This paper analyzes the role of social movements in the creation and evolution of a welfare state in South Korea. We begin with a theoretical overview of the existing works on policy change, highlighting concepts such as ideas, policy paradigms, and windows of opportunity. We then examine state institutions, hegemonic policy paradigms, and the specific dynamics of welfare policy‐making during South Korea’s authoritarian period (1961–1987). Next, characterizing the democratic transition in 1987 and the economic crisis of 1997–1998 as “windows of opportunity,” we probe how social movements emerged as “policy entrepreneurs” and played crucial roles in building welfare institutions and promoting welfare policies. In particular, we focus on the role of social movements in legislating the National Basic Livelihood Security Act in 1999 and consolidating fragmented health insurance systems in 2000. We conclude that social movements in democratized South Korea have assumed the role of policy entrepreneurs, filling the vacuum left by the central government and elite bureaucrats in the field of social welfare policy‐making.  相似文献

The participation of married women in the labour market has been increasing since industrialization in the 1960s in Korea; in 1999 it overtook that of unmarried women. This raises the issue of how women reconcile paid and unpaid work and how state policy responds to this issue. In Korea, there have been numerous policy reforms designed to support working women in combining work and family life. For example, a parental leave scheme was introduced in 1995 and maternity benefits were also introduced in 2001. However, it is doubtful whether these policies can be effective in practice in Korea, where Confucian traditions in respect of women's roles remain strong. Confucian tradition has long influenced Korean society culturally and socially. Although Korean society today is not as Confucian as in the past, some traditions still remain strong, particularly with regard to the family: for example filial piety, seniority, the married woman's responsibility for her parents‐in‐law. This paper will argue that Confucian tradition makes for difficulties in Korean women's experiences of reconciling paid and unpaid work and also affects the formation of state policy. The paper explores the impact of the Confucian welfare regimes on Korean women's experience of reconciling paid and unpaid care work, and questions the gendered characteristics of the Confucian welfare state.  相似文献

When the Asian financial crisis took a heavy toll on Korea in the late 1990s, policy makers responded by extending welfare policy. For many analysts, this was a paradoxical move, marking a fundamental reconfiguration of the social policy system. This article contests that interpretation. It examines the changes made to Korean social policy in recent years, and considers their impact on the Korean welfare state. It notes both that welfare extensions have been comparatively limited, and that they have often formed part of wider attempts to boost labour market flexibility. It thus concludes that limited expansion of the Korean welfare state is chiefly an attempt to bolster industrial competitiveness and economic growth. For now, Korea retains the productivist social policy orientation that has long characterised it. It also concedes, however, that in the future underlying social change, notably a rapidly ageing population, may prompt policy makers to make significant changes to the Korean welfare state.  相似文献

This study examines the developmental trajectory of South Korea's public pension programme from 1973 to 1999. Its theoretical aim is to use the South Korean case to verify the partial relevance of existing welfare state theories and to develop a more incorporated theoretical framework in which the evolution of welfare in nations other than affluent Western democracies can be understood. For this purpose, the South Korean case holds a unique strategic advantage as a result of the significant democratisation of the political regime that has taken place. South Korea additionally possesses several qualities usually considered critical for the development of a welfare state, such as economic development, expansion of civil society and globalisation.  相似文献

Selecting Korea as one of the conceptually classified East Asian welfare states, this paper aims to empirically investigate the determinants of Korean welfare state development. Linking the research question with the lively discussion on welfare state in Korea that is taking place domestically, this paper also aims to examine whether the development of the Korean welfare state has been influenced by politics of the left or by industrialization with functionalistic perspectives. We conduct an analysis first by regression analysis and then fuzzy‐set qualitative comparative analysis (fsQCA) to examine the conditions of such development. A Korean Welfare State Dataset (KWSD) has been newly included in the Comparative Welfare State Dataset (CWSD) and we used this new dataset for our empirical analysis. Our empirical findings suggest that, at least up to the current point, factors other than economic development or industrialization are not robust enough to make a claim of a take‐off of the Korean welfare state from its developmental stage. However, we also notice the influence of the left government and suggest that it is legitimate to expect an innovative change in the path of the Korean welfare state once the power resource theory is applicable.  相似文献

Social welfare reform has been implemented in Korea since the 1997 financial crisis. A dominant concern of the reform was on equality and social solidarity. A major means to this end was establishing universalistic social insurance programs like those in developed welfare states. The reform efforts produced some positive results but were not greatly successful. Income polarization and the deteriorating economic status of low-income families have become big social issues. Many low-income families have not gained many benefits from the reformed social security system. The rapid aging of the population is creating an exploding demand for social spending, risking the fiscal sustainability of major social insurance programs. The reform experience suggests that a social welfare system based on western-style universal social insurance may be too expensive to sustain and not very effective in protecting disadvantaged families in Korea. More attention is being paid to expenditure control and efficiency. Social insurance programs may need to be leaner than those in traditional welfare states. Targeted programs, such as the "making work pay" policy, are likely to be expanded more broadly to low-income families. The future of the Korean welfare state may hinge on successful employment support for working families and extensive investment in their human capital.  相似文献

There are a number of features that make South Korea an interesting place to study social policy. First, it has experienced rapid economic development with the associated changes in urbanization and demography. This change has created social problems, which the state has had to address. Second, the country retains a strong cultural tradition and repeated affirmation of the values and practices of Confucianism. In this paper, these two features are considered in relation to the way social policy has been addressed. The thrust of the paper will be on the policy responses to perceived social problems and the way in which other social problems are individualized within families. In the 1990s Sweden went through a deep economic recession accompanied by a massive increase in unemployment and a rapidly growing budget deficit. The crisis had large repercussions for the welfare of many citizens and it generated cutbacks in virtually all social policy programmes. This halted a welfare-state expansion that had been going on for decades. It also caused great concern about the state of welfare of the nation. In 1999 the Swedish Government appointed a 'Welfare Commission', a team of academic researchers who were assigned the task of drawing up a balance sheet for the development of welfare in the 1990s. The Commission delivered its final report in October 2001. This article is a condensed account of one of the more central issues for the Commission; namely, how the unemployment crisis affected already socially and economically vulnerable groups. Looking at the development over the entire decade, three groups stand out as particularly disadvantaged in terms of individual welfare resources: young adults, immigrants and single mothers. The downturn for these groups was especially accentuated in terms of employment and income. Young people and immigrants trying to get into the labour market during the crisis years faced the problems of newcomers to the systems of social protection. The poor economic development for single mothers could essentially be attributed to the shortage of work in general and of full-time work in particular that followed from the unemployment crisis. As a consequence, the importance of selective benefits increased and the relative size of all public transfers – despite rationing measures – stayed fairly unchanged. The results highlight the great influence of macroeconomic conditions and policy making for the welfare of vulnerable groups in society.  相似文献

This study was prompted by discrepancies observed between the quantitative expansion and the qualitative stalemate in social policy in South Korea. Despite a revamped social security system, changes in South Korean social policies have not led to significant coverage expansion or improved income and poverty distribution. The frequent appearance of the Korean proverb that ‘even the King cannot save the poor’ in policy participants' narratives reflects a lack of confidence in the Government's ability to address persistent social disadvantages and the prevalence of a fatalistic policy perspective. This proverb has a conceptual affinity with an individualistic approach and has effectively functioned as a governance tool to oppress the progress of welfare rights. This research shows that an expenditure‐based model could lead to actual policy situations being misrepresented. Further, institutional policy arrangements may not be a sufficient condition for improving policy performance. It is suggested that a rights‐based approach should be adopted for both theorization of the transition of the welfare regimes and discursive practice for a policy paradigm change.  相似文献

Drawing on theoretical accounts of institutional change, this study explored the politics of welfare regime transformation in regard to Turkey's unemployment compensation system. By using the institutionalist approach, the study shows that the process of welfare regime change was one of “institutional layering” of unemployment insurance (UI) over severance pay. Also, the study demonstrates that the economic bureaucracy played a key role in pushing the establishment of UI (state‐centric approach) in contrast to the class‐based organizations that focused their struggles on the severance pay scheme (power‐resource perspective). However, the economic bureaucracy preferred a rudimentary UI design, which prevented UI from undermining the vested interests behind the severance pay scheme. Furthermore, subsequent attempts at the reformation of the severance pay scheme were not successful because the social welfare bureaucracy lacked the capacity to develop a policy alternative to resolve the stalemate between the societal actors. Lastly, the study used the successful severance pay reform experiences of South Korea and Austria to locate the Turkish case within a broader comparative framework.  相似文献

This study assesses the social welfare reform during the progressive regimes of South Korea (hereafter Korea) led by President Kim Dae-Jung (1998-2003) and President Roh Moo-Hyun (2003-2008), and considers its theoretical implications. Analysis of the social welfare reform under the two progressive governments has indicated that the reform did not produce the anticipated results. Although the Korean economy has grown rapidly along with a considerable increase in the national income per capita in comparison with that in the past, the country's social welfare system still remains significantly underdeveloped in all respects, relative to that of all the other OECD countries with similar economic power, let alone the advanced welfare states in Western Europe. This study maintains that the key reason for the inertia or status quo despite the significant efforts of both the governments to expand social welfare is explained in the Korean growth-first doctrine, which inherently considers that distribution hinders growth and that social policy is secondary to economic policy, thus limiting the choices of the country's decision makers, as has been the case all along since the developmental period. Given that the growth-first doctrine inherently regarded the relationship between growth and welfare as mutually exclusive, it was perhaps natural that the influence of the doctrine upon the social welfare policy of both the progressive governments would not be so positive. This suggests that path dependence is active in the case of the Korean social welfare policy, thus substantiating the validity of path-dependence theory.  相似文献

Following the three welfare regimes constructed by Esping‐Andersen, many scholars have addressed the question of whether there may be a further type of regime, differing from the categories of liberal, conservative and social democratic, pertaining to other parts of the world. Discussion has centred largely on East Asia and, in particular, on the notion of the developmental/productivist welfare regime. Yet these discussions have been based more on conceptual classification than empirical analysis. This article attempts to fill in the gap, with reference to the developmental characteristics of Taiwan, South Korea and Japan. A set of 15 indicators is developed for the factor and cluster analysis of 20 countries, based on data from the 1980s and 1990s. The results indicate the existence of a new group, consisting of Taiwan and South Korea, which is distinct from Esping‐Andersen's three regimes – unlike Japan, which remains a composite of various regime types. Regime characteristics peculiar to the cases of Taiwan and South Korea include: low/medium social security expenditure, high social investment, more extensive gender discrimination in salary, medium/high welfare stratification, a high non‐coverage rate for pensions, high individual welfare loading, and high family welfare responsibility. When compared with Esping‐Andersen's three regimes, the East Asian developmental regime shows similarity with his conservative model, in respect of welfare stratification, while the non‐coverage of welfare entitlements is similar to his liberal model. There is virtually no evidence of any similarity between the developmental welfare regime and Esping‐Andersen's social democratic regime type.  相似文献

The purpose of this research is to examine the link between depressive symptoms of welfare recipients and their work activity and welfare exit using a secondary dataset, entitled the Korean Welfare Panel Study. In 2000, the National Basic Livelihood Security System (NBLSS) was introduced to (i) ensure a basic standard of living for households in poverty, and (ii) promote work activity and welfare exit of the recipients. A considerable body of literature has reported that the policy outcome of the NBLSS is not a success. However, the reason for the low success rate is unclear. In contrast to studies in the USA, few studies in Korea investigated the effect of depression on welfare‐to‐work transitions. To bridge the gap in the literature, we examine the association between depression, work activity, and welfare exit using a logistic regression analytic method. The analytic results show that the level of depression (total score on the Center for Epidemiological Studies Depression Scale) was negatively associated with welfare recipients’ work activity and welfare exit, suggesting that depressive symptoms may be a significant barrier to promoting economic self‐sufficiency. Implications of the study findings are further discussed.  相似文献

For the past two decades, in many Western industrialized states, problems of their welfare systems have become more and more obvious. Three common complaints about welfare systems are high taxation, minimal effectiveness and impersonal bureaucracy. Various measures (such as budget cuts, decentralization and privatization) have been undertaken in order to overcome these problems by many welfare states. In any case, public welfare systems in many Western industrialized states do not cover the affective element which is inherent in the Korean welfare system. In Korea, where the public welfare system is in the formative stage, mutual aid, which is based on a long tradition of personal and voluntary networking, has played an important role in meeting citizens' welfare needs not only by material aid but also by psychological support. To understand welfare in society, it is necessary not only to study the welfare provided by the state and the market but also to consider the welfare provided by mutual aid networks.  相似文献

Although non-State sectors have played an important role in people's welfare, their expenditures have usually been excluded from social policy studies when measuring the welfare efforts of a nation. This article experiments with a new approach synthesizing welfare mix research using an expenditure study as a tool and applies the model to the Korean case. It presents the following major findings: first, the welfare system of the Republic of Korea has presented a genuine welfare mix in which the role of non-State sectors has been of immense importance; and second, the dynamics of the welfare mix since 1997 have been largely due to the growing role of the State in social welfare, both directly and indirectly. Based on these findings, this article ultimately urges the necessity of the welfare mix approach in comparative social policy research.  相似文献

本文基于民政部2014年“中国城乡困难家庭社会政策支持系统建设”调查的数据,运用事件史分析方法,对城市低保接受时长和退保影响因素进行探究。研究发现,低保对象的救助接受时间呈现明显的长期化特点,但随着低保接受时间的延长,低保对象退保风险会逐渐上升。这与“时间依赖论”关于长期化救助接受会逐渐弱化救助对象工作伦理,进而造成救助退出可能性逐步下降的理论预设恰好相反,说明中国城市低保对象退保难与工作积极性下降无关。进一步的研究发现,弱势化的低保人口构成及就业救助服务缺失是长期低保接受的重要原因。此外,中国的非正规就业结构也对退保构成显著的不利影响,不过,该影响随着时代的发展在不断减弱。  相似文献

The aim of this article is to trace the trajectory of family policy development in South Korea from the 1940s to the present. Changes to family intervention are analyzed in terms of the settings of policy instruments, the policy instruments themselves, and policy goals (or policy regimes). Consequently, two critical turning points are identified: the late 1980s and the early 2000s. The first period (1945–1988) was an era of embryonic Korean family policy when family intervention was limited and indirect based on Confucian familism. During the second period (1998–2003), explicit family policies emerged, but the Korean government kept family intervention to a minimum; maintained a division of roles between the state, the market, and families (the state as the regulator and the market/families as the providers); and maintained patriarchal family relations and gendered family roles based on Confucian familism. However, the third period (2003–2016) shows the explosive expansion of family policies and changes in policy goals and regimes based on Neo‐familism, which emphasizes democratic and equal gender relations within families and a family‐friendly/supportive society.  相似文献

Since the economic crisis of 1997–98, the Republic of Korea has carried out vigorous social policy initiatives including the reform of the National Pension Programme and National Health Insurance. This paper seeks to answer whether the country's welfare state has moved beyond welfare developmentalism, by examining the cases of those two programmes. By the reform, the coverage of the National Pension Programme was extended to the whole population; and its financial sustainability and accountability were enhanced. Regarding National Health Insurance, efficiency reform was carried out on the management structure, while reform regarding financing was put on hold. These reforms were in clear contrast to the welfare developmentalism that used to place overwhelming emphasis on economic considerations. Despite these reforms, however, the Republic of Korea's welfare state faces the issues of ineffectual implementation and lack of financial sustainability of social policy. The National Pension Programme has failed to cover the majority of irregular workers, whose numbers are on the increase, and National Health Insurance needs to find a way to meet increasing health expenditure.  相似文献

One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. It suggests that this has been achieved without the need for radical changes in instruments and their settings.  相似文献
