives. These promotion efforts are based on the assumption that poor women, particularly women of color, have family attitudes that differ from those of other women. This article tests that assumption using the Fragile Families and Child Wellbeing Study, a nationally representative sample of births to single mothers in urban areas. Results show significant differences in family attitudes between married and unmarried White women, but few differences for women of color. In fact, unmarried women of color tend to be more traditional than White women. In addition, welfare recipients are similar to non-recipients in gender traditionalism and attitudes towards marriage, and low-income women often express the most support for traditional gender roles. Implications for marriage promotion policies are discussed.  相似文献

We investigate the effects of postsecondary education on the economic well‐being of single parents. The data for this study are from the 1993 Panel Study of Income Dynamics, with a sample of 930 single mothers and 168 single fathers. The results indicate that postsecondary education, particularly a 4‐year college degree, improves the economic status of both single mothers and single fathers. Controlling for the effects of education and other factors, single fathers fare better than single mothers, and White single parents fare better than their African American counterparts. To benefit single parents, social policies must devote more resources toward human capital development and reduction of gender‐ and race‐based discrimination in the labor market.  相似文献

The following article outlines a longitudinal study tracking changes of the social support networks of 28 homeless families in shelter. Weekly changes in support networks of homeless mothers were tracked including 482 dyadic ties between mothers and supportive persons. Findings suggested that informal social support and persons who provided emotional support were significantly more stable forms of support in the mothers' lives throughout their shelter stay. Time was found to be a significant predictor of financial well-being and housing stability at shelter exit, but characteristics of the supportive ties were not. Implications for family social work and research practice are presented.  相似文献

ABSTRACT

This exploratory study examines the potential relationship between parenting stress, child maltreatment, and alcoholism in a pilot data set. Twenty-four participants (six African-American, six European-American, six Mexican-American, and six Native-American) completed four questionnaires (Parenting Stress Index, Conflict Tactics Scale Parent-Child, Michigan Alcoholism Screening Test, Chemical Dependency Assessment Profile [PSI, CTSPC, MAST, and CDAP]). Through principle component analyses and multiple regression analyses, it was suggested that self-perceived parenting strength or competence directly affect a parent's tactics to deal with parent-child conflicts. Results indicated that self-confidence as a competent parent was related to the frequency of using verbal degrading and physical punishment. Parents who reported that the child's temperament bothers them a lot were more likely to physically abuse the child. Though all the participants could be categorized as alcoholic by the MAST, parents' alcoholic abuse did not appear to elevate the severity of child maltreatment, as measured by the CTSPC.  相似文献

Before we can determine the relevance of social capital to the sociology of family and kinship, we must fill the gaps in our theoretical knowledge. For example, we still do not know how couples, parents, children, and groups generate, accumulate, manage, and deploy social capital. Neither do we know the consequences of social capital for the welfare of families and their individual members. To investigate these areas, we must replace the makeshift measures currently in use with measures that do not confuse social capital with the presumed consequences of access to same. With this attention to theoretical elaboration and careful measurement, we will discover whether the idea of social capital is fruitful or merely decorative.  相似文献

Using data from an experimental housing relocation program, this research compares social connections of children in families that move with those of similar children who do not move. Qualitative interview data are used to examine what factors influence the formation of social connections after moving. Results show the impact of moving on children's social connections is influenced by neighborhood context, financial resources, and children's age at the time of the move. Studies of moving during childhood need to pay closer attention to the factors that influence where, when, and why families move.  相似文献

Families and schools are two primary sources of social capital in the early life course. This study examines the degree to which these different contexts overlap to shape adolescent development. Multilevel modeling on nationally representative data (n = 11,927) revealed that emotionally distant relationships with parents were associated with declining academic achievement over 2 years of secondary schooling and that various aspects of the social environments of schools were associated with increasing academic achievement during this same period. Additionally, adolescents who had more social capital at home often benefited more from social capital at school.  相似文献

Abstract

Using data from the 1999 National Survey of America's Families (NSAF) on 11,809 boys and girls aged 12 to 17 years, the present study examined measures of adolescent social integration and the availability of community programs against the outcome measures of the Child Behavioral and Emotional Problems Scale (CBEPS) and the Child School Engagement Scale (CSES). On ordinary least squares regression analysis, adolescent participation in an organized activity, the adolescent's not changing schools, and a community program targeting adolescent pregnancy, drugs, or crime were significantly associated with higher scores on both scales. Adolescent employment was associated with a lower CSES score and had no effect on CBEPS. Neither residential stability (years in the home) nor parental religious attendance had any effect on the outcomes, but parental volunteerism was associated with a higher CSES score. The findings may be useful for the design of community programs targeting adolescents in particular because the NSAF has a focus on low-income families.  相似文献

This article discusses findings from an on-going study of 50 single mothers by choice: women aged 21 to 50 when they become mothers, who are self-supporting economically, and who have chosen to become mothers as unmarried women. The interviews include women (both heterosexual and lesbian) who vary widely by race and social class. We argue that this group of women demonstrate ways of maintaining economic self-sufficiency—relying neither on the state nor on a male provider—through creative efforts at networking, resource sharing, and non-economic exchanges. We find that the route the women take to motherhood (adoption, known donor pregnancies, anonymous donor insemination, or accidental pregnancy) has a strong impact on the makeup of specific kin relationships between the mothers, their children, and others; yet all the mothers strategically forge or foster close ties which enable them to raise their children independently.  相似文献

There has been a great deal of discussion around the fact that lifting individuals and families out of poverty was not a goal of the 1996 welfare reform legislation. The implementation of welfare reform since 1996 has demonstrated the consequences of caseload reduction as a primary goal. A majority of current HIV/AIDS interventions are designed primarily after individual-based public health models and pay little attention to the socioeconomic environment in which HIV transmission occurs. This article focuses on outlining how migration acts as a conduit for disease transmission in South Africa and then proposes a macro-level prevention model based on social capital theory, thus then supplementing current prevention literature. It is based on the argument that social disruption and stresses from migration lead to sexual interactions during the migration periods that amplify the risk of HIV transmission among migrants.  相似文献

Community currency systems attempt to empower the economically marginalized and build social capital. This research explores the role of the elderly in a local voluntary organization. The elderly are potentially very important contributors, yet we know little about their participation in these local exchange networks. Eighty-seven months' worth of transaction data from a “time bank,” which has had a total of 950 members, was examined in social network analyses. Measures of quantitative engagement in the system were constructed. The elderly were found to be as active as other members. Qualitative characteristics of the network were also explored. The organization is rather homogeneous, yet exchanges within it tend to connect diverse actors. Male and female seniors undertransact with themselves and with one another, generating bridging social capital. The evidence presented suggests that the participation of the elderly in local currencies is mutually beneficial.  相似文献

This article starts by distinguishing two different types of social capital, that is, societal moral resource capital and relational capital. Social capital as a societal moral resource is best characterized in Putnam's works. Social capital as the relational mobilization of information and control is best conceptualized by Coleman. By contrasting these two aspects of social capital, and by contextualizing the peculiarity of social relations in East Asian countries, this article explores the characteristics of social capital in Korea. For that purpose, I focus on the working of relational capital, or inmaek, in the creation and reproduction of social inequality. Moreover, I calculate the macro-level transformation of Korean society in terms of the role of societal moral resources.  相似文献

This paper assesses which types of government and social support predict employment among unwed mothers the year after childbirth. We performed logistic regression analysis on a nationally-representative, mother-only subset of the Fragile Families public-use baseline and 1-year follow-up data. Unwed mothers were more likely to be employed if they received WIC, employment agency assistance, or instrumental social support. They were less likely to be employed if they received TANF, food stamps, housing subsidies, SSI, public housing, or cohabited with a partner. Targeted nutrition programs, employment agencies, and instrumental social support seemed to facilitate employment. Other social programs and cohabiting either served as disincentives to work or gave unwed mothers the option to remain home, depending on the perspective taken.This paper used data from The Fragile Families and Child Wellbeing Study funded by a grant from NICHD (#R01HD36916) and a consortium of private foundations. Social workers interact with families and communities that financially struggle and have credit challenges. Social workers could benefit from increasing their financial literacy to knowledgeably educate, assist, and refer families in financial need. Specifically, knowledge about credit is imperative in today's economy. This article provides information about financial credit, financial literacy efforts, and the basics about credit, credit reports, and credit scores. Discussion is centered on the roles social workers could play in assisting families to build credit and make sound financial decisions. Areas for policy advocacy about financial literacy and credit are delineated.  相似文献

Social work is ideally suited to use social capital to understand societal ills and to conduct a more holistic exploration of power, privilege, and oppression that affects marginalized individuals and groups. To that end, we review how prominent theorists discuss social capital and offer guidance for community practitioners based on these conceptualizations. In opposition to purely micro-level theories of human behavior in the social environment that inadvertently separate micro and macro-level social work, social capital is particularly well suited to be employed at individual, family, community, and societal levels. Our position on the importance of social capital for social work practice is in congruence with social work perspective on the person-in-environment. Although we do not offer a social capital framework for community practice, we hope that our article informs community practitioners' understanding of the place and importance of social capital for communities.  相似文献
