In the past 10–15 years, several discussions and/or paradigmatic hypotheses have stemmed from the more relevant economic and territorial international scientific theories of the 90s, EU political reports, declarations and directives with regard to both competitiveness and sustainability. Recently, their critical revision has permitted a definition of the question of the discussion about the Lisbon and Gothenburg Strategy in Europe: how to be competitive in sustainability and review the concepts of sustainability and competitiveness in the European territorial dimension by new criteria and indicators of measure. This paper wishes also to evidence, as in order to apply the updated Lisbon and Gothenburg Strategy goals it should be, to introduce a real territorial dimension into assessment processes, developing them by the new Structural Funds 2007–2013. An ex ante analysis of the impacts of these strategies 2000–2006 and a new methodological approach was useful for both these scopes. These ambitious goals were developed into the ESPON Programme, developing four key “determinants” or composite indicators as very significant expression of the two strategies.  相似文献

In most treatments of social justice, little consideration is given to spatial concerns. However, it is increasingly evident that spatial or territorial factors play a major role in determining life chances and in helping to deliver social inclusion. This paper considers the key theoretical issues that underpin the spatial dimension of social justice. From this, the paper progresses to examining the factors that have influenced the introduction of sociospatial development as a component part of the adoption of the sustainable development paradigm. Illustrations are provided of the outcome of this new model including the construction of the European Spatial Development Perspective and the introduction of Community Planning in Scotland. A final section looks forward to the wider adoption of a sociospatial approach to policy development and implementation.  相似文献

This review of publications, mostly written during the 1990s, examines the links between scientific expertise and public (in the first place central) authorities’ priorities with regard to public services in urban areas in France. The relations between “public services” and the “city” refer to a many-sided reality at the center of specialized discussions that do not lend themselves to generalization. The relations between these two subjects can be seen from three angles: the territorial supply of services; their relations with the environment; and the norms for thinking about and justifying the changes under way. Regardless of the angle chosen, three themes can be identified in talk about public services and urban areas: diversity, fragmentation and proximity. The publications examined in this review represent a mixture of heterogeneous studies, more or less dependent on requests from public institutions. These variable and varying requests provide evidence of the state’s hesitations about how to cope with social and urban changes.  相似文献

This article examines the normative basis for prioritizing adoption in the “Adoption and Safe Families Act of 1997” (ASFA) as expressed by legislators and public witnesses in congressional hearings. By examining six congressional hearings in the period that led to the ASFA, the article provides new insights to understand how adoption is justified in the U.S. not only as an acceptable form of public intervention but also as an actively promoted and preferred approach when reunification is not possible. The article uses a discourse theoretical framework based on Habermas that distinguishes pragmatic, ethical–political, moral, and legal arguments. It reveals that U.S. federal adoption policy is based on three pillars. Pragmatic risk-oriented thinking forms the central knowledge base to inform policy. Parent responsibility ethics stresses individual responsibility for rehabilitation, with secondary support from the welfare system. Child refamilialization ethics emphasizes decisive and authoritative action to protect the child's needs for safety and permanence.  相似文献

Traditional conceptualizations of public diplomacy stress three dimensions, namely image cultivation, advocacy of national interests, and promotion of mutual understanding. This research expands the scope of public diplomacy by adding an additional dimension, namely promotion of Global Public Goods (GPG). The research argues that creating and preserving GPG should be one of the functions of public diplomacy in an era when global warming and globalization of health become realities that dictate the entire humankind to meet the challenge in collective action. The research also explored the ethical grounds and rhetoric of the new dimension of public diplomacy.  相似文献

The need to engage European research and institutions in the new field of Territorial Impact Assessment, from both a methodological and a procedural perspective, was stated some years ago by the European Spatial Development Perspective (ESDP). The necessity of multidimensional evaluation of the likely impact of policies and programmes on the territory – understood as the dimension on which all the other relevant dimensions (economic, social, environmental and cultural) converge and with which they integrate – emerged as a natural consequence of the importance of spatial aspects in the future development of the Union and of widespread preoccupations about certain emerging spatial trends.A proposal for a TIA methodology combining logical consistency vis-à-vis the Union's present institutional and policy guidelines with operational viability is being developed and applied to Trans-European Networks policy of the EU. Territorial impact is linked to an innovative definition of the objective of “territorial cohesion” of the Treaties in terms of territorial efficiency, quality and identity.Utilising sectoral impact studies developed inside the ESPON programme and developing territorial indicators for impact, vulnerability and desirability (territorial utility functions), a multicriteria model (TEQUILA) is implemented on priority projects as defined by the Commission, and results mapped and described for the 1360 NUTS-3 regions of the Union.  相似文献

This paper offers a preliminary conceptualization of the psychological structure of AIDS‐related attitudes among American adults and describes some of the social and psychological factors that affect those attitudes. Data were collected first from participants in focus groups in five U.S. cities and then from respondents in a national telephone survey. Two major psychological dimensions of attitudes were observed consistently. The first dimension, labeled COERCION/COMPASSION, includes judgments about the extent to which AIDS is viewed as highly contagious and requiring containment, through coercion if necessary. It also includes attributions of blame to people with AIDS. The second dimension, PRAGMATISM/MORALISM, includes judgments about the extent to which AIDS is viewed as controllable through research, public education and governmental sponsorship of behavior‐change programs. The two attitude dimensions are not highly correlated. Regression analyses suggest that the two dimensions have different social and psychological antecedents and that these antecedents differ between White and Black Americans. Using the two factors, a tentative typology of responses to the AIDS epidemic is presented. Implications for AIDS education and policy are discussed.  相似文献

The notion risk society offers a conceptual framework for understanding the emergence of new communicatively powerful publics. Focusing on the role of the public for the firm, this paper argues that the emergence of the powerful consumer and the critical public is not coincidental but a symptom of the emergence of the risk society. In looking at the consequences of the risk society at the individual, the institutional, and social political levels, the paper argues that new forms of political discourse are emerging which change the “ground rules” of the interaction between the firm and its publics. Linking the growing interest in identity with risk communication, the paper sheds light on the nature of the arenas in which these public operate and the consequences for business. It is argued that the emerging sub-political arena of direct action and non-governmental organisations (NGOs) has the capability of catapulting public relations into a central role in organisational sustainability.  相似文献

In recent years, both academic and policy making circles in the UK have shown a growing interest in the potential uses of information and communication technologies (ICTs) in the delivery of government services. Much of the academic literature has been centred around the concept of 'informatization', and it has been suggested that the new technologies are transforming public services. Key theorists in the field of Public Administration have argued that informatization is one of a number of major trends likely to shape public services in the twenty-first century. However, the dominant theoretical approaches within public administration- those rooted in political sciencesuggest that inertia and stability are the norm in the public sector; clearly there is something of a contradiction between these two broad approaches. This paper outlines three political science perspectives that might be used in analysing informatization: the policy networks approach, rational choice and the new institutionalism. Evidence is then drawn from the social security, health care and social care sectors of the British public sector and related to the political science frameworks in order to examine their utility. Not only do these frameworks rightly highlight the incremental nature of change, but they also help to explain important variations in ICT use across the three policy sectors. It is concluded that combining the study of informatization and political science offers a fruitful avenue for future research.  相似文献

Under the emerging rural development paradigm, we argue that to be multifunctional an activity must add income to agriculture, it must contribute to the construction of a new agricultural sector that corresponds to the needs of the wider society and it must reconfigure rural resources in ways that lead to wider rural development benefits. By evaluating UK rural policies on the basis of whether or not they attempt to meet these conditions, this paper shows that an implicit recognition of agriculture's multifunctional character has occurred recently through the shift from a sectoral to a regional and territorial perspective that reintegrates farming into rural development. However, in practice, and especially in England, the UK government has been unable to turn multifunctional activities into a real rural development option. In fact, by continuing to support agri-industrial/retailer interests on the one hand, and post-productivist— environmental and amenity— interests on the other, the State is governing mostly by setting up competitively organized ‘projects’ and schemes that continue to justify the concentration (and limitation) of resources allocated to agriculture. Based upon a critique of policy developments over the past decade, this paper emphasizes the need for more innovative forms of state innovation that provide opportunities for new, creative and more spatially embedded forms of supply and demand management in agri-food. In the conclusions, the paper also argues that more critical research is needed to uncover the existing and potential role of both governments and producer networks in progressing sustainable rural development through agricultural multifunctionality.  相似文献

This paper represents an initial attempt to bring together the literature on neogamy among older persons and to provide a conceptual framework for its understanding. To do so, converging demographic and social factors regarding older persons as they relate to the need for and the expression of intimate relationships are explored. Next the existence and implications of new forms of intimacy among older persons are examined. Dominant ideology and public arenas theories yield different hypotheses concerning the incidence and antecedents of public beliefs about the causes of homelessness. The analysis reported here, which tests these hypotheses with data from a 1988 national telephone survey, shows that (1) more Americans believe structural rather than individualistic factors cause homelessness, (2) personal statuses like gender, political orientation, and party affiliation significantly influence such causal beliefs, but (3) the single strongest determinant is the perceived presence of—and by implication, exposure to—homeless people in one's own community. Causal beliefs in turn affect policy attitudes: respondents who consider homelessness a structural problem are more likely to favor government action than those believing in individualistic causes. While mixed, the results as a whole provide somewhat greater support for the public arenas perspective.  相似文献

The paper examines three social dimensions of energy. The first one is cognitive; energy is a way of knowing, a macro-concept which works as a frame. Moreover, energy is conceived as a social product; its physical aspects are inextricably bound up with human interactions and meaning attributions. The second dimension is energy organisation. Energy is an instrument used by human beings in order to achieve a goal. In that sense, energy can be assimilated to a technology: that is, a set of knowledges, tools, and actions assembled according to certain rules and traditions. Of energy as organisation it is interesting to consider how it becomes an institution. Its third dimension is practical: it guides our behaviour. This meaning sums up the other two. Energy consumption makes it possible to understand different lifestyles, different logics of action, different habits or customs. It is intrinsic to the most common practices. Worries about consumption or resources depletion are included in some practices of which energy is one of the most important components. The paper concludes with a comment on the energy crisis as a test for the illustrated multidimensional scheme.  相似文献

The influences of the past three White House conferences on public policy in the field of aging are reviewed. The author, a former U.S. Commissioner on Aging, concludes that all three conferences have had some impact on later public policy developments, particularly the 1961 and 1971 Conferences. Despite doubts expressed by some about the need for another Conference, the author recommends that a White House Conference on Aging be held but with a greater focus than before and vigorous follow-up action on Conference recommendations by all levels of government.  相似文献

It has long been acknowledged that the notion of family continuity of farm occupation through succession is one of the central tenets of the ethos of ‘family’ farming, but recent evidence suggests that it is being called into question by family members. Farming practices are being pursued in a rapidly changing world, an important feature of which is a greater level of public and political concern for protecting the rural environment. This paper examines a range of new influences affecting farming practice and environmental consciousness and the implications these have for farming values, particularly that of family succession. Using evidence from a study of dairy farm families and pollution regulation in Devon in South West England, it suggests that rural social change is providing new routes through which environmental values can flow through farm households, influencing the ways farmers understand the environmental implications of their practices, and the ways they and their families think about their long-term futures.  相似文献

The study of citizens' trust in the national government has been primarily individual-level, cross-sectional analysis. In the current research, we develop a quarterly time series measure of trust in the U.S. national government from 1980 to 1997 and conduct the first multivariate time series examination of public trust in government. We find that negative perceptions of the economy, scandals associated with Congress, and increasing public concern about crime each lead to declining public trust in government. Declining trust in government in turn leads to less positive evaluations of Congress and reduced support for government action to address a range of domestic policy concerns. These results provide new evidence of the influence of public concern about crime and the centrality of Congress in understanding public evaluations of the national government and new evidence of how declining levels of trust in government may influence elections and domestic policy making.  相似文献

This study investigates the public relations strategies employed by the Chinese Government to convince other countries to join the new Asian Infrastructure Investment Bank (AIIB). A framing analysis was conducted to examine the presence, valence, and evolution of the framed messages involving soft power resources and the dimensions of the relationship between organizations and the public. The findings included the following: (a) China’s economic strength was the predominant soft power resource; (b) the relational frames disclosed China’s strategic intention in attempting to expand the narrow space that is currently available for the country’s international activities by expressing willingness to obey the rules of the existing US-dominated economic order; and (c) international newspapers showed more interest in and more negative attitudes toward the relational dimension of trust, which indicates the need for the Chinese Government to continue to dispel doubts about the geopolitical role of the AIIB.  相似文献

In this paper we address the alleged communication or public sphere deficit of the EU. We develop a systematic approach to the Europeanization of public spheres, which distinguishes three forms of Europeanized political communication: supranational, vertical and horizontal. We propose that the spatial reach and boundaries of public communication can be determined by investigating communicative flows and assessing the relative density of public communication within and between different geopolitical spaces. We apply this model to data on political claim making in seven issue fields in German print media in the year 2000. We find that the degree and forms of Europeanization of political communication vary considerably among policy fields. These differences are strongly linked to the extent and type (supranational or intergovernmental) of competencies of the EU in these fields. Contrary to the hypothesis of a public sphere deficit, the German mass media seem to quite accurately reflect the Europeanization of policy making, at least in those policy fields where a clear‐cut transfer of competencies to the supranational EU level has taken place.  相似文献

Organized around a very dense set of public institutions, the theater world in the former German Democratic Republic has undergone major changes since reunification. New organizational models have come into being, often imported from West Germany, that jeopardize the foundations of theater practices in the East. In East Germany, people working in theater were strongly protected: homogeneous training, lifetime employment, the stability of forms of artistic cooperation, etc. Since reunification, a new division of labor and a new human resource management have been imposed in public theaters. The profession’s rules are changing as the itineraries of theater people are being individualized. The diversification of the theater world makes public institutions fragile. On the basis of field work in Saxony, questions are raised about how public theaters are being recomposed in the East. Attention is paid to individual and collective movements and to the movements of organizations.  相似文献

This article focuses on the social construction of the problem, which emerged in France during the 1980s, of dilapidated condominium apartment buildings and on the public policy instruments that have been used. A sociology of organized action serves to analyze this twofold process, which has resulted from the formation of networks of persons unfamiliar with the legal aspects of condominium ownership. Linking the periphery to the center, these networks have crystallized around norms ensuing from housing policy. The concept of “field” in the Weberian sense explains this crystallization, and also applies to the symmetrical process of conserving civil law on joint ownership. Parties attached to this normative system denied the problem of dilapidated condominiums, when it was presented to them. By pursuing a social activity based on applying and producing rules, individuals in the networks related to housing policy and persons concerned by condominium ownership contributed to maintaining and, too, revitalizing rules and norms.  相似文献
