Within academic research, more and more scholars reveal the ambivalence of NGOs—the sometimes constructive, sometimes destructive role they play in solving societal problems. In this paper, we present a discourse analysis that illustrates how NGOs’ campaigning may undermine their reputation and advocacy function. We conclude that such discourse failures are frequently not merely an accidental by-product, but rather a not-intended consequence of deliberate NGOs’ campaigns. By applying ideas from political economy, we make particular note of probable discourse failures when campaigns attempt to deal with complex issues in an environment rife with wide-spread prejudices and where the NGO’s work is transparent. We present collectively institutionalized commitments for NGOs and commitment services enforced by political organizations as instruments that are suitable for increasing public accountability of the NGO sector. In conclusion, we argue that further research can benefit from systematically analyzing the interdependencies between discourses and institutions.  相似文献

Collaboration between non-governmental organisations (NGOs) and public institutions, in accordance with the new public governance model, may contribute to actions by such organisations on behalf of both the co-production and co-construction of social services. The aim of this article is to assess the role of selected traits of NGO leaders in determining the chances of collaboration between NGOs and rural gmina offices in central, post-socialist Poland. The authors present the results of studies on selected subjective determinants of such collaboration, in which 104 leaders of NGOs from 29 rural gminas participated. Five independent research tools were implemented. Logistic regression analysis was used to assess the role of selected traits of NGO leaders in determining the potential for collaboration between NGOs and rural gmina offices. The final model indicates that the potential for collaboration between an NGO and a rural gmina office increases alongside higher levels of education, social competences and locus of control and decreased control ideology among NGO leaders. On this basis, the authors formulate practical conclusions concerning the education of leaders of rural NGOs in post-socialist Poland.

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 dramatically transformed the structure and goals of the public welfare system in the United States. The vast body of research and evaluation generated by the 1996 welfare reforms largely overlooked nongovernmental organizations (NGOs) despite their substantial historical and contemporary involvement in the delivery of social services to low-income populations. Therefore, this paper presents a unique assessment of PRWORA's implications based on the perspective of 90 social service NGOs operating in the Detroit metropolitan area. Examination of their services, staffing, budgets, and clients reveals many changes experienced by NGOs between 1996 and 2000 related to the welfare reforms. Overall, the findings suggest an increased role for social service NGOs in the public welfare system as well as concerns regarding their capacity to adequately fulfill this growing responsibility in the future.  相似文献

Nongovernmental organization (NGO) networks have become key instruments used by NGOs in Latin America. Because these networks have important roles to play in advocating for the sector, earning public support, and improving the provision of public goods and services, understanding these networks is important to understanding the NGO sector more broadly. The article examines how NGO networks use collective texts to diffuse and adapt managerial practices. NGO networks use elements of managerialism and their adaptations to signal quality, secure recognition in social development, identify strengths and weaknesses of the sector, and define civil society in order to garner sector legitimacy. While looking at managerialism from a critical perspective, the article finds that understanding NGOs networks and the diffusion and adaption of NGO practices can further pinpoint effective sources of sector legitimacy and help to strengthen the sector’s role in social development.  相似文献

Hospital Mergers     
Abstract

When secular and sectarian (often Catholic) hospitals merge, women's reproductive healthcare services are often put in jeopardy. Some merger efforts are successful and others fail. Several issues arise as a result of this situation. First, what role do women's reproductive rights activists and their supporters play in effecting hospital merger decisions? This question does not assume that all women support women's rights organizations or that all women support a full range of reproductive rights. Secondly, what other factors seem to effect the outcome of merger discussions? In order to answer these questions, it is first necessary to understand the extent of Catholic hospital expansion and the nature of the hospital merger movement itself. These considerations will provide perspective for the two case studies of the American hospital merger movement that provide venues for examining the issues relating to participation and other factors that effect the outcome of merger talks. Cumberland and Baltimore are the two communities examined in this study. Though it would be a mistake to generalize to all merger situations based on these two cases, there are lessons that women's reproductive healthcare advocates can learn from the experiences of these two communities.

The issue of hospital mergers and the availability of reproductive healthcare services for women does raise an additional issue. Private sector decisions are being made that have a direct impact on public services, that is, the availability of a set of healthcare services in communities. This is not the direction that most public policy analysts consider.

This article examines the social and financial performance of an international sample of non-governmental organizations (NGOs) which transformed into microfinance institutions (TMFI). It shows that recent calls for the transformation of NGOs into TMFIs help improve the financial sustainability and the breadth of outreach of microfinance activities. However, this transformation hinders the depth of the services provided by TMFIs. This is especially significant in the case of bank-TMFIs and suggests that although the transformation might increase the financial independence of TMFIs, it might cause a mission drift that both NGOs and policy-makers ought to consider.  相似文献

This paper provides a brief history of Catholic social services in Australia. The underlying theological base has been Catholic Social Teachings. The paper outlines Catholic Social Teachings and its impact on the development of distinctive Catholic social services. Catholic social services is an umbrella term, which includes the diocesan based services - Centacares, religious orders and lay associations such as St Vincent de Paul Society. A condensed history is presented, which highlights the various stages of the development of Catholic social services. These stages have been identified as the early years of the colony - charity for those in need, Industrialisation and ‘Rerum Novarum’- the right of all people to live in dignity, Catholic Welfare Bureau - improving coordination, training and expertise, Conservatism/Innovation and Advocacy - 1949-1986 and Restructuring of human services - the recent period.  相似文献

First under the Millennium Development Goals and now under the Sustainable Development Goals, partnerships for development, especially between state and NGOs, remain a valued goal. Partnerships are argued to improve provision of basic social services to the poor: the state is viewed as providing scale, with NGOs ensuring good governance. Close study of three leading partnership arrangements in Pakistan (privatization of basic health units, an ‘adopt a school’ program, and low-cost sanitation) shows how state–NGO collaborations can indeed improve service delivery; however, few of these collaborations are capable of evolving into embedded partnerships that can bring about positive changes in government working practices on a sustainable basis. In most cases, public servants tolerate, rather than welcome, NGO interventions, due to political or donor pressure. Embedded partnerships require ideal-type commitment on the part of the NGO leadership, which most donor-funded NGOs fail to demonstrate. For effective planning, it is important to differentiate the benefits and limitations of routine co-production arrangements from those of embedded partnerships.

Reducing suicide rates is a national mental health priority as over 2,200 people die from suicide each year in Australia. Increasingly, nongovernment organisations (NGOs) provide services to people experiencing severe and persistent mental illnesses—a significant cohort at risk of suicide. While clinical services are generally seen as the arbiters of risk, little is known of how suicide risk assessments are undertaken in NGOs. This article reports the findings of a survey-based pilot study of 44 frontline workers in mental health-focused NGOs in Tasmania, Australia, with the aim of sketching a preliminary picture of this under-studied terrain. We identified the assessment practices utilised by workers, and the challenges and dilemmas they experienced in navigating issues of trust in suicide risk assessment in contexts where they often felt vulnerable and under-prepared. We argue that these early findings demonstrate the need for organisations to foster cultures of trust to facilitate both the activities of relationship building between practitioners and clients, and those of monitoring risk.  相似文献

This article analyzes how grassroots organizing diminishes the potential loss of reproductive services in communities affected by Catholic hospital mergers. The empirical contribution of this study is to highlight changing patterns of pro-choice social movement mobilization and approaches to conflict resolution in the reproductive rights arena. To discover how Catholic hospital mergers threaten access to reproductive services, five case studies based in diverse regional and demographic areas throughout the USA are developed. From the case studies, we analyze which organizational factors most strongly influence the preservation of services. Among the variables which may affect outcomes are: characteristics of the acquiring institution, the type of coalition created to terminate the merger, the failure of pro-life activists to counter-mobilize, incentives for compromise on both sides, and regulatory intervention by government or state action. The study concludes that this new phase of the abortion struggle represents renewed vigor among local pro-choice activists and demonstrates that grassroots coalitions who oppose the curtailment of services often preserve reproductive healthcare options in their communities by creating alliances with professionals and other coalition partners.  相似文献

This paper analyzes, from a cross-national perspective, publicized incidents of alleged wrongdoing on the part of nongovernmental organizations (NGOs). Data were derived from daily, weekly, or monthly newspapers and special nonprofit newsletters accessible through websites. Analysis of media reports of scandals involving NGOs was conducted to identify issues and trends in governance and management problems associated with this sector. The paper focuses on NGOs involved in the financing or delivery of health and human services. After highlighting some of the precedent-setting cases of NGO improprieties in the United States during the 1990s, prominent global cases of wrongdoing during the period 1998–2000 are reviewed. The underlying problems that allowed these cases to occur and their implications regarding NGO credibility and public trust are identified, and strategic options for enhancing accountability presented.  相似文献

In the last few decades, nongovernmental organizations (NGOs) have become influential actors in creating awareness of international social, political, environmental and economic causes in global society. However, NGOs have not received much attention in research on international public relations. This study contributes to filling that gap by analyzing how NGOs manage public relations according to the generic principles of excellence in global public relations and how they coordinate strategic communication between headquarters and local units. An online survey of 440 practitioners revealed 2 excellence clusters and 4 clusters of organizations with differing degrees of centralization. Excellent NGOs were found to assign more resources to public relations and more frequently considered cultural context in their communication programs. Thus, the study gives significant insights into international public relations practice in the global civil society sector and reveals further need for modifying and extending public relations theory in that respect.  相似文献

This article examines the widespread notion that post‐apartheid democracy can be deepened and civil society strengthened by NGO activities in the sphere of public debate and participation. I focus on a number of interrelated processes which I argue may compromise NGOs' ability to expand the public sphere: first, donors' overwhelming focus on NGOs as the sole representative of civil society may contribute to a homogenous and institutionalised public sphere; second, the tendency for NGOs to be drawn into partnerships with government bodies and corporate sponsors casts doubt on their ability to open up spaces for critical public debate. By directing attention to popular movements as potentially offering a site for the production of critique, NGOs' relationships to such movements are examined. It is argued that attention must be paid to the processes of NGO‐isation and reformism by which NGOs themselves come to define what civil society should be and may consequently contain counterpublic spheres.  相似文献

This paper analyzes, from a cross-national perspective, publicized incidents of wrongdoing by nongovernmental organizations (NGOs). A content analysis of media reports of scandals over the past four years involving NGOs was conducted to identify issues and trends in governance and management problems. The analysis is confined to NGOs that are involved in the financing and/or delivery of health and human services in order to facilitate comparisons. International and U.S. cases of wrongdoing, covering the gamut of embezzlement to mismanagement, are identified and the common elements and unique features of these cases are examined. The underlying problems that allowed these cases to occur and their implications in regard to NGO credibility and public trust are identified and options for enhancing accountability explored.  相似文献

Abstract  This paper will investigate how some undocumented migrant workers survive in Kotobuki, Yokohama known as the urban underclass. Since the latter half of the 1990s, Kotobuki itself has undergone structural changes. Once a center of day laborers it is now a center of older ex-laborers, mostly surviving on welfare. However, Kotobuki holds positive associations for many Korean and Pilipino migrants, many of whom arrived at the end of the 1980s. They regard the area as a place to earn high wages and as a center for building ethnic networks. Migrants tend to help their ethnic fellows find jobs and exchange information that they may otherwise be unable to acquire given that undocumented migrants are ineligible for public services in Japan. Additionally, ethnic-related self-help activities as well as NGOs play a valuable role in sustaining the livelihood of such migrants who are denied access to public services and assistance. This paper will illustrate the role of self-help among ethnic minority migrant workers. It also aims to demonstrate that contrary to prevailing assumptions, their social status as underclass is not lower than that of their Japanese counterparts.  相似文献

It will be argued in this article that, in engaging with a diasporic network centred on the Dublin-centred National Brotherhood of St Patrick, a more public and confident Irish Catholic leadership emerged in Glasgow during the 1860s. The self-improving reading room culture that the Brotherhood was at pains to provide for also, however, proved attractive to Irish-Scots workers and gave them important formal associational experience. When the local Catholic hierarchy portrayed this as secret society nationalism in disguise, leading Irish Catholic worthies reacted by publicly associating themselves with more militant nationalists in expressions of an Irishness that was both secular and, at times, radical.  相似文献

This research analyzes the factors that determine the placement of development NGOs in Nepal through the examination of the placement data of 39,606 NGOs. Using multivariate ordinary least squares, this investigation demonstrates that the location of an NGO is determined by: level of community needs, resource availability, and the level of political engagement. NGOs are in fact active where their support services are in high demand. However, the other two determinants: ‘resource dependency’ and ‘political engagement’ suggest that development outcomes may be limited due to placement concentration in areas of high human resource availability and high political activity.

In the late 1940s and 1950s American Catholic educators faced the dilemma of how to transmit Catholic faith and culture to the next generation while also reassuring their non-Catholic neighbors that they were fully American in lifestyle and loyalties. This article examines one response to that dilemma: the convergence of public and Catholic school civics curricula through the widespread use of experiential pedagogy in Catholic civics education. Using a content analysis of civics textbooks and teacher's guides from both school systems, this article demonstrates how both kinds of schools converged on an experiential style of civics education, despite vocal opposition to “progressive” pedagogy at elite levels of Catholic educational discourse. The article then presents a partial explanation for this dissonance, demonstrating the moral certainty exhibited in the same Catholic-school textbooks, and suggesting that Catholic educationists understood American Catholics to be morally privileged in a way that gave them special insight into American democracy and protected them from the negative influences of secular educational philosophy. This case study speaks to larger questions of how organizations manage conflicts between abstract principles and practical action, and suggests the value of including religious schools in the sociological study of “loose coupling” in educational organizations.  相似文献

The Roman Catholic Church in the United States is experiencing a financial, psychological, public relations, theological, and spiritual crisis over priests who sexually abused minors or acted out sexually in a variety of ways and members of the church hierarchy who covered up their crimes in order to prevent scandal. In this chapter I discuss the problems of sexuality among errant clergy through my work at The Institute of Living, Hartford Hospital's Mental Health Network.

I argue that if change is to take place in the Roman Catholic Church, it must be systemic and Catholic moral theology needs to develop a more developmentally and scientifically sound narrative of human sexuality for parishioners and clergy.  相似文献

NGOs have taken up an increasing number of roles and responsibilities in Latin American societies. Based on a study of the multi-stakeholder platform, the Water Resources Forum in Ecuador, this paper shows how through the creation of a broad network of NGOs, academics, grassroots water users organizations and governmental actors; this platform has been able to contribute to the democratization of water governance. This paper analyses the international and national socio-political context in which this platform developed and traces the history and strategies that marked its development. Based on this, it argues that NGOs can play an important role in the development of more democratic and inclusive public policy making in water governance, but that the capacity of NGOs to bring about change greatly depends on the socio-political context and on the networks they are able to forge with grassroots organizations, state agencies, funders and other third sector actors.  相似文献
