Using Italian data, this paper investigates the wage implications of temporary jobs across the whole pay profile using unconditional quantile regression (UQR) models. Results clearly indicate that the wage penalty associated to temporary jobs is significantly larger at the bottom of wage profile and is almost absent for high‐wage jobs. This is in line with the sticky floors hypothesis, supporting the idea that the wage gap for temporary employees depends on their position in the wage distribution for low‐paid jobs. To recover a causal interpretation, I employ an instrumental variable (IV) strategy. I adopt the unconditional instrumental variable quantile treatment effects (IVQTE) estimator proposed by Frolich and Melly, which corrects for endogenous selection in temporary contracts. The IVQTE estimates yield similar results to standard UQR, even if the wage penalty is larger in size at the bottom of the wage distribution and disappears at the top quantiles. This evidence highlights that policies aimed at increasing flexibility may reinforce the two‐tier nature of the Italian labour market and the relative wage inequality.  相似文献

Abstract. The rise in inequality between the 1970s and the 1990s and the persistent gap in pay between large and small employers are two of the most robust findings in the study of labor markets. Mainstream economists focus on differences in observable and unobservable skills to explain both the overall rising inequality and the size–wage gap. In this paper we model how increasing returns to skill can affect the size–wage gap both with constant sorting and with size‐biased, skill‐biased technological change (e.g. if large firms always had access to computers, but small firms gained access to computers with the rise of affordable personal computers). We analyze the Current Population Surveys from 1979 to 1993 to determine whether large and small employers are converging in terms of mean wages (the employer size–wage effect), wage structures by occupation and education, characteristics of employees, and wage structures by region. We find mixed evidence of convergence and no consistent support for any single version of human capital theory.  相似文献

Abstract. Using 19 years of cross‐section wage data, we look at the trend of the ratio of male to female wages in Colombia. First, we observe a long‐term trend towards an increase in the gender wage gap that may be related to new labor regulations giving more protection to women and thereby raising the cost of female employment for firms. Second, we measure the impact on poverty of the increasing gap by producing estimates of the income distribution for the subsequent years had the wage gap remained at the low level it used to be in the early 1990s. As mainly low‐skilled women suffered from the increase in the wage gap, we find that the phenomenon contributed to an overall increase in poverty during the decade.  相似文献

By easing restrictions on the use of short‐term contracts, the 30/2003 act represents contemporaneously the more extensive and the more radical policy aimed at introducing flexibility in the Italian labour market. By virtue of a difference‐in‐differences estimator, the paper provides an estimate of the impact of the 30/2003 reform on the wage gap across fixed‐term and long‐term employees. It will be given evidence that the policy has widened the wage differentials and the effect is particularly stronger to skilled workers compared with unskilled workers. These findings would suggest the existence of a possible brand‐new form of wage inequality.  相似文献

薪酬水平一定时,薪酬结构集中体现了员工薪酬的公平度;进而,探讨薪酬结构包含哪些要素成为薪酬设计的重要内容。本文通过对武汉市内13家国有企业1163名员工评估各薪酬结构要素不同水平的薪酬值的实证调查,发现决定程序公平的薪酬结构的主因子分别为:级差工资、学习工资、起点工资。极差分析表明,职位等级、学历等是决定级差工资的重要因素,而工龄相对次要;同一因素不同水平间并不构成等差数列。  相似文献

The gender wage gap in paid employment was studied using data from the 1991 Survey of Household Expenditure and Income for Cyprus, a country which aspires to join the European Union. Selection from a sample which includes more than paid employees was taken into account. It was found that average weekly wages for women are about 60 percent of those for men. Approximately 60 percent of the observed gender gap can be explained by differences in average characteristics but much of this explanation includes the results of industry and occupation choices, and opportunities in these populations.  相似文献

We investigate whether public and private sector employees bear a different wage penalty for having children. According to our estimates, the total motherhood wage penalty is much larger in the private than in the public sector. Nevertheless, in both sectors, we find no unexplained penalty once we control for potential determinants of the family pay gap, namely, a reduced labour supply of mothers, child‐related career interruptions, less access to management positions, and adjustments in working conditions. Finally, only child‐related career interruptions play a different role in explaining the motherhood wage penalty in each sector.  相似文献

Abstract. The negotiating power of the unions and their role in wage determination depends on the level of centralization of the wage bargaining system as well as on other institutional arrangements. In this study, we estimate a set of wage equations in order to study the employment effects of different unions’ stances in wage determination as well as to investigate other characteristics of employment in Greek manufacturing. We discriminate between workers and employees (blue‐ and white‐collar workers) and between sectors in order to capture differences in the relative supply as well as differences in the negotiating power among the staff of the same industry. Empirical findings reveal that the persistence of unemployment arises as a result of the great bargaining power of the unions in negotiations at a sectoral level. White‐collar workers exhibit a stronger negotiating power compared with blue‐collar workers because of differences in the institutional framework.  相似文献

This paper analyses wage inequality with respect to gender and nationality within German establishments. It is a large-scale analysis based on linked employer-employee data from the Institute for Employment Research (LIAB). Wage inequality is measured as the intra-establishment pay gap by gender and nationality, taking into account that human capital may not be equally distributed across the different groups of employees. Consistent with economic theories of discrimination we find significant pay gaps by gender and nationality, even taking into consideration employees’ qualifications. We can show that pay differentials between men and women are much larger on average than those between Germans and non-Germans, and that both pay gaps exhibit a tremendous variation across establishments. Drawing on organisational theories we inquire as to how selected firm characteristics are related to the variation of these intra-firm pay gaps and derive hypotheses about which establishments have a greater incentive and/or are more able to pursue wage equality in their workforces. By use of regression analysis we then investigate whether variables that reflect the firms’ social, institutional and cultural environment and their resource requirements are empirically related to the sizes of the pay gaps. The results are rather ambiguous, suggesting larger, innovating and foreign-owned establishments with a larger share of non-German employees and with a collective bargaining agreement to have smaller gaps, particularly with respect to gender.  相似文献

Theoretical explanations suggest that wage differentials between immigrant and native workers are generated either by differences in the acquisition of human capital or by various forms of exclusion of immigrants from fair labour market rewards. We evaluate the labour quality and labour market discrimination hypotheses by using a large sample of Swedish employees in 1995. Our findings show that labour market integration is relatively unproblematic for immigrants from Western countries, whereas immigrants from other countries, especially from Africa, Asia and Latin America, face substantial obstacles to earnings progress when entering the Swedish labour market. For the latter group of countries, extensive controls for general and country‐specific human capital reduce the earnings differentials. However, the remaining gap is of a non‐trivial magnitude. Thus, the labour quality hypothesis accounts for a part of the observed native–immigrant wage gap, but the remaining differentials can be interpreted in terms of labour market discrimination.  相似文献

ABSTRACT: Using Norwegian data from interviews with about 3,500 employees in 759 establishments, the male-female wage differential is decomposed into its between and within establishment components. In the private sector, the gross wage differential of 23 percent is reduced to 13 by checking for human capital and job characteristics, and to 8 by (also) checking for industry and establishment affiliation. Only this within-establishment differential will be affected by equal pay and comparable worth legislation. In the public sector the gross wage gap between men and women is smaller (17 percent). The inter-establishment component is very small, probably due to centralized wage setting and standardized pay schemes. This has not, however, affected the within-establishment differential which is as large as in the private sector.  相似文献

Abstract. The area‐wide wage agreement is at the centre of Germany's system of collective bargaining. In recent years, however, there has been a tendency towards the decentralization of collective bargaining. Individual wage agreements have led to more moderate wage developments, whilst collective agreements with individual firms, and agreements at the production unit level, have not had this moderating effect. On the other hand, collective bargaining has become more flexible, leading to greater pay differentiation. The further decentralization of collective bargaining, although desirable, has given rise to objections based in constitutional law and to resistance from employees and employers.  相似文献

The effect of flexibility at‐the‐margin on wage of permanent employees is evaluated using Italian Linked Employer‐Employee Data for the period 1991–2004. Temporary Agency Workers (TAW) introduced in Italy in 1997 in some specific industries represents a form of flexible job providing a quasi‐experimental setup that can be used to obtain identification by applying difference‐in‐differences. Concerns related to confounding trends are addressed through several robustness and falsification tests. Norms introducing TAW in all sectors in 2000 are also exploited. Results show an increase in permanent employees’ wage in industries involved in the reform. This evidence is consistent with insider‐outsider theories wherein — in a dual labor market — a rise in the share of unprotected employees may spill over upon insiders’ wage.  相似文献

This paper provides a distributional analysis of the public–private sector wage gap in Germany from 1984 to 1996. The public sector wage distribution is generally less dispersed than the private sector wage distribution. The raw wage differential is positive for males who are at the lower tail of the male wage distribution and negative at the upper tail. In contrast, females enjoy positive wage gaps along most part of the wage distribution. A decomposition analysis reveals that the male wage premium, i.e. the part of the wage gap not accounted for by differences in observable characteristics, is uniformly negative, whereas the female wage premium is positive.  相似文献

Abstract. The paper examines wage linkages between private and public sectors in Sweden by means of Granger causality tests and estimation of error correction models. Wage changes in central and local governments are Granger caused by private sector wage changes. Public sector wage increases involve error correction mechanisms; the lower the relative wage in the past, the higher the current wage increases. Increases in unemployment are associated with relative wage improvements for public sector employees.  相似文献

Abstract. This paper describes divergences in employers’ and employees’ opinions on the proper share of local bargaining in contract wage gains in Finland. Employers want the locally bargained wage share to be approximately half of the total wage rise, while the majority of employees would prefer this share to be in the region of 1–24 per cent. Employers in firms that are large, foreign owned or operate in the financial services industry desire the largest locally bargained share of contract wages. Employees in large firms, on the other hand, resist local bargaining. When the firm uses performance‐related pay, employees would prefer a large role for local bargaining in contract wage gains.  相似文献

This paper uses a sample of male workers to estimate public and private wage structures and the public wage premium for Italy. Results from a model with endogenous sector and schooling suggest that public employees have on average lower unobserved wage potentials in both sectors than private employees, but work in the sector where they benefit from a comparative wage advantage. Schooling is positively correlated with wages in both sectors, and controlling for that is crucial to get more reliable estimates and predictions. The associated average unconditional public wage premium is 12 per cent. The net premium is 9 per cent, but not statistically significant.  相似文献

The importance of wage structure is frequently interpreted as indirect evidence of the role played by labour market institutions. The current paper follows in this tradition, examining the role of wage structure in explaining the trend in the gender wage gap over the period 1973–91 for both Australia and the UK. The focus is upon whether changes in wage structure (and associated gender wage gap) both across country and over time are compatible with institutional explanations. Combining comparisons both cross‐country and over time yields a more stringent, albeit indirect, test of the role of institutions.  相似文献

On January 1, 2015, a new statutory minimum wage of € 8.50 per hour of work was introduced in Germany. Using a difference‐in‐differences approach, we estimate effects on worker‐level outcomes of continuing employees. The results reveal a meaningful absolute increase in the affected workers' pay satisfaction. The increase in job satisfaction is modest and predominantly driven by changes in pay satisfaction implying only a small effect on all other dimensions of job satisfaction. Moreover, effects from the minimum wage on work engagement and turnover intention are virtually zero.  相似文献

In this paper, we examine public–private wage differential among men in India across the entire wage distribution. We find that the raw wage gap between public and private sector is positive across the entire wage distribution in both urban and rural areas. A quantile regression‐based decomposition reveals that that the public sector workers enjoy a positive wage premium across the entire wage distribution in both urban and rural areas, although the magnitude of wage premium is smaller at the top quantiles.  相似文献
