This paper highlights the stereotypical images characteristic of Chinese social research on the Scandinavian model. How do Chinese commentators explain the development of the Scandinavian social policy model and how do they assess it? Is it deemed morally sound and sustainable? Reasons for the contrasts of interpretation between Chinese and Scandinavian authors are categorized along two dimensions. There are “missing elements”, typically the notions of social solidarity and social citizenship, which tend to be ignored by Chinese writers though underscored by Scandinavian writers. There are also “added elements”, generated from Chinese contexts, which affect Chinese interpretations of the Scandinavian model. The study argues that since each welfare regime type is possessed of its own normative codes, supported by its own particular social order, it is necessary to decode such elements—especially cultural notions of welfare—to appreciate the points of view being expressed.  相似文献

Social work practice, irrespective of the location of practice, is shaped by local conditions, particularly the laws and policies applicable to the practice. Most governments adopt some form of institutional arrangements pertinent to local conditions to meet local needs, such arrangements in Western contexts commonly being described as the welfare state. In other contexts, notably the East Asian context, the Western welfare state has been deemed inappropriate for meeting local needs. In this discussion there will be a focus on arrangements developed in Singapore, a country in the East Asian region. Although Singapore has eschewed any notion of a welfare state, this discussion will demonstrate that it does have in place a range of policy responses to meet Singaporean needs and that these measures are consistent with the frameworks adopted by emerging Confucian welfare states.  相似文献

This article assesses the extent to which cultural interpretation may be useful in understanding social policy models. By surveying cultural traditions, the study explores the context in which the Scandinavian social policy model was developed. The study investigates the institutional legacies of Scandinavian agrarian societies and identifies certain cultural traits, making observations as to their implications for the social policy model. The study does not intend to establish any “causal relation” between specific historical phenomena and the modern welfare states, but regards cultural traditions as forming the “contextual basis” for the operation of a welfare state system. Hence this is not merely a case study of Scandinavia, but a methodological undertaking that could play a significant role in broadening the scope of the study of social policy.  相似文献

The participation of married women in the labour market has been increasing since industrialization in the 1960s in Korea; in 1999 it overtook that of unmarried women. This raises the issue of how women reconcile paid and unpaid work and how state policy responds to this issue. In Korea, there have been numerous policy reforms designed to support working women in combining work and family life. For example, a parental leave scheme was introduced in 1995 and maternity benefits were also introduced in 2001. However, it is doubtful whether these policies can be effective in practice in Korea, where Confucian traditions in respect of women's roles remain strong. Confucian tradition has long influenced Korean society culturally and socially. Although Korean society today is not as Confucian as in the past, some traditions still remain strong, particularly with regard to the family: for example filial piety, seniority, the married woman's responsibility for her parents‐in‐law. This paper will argue that Confucian tradition makes for difficulties in Korean women's experiences of reconciling paid and unpaid work and also affects the formation of state policy. The paper explores the impact of the Confucian welfare regimes on Korean women's experience of reconciling paid and unpaid care work, and questions the gendered characteristics of the Confucian welfare state.  相似文献

Western societies promote home ownership in the belief that it provides a means to build up individual welfare and security, potentially offsetting the inadequacy of social security to meet needs in retirement. Some East Asian economies have long focused on advancing ‘asset building’ through housing policy. These efforts have two purposes: to use housing investment to drive economic development and to build family assets throughout life as a component of income protection for old age. These purposes work well in some countries but not as well in others. In policy terms, the common element among them is that governments promote home ownership as a component of social policy or as a complement to mainstream welfare. This article examines how home ownership fares as a form of asset-based welfare in selected East Asian countries (Singapore, Hong Kong and Japan) and considers the implications for understanding the role of institutions in development.  相似文献

The Republic of Korea (South Korea) and Japan are highly industrialized and modern nations which are both influenced by the Confucian tradition of respect for the elderly and family responsibility for the care of aging parents. In both countries the proportion of the elderly population is increasing. Japan, since the end of World War II, has utilized its government bureaucracy to help develop the social welfare system and to formulate social policies and programs for the elderly. Japan's tradition of samurai Confucianism is congruent with the commitment of the Japanese government to such social development as a matter of national policy. The Republic of Korea has not assigned a comprehensive planning role to its government bureaucracy. Lacking the mix of industrial/post-industrial infrastructure of Japan and not yet faced with the immediacy of a very large elderly population, the Republic of Korea's government has developed its social policies for the elderly in a more incremental manner, usually emphasizing small scale and piecemeal initiatives. With respect to social support, it has emphasized voluntary family efforts as congruent with the Korean (and Chinese) variant of Confucianism. This paper will compare and contrast these different approaches.  相似文献

This essay in introduction is to the field of study, rather than to the present, itself distinguished, collection of papers. As such, it opens with a series of ‘flashbacks’: to the ways in which social policy, and the study of social policy, developed out of the interaction between Western welfare states (in this case Britain) and Asia Pacific. The main body of the article then charts the increasing presence of East Asian modes of welfare within comparative social policy, before going on to distinguish between the different types of approach to East Asian welfare study which have so far been adopted. Two sets of three‐part criteria have been adopted for the purposes of classification: focusing first on the dimensions (single case studies of specific countries; East Asia as a region; East Asia in comparison with other parts of the world) and second on the level of issues (matters of policy; of welfare system; of welfare regime) characteristic of each study in question. The article concludes with a restatement of its purpose: not to question the adequacy of hitherto Western (notably, Esping‐Andersen) approaches to the study of welfare regimes, but to demonstrate the need for a substantive extension to their scope.  相似文献

In this paper, two examples of the close relationship between a national social welfare system, and explicit transnational influences are discussed. Both the state socialist and Scandinavian models have a recognized structure independent of the particular countries in which they have been implemented, although they are both associated with a home base, Russia and Sweden respectively. Our examples, Estonia and Finland, faced both common and specific national problems following 1991, which led to rapid change in each country's economic situation and pressure on their respective welfare systems. There were elements of continuity and discontinuity with the main tenets of their respective welfare models, and both structural factors and cultural diffusion will be explored to understand the origin of these changes. The paper could be seen as a case study of welfare changes in the "borderlands" where "old empires meet". The countries were chosen because they are peripheral to what were rival spheres of influence and because they see themselves as having much in common. We also expect changes to occur more rapidly in peripheral areas.  相似文献

While the role of the family has been a distinctive feature of East Asian welfare systems, rapid social policy development and reforms in South Korea and Taiwan over the last two decades have led to an increase in public welfare. Yet, despite a growing number of studies, little is known about the role of family support – private transfers – and public programmes in the performance of state welfare. This article reports on a comparative analysis of the role of public and private transfers aimed at poverty and inequality reduction in 12 Western and two East Asian states employing the Luxemburg Income Study data set. Results indicate that, in contrast to the West, private transfers that rest primarily on family support remain more important than public transfers in reducing income inequality and poverty in South Korea and Taiwan.  相似文献

This study contrasts two varieties of comparative analysis: on one hand, researchers may look to explain the historical development of the East Asian welfare systems (EAWS) with an eye towards delineating some common trends, while on the other hand, they may seek to recognize the institutional features of these systems through the cross-regime comparisons. We discuss problems in the operation of these two approaches, instead choosing to employ contextual analysis to illuminate developments in social policy in EAWS. This study proposes to understand the policy model of these systems as a two-phase evolution in policy, thus providing a new foundational approach for the study of EAWS.  相似文献

Most Asian countries are regarded as Confucian countries although each has its own historical and cultural background. Little is known about how people in different Asian countries perceive their family boundaries. This study is an attempt to compare the perception of the family in China, Japan, and Korea. We examined the family perception and found substantial differences among the three. Chinese people showed the widest and paternally extended perception of family. Data from people in Korea nearly matched data from China, but family perception developed bilaterally. People in Japan, however, perceived only blood-tied, intimate relations as family members. In addition, the perception of the family was not substantially different between the genders in Japan and China, but in South Korea, men perceived family boundaries more widely than women, implying that women have a greater family burden than men in Korea. Considering the heterogeneity in family perceptions in these countries, this paper tries to explain how social institutions interact with individuals and impact the perception of family. Finally, this paper concludes that it is inappropriate to tie the three East Asian countries as ‘Confucian civilizations’ in terms of family perception.  相似文献

The aim of this study was to determine whether the effects of work and family reconciliation policy on the gender wage gap are moderated by institutional contexts of production and welfare regime. Using time‐series analysis for 13 countries from 1981 to 2015, the study revealed a strong association between childcare and a lower gender wage gap in the Coordinated Market Economies (CMEs)/social democratic welfare states but not in Liberal Market Economies (LMEs)/liberal welfare states. The study also found that the impact of leave generosity on the gender wage gap in CMEs/social democratic welfare states is less salient than in CMEs/continental welfare states. This study highlights the extent to which family policy affects the gender wage gap hinges on how each country organises its market coordination and welfare institutions and pushes the current literature forward to a question of ‘what kinds of’ family policy matters in ‘which’ production and welfare regimes.  相似文献

The current trajectory of the Scandinavian welfare states is unclear. However, social policy in the Scandinavian countries is, undoubtedly, in a period of transition. This article's main purpose is to analyze whether Scandinavians' support for the welfare state has played a critical role in this transition. Based on surveys from Sweden. Norway and Denmark, two conclusions are reached. Firstly, at the highest aggregated level, the Scandinavian welfare states had solid support in the beginning of the 1990s. Secondly, this support was characterized by significant cleavages between social groups. This article also attempts to further the research on the relationship between institutional characteristics and attitudes. The conclusion is that institutional characteristics provide a reliable guidance for an understanding of attitudes toward social policy in the Scandinavian countries.  相似文献

This article attempts to compare the social policy models of the west with social policies in post-totalitarian central and eastern Europe. It is argued that historical roots as well as recent developments make post-Communist social policy similar to the two major models in the west: the institutional redistributive model and the industrial achievement or performance model. The present problems of mass unemployment and growing poverty cannot be solved without a major reform of social policy, including state intervention and control. The residual social safety net and a strong market orientation are unlikely to be able to reduce poverty and unemployment. However, it is also argued that the strong role of the state and organized labour in both of these European welfare systems creates an obstacle to the future of social policy in the countries of central and eastern Europe. The state is viewed with great scepticism and organized mass social movements are weak in most of these countries. It will take time to develop such agents that can support the development of state social policy, and it may not even be accepted that the route of interventionist state welfare characteristic of western Europe is desirable.  相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? Occupational welfare has been a relatively neglected area in both theoretical and empirical studies of the welfare state despite its importance to overall levels of social provision. Surprisingly, there has not yet been a comprehensive examination of British occupational social provision, as opposed to non‐wage benefits more generally or specific provision such as pensions, housing or childcare. This neglect can be explained both by the perception that occupational welfare plays a relatively insignificant role in contemporary welfare states and by a general lack of clarity regarding its definition and scope, factors which have added to the difficulties surrounding its conceptualization and measurement. Despite the lack of attention it has received, however, recent pressures have propelled the issue higher up the social policy agenda, increasing the need for a clearer conception of what constitutes occupational social provision and a more comprehensive assessment of its contemporary significance. An inquiry into the role of social welfare in the development process in Africa must start by determining the position of the family in the face of all the social changes that are taking place. The role of the traditional African family may be broadly subdivided into its social role, its economic role and its role as an agent for the transmission and renewal of sociocultural values. Intraditional African societies, there is a complex interaction between the members of the family and the community. Social organization centres on the kinship group and the age group. The economic, political and sociocultural values of present-day Africa, with its sprawling urban centres and industrial zones, differ increasingly from its traditional values. In Africa, the concept of development has been greatly influenced by the colonial experience and Western modernization theory which posited that economic development and growth, mainly through industrialization, would automatically raise the living standards and meet the social needs of the population. Social welfare was viewed as a non-productive activity and therefore accorded a low priority in national development planning and resource allocation. In such a context, the scope of social policy is limited and cannot deal with the critical problems of mass poverty and deprivation afflicting the majority of African peoples, especially in rural areas. The family is disintegrating and social change has brought in its wake a host of new social problems which remedial social welfare services are not adequate to meet. Using Ghana as an example, this paper will critically examine these key issues and make recommendations for effective social policies and programmes that must be incorporated centrally into national development plans.  相似文献

Despite its centrality to the experience of death and grief, it is only in recent years that the economic burden following family bereavement has been recognized by social care professionals and scholars. Based on the realization that death and bereavement are grounded in social context, and assuming this economic burden is a multifaceted phenomenon, the present study compares the British and Israeli welfare systems in three policy settings: social security, funeral services, and bereavement leave. The findings suggest that while in both systems bereavement and especially widowhood is considered a deserving category, recent pressures for restructuring the British welfare state have been successful in shifting provision from the state to the market. The findings also show that in both cases, albeit to a lesser extent in Israel, current policy measures are not fully aligned with critical scholarship on bereavement and its financial consequences, nor with socio‐economic and demographic trends. These disparities are addressed using the notion of disenfranchised grief and by emphasizing the pivotal, although often overlooked role of the welfare state in constituting it. Lastly, the differences between the two cases are discussed in terms of the powerful role of Judaism in shaping Israeli policy.  相似文献

Child welfare services have multiple goals, including child protection, family continuity, and achievement of legal permanency so children can end their involvement with child welfare services and have a lifetime family. These goals are not all achievable to the same extent in all cases. American child welfare policy has, in the last few years, become more definitive about the priority of child protection above family preservation. Now, situations which involve safety risks that are too great do not require any efforts at reunifying children to their biological homes. Less clear in American child welfare policy and practice is the value to be placed on other factors – particularly when a child cannot return home and will need an alternative adoptive family. Practitioners often emphasize family continuity – that is, the opportunity to maintain contact with the biological parent and extended family members – as a key decision making consideration. Yet, family continuity does not necessarily predict a successful transition to adulthood that is healthy for children or provides social benefits to the community. This paper explores the rationale for expanding child welfare decision making criteria by adding longer-term outcomes and the likelihood that children will eventually generate social benefits.  相似文献

Studies taking a mediation perspective have highlighted how the actual impact of economic globalisation is mediated by institutions that include welfare regimes. Some have examined how the welfare systems of East Asian developmental states have changed and adapted since the Asian financial crisis of 1997/1998. Using Hong Kong as a case study, this article examines how the developmental state of Hong Kong mediated the impact of the global financial crisis of 2008, particularly on disadvantaged groups. Hong Kong's welfare regime has provided insufficient support to ‘non‐productive’ groups despite incidents of social crisis. The government's welfare responses have been characterised by long‐term strategies to improve the competitiveness of the economy, and short‐term measures to boost the spending power of the general public. Measures targeted at disadvantaged groups have been piecemeal and minimal. The government's approach towards crisis management after 2008 has been similar to that taken after the 1997/1998 financial crisis.  相似文献
