The on-going migration of refugees to Europe has fuelled debates about the indigence of refugees and the perceived legitimacy of individual claims for asylum in different receptive countries. With a substantial body of research that has investigated the antecedents of attitudes towards immigrants, evidence on whether those underlying assumptions hold true for refugees as well remains scarce. The paper applies the framework of Intergroup Threat Theory to arrive at competing hypotheses with regard to the acceptance levels of refugees. We use pooled data from two probabilistic samples drawn in the German city of Dresden and apply a confounded factorial survey design to extend previous research on attitudes towards refugees. We find that natives perceive political persecution and war as justified reasons for seeking asylum in Germany, while socio-demographic characteristics of respondents and refugees are of minor importance. Foremost, the individual level of respondent’s fear of crime represents a crucial moderator of the perception of refugees as threatening.  相似文献

In Western Europe, the children of Moroccan and Turkish migrants were found to be significantly disadvantaged in the labour market. This ethnic gap was found to persist after considering differences in schooling, which was argued to reflect ‘ethnic penalties’ driven by cultural, religious, or racial factors. This study uses data from the 1st Wave of the ‘Netherlands Longitudinal Life-Course Study’ (2009–2010) to revisit the analysis of ‘ethnic penalties’ for second-generation Moroccans and Turks. Unlike in previous research, empirical analyses not only consider differences in schooling, but also skills and social origins. Results show substantial ethnic inequalities in the labour market, with the exception of women from Moroccan origins. For men, these ethnic inequalities do not disappear when human capital factors are considered, but they do when accounting for the unprivileged social origins of ethnic minorities. For women, the disadvantage of second-generation Turks in achieving privileged occupations clearly disappears when human capital and social origins are considered. Yet, the chances of being unemployed among women of Turkish origins persist after controlling for education, skills, and social origins. Overall, this study has global academic and public policy implications to understand the socioeconomic integration of the Moroccan and Turkish second generation in Western Europe.  相似文献

This article seeks to illuminate the deeper and complex dimensions of post-apartheid transformation by examining how University of the Free State (UFS) undergraduate students experienced racial integration within campus residences. Data were drawn from a sample of 17 individual semi-structured in-depth narrative interviews with student participants. Three emergent themes (a) conceptualizing transformation, (b) racial diversity vs. relational unity, and (c) discourses of openness and possibility are presented. Drawing from the framework of Contact Theory, the article discusses how the three themes inform the nature of contact in post-conflict contexts and, specifically, UFS as an exemplar of a South African historically white university.  相似文献

This paper argues that Gypsy students in primary and secondary education in the UK are marginalised because of ambiguous understandings of their ‘mobility’. Drawing on research conducted on the south coast of England, it examines Gypsy families’ experiences of education. Despite often describing their identity in relation to travelling or mobility, few families’ lifestyles were characterised by actual movement or nomadism. Teachers and educationalists meanwhile cite the need to deliver a ‘mobile’ rather than a ‘sedentary’ education for Gypsy students. The Department for Communities and Local Government recently defined Gypsy ethnicity in direct relation to a nomadic lifestyle. This is problematic as the association between Gypsy ethnicity and nomadism is itself questionable and may be better understood in more nuanced terms reflecting the relationship between identity and ‘mobility’. This paper argues that ‘mobility’ is understood to define Gypsy difference in a way that excludes students.  相似文献

This paper analyzes Little Mosque on the Prairie, its characters and themes within the context of post-9/11 discourses of nationalism and citizenship. Against the backdrop of the Canadian national narrative, I argue that the sitcom foregrounds a ‘moderate Muslim’ that demarcates the boundaries of the multicultural nation-state, especially when juxtaposed against the racially and sexually coded Muslim ‘other’ on the global landscape. The moderate Muslim is represented as ‘liberal’ and ‘modern’, one who seeks to integrate her faith into the multicultural fabric of society. Such a figure, represented both as a ‘good’ Muslim/immigrant and a ‘good’ Canadian citizen-subject, illuminates the boundaries of ‘acceptability’ within the Canadian national imaginary. The figure of the moderate Muslim reinforces the racial coding embedded in this imaginary, while enabling the state to proclaim its ‘multicultural tolerance’ and benevolence. Building on previous scholarship on race, citizenship, and nation-building, I argue that the moderate Muslim – as exemplified in Little Mosque on the Prairie – serves important ideological functions in (re)defining the internal (and racially coded) borders of the nation. While Little Mosque on the Prairie makes an important contribution to the representation of Muslims, challenging some stereotypes, I argue that it does not deliver on its considerable potential to articulate nuanced representations of Muslims. Through its foregrounding of the figure of the moderate Muslim, the sitcom reaffirms key norms, engages in a politics of authenticity, and reinforces hegemonic messages, both within Muslim communities and in Canadian society. Thus, the moderate Muslim becomes a key player in enabling the state to render invisible its exclusion of the ‘Muslim Other,' while maintaining its non-racist credentials.  相似文献

The article examines the process of establishment of pre-military academies amongst Religious-Zionist society in Israel. The phenomenon is discussed as a transition from a model of a gated community to an ‘immunized’ community. Through institutionalization of psycho-social ideological preparation, the community leadership is trying to ensure that community members maintain their identity and loyalty when they integrate into general society. The article rests on analysis of the discourse of the community’s epistemic leadership – mainly rabbis and leaders of the settler movement. It contributes to the perception of the pre-military academies as institutions that are Religious-Zionist launching pads for senior positions in the IDF and pipelines for future leadership of Israeli society. At the same time, they are a means of ensuring that Religious-Zionists will integrate within Israel society, not through assimilation and dissolution, but rather with cultural and ideological commitment to their community of origin. The article also discusses the development of other similar ‘immunizing’ institutions that aim to facilitate integration of Religious-Zionists in spheres other than the military. These developments are presented as an attempt on the part of the community leadership to maintain its status and relevance, in view of the younger generation’s desire to break out of the gated community boundaries. Thus, these institutions might be viewed as more of a rearguard battle on the part of the leadership than as a behavior-guiding ethos among the younger generation.  相似文献

The satirical inversions of the images of the Prophet Muhammad by the Charlie Hebdo cartoonists that brought the wrath of two gunmen to their authors, projected a world in which the reader is recognised as an autonomous subject. Consequent on this autonomy is the restricted power of the author who used to derive it from the re-enactment of sacred Truth. Multiple and diverse readers, on the other hand, owe their authority from the right of the individual to reason and judge independently, which places them at arm's length from the author. The inverted images drawn by the cartoonists represented a departure from the Prophet's traditional iconic images whose resemblance to the referent left little room for variation among their faithful viewers driven to identify with the Messenger of Allah either by desire to imitate or for fear of punishment. The fixed iconic ‘reading’ by the faithful was mediated by the homogeneous Muslim Community (Umma) whose members were unable to use words to objectify among an association of citizens their internal sense of injury as an excess. As a consequence, this injury caused by the readers operating outside the Community called for the use of force by its members in retaliation (qisas) for the infidels’ reading as sanctioned in the sacred text. The more entrenched the membership of the Umma, largely the product of reading the sacred text – where the author retains his traditional power – the more inclined were the members to resort to brutal force to restore the traditional power of the author.  相似文献

The immigration of the Beta Israel community from Ethiopia to Israel during the 1980s and the 1990s posed a challenge to Israeli society in relation to its ability to know, understand, and absorb a Jewish community with differing religious, ethnic and cultural backgrounds. For the Beta Israel, immigrating to Israel created a rift between their dream of returning to Jerusalem, a dream that would only be fulfilled after a journey of suffering, and its realization – in which they became an inferior and excluded minority within Israel. This article discusses Hebrew Ethiopian-Israeli literature, focusing on the major narrative of homecoming – the Journey to Yerussalem. This literature, which is relatively new and small, brings the voice of two generations – those who immigrated to Israel as adults, and the younger generation who were small children during the journey. Presenting various texts, and focusing on Asterai by Omri Tegamlak Avera (2008a Avera, O. T. (2008a). Asterai. Tel Aviv: Yediot. [Google Scholar]) I shall show how Ethiopian-Israeli literature constituted itself as a journey literature, contrasting the old generation with the younger generation's identity formation as it appears in the representation of this journey narrative, constructing a more complex, ambivalent approach to the concepts of immigration and absorption, homeland and diaspora.  相似文献

The paper's focus is a critical moment in the trajectory of the Islamic state in Iran, the trace of which was still discernible in the presidential election of 2009. It draws on ethnographic research among the Lurs of south-western Iran between 1979–1982 to examine the impact of the abolition of politics as contested representations at the centre on a ‘remote’ periphery. The end of a short-lived political activity, as a distinct form of power, in Iran in 1981 was earmarked by mass executions of which only 1600 had been officially counted for the period of 20 June to September 1981 (Amnesty International). The executed were guilty of expressing dissent against divine rule of which the Islamic state was an embodiment. Although the Lurs paid a less heavy penalty for this ‘crime’ than elsewhere in the country the survivors' response to the loss of a young relative in the hands of Islamic executioners was noticeably muted. The response is looked at as the restoration of the status of the dead to the executed relative whose body had been ‘rubbished’ – wrapped in an American flag and abandoned unburied in a desolate place by the Muslim executioners. The paper argues ‘rubbishing’ signified the annihilation of citizenship under the Islamic rule in which the body of the citizen is seen as harbouring ‘the most corrupt’ subject, the sinner who could not even be ‘rectified’ through a less destructive use of force – flogging and mutilation. It, therefore, had to be disposed of – ‘rubbished’. The survivors, on the other hand, by confining themselves to the symbolic return of the executed relative to the community left unacknowledged his quest for equality and liberty. By their reluctance to remember and recount the executed's words and deeds the survivors refused to grant him the ‘immortality’ of a citizen whose death outlived his destruction. The brutal suppression of political agency at the centre and its muted recognition in the periphery are explained as a negation of political power. The power entails postponing the use of force to the last resort thus allowing plurality as a human condition to be realised. Consequent on this realisation is the publicly contested opinions by many who would inevitably challenge the truths guarded by few both at the centre and periphery. It was this challenge that led the ruling mullahs to invoke the Koranic Truths to annihilate the disseminators of opinions. The unspoken citizenship of the annihilated dissidents in the periphery served in turn to reassert the Lurs' historically cherished otherness geared to the use of force. The citizenship called for a discursive inclusion of Lurs, through the use of ‘the pen’, in a wider world, by postponing the use of force. In contrast, the traditional Luri rebels relied heavily on an immediate use of force, through the celebrated ‘rifle’, to perpetuate their perceived inaccessibility. Resistance leads to emancipation, the paper argues, when the particularised subjectivity of local actors is superseded in the universal – objectified – political space in which the agent, i.e. the citizen, overrides the boundaries within which localness is reproduced.  相似文献

This article explores the contemporary legitimation of institutional racism resulting from the prevailing depoliticized framework of integration, which became prominent in the 1960s and is now hegemonic in political and academic debate in Europe. Integration has helped shift the focus to the supposed cultural inadequacies of ethnically marked populations, who ought to show a willingness to pursue the modern dream; simultaneously, it has invisibilized institutional racism and made an anti-racist repertoire unavailable. This argument is illustrated through a case of white flight and school segregation in a rural area in Portugal, revealing both the enduring racism against the Roma/Gypsies – suppressed and repressed throughout the last five centuries in Europe – and its depoliticization within the normal working of institutions. It draws on qualitative research with representatives from public bodies and mediating agents (e.g. teachers and social workers), as well as on analysis of the official reports by the Portuguese state and European institutions.  相似文献

As the U.S. continues to debate how to reform the current immigration system, there has been an increased emphasis on increasing skilled migration via employment sponsorship and subsequently decreasing other forms of migration, such as family reunification or refugees and asylees. Employment migration is viewed favourably because immigrants tend to arrive with greater education and language skills. However, it is unclear whether the descendants of immigrants admitted via employment categories have greater integration outcomes than the descendants of immigrants admitted via other categories. This study examines whether an immigrant’s entry visa (e.g. temporary work, refugee, student, etc.) affects their children’s education. Using data from the 2004 Immigration and Intergenerational Mobility in Metropolitan Los Angeles, this study finds that children whose fathers arrived via student/tourist visas have greater odds of college attainment. Related, this study identifies a possible mechanism, advanced/honors courses in high school, that may explain why father’s student/tourist visa exerts a positive effect on student’s pathway to college completion. However, there are no significant effects for fathers arriving under temporary work visas or as legal permanent residents.  相似文献

ABSTRACT

The role of the family in the international migration of highly skilled migrants has often been disregarded. Highly skilled labour migrants follow a concrete job offer abroad and are structurally integrated into the new environment through the work place. On the contrary, the migration of family members is subject to different conditions since most accompanying partners initially do not work. However, accompanying partners are described as managers of the settling-in process of the whole family [Yeoh, Brenda, and Katie Willis. 2004. “Constructing Masculinities in Transnational Space: Singapore Men on the ‘Regional Beat’.” In Transnational Spaces, edited by Peter Jackson, Philip Crang, and Claire Dwyer, 147–163. London: Routledge] and their experiences can be crucial for the duration of their stay. Our paper explores the experiences of mobility of highly skilled migrants’ accompanying partners in Germany and in the UK with regard to their strategies and practices during the settling-in process. The main focus is on the role of language, the establishment of new social networks and labour market participation. The paper draws on the concept of capital accumulation and conversion [Bourdieu, Pierre. 1986. “The Forms of Capital.” In Education: Culture, Economy, and Society, edited by Albert Henry Halsey, 46–58. New York: Oxford University Press] and asks how partners make use of their cultural capital language after migration. Our paper is based on empirical studies in Germany and in the UK, which focus on the migration and settling-in processes of highly skilled professionals and their families.  相似文献

The occupational structure of the employed population and its changes reflect the level of economic development and the change of social status of a population group .Based on cen-sus data , this paper analyzes the occupational structure of the employed population of China ' s ethnic minorities.It shows that: 1 ) Among the employed population of the eth-nic minorities ( excepting those people who are en-gaged in forestry , animal husbandry and fishery , etc., a proportion which is higher than the overall population or the Han ) , the proportion is lower than in either the overall population or the Han population . 2 ) The gender differences and directional change of the occupational structure of the em-ployed population indicates that the status of women was gradually promoted during the period 1990 to 2010. 3) Seen from the proportion of those engaged in mental labor versus physical labor;the proportion ethnic minorities engaged in mental labor is low . 4) The degree of diversity in the occupational structure of the ethnic minorities has made some improvement. 5 ) The ethnic differences in occupational structure are obvious . 6) The urbanization level and the educational level of the population are the key factors which determine the occupational structure of the em-ployed population . From this study , we feel that the degree of so-cial exclusion of the ethnic minorities has gone up during the past ten years .This "going up" has lead or is leading to social problems .Hence, it is necessary to pay high attention to this issue .Re-garding this, the author thinks that , firstly, sup-port to ethnic minority education should be en-hanced;secondly , the proportion of ethnic minori-ty people in civil servant recruitment should be im-proved;thirdly, the proportion of the employment of ethnic minority workers in projects in ethnic mi-nority regions should be stipulated .  相似文献

Public perceptions often diverge widely from reality on the size and make-up of immigrant populations, with likely consequences for public opinion about immigration. Prior research has not established whether the media has any causal role in the construction of these perceptions. This paper examines whether and how actually occurring media portrayals of immigrants in Britain affect perceptions of immigrants among members of the British public. We begin by conducting a large-scale quantitative study of the British national press. We then report on an original survey experiment that tests for causal impact of news frames derived from the media study. Specifically, we focus on three depictions of immigrants: as ‘illegal’, Eastern European, or highly skilled. Results show that even subtle media interventions can shift public perceptions of immigration, in this case towards more realistic understandings of the overall size and make-up of the immigrant population in Britain. We suggest empirical, theoretical, and methodological implications for the study of media effects on public opinion towards immigration.  相似文献

A host of theories including symbolic interactionism explains how media construct our social perceptions. Research suggests that stereotypes of blacks reinforce negative racial attitudes, whereas other findings suggest that blacks enjoy black media characters, even ones that may be considered stereotypical. Current research has yet to address or explain this discrepancy. The present study explores the impact of the race of co-viewers on blacks’ responses to stereotypical content in black films. An experiment was conducted where black participants viewed clips of black films with either an All black audience or a racially Mixed group with a majority white audience. Findings revealed that watching black films with white co-viewers did not influence blacks’ enjoyment or perception of bias; however, an interaction between viewing condition and influence target emerged such that when viewing among a racially Mixed audience, blacks expressed concern that portrayals in the film would negatively influence whites’ attitudes toward blacks and their likelihood to interact with black people more than themselves. Implications for race relations in a multicultural media landscape are discussed.  相似文献

Scholars largely agree that immigration policies in Western Europe have switched to a liberal, civic model. Labelled as ‘civic turn’, ‘civic integration’ or ‘liberal convergence’, this model is not identically applied across countries, since national institutions, traditions and identifications still matter. Even so, the main focus is on processes which allow or prevent migrants to be incorporated into nations usually taken for granted in their meanings. Moving from policies to discourses, this article aims to interrogate what kind of nation is behind these policies as a way to further scrutinise the ‘civic turn’. Exploring how the term ‘civility’ and its adjectivisations are discursively deployed in Italian parliamentary debates on immigration and integration issues, the article points to two opposite narratives of nation. While one mobilises civility in order to rewrite the nation in terms of a common, inclusive, civic ‘we’, the other uses civility to reaffirm the conflation between national identity and the identity of the ethno-cultural majority. These findings suggest the importance of exploring the ‘civic turn’ not only across countries, but also across political parties within the same country to capture the ways in which a liberal, civic convergence in political discourses might hide divergent national boundary mechanisms.  相似文献
