考虑企业及政府资源配置中效率与公平目标的不同内涵,采用"客户嫉妒"和"个体变权"刻画不同主体的决策行为,分别引入公平参数建立多目标决策模型,并提出基于客户和决策者偏好的公平参数选择方法,实现效率与公平的权衡。将模型转化为变分不等式,设计修正投影算法求解。通过算例进一步分析了不同主体的决策行为差异、公平参数的选择及影响。研究表明:企业与政府的效率最优决策相近,但公平最优决策差异明显;客户公平偏好越高,企业资源配置的分化特征反而越显著;政府决策者公平偏好越高,所有个体间资源配置趋于均等。  相似文献

文献Wei Quanling等[1]的最后一段提出了这样一类额外资源分配问题:假设有一些额外的投入资源将要分配给全部或者部分决策单元,如果我们希望分配结果对于整个系统(该系统由全部决策单元组成)来说是最有益的,那么应当如何分配这些额外的投入资源?他们同时还指出系统中哪些决策单元能够获得额外的投入资源,这不仅取决于决策单元的效率,还需要考虑规模报酬。针对此类问题,本文提出一种额外资源按需分配方法:首先,综合决策单元的技术效率与其投影点的规模弹性构建发展曲线,并由决策单元的发展曲线获知其投入变动与产出变动的对应关系;然后,把额外资源分成若干等份,依次分配每一个等份的额外资源,每次分配使系统的总产出增加实现最大,直至分配完全部的额外资源,或者分配某一份额外资源不再带来任何的产出增加,分配就会停止;最后,把决策单元在每一次分配过程中获得的额外资源进行累加,得到这个决策单元最终的分配结果。全文的最后分别在"一个投入一个产出"和"两个投入一个产出"情况下给出两个具体的分配算例。分配结果表明,这种按需分配方法不会缩减任意一个决策单元当前占有的投入资源数量,并且还可以有效地在辨识出某种额外资源在规模上和结构上存在的冗余,从而有效地避免不必要的分配。  相似文献

大型建筑工程项目多类型资源的有效配置,是现阶段项目管理理论与工程管理实践面临的关键问题,特别是在考虑工艺顺序和间歇时间的工作可操作性特点,以及多资源之间反馈影响的情况下。通过整合挣值法和系统动力学理论,在分析资源可用性和工作可操作性之间因果关系的基础上,本文构建了大型建筑工程项目多资源配置的系统动力学模型。以上海市重大工程投资统计数据作为模型参数依据,模型的仿真结果表明:建筑工程项目不同类型资源其配置重要性与系统影响性存在显著差异,在制定资源配置策略时应同时考虑项目运作方式的特征与多资源之间的匹配,资源不匹配则容易导致资源配置系统失去稳态或策略失效。这为进一步研究项目管理中多资源配置提供了理论参考和实践支持。  相似文献

不确定环境中,项目进度计划鲁棒性的高低直接影响项目能否顺利实施。本文研究了具有随机活动工期的柔性资源约束下的前摄性项目调度优化问题,目标是在柔性资源和项目工期的约束下,借助对活动开始时间合理的进行安排进而得到拥有最大鲁棒性的进度计划。首先对研究问题进行界定;随后构建优化模型,并根据问题NP-hard属性和模型特点设计了双层嵌套禁忌搜索启发式算法,通过内外两层交互搜索寻找满意解;最后通过一个实际案例对本文研究进行说明,并分析关键参数对进度计划鲁棒性的影响,得到如下结论:相对于资源无柔性情况下的项目进度计划而言,资源具备柔性后得到的项目进度计划的鲁棒性更高,具有更强的抗干扰能力,能够保证项目稳定执行;同时,项目进度计划鲁棒性分别随着项目工期的延长、资源可用量的增加或资源柔性的提高而上升。  相似文献

This paper examines headquarters allocation of resources to specific innovation transfer projects within the multinational enterprise between sending and receiving subsidiaries, focusing on the role of the subsidiary hosting the transfer. Resource allocation is of key strategic importance for the organization given that resources are limited in the multinational enterprise and that headquarters is the principal actor in distributing resources internally between competing innovation transfer projects. Findings from a dataset of 169 innovation transfer projects reveal that headquarters tend to favor established lines of innovation at the subsidiary level, as opposed to overall subsidiary operational relatedness for additional corporate resources. It is found that headquarters also tend to allocate resources to acquired subsidiaries' transfer projects to a higher degree than to those of greenfield ones. A curvilinear effect is found for subsidiary bargaining power which is initially positive and subsequently negative. The results highlight that certain subsidiary and innovation traits are determinants of headquarters resource allocation.  相似文献

Distributed manufacturing systems are more flexible in their arrangement and use of their resources. This permits a more dynamic and opportunistic allocation of manufacturing resources to work elements than is possible with today's centralized allocation systems. However, unlike solving the problem from a single solver view, there is no absolute control or tight coordination over how and when to decompose the problem, when to undertake a solution or the procedure for verifying consistency. Such activities will largely be left to the distributed entities to decide either individually or jointly. As a consequence the resulting allocations may suffer and induce myopic behaviour lacking in stability and regularity in the performance of the total system. Thus, the issues connected with solving the problem often move beyond the pure algorithmic focus of computation to include how the problem is decomposed, how or to whom it is assigned, and the organization for solving the subproblems, strategies used for resolving conflicts, the manner in which communication is conducted, etc. These issues, in fact, highlight the holistic nature of the solution and are used here as parameters to compare and contrast the approaches reported in the literature.  相似文献

区域经济发展核心是产业结构优化升级和资源的优化配置。在全球经济结构亟待优化升级和要素资源呈现不同层次紧缺的大背景下,如何合理配置和引导区域资源配置,优化产业发展方向,确定包括新兴产业在内的产业发展战略,是每一个地区新形势下面临的重要问题。一方面,在经济全球化和零边际成本趋势驱动下,区域产业发展不再局限于区域内部资源禀赋,资源流动性加强,区域产业发展的选择更加广泛和灵活;另一方面,资源日益短缺和经济快速发展推动了劳动力成本和资本成本上升,产业的生产要素配置也随之变化。基于厂商理论,将区域作为市场经济中的生产主体,在考虑区域交易成本和生产要素成本的基础上,构建区域产业边界模型和产业的最佳要素配置结构模型,开创了资源和商品全球化趋势下的产业升级战略的研究范式,探索了成本约束下的产业生产要素优化配置模式,为经济新常态下的区域产业升级战略和资源配置研究提供理论指引,为区域制定个性化的产业发展战略提供实践依据,同时对零边际成本社会趋势下的产业格局进行了初步的探索。研究得出:产业边界能够在一定程度下反映区域产业长期演化趋势,在完全市场经济下产业边界是产业发展的最优规模;区域产业的要素配置格局取决于产业的资源占用和资源贡献情况,最优配置结构受各要素的相对贡献率和相对成本影响;产业边界与成本的关系取决于规模经济与否,在规模经济状态下与生产成本成正相关关系,与交易成本成负相关关系;大部分地区的农业有较大提升空间,最佳资源配置方案是加大机械动能投入。  相似文献

Two distinctively different decomposition algorithms have been developed. Both are analagous to decentralized decision making in the firm. One essentially deals with the allocation of corporate resources by the use of transfer prices charged to the divisions, while the other deals with the direct allocation of fixed quantities of the corporate resources to each division. The analogy of a price coordinated, or transfer pricing, technique to decentralization was developed by Baumol and Fabian [1] and later by Kim [4]. The second approach to decomposition was developed by Kornai and Liptak [5] [6] in an attempt to formulate the planning problem in a Socialist economy. It is the purpose of this paper to develop the analogy of the resource allocation decomposition to decentralized decision making.  相似文献

In consulting, finance, and other service industries, customers represent a revenue stream, and must be acquired and retained over time. In this paper, we study the resource allocation problem of a profit maximizing service firm that dynamically allocates its resources toward acquiring new clients and retaining unsatisfied existing ones. The interaction between acquisition and retention in our model is reflected in the cash constraint on total expected spending on acquisition and retention in each period. We formulate this problem as a dynamic program in which the firm makes decisions in both acquisition and retention after observing the current size of its customer base and receiving information about customers in danger of attrition, and we characterize the structure of the optimal acquisition and retention strategy. We show that when the firm's customer base size is relatively low, the firm should spend heavily on acquisition and try to retain every unhappy customer. However, as its customer base grows, the firm should gradually shift its emphasis from acquisition to retention, and it should also aim to strike a balance between acquisition and retention while spending its available resources. Finally, when the customer base is large enough, it may be optimal for the firm to begin spending less in both acquisition and retention. We also extend our analysis to situations where acquisition or retention success rate, as a function of resources allocation, is uncertain and show that the optimal acquisition and retention policy can be surprisingly complex. However, we develop an effective heuristic for that case. This paper aims to provide service managers some analytical principles and effective guidelines on resource allocation between these two significant activities based on their firm's customer base size.  相似文献

This paper describes an attempt to evaluate cost efficiency in UK university central administration. The funding councils of higher education institutions have progressively evolved elaborate systems for measuring university performance in teaching quality and research. Indeed, funding of universities is linked to their performance in research. The allocation of resources between academic and administrative activities, on the other hand, has so far not been subject to scrutiny. Yet, expenditure on administration is typically some 30% of that allocated to academic activities. This paper sets up a data envelopment analysis (DEA) framework to identify practices leading to cost-efficient central administrative services in UK universities. The problems in defining the unit of assessment and the relationship between the inputs and the outputs are clearly demonstrated.  相似文献

The purpose of this paper is to examine a type of resource allocation problem arising in the context of research and development activities. The particular problem analyzed involves scheduling a group of projects in such a way that total cost is minimized while several precedence relations are satisfied and specific completion times are maintained. The primary difficulty results from the existence of commonalities that allow the successful completion of a particular project to be applied to several different purposes. A solution approach is developed which combines a one-pass network algorithm to deal with the precedence and time restrictions and a dynamic programming procedure to allocate the resources to each project.  相似文献

The United States is funding homeland security programs with a large budget (e.g., 74.4 billion for FY 2019). A number of game-theoretic defender–attacker models have been developed to study the optimal defense resource allocation strategies for the government (defender) against the strategic adversary (attacker). However, to the best of our knowledge, the substitution or complementary effects between different types of defensive resources (e.g., human resource, land resource, and capital resource) have not been taken into consideration even though they exist in practice. The article fills this gap by studying a sequential game-theoretical resource allocation model and then exploring how the joint effectiveness of multiple security investments influences the defensive budget allocation among multiple potential targets. Three false belief models have been developed in which only the defender, only the attacker, and both the defender and attacker hold false beliefs about the joint effectiveness of resources. Regression analysis shows that there are significant substitution effects between human and capital resources. The results show that the defender will suffer a higher loss if he fails to consider the substitution or complementary effects. Interestingly, if the attacker holds a false belief while the defender does not, the defender will suffer an even higher loss, especially when the resources are substitutes. However, if both the attacker and defender hold false beliefs, there will be lower loss when resources are complementary. The results also show that the defender should allocate the highly effective resource when the resources substitute each other. This article provides some new insights to the homeland security resource allocation.  相似文献

Abstract. The purpose of this paper is to study the intra‐household allocation of time to different household production activities using Swedish cross‐sectional household data. The Tobit model is rejected in favor of the Cragg model, suggesting that an empirical model has to take into consideration that allocation of time within the household is determined by two separate processes. Moreover, the results indicate that valuable information concerning the intra‐household allocation of time may be missing when household production is defined as the sum of different household activities, but there is no indication that statistically significant effects are wiped out in an aggregated analysis.  相似文献

An interactive decision aid is introduced for the deployment of two sales resources: salespeople and sales support staff. The aid consists of a normative sales resource allocation model with five objectives and an interactive multiple objective programming solution procedure. The specific decision problem addressed involves the assignment of salespeople and sales support people to customer accounts and the allocation of the time they spend on these accounts. The authors contribute to the existing sales resource modeling literature by dealing with the deployment of two sales resources and interactively solving this problem with respect to five short-run and long-run objectives of the firm. This approach differs from existing sales force modeling efforts in which the solution is found noninteractively by optimizing a single sales resource model with respect to a single objective, often short-run sales. An application of the decision aid to the deployment problem of an industrial sales force manager is presented. Furthermore, useful extensions of the basic sales resource allocation model are discussed.  相似文献

The failure of a free market system to attain socially optimal allocation of resources to research and development (R&D) is a generally recognized problem. However, we are just beginning to understand the types of R&D activities that receive relatively serious underinvestment from specific types of industries and the types of governmental intervention strategies that are likely to be effective and efficient in the correction of that underinvestment. Recently, Joglekar and Hamburg [16] [17] sought answers to these types of questions using models of the resource allocation behavior of firms considering investment in basic research related to their industry. It was assumed that the firms' benefits were exponentially distributed. In the present article, such benefits are assumed to be normally distributed, and an attempt is made to verify the earlier conclusions and policy implications of [16] and [17]. The results are similar for these two substantially different types of distribution, but the earlier conclusions and policy implications are clarified, qualified, and extended.  相似文献

With the cost of health care rising rapidly, both physicians and administrators regularly face resource allocation decisions. Under these conditions of relative scarcity, the equitable and appropriate distribution of limited resources becomes an ethical as well as a financial issue. Through ethical analysis, physician executives can assist their physician colleagues and fellow administrators to find rationally defensible answers to questions regarding the distribution of limited resources. Six criteria are frequently "weighted in the balance" by ethicists when analyzing whether justice is served in the distribution of a limited resource: need, equality, contribution, ability to pay, effort, and merit. The authors argue that, from an ethical standpoint, the best single criterion upon which one can base an allocation decision is that of merit, defined as the potential to benefit from the investment of additional resources.  相似文献

The well‐known deterministic resource‐constrained project scheduling problem involves the determination of a predictive schedule (baseline schedule or pre‐schedule) of the project activities that satisfies the finish–start precedence relations and the renewable resource constraints under the objective of minimizing the project duration. This baseline schedule serves as a baseline for the execution of the project. During execution, however, the project can be subject to several types of disruptions that may disturb the baseline schedule. Management must then rely on a reactive scheduling procedure for revising or reoptimizing the baseline schedule. The objective of our research is to develop procedures for allocating resources to the activities of a given baseline schedule in order to maximize its stability in the presence of activity duration variability. We propose three integer programming–based heuristics and one constructive procedure for resource allocation. We derive lower bounds for schedule stability and report on computational results obtained on a set of benchmark problems.  相似文献

研究企业中资源配置部门的剥离条件问题.首先,建立了企业资源配置部门的控制模型,并定义了效率概念;然后,分别对企业中的单一资源配置部门和多资源配置部门的剥离条件进行分析,给出判断这2种资源配置部门的剥离分界点公式.由此得到结论:完全竞争市场中,企业根据剥离分界点,把要配置的资源分为稀缺程度较高和稀缺程度较低2类,前者应由企业资源配置部门来配置,后者应由市场来配置;如果市场配置某种资源的效率低于企业部门的配置效率,则企业部门是市场的替代,反之,市场则替代企业部门.  相似文献
