This article compares 2 different methods for estimating the number of undocumented Mexican adults in Los Angeles County. The 1st method, the survey-based method, uses a combination of 1980 census data and the results of a survey conducted in Los Angeles County in 1980 and 1981. A sample was selected from babies born in Los Angeles County who had a mother or father of Mexican origin. The survey included questions about the legal status of the baby's parents and certain other relatives. The resulting estimates of undocumented Mexican immigrants are for males aged 18-44 and females aged 18-39. The 2nd method, the residual method, involves comparison of census figures for aliens counted with estimates of legally-resident aliens developed principally with data from the Immigration and Naturalization Service (INS). For this study, estimates by age, sex, and period of entry were produced for persons born in Mexico and living in Los Angeles County. The results of this research indicate that it is possible to measure undocumented immigration with different techniques, yet obtain results that are similar. Both techniques presented here are limited in that they represent estimates of undocumented aliens based on the 1980 census. The number of additional undocumented aliens not counted remains a subject of conjecture. The fact that the proportions undocumented shown in the survey (228,700) are quite similar to the residual estimates (317,800) suggests that the number of undocumented aliens not counted in the census may not be an extremely large fraction of the undocumented population. The survey-based estimates have some significant advantages over the residual estimates. The survey provides tabulations of the undocumented population by characteristics other than the limited demographic information provided by the residual technique. On the other hand, the survey-based estimates require that a survey be conducted and, if national or regional estimates are called for, they may require a number of surveys. The residual technique, however, also requires a data source other than the census. However, the INS discontinued the annual registration of aliens after 1981. Thus, estimates of undocumented aliens based on the residual technique will probably not be possible for subnational areas using the 1990 census unless the registration program is reinstituted. Perhaps the best information on the undocumented population in the 1990 census will come from an improved version of the survey-based technique described here applied in selected local areas.  相似文献

This article describes parental perceptions of pediatric services at Los Angeles County King/Drew Hospital and Medical Center after the hospital and its community clinics were restructured in the 1990s. Qualitative and quantitative measures are used to capture parental perceptions of service utilization, service convenience, and quality of care. The results are compared to hospital institutional operational data from patient flow analysis reports, appointment delay reports, and improving organizational performance committee reports. A comparison of parental perceptions of pediatric care is also made with findings from other post-devolution studies on access and quality of care at the Los Angeles County Department of Health Services. The implications of the findings for hospital quality assurance processes and health services outcomes research are discussed.  相似文献

The Illinois Department of Children and Family Services provides through their Medical Foster Care Program substitute living arrangements for wards of the state with positive antibody tests, ARC, and AIDS. At present there are ten children (eight in Cook County) that fall into one of these categories. Half (5) of these children are infants under the age of one year. Three (3) are adolescents who were exposed through intravenous drug abuse and/or prostitution. Case illustrations and discussion together with case planning and management techniques are presented for two of the cases: an adolescent with a positive antibody test, and a three-year-old with AIDS. Current trends and future issues for investigation are also presented.  相似文献

This study examines the characteristics and patterns of child maltreatment among Cambodian refugee families in Los Angeles and assesses the implications for child welfare practice with Cambodian refugee families. Data were extracted from 243 active Cambodian case files maintained by the Los Angeles County Department of Children and Family Services (LAC-DCFS). Some of the major findings include (1) Cambodian child maltreatment cases were most frequently reported to the LAC-DCFS among various Asian Pacific ethnic groups; (2) Cambodian refugee families were more likely to be charged with neglect, while their Asian Pacific counterparts were more likely charged with physical abuse; (3) the circumstances under which maltreatment occurred most frequently were parental substance abuse and mental illness; and (4) while fathers who maltreated their child were likely to use alcohol, mothers were also more likely to have a mental health problem such as depression. This study suggests the importance of collaboration between Child Protective Service agencies, substance abuse programs, traditional healers, mental health services, and other social service agencies for effective child abuse prevention and intervention efforts.  相似文献

Annual U.S.‐Mexico pecuniary remittances are estimated to have more than doubled recently to at least $10 billion ‐ augmenting interest among policymakers, financial institutions, and transnational migrant communities concerning how relatively poor expatriate Mexicans sustain such large transfers and the impact on immigrant integration in the United States. We employ the 2001 Los Angeles County Mexican Immigrant Residency Status Survey (LAC‐MIRSS) to investigate how individual characteristics and social capital traditionally associated with integration, neighborhood context, and various investments in the United States influenced remitting in 2000. Remitting is estimated to have been inversely related to conventional integration metrics and influenced by community context in both sending and receiving areas. Contrary to straight‐line assimilation theories and more consistent with a transnational or nonlinear perspective, however, remittances are also estimated to have been positively related to immigrant homeownership in Los Angeles County and negatively associated with having had public health insurance such as Medicaid.  相似文献

Abstract

We implemented and evaluated an HIV rapid testing intervention in collaboration withthe US Department of Veterans Affairs and the Los Angeles County Department ofHealth to 1) increase HIV testing/receipt of results, and 2) increase veteran access to VA homeless services.

Ninety-seven veterans recruited in 9 shelters as part of the Los Angeles Homeless Services Authority (LAHSA) emergency shelter program were randomized (2-to-1 ratio) into one of two interventional arms: rapid test (RT) arm (on-site HIV rapid testing/referral to VA homeless program) and referral arm (VA referral only).

Recruiters approached 2664 individuals; 136 (5.1%) were eligible. Ninety-seven (71.3% of those eligible) accepted enrollment. Testing rates were 100.0% in RT arm and 3.3%in Referral arm (p<0.001). Test result receipt rates were 98.5% in RT arm and 0.0% in Referral arm (p<0.001). There was no increase in visits to VA homeless programs in either arm. HIV prevalence/rate of new incidence was 1.5%. While more than half admitted high-risk behaviors in the past 12 months, 78% reported chances of HIV infection as “none” or “low” rather than “moderate” or “high.”

On-site rapid testing in homeless shelters is feasible and acceptable for testing hard-toreach and vulnerable populations. More robust outreach efforts are needed to improve linkage to care.  相似文献

"Using a unique 1994 Los Angeles County Household Survey of foreign-born Mexicans and the March 1994 and 1995 Current Population Surveys, we estimate the number of unauthorized Mexican immigrants (UMIs) residing in Los Angeles County, and compare their use of seven welfare programs with that of other non-U.S. citizens and U.S. citizens. Non-U.S. citizens were found to be no more likely than U.S. citizens to have used welfare, and UMIs were 11% (14%) less likely than other non-citizens (U.S.-born citizens).... Author of the highly acclaimed Borrowed Time: An AIDS Memoir (1988) and winner of the 1992 National Book Award for his autobiography Becoming a Man: Half a Life Story, Paul Monette died of complications from AIDS in Los Angeles on February 12, 1995. His most recent work, Last Watch of the Night: Essays Too Personal and Otherwise (1994), is his third volume in a trilogy of autobiographical writing on growing up gay, coming-out, and living with AIDS. A graduate of Phillips Academy and Yale University, Monette received a number of awards for his writing and his work as an outspoken voice in the battle against AIDS, including the National Book Award, three Lambda Literary awards, the PEN Center West Freedom to Write Award, and three honorary doctorate degrees, from Wesleyan University, the City University of New York, and the State University of New York at Oswego. A memorial service was held for Monette on Sunday, February 19, 1995, at the Directors Guild of America on Sunset Boulevard in Los Angeles. Paul Monette was 49.  相似文献

The association between child maltreatment and juvenile delinquency is well established. Maltreated youth experience significantly higher delinquency rates than their peers. Studies report that placement instability in substitute care and placement in congregate settings (e.g., group homes) contribute to higher rates of offending. To date, no studies have focused on the judicial response and the likelihood of continued offending. The current study investigates the association between post-arrest placement decisions and recidivism. We analyze administrative records from the Los Angeles County Department of Probation and the Department of Children and Family Services. The sample includes all first-time violent offenders with an open child welfare case. Forty-nine percent of youth experienced a subsequent arrest. Using Cox regression, we find that moving crossover youth from a family-like setting to a congregate care setting was associated with significantly higher rates of recidivism. We discuss the policy and practice implications of these findings.  相似文献

In this article we examine the prevalence of and associations between sexual orientation–based verbal harassment and reported utilization of health services across levels of sexual orientation in a diverse sample of adult recipients of Los Angeles County–funded HIV-related health and social services. Thirty-two percent reported they had experienced verbal harassment, the majority (80.3%) of whom identified as lesbian, gay, or bisexual (LGB). Those who reported being verbally harassed received significantly more services overall than those who were not verbally harassed, and service utilization varied by sexual orientation. These findings inform future efforts to identify and assess social discrimination in health and social service settings.  相似文献

This paper describes an innovative service delivery model to reduce the number of children entering the child welfare system. Point of Engagement (POE) is a collaborative family- and community-centered approach initiated in Compton, a regional office in Los Angeles County that serves south Los Angeles, a predominantly African American and Hispanic/Latino area. Over the past two years, the POE has been implemented in the Compton area by providing more thorough investigations, engaging families, and delivering needed services to children and families within their homes and communities. POE has demonstrated a reduction in the number of children removed from their families, an increase in the number of children returned to their families within one year, and an increase in the number of children finding legal permanency.  相似文献

An estimated 200,000-500,000 men, women, and children work in prostitution in the Philippines in a variety of venues, including brothels, nightclubs, pubs, massage parlors, and other legitimate entertainment establishments. Few, however, are voluntary prostitutes. Many people who work as prostitutes have been recruited from the provinces, kept in conditions similar to slavery, and forced to earn money from prostitution to pay for their transportation, board, and lodging. Many prostitutes work in urban centers and tourist resorts in the countryside. During the 1970s, then President Ferdinand Marcos promoted tourism as a major industry, effectively marketing attractive Filipinas to tourists. Sex tourism has flourished in the country ever since. Thousands of prostitutes are also located in Olongapo and Angeles, 2 cities north of Manila, from where they serve the sexual desires of US military personnel. The presence of US military personnel in the Philippines has always been associated with prostitution. The country's social hygiene centers, prostitutes in Manila and Davao, and AIDS education are briefly discussed.  相似文献

By analysing how unauthorized Mexicans compare with seven other ethno'racial groups in Los Angeles County, separately and collectively, by educational attainment and time spent in the US, we find that unauthorized Mexicans had relatively fewer years of formal education (either in the US or in Mexico) and had been in the US a relatively fewer number of years than in-migrants of other ethno-racial backgrounds in 1990. These findings are then used as proxies to compare the human capital endowments of different ethno-racial groups. We next estimate the number of unauthorized Mexicans by occupation, industry and class of workers, and compare these distributions with the total labour force and with the other ethno-racial groups in Los Angeles County. To the extent that unauthorized Mexicans are found to be substitutes (complements) in the labour market, they can be expected to be a valid (invalid) empirical source of social tension and hence contemporary restrictionist immigration policy sentiment. Results show that amounts of human capital are positively related to the kinds of occupations filled. Analysis of the percentage of discordant pairs shows that unauthorized Mexicans are found to be most dissimilar (potential complements) to non-Latino (1) Anglos; (2) Blacks; (3) American Indians, Aleuts, and Eskimos; and (4) Asians and Pacific Islanders. Results also show that those ethno-racial groups most similar to (potential substitutes for) unauthorized Mexicans are (1) legal Mexican in-migrants and (2) other Latino foreign-born persons (both authorized and unauthorized). The ethno-racial group which falls into the intermediate realm of (dis)similarity is US-born Mexican. Consequently, for most persons residing in Los Angeles County the rise of restrictionist immigrant sentiment is not consistent with their labour market experiences, and restrictionist immigration policy, to the extent it is based on a labour market competition assumptions, may not be justified.  相似文献

School truancy, defined as any intentional unauthorized or illegal absence from school, influences, and is influenced by, multiple academic, health, and social factors. This project sought to describe how truancy-reduction systems are operating in Los Angeles County and identify the highest priority policy and program options to effectively address truancy. The Department of Public Health convened an expert panel and collected data through literature review, key informant interviews, focus groups, and surveys. Results describe the interconnected players that are working to address truancy. Recommendations focus on increasing school-based efforts, identifying innovative ways to address students' and families' physical and mental health needs, enhancing coordination across partners and elevating their commitment, expanding evidence-based programs, and enhancing data collection efforts to better identify additional effective strategies. Other jurisdictions can build off our prioritization framework to describe the current state of their systems and identify promising programs to augment system functioning.  相似文献

This paper describes our involvement as jury consultants in one of the most notorious criminal trials in history—the McMartin child-molestation trial in Los Angeles. The McMartin trial was the longest and costliest criminal trial in American history. The prosecution spent $15 million and took nearly six years in making a criminal case against day-care workers, only to have the jurors declare them not guilty. The defendants in the McMartin trial were charged with molesting young children at a preschool in Manhattan Beach, Los Angeles County, California. In 1987, we had performed scientific defense voir dire jury selection to choose the most impartial jurors to try the two defendants, Raymond Buckey and Peggy Buckey McMartin. In performing scientific jury selection, both a community survey and pre-voir dire questionnaires served as an important empirical foundation to assess jurors’ attitudinal, demographic, and socioeconomic characteristics to develop the effective juror profiles for the trial. The authors received the 1994 Gustavus Myers Center Outstanding Book Award on Human Rights in North America.  相似文献

We examine the effects of mass transit strikes on criminal behavior in Los Angeles County utilizing a unique dataset of reported crimes between 2000 and 2007. Geocoded location and time information pertaining to each offense accommodates a fine grained difference‐in‐differences panel data analysis. We find that in locations affected by the strike, aggravated assaults rose by 18.7% while aggregate property crimes increased by 5.7%, relative to their mean. This increase in crime was disproportionately larger in lower income neighborhoods, which report higher usage of mass transit, suggesting local isolation of both criminals and victims as a mechanism. Despite increasing recognition of the critical importance of legal status for understanding the well‐being of immigrants and their families, there has been scant research on this topic. Using Wave 1 of the Los Angeles Family and Neighborhood Survey (2000–2002) and the 2000 decennial census, the authors investigated how parenting strain among Mexican‐origin mothers varies by legal status and neighborhood context. They found significant differences in parenting strain by nativity and legal status, with undocumented mothers reporting the lowest level. Results from multilevel models with cross‐level interactions reveal that the influence of neighborhood immigrant concentration differs by legal status. Percent foreign born in the neighborhood is associated with reduced parenting strain for documented Mexican‐origin mothers, whereas it is associated with heightened parenting strain for undocumented Mexican‐origin mothers. The findings provide empirical support for the need to recognize legal status distinctions in studies of the well‐being of immigrants and their families.  相似文献

Eighty-five older homeowners living in Los Angeles County were interviewed to assess their interest in a house-sharing arrangement as a means of acquiring companionship. Social exchange theory is used to conceptualize house-sharing as a social context which is conducive to intimacy. The results are interpreted with reference to the social isolation and friendship network literature in social gerontology.  相似文献
