I argue that sociologists have directed insufficient attention to the study of citizenship. When citizenship is studied, sociologists tend to concentrate on just one facet: rights. I elaborate four conceptual facets of citizenship. I link two—citizenship as rights and belonging—to theoretical elaborations of multiculturalism. Considering multiculturalism as a state discourse and set of policies, rather than a political or normative theory, I outline linkages between multiculturalism and two additional facets of citizenship: legal status and participation. Over the last 15 years, the idea of multiculturalism has come under withering criticism, especially in Europe, in part because it is claimed that multiculturalism undermines common citizenship. Yet countries with more multicultural policies and a stronger discourse of pluralism and recognition are places where immigrants are more likely to become citizens, more trusting of political institutions, and more attached to the national identity. There is also little evidence that multicultural policies fuel majority backlash, and some modest evidence that such policies enlarge conceptions of inclusive membership. By studying claims‐making and the equality of immigrant‐origin groups, we see that the participatory aspect of citizenship needs to take center stage in future work in political sociology, social theory, social movements, immigration, and race/ethnicity.  相似文献

With national security concerns dominating the agenda for many states and with the management of cultural diversity under close scrutiny, can the agenda of multiculturalism—with its desire to accommodate cultural differences—survive? By assessing Singapore's review of its multiculturalism policy in this ‘age of terror’, this paper argues that the project of multiculturalism is far from over. Moreover, it argues that, if performed well and permitted to evolve constantly, multiculturalism may instead be a bulwark against the allure of what has become termed ‘home-grown’ terrorism. The argument progresses in broadly three parts. The first part defines the terms multicultural and multiculturalism, and presents a continuum of different approaches to multiculturalism. This section is keen to stress the diversity present in policies of multiculturalism in order to highlight the different policy options available to the management of difference. In the second part, Singapore's policy of multiculturalism is located on the continuum and assessed. Finally, by tracing recent alterations to Singaporean multiculturalism, the final part of the paper suggests possible adaptations that may be required of plural societies when (en)countering extremist ideology.  相似文献

The discussion of European cosmopolitanism and civil society has failed to take questions of culture seriously enough. While remaining sympathetic to liberal forms of cosmopolitanism, this article considers the view that such proposals fail to make space for the ‘Other’. In the context of histories of nationalist violence, masculinism and consumerism this article discusses the charge that ideas of European civilization need to be reconsidered. In the final part of the article, I discuss the view that cultural feminism and certain versions of multiculturalism have much to contribute towards the European project. However, at this point, I seek to distance myself from essentialist arguments in respect of identity. A generative European cosmopolitanism would do well to take questions of cultural domination seriously without reducing the complexity of modern identities.  相似文献

Increasing attention is being paid to the specificities of Asian multiculturalism in relation to ethnic pluralism, citizenship and developmental state formation. This article examines these relationships by analysing three carnival events in colonial and postcolonial Singapore that were organized by the state to promote its official multiculturalism. Through its cultural logics of horizontal racial segmentation, cascading symbolic authority from the state to co-opted communal representatives and multi-modal ritual iteration, the 1937 King George VI coronation celebrations proffered an imperial multiculturalism based on mediating plural groups and procedural norms. Adopting the same cultural logics in the 1970s, the newly-independent nation-state revived and transformed Chingay, a creole Chinese religious procession, into an annual parade celebrating the nation as comprising racially plural groups bound together by the modern ethos of progress the developmental state exemplified. In the 2000s, Chingay has been turned into an international spectacle celebrating Singapore as a cosmopolitan global city of hybridizing multiculturalism. But indicative of new racial-class segmentation, the old nation-building pluralism is promoted by Racial Harmony Day carnivals held in suburban public housing neighborhoods. This bifurcated multiculturalism reflects the developmental state's attempts to deal with new citizenship trends as they grind against the old ethnic pluralism. While faced with the same issues globalization brings, this postcolonial multiculturalism is distinctively different from liberal multiculturalism, not least because the subvention of multiculturalism is achieved through the state appropriation of vernacular cultural practices through its carnivals.  相似文献

Dutch drug policy has been renowned because of its pragmatic and liberal approach, and its positive effects on the health status and mortality rate of hard drug addicts. This policy, however, has had some negative consequences, especially with respect to crime and safety in big cities. As a result, the government took measures to redress these problems. This article presents an overview of recent measures in health care and criminal justice in the Netherlands and discusses the role of social work in drug addiction.  相似文献

Maya heritage is embraced throughout Yucatán as a crucial component of tourism promotions. This, coupled with an emphasis on multiculturalism, makes the state itself a local actor in the marketing of Maya identity through the creation and funding of community-based tourism projects. This article discusses the shifting role of the state in shaping these communities, referencing a Maya village in the Mexican state of Yucatán as the context. The aim is an understanding of the articulation of local tactics to conceal cosmopolitanism while remaining competent in the eyes of funding agencies and the strategies employed by the state that reinforce the importance of performance for tourists. The desire on the part of state creates situations in which individuals are expected to exist in concurrent states of authenticity and modernity, as both traditional and cosmopolitan.  相似文献

This article presents a conceptional framework which analyses the third sector as a part of a mixed welfare system, otherwise made up of the market, the state and the informal private household spheres. From this perspective, the third sector appears as a dimension of the public space in civil societies: an intermediate area rather than a clear-cut sector. Third sector organisations are understood as polyvalent organisations whose social and political roles can be as important as their economic ones; they are portrayed as hybrids, intermeshing resources and rationales from different sectors. In present policies of ‘welfare pluralism’ the emphasis is consequently more on ‘synergetic’ mixes of resources and rationales than on mere issues of substitution processes between different sectors of provision. The last section discusses the potential distinguishing features of such policies with respect to ‘pluralist’ approaches which try to safeguard the conventional hierarchies in a mixed economy of welfare. Liberal multiculturalism as practised in Australia makes demands upon Indigenous minorities to demonstrate their traditionality. Taking examples from recent Australian land and native title claims, the paper illustrates notions of ‘tradition’ generated and applied in these processes. It explores the demand for tradition as an aspect of a liberal economy of values, showing that limitations of liberal perspectives in regard to the recognition of indigenous entitlement are inherent to its economistic framework. It suggests kinds of issues that need to be addressed in the envisioning of a post-liberal approach.  相似文献

Why did some states adopt stringent TANF‐eligibility policies toward immigrants, while others implemented more lenient rules throughout the post‐1996 welfare reform period? We use immigrant‐specific welfare rule measures to examine predominant theoretical frameworks for understanding state stringency in welfare policy. Analysis, utilizing a simultaneous equations modeling (SEM) strategy, uses annual data for all states. Results show consistent support for the median voter (primarily, the percent of liberal voters) theoretical explanation for less stringent state welfare eligibility rules regarding immigrants. While the size of the Social‐Security‐recipient population (tax capacity indicator) and perhaps unacceptable reproductive behavior (teen birth rate) relate to more stringent rules, key state economic and fiscal characteristics (i.e., per capita welfare expenditures, per capita personal income) explain less stringent TANF eligibility rules. Importantly, recent immigrant population concentration patterns (in new and traditional destination states) add to the theoretical explanation of less stringent state TANF immigrant eligibility policies.  相似文献

The alleged death of British multiculturalism has been celebrated in some quarters and regretted in others. Invoking Ulrich Beck’s discussion of zombie categories, we argue that while the appeal of ‘multiculturalism’ as a term has clearly declined, the category in Britain that it refers to encompasses not a single charter, but a series of political settlements and public policies that remain in place even though they have been joined (and frequently challenged) by others. Distinguishing between the term and the category is a valuable means of assessing the persistence of multiculturalism as a mode of integration in Britain.  相似文献

Governments around the world combat inequality by means of group-specific redistribution. Some pursue redistribution that benefits groups, but also wish to avoid accentuating or even recognizing group distinctions. This poses a dilemma that they try to resolve by adjusting the category system used to target redistribution. There are three types of adjustment: accommodation (the multicultural approach), denial (the ideal-typical liberal solution), and replacement (a compromise). In replacement the targets of redistributive policies are constructed to avoid accentuation or recognition of inconvenient group distinctions, but still allow redistribution that benefits these groups. Replacement is increasingly in demand around the world because the disadvantages of multiculturalism are becoming apparent while denial is hard to sustain in the face of group inequality. The actual effect of replacement is little researched and less understood, however. Does it resolve the dilemma of recognition? Two examples–India and Nigeria–where replacement has been tried ever since the 1950s cast doubt on its viability.  相似文献

Abstract This article emphasises the role of empire in explaining the emergence of “liberal nationalism” in Scotland and Québec in the early twentieth century. That period witnessed a relative decline in the British Empire's geopolitical standing. In response British governments implemented policies which sought to redress its decline. The article focuses on three policies – the South African War, tariff reform and imperial defence – and the response of the Young Scots' Society and the self‐ascribed Nationalistes. Both groups espoused a “liberal nationalism”. Yet their liberal nationalism was expressed differently: emphasis was placed on “liberal” in Scotland, and on “nationalism” in Québec, reflecting contrasting relationships with empire.  相似文献

This article is located at the intersection of three recent debates on asylum in Europe: the efficacy of asylum policies; the trafficking of asylum seekers, and their growing vulnerability. Most commentators agree that there are relationships between these three debates, but the nature of those relationships remain unclear. Yet the need properly to understand the nature of these links has become especially pressing in the context of a raft of new policy initiatives on both asylum and trafficking, and concerns for their consequences for asylum seekers. At least part of the reason for this lack of clear understanding is significant gaps in empirical research. This article begins to fill some of these gaps, and in so doing to unpick some of the relationships between asylum policies, trafficking and vulnerability. It focuses on the experiences of asylum seekers in Europe, thus presenting a "bottom up" perspective on trafficking and asylum policies. The findings are derived from research among Iranian asylum seekers in the Netherlands, conducted between 1994 and 1996. The article discusses some of the reservations that surround this approach, including methodological issues such as trust, and the difficulties of applying more widely a narrow case study. Within the context of these reservations, it draws three main conclusions. First, empirical evidence to support the view that increasing proportions of asylum seekers are being forced to turn to traffickers in order to negotiate restrictive asylum policies. Second, the ways in which trafficking is exposing asylum seekers – including at least some "genuine" refugees – to new forms of vulnerability. Third, that direct links exist between asylum policies, trafficking and vulnerability, and that the blame for growing vulnerability lies more with asylum policies than with traffickers or with asylum seekers themselves. Finally, these empirical conclusions are targeted on a series of policy implications.  相似文献

The article discusses the situation of minorities in Rotterdam and Enschede, both declined industrial cities with decreasing employment opportunities and with significant ratios of migrant populations: 40 per cent in Rotterdam, 22.6 per cent in Enschede. The study delineates how ‘relavant practices’ of multiculturalism have emerged in the two cities and their relation to national policies of migration and integration with particular emphasis on the comparative advantages and disadvantages of each city and with reference to the role played by ethnic mobilization.  相似文献

This paper explores how a liberal democratic state keeps migrant workers in temporary status by preventing their permanent settlement. Using Taiwan’s guestworker policy as an example, we argue that through expertise discourses and strategies of “governance at a distance” involving private sector, the Taiwan government has formulated policies and implemented measures that effectively kept guestworkers in temporary status. Analyzing Taiwan’s guestworker policy helps us to understand how the state and its collaborators work together to enhance the control capacity over migrants, while at the same time, enabling the state to keep its liberal pretense.  相似文献

In this paper, the acceptance of bilingualism and the role of bilingual education are studied in Australia and Germany. The differences between these countries with respect to immigration and multiculturalism/multilingualism policies allows the study of the underlying reasons with regard to the handling of bilingualism. While in Germany a contrast between teaching of migrant and minority languages and foreign languages is obvious, the development of LOTE in Australia overcomes this distinction but not the reluctance towards bilingual education. It is then asked what is the meaning of bilingualism with regard to citizenship, which is based on the concept of the nation state in both countries, though in Australia at least concepts of a multicultural state are discussed. The connections of bilingualism/bilingual education and citizenship are also considered with regard to both countries within the context of political developments.  相似文献

Appropriate interventions for assisting transnational social workers (TSWs), nurses and teachers in their transition into the receiving country are significant for enabling competent and safe professional practice. These professionals form a significant part of the professional workforce of many countries as globalisation and liberal migration policies encourage many to cross borders for professional practice. Engaging in employment overseas, however, is a challenging process for them as it entails relocating to a new country and working in unfamiliar sociocultural and practice contexts. While some form of profession-wide assistance is found in nursing and teaching, social workers rarely receive any such interventions. This article discusses existing support offered to transnational nurses and teachers in English-speaking countries such as the UK, US, New Zealand, Australia and Canada and suggests how a similar approach to social workers can assist their transitioning into the receiving country. It draws on the findings of a thematic review of the literature addressing support for transnational nurses, teachers and social workers. The imperative of interventions to assist transition of TSWs into host countries is explored and the article concludes with recommendations for some intervention strategies and mechanisms.  相似文献

Abstract Migration scholars have noted the recent growth of hometown associations (HTAs) in different parts of the world and have approached the topic within the nexus of migration, the increased flow of remittances and development. However, the question of the differential growth, spread and success of HTAs (even in the same national territory) is not addressed and/or remains under‐theorized in migration scholarship. In this article I concentrate on how different genealogies, discourses and policies of migration in Europe and the USA gave rise to different trajectories of transnational migration scholarship, including the research on HTAs. Focusing on the blind spots created by these different paths of transnational migration research, I frame migrant HTAs in the context of the changing state‐space relations of neo‐liberal globalization. In this article I attempt to break the spatial indifference to state territory in migration research and to relate the dynamics of migrant formations to uneven spatial development, rescaling processes, the changing geographical organization of state intervention and the transformations welfare states go through in times of neo‐liberal agendas. Finally, on the basis of a case study of a Turkish hometown association in Germany, I raise some questions about the narratives of power in transnational migration research.  相似文献

This article examines the ideological continuity underlying recent changes in U.S. policy, arguing that both the "liberal" policies of the 1960s and the "free market" conservatism of the 1980s were based upon the presuppositions of neoclassical economic theory. I first consider the intellectual assumptions of postwar liberalism, emphasizing the degree to which the dominant paradigm of the period accepted the neoclassical framework. Next I examine the conservative neoclassical critique of liberal ideas that developed in the 1970s. The economic upheavals of that decade demonstrated the limits of a postwar liberalism that was only ambiguously committed to state intervention. The result was the reassertion of a more consistent market model in economic policy discourse. I conclude by considering the ideological effects of the dominant neoclassical paradigm today in directing attention away from crucial social problems, particularly those that result from market forces themselves in a rapidly changing global economy.  相似文献
