Correspondence to Dr Elizabeth Jagger, Social Science Department, Park Campus, 1, Park Drive, Caledonian University, Glasgow G3 6LP Summary This paper examines how social workers make decisions aboutwhich cases of ‘glue-sniffing’ require intervention,in the context of a government policy which construes the problemprimarily within the arena of parental responsibility. Usingdata from interviews with social workers and research on ‘glue-sniffing’,it shows that social workers were frequently reluctant to dealwith cases. It explains that this has to do with factors suchas organizational priorities, lack of resources and, in particular,the ambiguous status of ‘glue-sniffing’ within theirown professional discourse. It concludes that the complex interplayof these factors means that government policy is not translatedinto practice in any simplistic manner.  相似文献

Summary Theories within the social and psychological sciences continueto shape social work practice. However, recent debates withinthese sciences on the shortcomings of ‘social constructionism’,and the attempt to overcome them through a critical realistposition, have so far failed to capture social work's attention.This paper provides a critical overview of these theoreticaldebates, highlighting the shortcomings of social constructionismfor social work. The critical realist challenge to social constructionism,as articulated by the British philosopher Roy Bhaskar, is consideredand its relevance to social work formulated in terms of a returnto ‘depth’ in practice.  相似文献

E-mail: b.goldson{at}liv.ac.uk Summary Within a context of national prosperity and relative economicstrength, poverty and inequality is rife in the UK. This paperconsiders the broad contours of such social injustice, beforesharpening the focus to examine the specificities of child poverty.The New Labour government has made an ‘historic pledge’to end child poverty within a generation. The paper traces thekey policy initiatives that are being directed to this end and,by drawing on the latest research evidence, it attempts to assesstheir early impact. Whilst it is acknowledged that the government'ssocial justice agenda has made some progress in ‘tackling’child poverty, it is further proposed that a more rigorous redistributiveapproach is required if substantial and sustainable improvementsare to be made. Furthermore, it is argued that the social justiceagenda is conditioned by wider political calculations, whichlimit its scope. In this way the imperative to be seen to be‘tough on crime’ has meant that policy responsesto children in trouble have taken a distinctive and increasinglypunitive form. By developing the argument that New Labour'selectoral ambitions have led it to re-engage with a specious‘deserving’ ‘undeserving’ conceptualdichotomy, the paper assesses the implications for the treatmentof child ‘offenders’ in particular, and the broadersocial justice project more generally.  相似文献

E-mail: p.slater{at}mdx.ac.uk Summary This paper analyses the Prescribed Curriculum of the new Degreein Social Work in relation to the Department of Health themeof ‘protecting vulnerable adults from abuse’. Areview of post-war social policy first establishes the significanceof these terms, both individually and in varying combinations.Subsequently, the phrase as a whole provides the focus for acontent analysis of the three constituents of the PrescribedCurriculum, namely, the Secretary of State’s Requirementsfor Social Work Training, the employment-focussed National OccupationalStandards for Social Work, and the academically oriented BenchmarkStatement for Social Work. With the exception of ‘abuse’,the key terms are all registered, albeit unevenly. This presenceis subsequently enhanced via strategic considerations of ‘logicalimportance’ and ‘organising rubrics’. Finally,terminological variants of ‘abuse’ are traced, withparticular regard to the emerging language of ‘rights’.  相似文献

Summary This paper considers how far the New Labour educational policyrepresents a clear shift in focus from the policies of the Conservativeadministrations of the 1980s and 1990s. As in other areas ofsocial policy, the paper concludes that current government policyowes as much—if not more—to ‘New Right’ideology than to that of the ‘Old Left’. With anew emphasis on social inclusion, the paper considers the contributionof, and implications for, contemporary developments in educationpolicy and practice for child and family social work in general,and education social work in particular.  相似文献

Summary This paper examines and challenges the view that intermediatetreatment for young offenders in England and Wales has alwaysbeen intended as an alternative to custody provision. It arguesthat its origin and subsequent development have to be understoodwithin what was the prevailing welfare discourse at the timeof the 1969 Children and Young Persons Act. It traces some ofthe processes involved in the change that has since taken place,characterized by a move from ‘welfare’ to ‘justice’talk, and suggests that it was only then that the conceptualspace for intermediate treatment to operate as an alternativeto custody was established. Summary The word ‘welfare’ is difficult to define becauseit combines within it a range of ideologies and actions. Twoconclusions are drawn from this: first, that social servicesshould be regarded as contributors to, but not providers ofwelfare; second, that the study of social work and social administrationshould be concerned not only with the relationship of ‘service’to ‘need’ but also with societal movements and pressureswhich determine the emergence of both. The article reviews theprofessed values of the welfare state, particularly ‘socialequality’ and the problems associated with its achievement,namely public attitudes, and the discontinuity between intentionand practice in the welfare services. Summary This note takes further the task of conceptualizing communitysocial work begun by Alan York in his paper for the June 1984edition of this Journal. York's approach is criticised firstlyfor unhelpfully conflating ‘community work’ and‘community social work’ and, secondly, for developinga schema unable to satisfactorily theorise the range of communitywork approaches currently to be found within social work. Buildingupon York's suggestion that ‘dichotomous formulations’provide an appropriate way forward for analysing community practice,three, distinct, dichotomies are elaborated, and recommendedas a basis for locating and comparing current approaches tocommunity social work.  相似文献

The paperseeks, therefore, to situate the LAC system in a social andpolitical context and highlights how it also relates to thedominant operational modalities of social work interventionin the late 1990s. In addition, the paper explores how ‘troublesome’children and ideas centred on ‘parenting’ featurein the LAC discourse. E-mail: harry.ferguson{at}uwe.ac.uk Summary This article seeks to lay the foundations for a new, more positiveperspective on critical practice, research and learning in socialwork and social care. A ‘critical best practice perspective’seeks to move the literature beyond a ‘deficit approach’where the focus is on what does not get done (well), to createa perspective where learning occurs in terms of best practicewhich is set out as a model for developing systems and practicecompetencies. This requires a focus on the actual critical practicesthat are ‘best’ demonstrating the very practicethrough which positive outcomes were achieved. A detailed case-studyis offered drawn from a large scale research study which typifieshow a critical best practice perspective can provide for learningin key areas such as how to engage service users, advocate ontheir behalf, promote protection, establish empowering relationshipsand conduct longer-term therapeutic work in an antioppressivemanner. The research method uses critical theory as an interpretativeframework for reaching an operational definition of 'excellence’and what is ‘best’, which is drawn from the perspectivesof the range of stakeholders who construct practice. This requiresa broadening of the concept of evidence-based practice to includequalitative research methods and the experience of professionals,service users and the production of ‘practice-based evidence’.  相似文献

Summary The re-emergence of a majority of centre-left governments incountries of the European Union was associated with the hopethat, after the neo-liberal attempts at its marginalizationand de-institutionalization, social work could regain a morevalued position in society. There are indeed indications thatthe growth of the profession continues and that social workis returning to a more explicit and official role in nationalsocial policies. However, this tends to be associated with anexpectation that social work would play its part in ‘activating’the recipients of welfare benefits in the context of the NewLeft project of shifting from social rights to social obligations.The practical and political effects of this new agenda are,however, modified greatly by the prevailing ‘welfare cultures’as well as the professional and academic discourses. This paperexplores the dilemmas and opportunities for the social professionsin Europe associated with the ‘pull’ to become incorporatedinto these new social policy agendas.  相似文献

We also arguethat there was a strongly discriminatory moralistic basis tosocial policy and mainstream charitable intervention that militatedagainst these ethical foundations. We suggest that this contradictionis replicated in New Labour's ‘Third Way’ and thatwe need to heed the tradition of social inclusion espoused bysome of the Victorian practitioners discussed if we genuinelymean to put into practice the ideas of social worth and communityespoused by New Labour rather than return to the Victorian distinctionbetween the ‘respectable’ or ‘deserving’poor and the ‘pauper’.  相似文献

E-mail: paul.garrett{at}nottingham.ac.uk Summary Local authorities, in England, implemented the Framework forthe Assessment of Children in Need and their Families in April2001. The Framework is the first ‘official’ standardassessment model intended for use in the initial assessmentof all ‘children in need’ under Part 111, section17 of the 1989 Children Act. This new ‘conceptual map’needs to be understood in terms of previous policy documentsand earlier technologies of intervention related to child protectionand, more broadly, child welfare. However, it also needs tobe more expansively perceived, fixed and located as it relatesto other elements in New Labour's political ‘project’.The Framework's preoccupation with an ecological approach toassessments and with questionnaires and scales are likely tohave major implications for social work practice and for micro-engagementswith children and families.  相似文献

This discussionis followed by a critical evaluation of the potential of thefacet approach as a means of assessing whether or not a personsuffering from mental distress should be regarded as a riskto herself/himself or to other people. E-mail: g.j.robinson{at}sheffield.ac.uk Summary ‘Technicality’ is a theoretical construct which,in the context of professional practice, refers to those aspectsof the work which can be prescribed, ‘programmed’or subject to routine practices. This paper considers the purportedrise of technicality in probation practice, with particularreference to the relationship between increasing technicalityand perceptions of ‘professionalism’. The paperpresents a case study of one ‘technical’ initiativein the probation context: namely, a structured risk/needs assessmentinstrument. The case study examined the implementation of thisinstrument in two area probation services, with a view to establishingits impact both on the exercise of professional judgement (‘indeterminacy’),and on perceptions of professionalism among users and theirmanagers. On the basis of the case study it is argued that,contrary to many recent commentaries, neither significant reductionsin indeterminacy nor an inevitable process of deprofessionalizationcan be automatically ‘read off’ from attempts tointroduce greater structure and/or standardization to socialwork and probation practice. The tentative conclusion of thispaper is that the professional future lies not in a wholesalerejection of technicality, but rather in achieving a positive,workable balance between technical and indeterminate aspectsof practice.  相似文献

Summary Social workers seem to agree that the nature of the relationshipbetween theory and practice is problematic. However, few ofus have asked what we really mean when we talk of these problems.This paper re-examines the meanings commonly attributed to eachnotion and to the relationship between them. As a result ofthis process the paradoxical nature of the current expectationof ‘integrating theory and practice’ is exposed.This leads to a proposal that we modify our way of framing themeaning of ‘integration’ and thus introduce a newdimension to questions we pose when trying to improve socialworkers' ‘integration of theory and practice’. ‘Wecan no longer explain a paradix by running away fromit; we muststand and look it in the eye’.  相似文献

Summary This paper reports interim and largely positive results fromthe continuing evaluation of ‘Straight Thinking on Probation’,a substantial intensive probation programme in Mid-Glamorganbased on the work of Robert Ross et al. (1988) in Canada. Thepotential effectiveness of this type of programme is then discussedin relation to the influential model of the probation service'srole advanced by Bottoms and McWilliams in their 1979 ‘non-treatmentparadigm’. Are such programmes ‘treatment’,based on a model of offender pathology and therefore in conflictwith the paradigm, or are they ‘help’, based ona model of empowerment? An attempt to answer this question alsorequires consideration of how far the ‘non-treatment paradigm’was itself a response to perceived ineffectiveness requiringrevision in the light of new evidence. It is argued that suchrevision need not threaten the underlying moral philosophy ofthe paradigm.  相似文献
